The Gravity Recovery and Climate Experiment (GRACE) Mission is scheduled for launch in June 2001. Within the first year of the GRACE Mission, the project has a minimum science requirement to deliver a new model of the Earth's static geoid with an error of less than 1 cm to spherical harmonic degree seventy (70). However, the performance of the GRACE Mission is designed to exceed this minimum requirement by a factor of 25 or more. For spherical harmonic degrees of up to 40, we expect to improve the current knowledge of the gravity field by one thousand (1000x). The GRACE Mission uses the satellite-to-satellite tracking (SST) technique. The twin GRACE satellites are the instruments that measure the nonuniformities in the Earth's gravity field. Nonuniformities in the gravity field cause the relative distance between the centers-of-mass of the two satellites to vary as they fly over the Earth. Atmospheric drag is the largest non-gravitational disturbing force. Drag is measured and will be used to correct changes in the satellite-to-satellite range measured by an SST microwave link. The microwave link will measure changes in the range between the two GRACE satellites with an error approaching 1 micron. We will discuss how these instrumentation requirements affect the configuration, the mass balance, the thermal control and the aerodynamic design of the satellites, and the design of the microwave SST link and the accelerometer. Finally, the question of how noise in these components limits the overall accuracy of the gravity models will be addressed.

A reduced dynamic filtering strategy that exploits the unique geometric strength of the Global Positioning System (GPS) to minimize the effects of force model errors has yielded orbit solutions for TOPEX/POSEIDON which appear accurate to better than 3 cm (1 sigma) in the radial component. Reduction of model error also reduces the geographic correlation of the orbit error. With a traditional dynamic approach, GPS yields radial orbit accuracies of 4-5 cm, comparable to the accuracy delivered by satellite laser ranging and the Doppler orbitography and radio positioning integrated by satellite (DORIS) tracking system. A portion of the dynamic orbit error is in the Joint Gravity Model-2 (JGM-2); GPS data from TOPEX/POSEIDON can readily reveal that error and have been used to improve the gravity model.

The precision orbit determination (POD) experiment on TOPEX/POSEIDON using the Global Positioning System (GPS) is yielding concrete results. Orbit consistency and accuracy tests indicate that GPS is routinely providing satellite altitude with an accuracy of better than 3 cm. Here we review the GPS experiment, its basic concepts, POD techniques and key results, and discuss the possible cost and performance benefits that may flow to future missions.

This monograph is intended for readers with minimal background in radio science who seek a relatively comprehensive treatment of the mission and technical aspects of an Earth-orbiting radio occultation satellite. Part 1 (chapters 1-6) describes mission concepts and programmatic information; Part 2 (chapters 7-12) deals with the theoretical aspects of analyzing and interpreting radio occultation measurements. In this mission concept the navigation signals from a Global Positioning System (GPS) satellite that is being occulted by the Earth's limb are observed by a GPS flight receiver on board a low Earth orbiter (LEO) satellite. This technique can be used to recover profiles of the Earth's atmospheric refractivity, pressure, and temperature using small, dedicated, and relatively low-cost space systems. Chapter 2 summarizes the basic space system concepts of the limb-sounding technique and describes a low-cost strawman demonstration mission. Chapter 3 discusses some of the scientific benefits of using radio occultation on a suite of small satellites. Chapter 4 provides a more detailed discussion of several system elements in a radio occultation mission, including the launch system for small payloads, the LEO microsat, the GPS constellation, the GPS flight receiver payload, the mission operations ground control and data receiving system, the ground-based GPS global tracking network for precision orbit determination, and the central data processing and archive system. Chapter 5 addresses the various technology readiness questions that invariably arise. Chapter 6 discusses the overall costs of a demonstration mission such as GPS/MET (meteorological) proposed by the University Navstar Consortium (UNAVCO). Chapter 7 describes a geometrical optics approach to coplanar atmospheric occultation. Chapter 8 addresses major questions regarding accuracy of the occultation techniques. Chapter 9 describes some simulations that have been performed to evaluate the sensitivity of the recovered profiles of atmospheric parameters to different error sources, such as departure from spherical symmetry, water vapor, etc. Chapter 10 discusses horizontal and vertical resolution associated with limb sounders in general. Chapter 11 treats selected Fresnel diffraction techniques that can be used in radio occultation measurements to sharpen resolution. Chapter 12 provides brief discussions on selected special topics, such as strategies for handling interference and multipath processes that may arise for rays traveling in the lower troposphere.

The GPS flight experiment on TOPEX/Poseidon marks the first opportunity to demonstrate the high accuracy and cost effectiveness of GPS-based precise orbit determination for low Earth Orbiters. One year into the experiment, GPS has delivered orbit accuracies surpassing the best of the conventional groundbased tracking systems, DORIS and satellite laser ranging, and at a far lower cost.

Plausible future market scenarios for solar heating and cooling systems into buildings in the area served by the Southern California Edison Company. A range of plausible estimates for the number of solar systems which might be installed and the electrical energy which might be displaced by energy from these systems are provided. The effect on peak electrical load was not explicitly calculated but preliminary conclusions concerning peak load can be inferred from the estimates presented. Two markets are investigated: the single family market and the large power commercial market.

Studies of residential energy use, solar-energy technology for buildings, and the requirements for implementing technology in the housing industry led to a project to develop a solar water heater for apartments. A design study for a specific apartment was used to establish a solar water-heater cost model which is based on plumbing contractor bids and manufacturer estimates. The cost model was used to size the system to minimize the annualized cost of hot water. The annualized cost of solar-assisted gas-energy water heating is found to be less expensive than electric water heating but more expensive than gas water heating. The feasibility of a natural gas utility supplying the auxiliary fuel is evaluated. It is estimated that gas-utilizing companies will find it profitable to offer solar water heating as part of a total energy service option or on a lease basis when the price of new base-load supplies of natural gas reaches $2.50-$3.00 per million Btu.

Solar energy has been used for space heating and water heating for many years. A less common application, although technically feasible, is solar cooling. This paper describes the techniques employed in the heating and cooling of buildings, and in water heating. The potential for solar energy to displace conventional energy sources is discussed. Water heating for new apartments appears to have some features which could make it a place to begin the resurgence of solar energy applications in the United States. A project to investigate apartment solar water heating, currently in the pilot plant construction phase, is described.

Report details how solar-energy-augmented system can reduce natural gas consumption by 40% to 70%. Applications discussed include: domestic hot water system, solar-assisted gas heat pumps, direct heating from storage tank. Industrial uses, solar-assisted appliances, and economic factors are discussed.

A summary of the results of a survey of potential applications of solar energy for supplying process heat requirements in the industrial, agricultural, and commercial sectors of California is presented. Technical, economic, and institutional characteristics of the three sectors are examined. Specific applications for solar energy are then discussed. Finally, implications for California energy policy are discussed along with recommendations for possible actions by the State of California.

An assessment of the potential of active solar energy systems for buildings in California is summarized. The technology used for solar heating, cooling, and water heating in buildings is discussed. The major California weather zones and the solar energy designs are described, as well as the sizing of solar energy systems and their performance. The cost of solar energy systems is given both at current prices and at prices consistent with optimistic estimates for the cost of collectors. The main institutional barriers to the wide spread use of solar energy are summarized.

Three programmatic options for demonstrating the most economically attractive applications of solar energy to buildings located in California are formulated. The unique characteristics of solar energy demonstration programs and the involvement of key decision makers are discussed in detail. The demonstration programs are related to specific purposes. The priority structure used to select the generic projects making up each program is discussed in relationship to the purposes of the program. In addition, some implications of the nature of the demonstration program for management are outlined.
