The Association of Research Libraries E-Science Working Group developed a survey to "build an understanding of how libraries can contribute to e-science activities in their institution" and "identify organizations and institutions that have similar interests in e-science to leverage research library interests." The August 2009 survey gathered 57 responses to the survey from the 123 ARL member libraries in the United States and Canada. Twenty-one respondents report their institution provides infrastructure or support services for e-science, 23 institutions are in the planning stages, and 13 do not provide support for e-science.This report presents a summary of the survey results and the six cases studies. It also includes a bibliography of related articles, reports, and Web sites, along with the survey instrument and a selection of recent research library position descriptions with significant e-science support components. Appended are: (1) The Survey Instrument; and (2) Recent Relevant Job Descriptions. (Contains 20 endnotes.)

The NASA Kennedy Space Center (KSC) and Air Force Eastern Range (ER) operate an extensive suite of lightning sensors because Florida experiences the highest area density of ground strikes in the United States, with area densities approaching 16 fl/sq km/yr when accumulated in 10x10 km (100 sq km) grids. The KSC-ER use data derived from two cloud-to-ground (CG) lightning detection networks, the "Cloud-to-Ground Lightning Surveillance System" (CGLSS) and the U.S. National Lightning Detection Network (TradeMark) (NLDN) plus a 3-dimensional lightning mapping system, the Lightning Detection and Ranging (LDAR) system, to provide warnings for ground operations and to insure mission safety during space launches. For operational applications at the KSC-ER it is important to understand the performance of each lightning detection system in considerable detail. In this work we examine a specific subset of the CGLSS stroke reports that have low values of the negative inferred peak current, Ip, i.e. values between 0 and -7 kA, and were thought to produce a new ground contact (NGC). When possible, the NLDN and LDAR systems were used to validate the CGLSS classification and to determine how many of these reported strokes were first strokes, subsequent strokes in a pre-existing channel (PEC), or cloud pulses that the CGLSS misclassified as CG strokes. It is scientifically important to determine the smallest current that can reach the ground either in the form of a first stroke or by way of a subsequent stroke that creates a new ground contact. In Biagi et al (2007), 52 low amplitude, negative return strokes ([Ip] < or = 10 kA) were evaluated in southern Arizona, northern Texas, and southern Oklahoma. The authors found that 50-87% of the small NLDN reports could be classified as CG (either first or subsequent strokes) on the basis of video and waveform recordings. Low amplitude return strokes are interesting because they are usually difficult to detect, and they are thought to bypass conventional lightning protection that relies on a sufficient attractive radius to prevent "shielding failure" (Golde, 1977). They also have larger location errors compared to the larger current events. In this study, we use the estimated peak current provided by the CGLSS and the results of our classification to determine the minimum Ip for each category of CG stroke and its probability of occurrence. Where possible, these results are compared to the findings in the literature.

The NASA Kennedy Space Center (KSC) and Air Force Eastern Range (ER) are located in a region of Florida that experiences the highest area density of lightning strikes to ground in the United States, with values approaching 16 fl/km 2/yr when accumulated in 10x10 km (100 sq km) grids (see Figure 1). Consequently, the KSC-ER use data derived from two cloud-to-ground (CG) lightning detection networks to detect hazardous weather, the "Cloud-to-Ground Lightning Surveillance System" (CGLSS) that is owned and operated by the Air Force and the U.S. National Lightning Detection Network (NLDN) that is owned and operated by Vaisala, Inc. These systems are used to provide lightning warnings for ground operations and to insure mission safety during space launches at the KSC-ER. In order to protect the rocket and shuttle fleets, NASA and the Air Force follow a set of lightning safety guidelines that are called the Lightning Launch Commit Criteria (LLCC). These rules are designed to insure that vehicles are not exposed to the hazards of natural or triggered lightning that would in any way jeopardize a mission or cause harm to the shuttle astronauts. Also, if any CG lightning strikes too close to a vehicle on a launch pad, it can cause time-consuming mission delays due to the extensive retests that are often required for vehicles and/or payloads when this occurs. If any CG lightning strike is missed or mis-located by even a small amount, the result could have significant safety implications, require expensive retests, or create unnecessary delays or scrubs in launches. Therefore, it is important to understand the performance of each lightning detection system in considerable detail.

