Precipitates are main microstructural features to provide high temperature creep strength and radiation resistance in structural materials for fusion energy systems. However, the mechanisms of precipitate stability under irradiation in candidate structural materials for fusion first-wall and blanket components are poorly understood. In particular, the dual effects of helium transmutation and irradiation-induced damage on precipitate evolution have not been systematically studied in candidate materials, the leading of which are Fe-9Cr reduced activation ferritic/martensitic (RAFM) alloys. To fill this knowledge gap, a fundamental understanding of the single and combined interactions of helium (0-25 appm He/dpa), temperature (300-600C), and atomic displacements (15-100 dpa) on the behavior of MX (M=metal, X=C and/or N) precipitates in an advanced Fe-9Cr RAFM alloy were studied through the use of dual ion irradiation experiments. It was found that helium suppressed the diffusion-mediated mechanisms of precipitate stability (i.e. radiation-enhanced growth) at elevated temperatures and intermediate damage levels but had no effect on precipitate dissolution in the high dose conditions (>50 dpa). A precipitate stability model was used to rationalize the impacts of helium on ballistic dissolution and radiation-enhanced diffusion which are key contributors to overall precipitate stability. Reduced activation ferritic/martensitic (RAFM) steels are the leading candidate structural materials for first-wall and blanket components in fusion reactors. This work is the first in a series to provide a systematic roadmap of MX precipitate stability in RAFM steels under various ion irradiation conditions. Here, the MX-TiC precipitate behavior in an advanced Fe-9Cr RAFM steel is assessed under self-ion irradiation to damage levels ranging from 1 to 100 displacements per atom (dpa) at temperatures ranging from 300-600{\deg}C to isolate the effects of temperature and damage level on precipitate stability. The pre-existing MX-TiC precipitates are shown to exhibit temperature-dominated responses, including coarsening above 400{\deg}C at damage levels of 15 dpa, while damage levels studied at 50 dpa and higher showed dissolution across all temperature ranges studied. The effects of ballistic dissolution and diffusion on precipitate behavior are outlined as a function of precipitate characteristics (number density, size, and 25 volume fraction) and irradiation parameters with the use of the recoil resolution model of precipitate stability. Using spin-echo Nuclear Magnetic Resonance in the model Transverse-Field Ising system TmVO$_4$, we show that low frequency quantum fluctuations at the quantum critical point have a very different effect on $^{51}$V nuclear-spins than classical low-frequency noise or fluctuations that arise at a finite temperature critical point. Spin-echos filter out the low frequency classical noise but not the quantum fluctuations. This allows us to directly visualize the quantum critical fan and demonstrate the persistence of quantum fluctuations at the critical coupling strength in TmVO$_4$ to high temperatures in an experiment that remains transparent to finite temperature classical phase transitions. These results show that while dynamical decoupling schemes can be quite effective in eliminating classical noise in a qubit, a quantum critical environment may lead to rapid entanglement and decoherence., Comment: 10 pages, 5 figures

A key challenge in understanding the feedback mechanism of AGN in Brightest Cluster Galaxies (BCGs) is the inherent rarity of catching an AGN during its strong outburst phase. This is exacerbated by the ambiguity of differentiating between AGN and clusters in X-ray observations. If there is evidence for an AGN then the X-ray emission is commonly assumed to be dominated by the AGN emission, introducing a selection effect against the detection of AGN in BCGs. In order to recover these 'missing' clusters, we systematically investigate the colour-magnitude relation around some ~3500 ROSAT All Sky Survey selected AGN, looking for signs of a cluster red sequence. Amongst our 22 candidate systems, we independently rediscover several confirmed systems, where a strong AGN resides in a central galaxy. We compare the X-ray luminosity to red sequence richness distribution of our AGN candidate systems with that of a similarly selected comparison sample of ~1000 confirmed clusters and identify seven 'best' candidates (all of which are BL Lac objects), where the X-ray flux is likely to be a comparable mix between cluster and AGN emission. We confirm that the colours of the red sequence are consistent with the redshift of the AGN, that the colours of the AGN host galaxy are consistent with AGN, and, by comparing their luminosities with those from our comparison clusters, confirm that the AGN hosts are consistent with BCGs., Comment: Accepted for publication in MNRAS; 12 Pages + Appendix; 7 Figures and 4 Tables

