The Pacific region is still in the early stages of its digital transformation. For the region to fully realize the benefits of the digital economy, it will be important for countries to enhance their capacities in a number of areas and to consider policies that would facilitate the capture of the value that emerges from this broad economic transformation. Overarching digital governance and regulatory frameworks will also be important to ensure that digitalization leads to inclusive and sustainable outcomes. This is an immense challenge given that the digital economy has implications across many policy areas and is increasingly inseparable from the functioning of the economy as a whole. As highlighted in the Digital Economy Report 2021 (UNCTAD, 2021b), policymakers and stakeholders are often poorly prepared to tackle the emerging policy challenges related to the digital economy.
