The ILO human-centred agenda puts the needs, aspirations and rights of all people at the heart of economic, social and environmental policies. At the enterprise level, this approach calls for broader employee representation and involvement that could be powerful factors for productivity growth. However, the implementation of the human-centred agenda at the workplace level may be challenged by the use of artificial intelligence (AI) in various areas of corporate human resource management (HRM). While firms are enthusiastically embracing AI and digital technology in a number of HRM areas, their understanding of how such innovations affect the workforce often lags behind or is not viewed as a priority. This paper offers guidance as to when and where the use of AI in HRM should be encouraged, and where it is likely to cause more problems than it solves. [ABSTRACT FROM AUTHOR]

This paper takes stock of the literature on behaviourally informed interventions to facilitate the transition to a circular economy, and discusses measures that could be pilot tested in Italy. The paper provides an overview of the key concepts of behavioural economics and describes the main "biases" that could influence the adoption of behaviours aligned with the transition to a circular economy by consumers. It goes on to review the empirical evidence on the motivations that may affect the adoption of such behaviours, as well as taking stock of empirical insights into the effectiveness of implemented behavioural interventions relevant to the circular economy transition. Finally, the paper introduces three proposals for experimental pilots in Italy. This working paper was developed in the context of project 21IT01 "Advanced policy instruments to accelerate the circular economy", funded by the European Commission's Directorate-General for Structural Reform Support (DG REFORM). This Working Paper analyses the role of tripartite social dialogue in supporting green workplaces and, more generally, promoting just transitions at enterprise level. The Working Paper explores the different mechanisms whereby social dialogue has contributed to governing, promoting and implementing policies and initiatives to achieve the above goals, with a particular focus on the role of National Social Dialogue Institutions (NSDIs). In doing so, the Working Paper also discusses the main challenges facing social partners regarding their involvement in these policies and processes, including the opportunities or obstacles created by the institutional framework, the type of technical capacities required and the articulation between different levels of social dialogue. Lastly, the Working Paper provides some policy pointers to enhance the role of social dialogue as a tool to sustain just transitions and extend green workplaces. [ABSTRACT FROM AUTHOR]

We study climate policy in an economy with heterogeneous households, two types of goods (clean and dirty), and a climate externality from the dirty good. Using household expenditure and emissions data, we document that low-income households have higher emissions per dollar spent than high-income households, making a carbon tax regressive. We build a model that captures this fact and study climate policies that are neutral with respect to the income distribution. A central feature of these policies is that resource transfers across consumers are ruled out. We show that the constrained optimal carbon tax in a heterogeneous economy is heterogeneous: Higher-income households face a higher rate. Our main result shows that when the planner is limited to a uniform carbon tax, the tax follows the Pigouvian rule but is lower than the unconstrained carbon tax. Finally, we embed this model into a standard incomplete markets framework to quantify the policy effects on the economy, climate, and welfare, and we find a Pareto-improving result. The section offers introduction to the "Biodiversity Policy Response Indicators: Environment Working Paper No. 90," which contribute to the discussion on biodiversity response indicators needed to monitor progress towards the implementation of the 2011-2020 Aichi Biodiversity Targets. Cited are the significance of policy response indicators for biodiversity such as evaluation of biodiversity policy development. Ongoing projects include the development of Green Growth Indicators.

The article focuses on the "Biodiversity Policy Response Indicators: Environment Working Paper No. 90," which is aimed at contributing to the discussion towards Aichi Target 3 on Incentives and Target 20 on Resource Mobilization. Start-up firms play a crucial role in bringing to the market the innovations needed to move to a greener growth path. Risk finance is essential for allowing new ventures to commercialise new ideas and grow, especially in emerging sectors. Still, very little is known about the drivers and the characteristics of risk finance in the green sector. This paper aims to fill this gap by providing a detailed description of risk finance in the green sector across 29 OECD and BRIICS countries over the period 2005-2010 and identifying the role that policies might have in shaping high growth investments in this sector. Results are drawn from a comprehensive deal-level database of businesses seeking financing in the green industry combined with indicators of renewable policies and government R&D expenditures. The results suggest that both supply side policies and environmental deployment policies, designed with a long-term perspective of creating a market for environmental technologies, are associated with higher levels of risk finance relative to more short-term fiscal policies, such as tax incentives and rebates. In addition, when focusing on renewable energy generation, the results confirm the positive association of generous feed-in tariffs (FITs) with risk-finance investment.