Despite their reputation as being "red and dead", the unique environment inhabited by Brightest Cluster Galaxies (BCGs) can often lead to a self-regulated feedback cycle between radiatively cooling intracluster gas and star formation and AGN activity in the BCG. However the prevalence of "active" BCGs, and details of the feedback involved, are still uncertain. We have performed an optical, UV and Mid-IR photometric analysis of the BCGs in 981 clusters at 0.03 < z < 0.5, selected from the ROSAT All Sky Survey. Using Pan-STARRS PS1 3pi, GALEX and WISE survey data we look for BCGs with photometric colours which deviate from that of the bulk population of passive BCGs - indicative of AGN and/or star formation activity within the BCG. We find that whilst the majority of BCGs are consistent with being passive, at least 14% of our BCGs show a significant colour offset from passivity in at least one colour index. And, where available, supplementary spectroscopy reveals the majority of these particular BCGs show strong optical emission lines. On comparing BCG "activity" with the X-ray luminosity of the host cluster, we find that BCGs showing a colour offset are preferentially found in the more X-ray luminous clusters, indicative of the connection between BCG "activity" and the intracluster medium., Comment: Accepted for Publication in MNRAS; 17 Pages + Appendix, 18 Figures and 5 Tables

We present a scheme designed to suppress the dominant source of infidelity in entangling gates between quantum systems coupled through intermediate bosonic oscillator modes. Such systems are particularly susceptible to residual qubit-oscillator entanglement at the conclusion of a gate period which reduces the fidelity of the target entangling operation. We demonstrate how the exclusive use of discrete phase shifts in the field moderating the qubit-oscillator interaction - easily implemented with modern synthesizers - is sufficient to both ensure multiple oscillator modes are decoupled and to suppress the effects of fluctuations in the driving field. This approach is amenable to a wide variety of technical implementations including geometric phase gates in superconducting qubits and the Molmer-Sorensen gate for trapped ions. Instabilities due to extrinsic interference are routinely faced in systems engineering, and a common solution is to rely on a broad class of $\textit{filtering}$ techniques in order to afford stability to intrinsically unstable systems. For instance, electronic systems are frequently designed to incorporate electrical filters composed of, $\textit{e.g.}$ RLC components, in order to suppress the effects of out-of-band fluctuations that interfere with desired performance. Quantum coherent systems are now moving to a level of complexity where challenges associated with realistic time-dependent noise are coming to the fore. Unfortunately, standard control solutions involving feedback are generally impossible due to the strictures of quantum mechanics, and existing error-suppressing gate constructions generally rely on unphysical bang-bang controls or quasi-static error models that do not reflect realistic laboratory environments. In this work we use the theory of quantum control engineering and experiments with trapped $^{171}$Yb$^{+}$ ions to demonstrate the construction of novel $\textit{noise filters}$ which are specifically designed to mitigate the effect of realistic time-dependent fluctuations on qubits \emph{during useful operations}. Starting with desired filter characteristics and the Walsh basis functions, we use a combination of analytic design rules and numeric search to construct time-domain noise filters tailored to a desired state transformation. The following report of descriptive statistics addresses the attendance of the 2012 class and the average Actual and Predicted 1L Grade Point Averages (GPAs). Correlational and Inferential statistics are also run on the variables of Attendance (Y/N), Attendance Number of Times, Actual GPA, and Predictive GPA (Predictive GPA is defined as the Index Scores reported from the Law School Academic Council). Explicative summaries are written throughout this report. Procedures: Step 1) Student data was collected from the TMSL Registrar, Asst. Dean of Admissions, Academic Support, and Associate Deans, producing a collective database that contains pertinent student. That database is maintained by the Assessment Department. Step 2) The Program Coordinator was given instructions as per Executive Director to perform a statistical analysis of attendance of students targeted by the Friday Academy and their GPAs. Step 3) A statistical analysis was done using the Statistical Package for the Social Sciences (SPSS version 18) and all information is reported in its original format. Fundamentally, findings of this report/study may be used to address the following research question(s)? 1. What are the Attendance and GPA statistical characteristics of the students whom were targeted by the Friday Academy at TMSL for the class of 2012? 2. What are the relationships between Attendance in the Friday Academy at TMSL and their GPAs? 3. Is there a statistically significant difference between the targeted 2012 class students who attended and those who did not? 4. What is the relationship between Attendance of the Friday Academy at TMSL and their GPAs concerning students whom attended at least half the time vs. those who did not? Inertial energy scavengers are self-contained devices which generate power from ambient motion, by electrically damping the internal motion of a suspended proof mass. There are significant challenges in converting the power generated from such devices to useable form, particularly in micro-engineered variants. The following analysis was done to investigate the findings of the Correlational Relationship (R) between the Bar Passing Rates and GPAs of the Years 2005-2009. This report of findings was done to see if there are any significant relationships between the three variables (Bar Pass/Fail/Unknown, Overall GPA, and Bar GPA). The following procedures were followed during Data collection and Analysis: 1. TMSL Registrar queried student information from Banner, collecting Name, Graduation Date, Overall GPA, Bar Pass/Fail/Unknown for all Graduates 2005-2009. 2. Spreadsheet given to TMSL Asst. Dean of Academic Support and Bar GPA supplied for a smaller sample of students. 3. Pass/Fail/Unknown information included on spreadsheet for smaller sample. 4. Bar Pass/Fail/Unknown (P/F/U) relabeled Bar 2/1/0 for analysis as Nominal Data. 5. The most common R (Pearson Correlation Coefficient) is given for all results. In addition, a summary of results is given after each table.

