"Civil Society in China: How Society Speaks to the State" by Runya Qiaoan explores why some advocacy groups are more effective in an authoritarian state. This article reviews Shen Songqiao's "Pingjie Shen zhu Xueheng Pai yu Wu-Si Shiqi de Fanxin Wenhua Yundong: Jianlun Shehui Kexue yu Shixue Yanjiu Fangfa" (The Critical Review Group and a Reaction to the New Culture Movement during the May Fourth Movement: With a Discussion of Research Methods in Historiography and the Social Sciences), which focuses on a conservative intellectual movement centered around a periodical called "Xueheng" (Critical Review), published from 1922 to 1933.
