This article focuses on the book "The Firm as a Nexus of Treaties," edited by Masahiko Aokl, Bo Gustafsson and Oliver E. Williamson. In this 2019 reboot of his collection of essays from the 1970s, Gavin Williams traces the lingering the impact of colonialism and international capital on Nigeria's political economy, the shaky development of an indigenous industrial class and the changing role of the state in national development. However, reading the book, it is not clear what such an analysis is for. Is it intended as a diagnosis? An indictment? Williams leftist commitments are clear, but amid the painstaking analysis one can ask: what is the point of studying politics? In this review article the author unpicks Williams' at times contradictory answers to this question and argues that the book demonstrates the relevance of mid twentieth-century Nigerian politics to readers today. She poses the question of how we can navigate the possibility and risks of newly volatile twenty-first-century politics, unchained as it is from the liberal orthodoxy of the past 40 years. Proponents and critics alike agree that the policies spawned by the WashingtonConsensus have not produced the desired results. The debate now is not overwhether the Washington Consensus is dead or alive, but over what will replace it. Animportant marker in this intellectual terrain is the World Bank's Economic Growthin the 1990s: Learning from a Decade of Reform (2005).With its emphasis on humility,policy diversity, selective and modest reforms, and experimentation, this is a rather extraordinary document demonstrating the extent to which the thinking of thedevelopment policy community has been transformed over the years. But there areother competing perspectives as well. One (trumpeted elsewhere in Washington) putsfaith on extensive institutional reform, and another (exemplified by the U.N.Millennium Report) puts faith on foreign aid. Sorting intelligently among thesediverse perspectives requires an explicitly diagnostic approach that recognizes thatthe binding constraints on growth differ from setting to setting. The article presents a review essay on the book "Talcott Parsons on National Socialism," edited by Uta Gerhardt. Parsons' essays in the book are full of insights into the sociological aspects of fascist movements, the social structure of both pre-Nazi and Nazi Germany, propaganda and social control and memoranda for political and military intervention. Beyond sociologist Max Weber, a deep impact that psychoanalyst Sigmund Freud made on him can be seen in his essays. His use of psychoanalytical concepts predates the psychohistorical approach 20-30 years later and is reminiscent of sociologists Erich Fromm and Wilhelm Reich. His April 25, 1942 presidential address before the Eastern Sociological Society thoughtfully but turgidly makes theoretical connections between structural and psychological levels of society and variables of class, tradition and social access as important consequences of both. Parsons even touched on the issue of 'evil.' He was ahead of his time with regard to feminism. It was true that Parsons wrote in somewhat of a vacuum. He and the world were unaware of the full implications of evil during the Holocaust, that is, of the Final Solution. But he tried. He merits our intellectual and moral respect for that.

The book review process is surrounded with much myth and folklore. Even the experienced author awaits reviews-or in fact to see if the book will be reviewed while assuring himself that reviews are not really important and have no influence on anything except his ego and blood pressure. Some argue that since the reviewer is expressing only one opinion the whole process should be abandoned as a waste of scarce resources. There is often little correlation between the reviewer's opinion and the success of the book. One sees slashing reviews of books which later become, highly successful, and glowing reviews of others which quickly sink from sight. The intention of this paper is to examine several facets of the review process as it applies to professional writing with special reference to economics textbooks. Perhaps some fault also lies with author or publisher who fails to see that copies are sent, or who attempts to obtain reviews in prestige journals, while ignoring the smaller journals which might be happy to publish it. In all, the reviewing process seems to be a haphazard one, having only modest influence on the market success of the book, and meeting few of the criteria of the ideal instrument in terms of serving the interests of the various parties. The traditional review may find these functions increasingly difficult to accomplish.