NASA's 2003-2004 Mars Exploration Rovers and associated Athena Science Payload will provide an exciting opportunity to get students and the public involved in Mars exploration. One outreach component, the Athena Student Interns Program, will directly engage high school students in scientific discovery on Mars by incorporating the students into the mission s science team. The Athena Student Interns Program, based on the successful LAPIS program, was prototyped during the FIDO rover field trials that took place in the Arizona desert and at the Jet Propulsion Laboratory (JPL) in August 2002 (http://mars.jpl.nasa.gov/mer/fido). Use of a participatory evaluation process allowed mid-course corrections to be made to the program and provided the model for mission-related outreach.

Over a three-year period 800 thermal line scans of power plant plumes were made by an airborne scanner, with ground truth measured concurrently at the plants. Computations using centered finite differences in the thermal scanning imagery show a lower bound in the horizontal temperature gradient in excess of 1.6 C/m. Gradients persist to 3 m below the surface. Vector plots of the velocity of thermal fronts are constructed by tracing the front motion in successive thermal images. A procedure is outlined for the two-point ground calibration of a thermal scanner from an equation describing the scanner signal and the voltage for two known temperatures. The modulation transfer function is then calculated by input of a thermal step function and application of digital time analysis techniques using Fast Fourier Transforms to the voltage output. Field calibration tests are discussed. Data accuracy is limited by the level of ground truth effort chosen.

A study was made to determine improved values and definitions to be used for thermal environmental design parameters for a spacecraft in near-earth orbit. An algorithm was used to derive a total earth thermal radiation based on a mathematical relationship. Several albedo and earth thermal radiation grid maps were produced on seven track digital magnetic tape. Each map contained the values obtained during a 24 hour period over the entire earth. The output statistics are summarized, and the data processing program is described.

The author has identified the following significant results. Employing simple and economical extraction methods, ERTS can provide valuable data to the planners at the state or regional level with a frequency never before possible. Interactive computer methods of working directly with ERTS digital information show much promise for providing land use information at a more specific level, since the data format production rate of ERTS justifies improved methods of analysis.

