Though charges against Neurath were leveled on various grounds, one of the main issues was that Neurath embraced the idea of planning as well: namely, that natural resources, their distribution, and their employment should be balanced and planned by scientific means. Neurath's papers and books are, however, often short on these references - mainly due to his (academically often not approved) writing style, but also possibly due to a lamentable lack of care - hence utilizing this method might mean missing the very point of Neurath. Primitive accumulation cannot explain capital accumulation, as the mere accumulation of a surplus does not dictate what economic agents will I do i with that surplus, or how it will be invested. Profit rates in global commodity chains are key to the model, as higher profits in the core allow for higher rates of capital accumulation, whereas lower profits in the periphery are said to limit them (133). This is one of the primary reasons for lower rates of capital accumulation in the developing world, not lower profits like Selwyn posits ([2]). If you are interested in understanding the process of diminishing and even dismantling the role of the state, currently advocated by the right-wing, and do not have an extensive background in public finance, June Sekera's short book, I The Public Economy in Crisis i , would be a good place to start. Sekera does a fine job of showing the connection between the idea of limited government and the ideological stranglehold of neoclassical economics when she discusses Paul Samuelson's idea that economic participation of the government can be justified only in the case of market failure. Because the Brief is grounded in the theories of popular sovereignty and liberal democracy, Sekera underrepresents the coercive power of the state, as well as class processes.
