Pentagon officials remain optimistic that the $60 billion mark is achievable. Overall defense spending in 1997 would come to $242.6 billion.

Retired Air Force Brigadier Gen. Buster Glosson, who planned the US air war against Iraq during the Gulf War, says that US air power made the difference in the war, adding that American have come to understand the dominant nature of air power.