In order to study the behavior and effects of thermal plumes associated with the condenser cooling of power plants, thermal line scans are periodically made from aircraft over all power plants along the Wisconsin shore of Lake Michigan. Simultaneous ground truth is also gathered with a radiometer. Some sequential imagery has been obtained for periods up to two hours to study short term variations in the surface temperature of the plume. The article concentrates on the techniques used to analyze thermal scanner data for a single power plant which was studied intensively. The calibration methods, temperature dependence of the thermal scanner, and calculation of the modulation transfer function for the scanner are treated. It is concluded that obtaining quantitative surface-temperature data from thermal scanning is a nontrivial task. Accuracies up to plus or minus 0.1 C are attainable.

Computer programs were used to calculate the total electron excitation cross-section for atoms and the partial ionization cross-section. The approximations to the scattering amplitude used are as follows: (1) Born, Bethe, and Modified Bethe for non-exchange excitation; (2) Ochkur for exchange excitation; and (3) Coulomb-Born of non-exchange ionization. The amplitudes are related to the differential cross-sections which are integrated to give the total excitation (or partial ionization) cross-section for the collision. The atomic wave functions used are Hartree-Fock-Slater functions for bound states and the coulomb wave function for the continuum. The programs are presented and the results are examined.

Thermal scanner imagery acquired during a field experiment designed to study an upwelling event in Lake Superior is investigated. Temperature data were measured by the thermal scanner, with a spatial resolution of 7 m. These data were correlated with temperatures measured from boats. One- and two-dimensional Fourier transforms of the data were calculated and temperature variances as a function of wavenumber were plotted. A k-to-the-minus-three dependence of the temperature variance on wavenumber was found in the wavenumber range of 1-25/km. At wavenumbers greater than 25/km, a k-to-the-minus-five-thirds dependence was found.

The use of a thermal scanner to monitor the time evolution of the thermal structure of the coastal waters in Lake Superior during an upwelling event is described. Mosaics of thermal imagery from ten different times are described. Qualitative descriptions of the imagery give insight into the upwelling event. Recommendations for future use of a thermal scanner to monitor an upwelling event are discussed.

A charging model was developed for geosynchronous, three-axis stabilized spacecraft when under the influence of a geomagnetic substorm. The differential charging potentials between the thermally coated or blanketed outer surfaces and metallic structure of a spacecraft were determined when the spacecraft was immersed in a dense plasma cloud of energetic particles. The spacecraft-to-environment interaction was determined by representing the charged particle environment by equivalent current source forcing functions and by representing the spacecraft by its electrically equivalent circuit with respect to the plasma charging phenomenon. The charging model included a sun/earth/spacecraft orbit model that simulated the sum illumination conditions of the spacecraft outer surfaces throughout the orbital flight on a diurnal as well as a seasonal basis. Transient and steady-state numerical results for a three-axis stabilized spacecraft are presented.

A large number of thermal images of the surface temperatures of the thermal plumes associated with the once-through cooling of electric power plants show that four kinds of plume occur sufficiently often to be classified as distinct plume types. Each type has implications for both numerical models and measurement strategies.

This paper describes the relative bandwidth requirements of the common digital baseband signaling techniques used for data transmission. Bandwidth considerations include the percentage of total power in a properly encoded PN sequence passed at bandwidths of 0.5, 1, 2 and 3 times the reciprocal of the bit interval. The signals considered in this study are limited to the binary class. The study compares such signaling techniques as delay modulation, bipolar, biternary, duobinary, pair selected ternary and time polarity control in addition to the conventional NRZ, RZ and BI-phi schemes.

Thin film solid regenerable adsorbent for use with sorber plate to determine gases

The percentage of total power passed through ideal band-limited channels with bandwidths equal to various multiples of the bit rate is examined for 14 unique binary baseband signaling schemes. The channel bandwidth required to pass 5 percent of the total power is determined as a measure of the need for near-dc channel response. Conclusions are reached as to which signals would be most suitable for high-rate magnetic tape recording.
