ArgusSpec is a prototype autonomous spectroscopic follow-up instrument designed to characterize flares detected by the Argus Pathfinder telescope array by taking short exposure (30 s) broadband spectra (370 - 750 nm) at low resolutions (R~150 at 500 nm). The instrument is built from consumer off-the-shelf astronomical equipment, assembled inside a shipping container, and deployed alongside the Argus Pathfinder at a dark sky observing site in Western North Carolina. The \$35k prototype ArgusSpec was designed, built, and deployed in under a year, largely from existing parts, and has been operating on-sky since March 2023. With current hardware and software, the system is capable of receiving an observation, slewing, performing autonomous slit acquisition, and beginning data acquisition within an average of 32 s. With Argus Pathfinder's 1-second-cadence survey reporting alerts of rising sources within 2 s of onset, ArgusSpec can reach new targets well within a minute of the start of the event. As built, ArgusSpec can observe targets down to a 20$\sigma$ limiting magnitude of $m_V$~13 at 30 s cadence with an optical resolution of R~150 (at 500 nm). With automated rapid acquisition demonstrated, later hardware upgrades will significantly improve the limiting magnitude, and potentially enable deep spectroscopy by the coaddition of data from an array of ArgusSpec systems. ArgusSpec's primary science driver is the characterization of the blackbody evolution of flares from nearby M-dwarfs. Large flares emitted by these stars could have significant impacts on the potential habitability of any orbiting exoplanets, but our current understanding of these events is in large part built on observations from a handful of active stars. Examined are differences of opinion among educators in regard to the value of using behavioral objectives in the classroom. Noted are objections such as that cognitive and affective goals are often difficult to describe and to assess in behavioral terms. The author concludes that both advocates and critics of behavioral objectives are involved in describing the teaching-learning process and that behavioral terms are the clearest means educators currently possess for communicating their instructional intentions. The author presents a rationale for the study of futurism in education and analyzes the effects of significant future changes upon deaf education in the 80s. The roles that change agents play in influencing the permanence of innovations within the school are examined: advocacy, information sharing, and organizational development training. Curriculum considerations, particularly in light of the "back to basics" movement, are explored. The importance of getting all citizens involved in forecasting possible, probable, and alternative futures and in determining which of these futures are preferable is pointed out. Unmet needs in the areas of legislation are summarized. (CL)

Ways in which Gallaudet College has used innovative approaches in its outreach services during times of scarce resources are discussed. Gallaudet's outreach programs provide a range of services and advocacy to hearing-impaired populations, nationally and internationally. Outreach efforts are distinguished by their people-to-people focus, which also can lead to a fragmented and inefficient service delivery system. Gallaudet has established an Outreach Coordinating Council in order to build coherence and diminish fragmentation, achieve coordination among the various operating units without replacing their administrative functions, and increase the general efficiency and effectiveness of the outreach mission. The primary purpose of the Outreach Coordinating Council is to coordinate the establishment of policy in matters pertaining to the outreach roles. Outreach efforts of the college include Pre-College Programs, including a Model Secondary School for the Deaf and the College of Continuing Education. Institution-wide outreach services include the Visitor's Center, the International Center, and alumni and community relations. The composition and functions of the Outreach Coordinating Council are outlined. (SW)