Electric field measurements made in and near clouds during two airborne field mill programs are presented. Aircraft equipped with multiple electric field mills and cloud physics sensors were flown near active convection and into thunderstorm anvil and debris clouds. The magnitude of the electric field was measured as a function of position with respect to the cloud edge in order to provide an observational basis for modifications to the lightning launch commit criteria (LLCC) used by the U.S. space program. These LLCC are used to reduce the risk that an ascending launch vehicle will trigger a lightning strike that could cause the loss of the mission or vehicle. The results suggest that even with fields of tens of kV/m inside electrically active convective clouds, the fields external to these clouds decay to less than 3 kV/m within fifteen kilometers of cloud edge. Fields exceeding 3 kV/m were not found external to anvil and debris clouds.

The NASA Kennedy Space Center (KSC) and Air Force Eastern Range (ER) use data from two cloud-to-ground lightning detection networks, CGLSS and NLDN, during ground and launch operations at the KSC-ER. For these applications, it is very important to understand the location accuracy and detection efficiency of each network near the KSC-ER. If a cloud-to-ground (CG) lightning strike is missed or mis-located by even a small amount, the result could have significant safety implications, require expensive retests, or create unnecessary delays or scrubs in launches. Therefore, it is important to understand the performance of each lightning detection system in considerable detail. To evaluate recent upgrades in the CGLSS sensors in 2000 and the entire NLDN in 2002- 2003, we have compared. measurements provided by these independent networks in the summers of 2005 and 2006. Our analyses have focused on the fraction of first strokes reported individually and in-common by each network (flash detection efficiency), the spatial separation between the strike points reported by both networks (relative location accuracy), and the values of the estimated peak current, Ip, reported by each network. The results within 100 km of the KSC-ER show that the networks produce very similar values of Ip (except for a small scaling difference) and that the relative location accuracy is consistent with model estimates that give median values of 200-300m for the CGLSS and 600-700m for the NLDN in the region of the KSC-ER. Because of differences in the network geometries and sensor gains, the NLDN does not report 10-20% of the flashes that have a low Ip (2 kA < |Ip| < 16 kA), both networks report 99 % of the flashes that have intermediate values of Ip (16< |Ip| < 50 kA), and the CGLSS fails to report 20-30% of the high-current events (|Ip| >=0 kA).

An algorithm processes cloud-physics data gathered in situ by an aircraft, along with reflectivity data gathered by ground-based radar, to determine whether the aircraft is inside or outside a cloud at a given time. A cloud edge is deemed to be detected when the in/out state changes, subject to a hysteresis constraint. Such determinations are important in continuing research on relationships among lightning, electric charges in clouds, and decay of electric fields with distance from cloud edges.

Accurate vertical wind profiles are essential to successful launch or landing. Wind changes can make it impossible to fly a desired trajectory or avoid dangerous vehicle loads, possibly resulting in loss of mission. Balloons take an hour to generate a profile up to 20 km, but major wind changes can occur in 20 minutes. Wind profilers have the temporal response to detect such last minute hazards. They also measure the winds directly overhead while balloons blow downwind. At the Eastern Range (ER), altitudes from 2 to 20 km are sampled by a 50-MHz profiler every 4 minutes. The surface to 3 km is sampled by five 915-MHz profilers every 15 minutes. The Range Safety office assesses the risk of potential toxic chemical dispersion. They use observational data and model output to estimate the spatial extent and concentration of substances dispersed within the boundary layer. The ER uses 915-MHz profilers as both a real time observation system and as input to dispersion models. The WR has similar plans. Wind profilers support engineering analyses for the Space Shuttle. The 50-IVl11z profiler was used recently to analyze changes in the low frequency wind and low vertical wavenumber content of wind profiles in the 3 to 15 km region of the atmosphere. The 915-MHz profiler network was used to study temporal wind change within the boundary layer.

Space launch, landing, and ground operations at the Kennedy Space Center (KSC) and Cape Canaveral Air Force Station (CCAFS) in east-central Florida are highly sensitive to mesoscale weather conditions throughout the year. Due to the complex land-water interfaces and the important role of mesoscale circulations, a high-resolution network of five 915-MHz Doppler Radar Wind Profilers (DRWP) and 44 wind towers was installed over the KSC/CCAFS area. By using quality-controlled 915-MHz DRAT data along with the near-surface tower observations, the Applied Meteorology Unit and KSC Weather Office have studied the development and evolution of various mesoscale phenomena across KSC/CCAFS such as sea and land breezes, low-level jets, and frontal passages. This paper will present some examples of mesoscale phenomena that can impact space operations at KSC/CCAFS, focusing on the utility of the 915-MHz DRWP network in identifying important characteristics of sea/land breezes and low-level jets.

