Political elites in liberal democracies are showing heightened concern about threats to national security from the overseas political activities of the People's Republic of China (PRC) and its supporters. This Whitehall Paper argues that an effective liberal democratic policy response requires careful disaggregation of distinct sets of risks: to national security; civil liberties; and academic freedom. Although widely cited as a model to follow, Australia's response to these issues illustrates how aggregation of these diverse risks into a singular national security threat – commonly labelled ‘Chinese influence'– can produce alarmist public policy discourse, legislative overreach and mismatched institutional responsibilities. The Paper suggests a set of measures for liberal democracies to manage their engagement with China's powerful and increasingly authoritarian party-state.

This book is a collection of papers that resulted from a series of studies initiated by the Atlantic Council of the United States in 1974. The papers deal with various aspects of achieving adequate collective and cooperative efforts to deal with key contemporary problems of a transnational nature.

The basic idea of common security is not complex. It is that no country can obtain security, in the long run, simply by taking unilateral decisions about its own military forces. This is because security depends also on the actions and reactions of potential adversaries. Security has to be found in common with those adversaries. These ideas were considered in a SIPRI conference held in 1983. The conference had two main objectives. The first was to undertake a critical examination of the concept. The second was to consider the implications of the idea for policy in general, and for disarmament and arms control policy in particular. Originally published in 1985, this book contains revised versions of some of the papers presented at the conference.

This research paper focuses on oil and its importance to operations in the Pacific during World War II. It specifically concentrates on the period before Japanese-U.S. hostilities, through the strike on Pearl Harbor, and concludes with operations in the Solomon Islands. A secure and reliable source of oil was one of the primary reasons that Japan chose to go to war with the United States that fateful Sunday in December 1941.The Japanese understood their country's need for oil and other resources, but never conformed their military strategy to achieve their national objective of economic self-sufficiency. The Japanese Navy pedantically espoused a maritime strategy that required the United States Navy to fight a war according to the Japanese playbook. The Japanese Navy never understood the importance that oil, including its storage and transportation, had to all Navies that tried to steam the great expanses of the Pacific. This lack of logistical foresight was to eventually play a major role in Japan's defeat in the Pacific.Commanders and their staffs must never forget the importance operational logistics plays in achieving operational and national objectives. This research provides the reader a valuable example of the importance of logistics in the execution of operational strategy while pursuing national goals. Although it is valuable to learn from one's own personal mistakes, it is usually less painful to learn from someone else's error, and thereby ensure that their blunder does not become your own.

This book examines the processes, practices and principles of defence planning in small and middle powers.Small and middle powers are recalibrating their force postures in this age of disruption. They are adapting their defence planning and military innovation processes to protect the security of their nations. The purpose of this book is to explore defence planning and military innovation in 11 contemporary case studies of small and middle powers in North America, Europe, the Middle East, Asia and Oceania. Employing a structured focused comparison framework, it traces patterns in the choices of small and middle powers across the following themes: (1) alliances, dependencies and national ambitions; (2) approaches, processes, methods and techniques; and (3) military innovation strategies and outcomes. Breaking new theoretical ground, it offers a three-pronged typology distinguishing between the strategic defence planner, the transactional defence planners and the complacent defence planner. This book adopts a critical lens to look at the workings of Western intelligence and intelligence oversight over time and space. Largely confined to the sub-field of intelligence studies, scholarly engagements with intelligence oversight have typically downplayed the violence carried out by secretive agencies. These studies have often served to justify weak oversight structures and promoted only marginal adaptations of policy frameworks in the wake of intelligence scandals. The essays gathered in this volume challenge the prevailing doxa in the academic field, adopting a critical lens to look at the workings of intelligence oversight in Europe and North America.