Weather constraints to launching space vehicles are designed to prevent loss of the vehicle or mission due to weather hazards (See, e.g., Ref 1). Constraints include Lightning Launch Commit Criteria (LLCC) designed to avoid natural and triggered lightning. The LLCC currently in use at most American launch sites including the Eastern Range and Kennedy Space Center require the Launch Weather Officer to determine the height of cloud bases and tops, the location of cloud edges, and cloud transparency. The preferred method of making these determinations is visual observation, but when that isn't possible due to darkness or obscured vision, it is permissible to use radar. This note examines the relationship between visual and radar observations in three ways: A theoretical consideration of the relationship between radar reflectivity and optical transparency. An observational study relating radar reflectivity to cloud edge determined from in-situ measurements of cloud particle concentrations that determine the visible cloud edge. An observational study relating standard radar products to anvil cloud transparency. It is shown that these three approaches yield results consistent with each other and with the radar threshold specified in Reference 2 for LLCC evaluation.

The results of analyses of data collected during a field investigation of thunderstorm anvil and debris clouds are reported. Statistics of the magnitude of the electric field are determined as a function of distance from cloud edge. Statistics of radar reflectivity near cloud edge are also determined. Both analyses use in-situ airborne field mill and cloud physics data coupled with ground-based radar measurements obtained in east-central Florida during the summer convective season. Electric fields outside of anvil and debris clouds averaged less than 3 kV/m. The average radar reflectivity at the cloud edge ranged between 0 and 5 dBZ.

The Airborne Field Mill (ABFM) research program conducted under the direction of the John F. Kennedy Space Center during 2000 and 2001 is described. The purpose, methodology and initial results from the program are presented. Extensive appendices detailing the instrumentation used to collect the data are provided.

Magnetite is a common conductive mineral found on Earth and Mars. Disk-shaped precipitates approximately 40 nm in diameter have been shown to have manganese and aluminum concentrations. Atom-probe field-ion microscopy (APFIM) is the only technique that can potentially quantify the composition of these precipitates. APFIM will be used to characterize geological and planetary materials, analyze samples of interest for geomicrobiology; and, for the metrology of nanoscale instrumentation. Prior to APFIM sample preparation was conducted by electropolishing, the method of sharp shards (MSS), or Bosch process (deep reactive ion etching) with focused ion beam (FIB) milling as a final step. However, new methods are required for difficult samples. Many materials are not easily fabricated using electropolishing, MSS, or the Bosch process, FIB milling is slow and expensive, and wet chemistry and the reactive ion etching are typically limited to Si and other semiconductors. APFIM sample preparation using the dicing saw is commonly used to section semiconductor wafers into individual devices following manufacture. The dicing saw is a time-effective method for preparing high aspect ratio posts of poorly conducting materials. Femtosecond laser micromachining is also suitable for preparation of posts. FIB time required is reduced by about a factor of 10 and multi-tip specimens can easily be fabricated using the dicing saw.

An automated cloud edge detection algorithm was developed and extensively tested. The algorithm uses in-situ cloud physics data measured by a research aircraft coupled with ground-based weather radar measurements to determine whether the aircraft is in or out of cloud. Cloud edges are determined when the in/out state changes, subject to a hysteresis constraint. The hysteresis constraint prevents isolated transient cloud puffs or data dropouts from being identified as cloud boundaries. The algorithm was verified by detailed manual examination of the data set in comparison to the results from application of the automated algorithm.

A search of scientific literature, both printed and electronic, was undertaken to provide quantitative estimates of attenuation effects of rainfall on weather radar radomes. The emphasis was on C-band (5 cm) and S-Band (10 cm) wavelengths. An empirical model was developed to estimate two-way wet radome losses as a function of frequency and rainfall rate for both standard and hydrophobic radomes. The model fits most of the published data within +/- 1 dB at both target wavelengths for rain rates from less than ten to more than 200 mm/hr. Rainfall attenuation effects remain under 1 dB at both frequencies regardless of radome type for rainfall rates up to 10 mm/hr. S-Band losses with a hydrophobic radome such as that on the WSR-88D remain under 1 dB up to 100 mm/hr. C-Band losses on standard radomes such as that on the Patrick AFB (Air Force Base) WSR-74C can reach as much as 5 dB at 50 mm/hr. In addition, calculations were performed to determine the reduction in effective reflectivity, Z, when a radar target is smaller than the sampling volume of the radar. Results are presented for both the Patrick Air Force Base WSR-74C and the WSR-88D as a function of target size and range.
