Sea defence policy in England has proven contentious in the early twenty-first century, with government willing to defend the coast only where it is considered cost effective and not minded to compensate people for any resulting abandonment of homes. Additional focus is brought to this position by the 2015 United Nations Sustainable Development Goals (SDGs) which reflect a growing emphasis on climate change effects and other environmental hazards, and the wellbeing of the current generation and those to come. This requires policy makers to seek to balance economic, social and environmental dimensions, and to tackle inequalities; with a central commitment of the goals to "leave no one behind". Subsequent to publication of the SDGs, England was promised a revolution in the government's approach to Flood and Coastal Erosion Risk Management (FCERM). This paper seeks to understand the nature of this revolution with particular regard to extant issues around just governance. It finds that policy fails to deal with issues over the local acceptability of proposals for change and the bearing of risk, and instead lies principally in the elevation of the problematic concept of resilience and an accompanying ambivalence towards ideas of sustainability and sustainable development. International agreement that compensation should be paid to those countries suffering the worst effects of climate change, including sea level rise, suggests that adoption of a similar approach to vulnerable homeowners might be the more appropriate revolution and bring policy more into line with the aspirations of the SDGs. Globally, cities have become hubs for economic activity, productivity, and important platforms for achieving sustainable development goals. The potential of urban agriculture (UA) in improving urban local economies and urban micro-climate has been acknowledged in the literature. The study looked at how the concepts of UA, local economic development (LED), and climate change can be treated in unison. Based on the review of credible published papers on the various concepts of UA, LED, climate change and nature-based solutions (NBS), a proposed conceptual framework was developed in this paper showing the linkages. The paper established that UA could boost LED, build resilient urban settlements, and promote social inclusiveness, but with social challenges. It is therefore recommended that policymakers make UA a crucial aspect of their agenda in the coming years to address the local economic and climate challenges now and in the future. Environmental problems such as climate change, biodiversity loss, water pollution, and land degradation resulting from human activities, continue to intensify in Ghanaian cities. Some schools of thought have attributed this to the low level of environmental literacy among people; thus, calling for environmentally literate citizens, particularly students, who would understand their interactions with the environment, have positive environmental behaviour and can make informed decisions to resolve current and future environmental problems. This paper sought to assess the level of environmental literacy, based on four components - environmental behaviour, environmental affect (attitudes and sensitivity), and cognitive skills - among 354 Junior and Senior High School students in Kumasi. The results of the paper showed that students generally have a moderate level of environmental literacy on environmental issues, with males displaying significantly higher knowledge, environmental affect and cognitive skills than the female students. Younger students had higher pro-environmental environmental behaviour than older students. Several challenges were further outlined to impede efforts in promoting environmental literacy among students. Notable among them were inability of students to appreciate nature by visiting natural areas, and inadequate resources and logistics, among others. The study concludes that schools' curricula alone cannot promote environmental literacy, but requires other extra-curricular activities such as television programmes as a complementary teaching method. Again, in order to develop environmentally literate students, authorities should implement a comprehensive, well supervised environmental literacy programmes in schools and challenge students to embark on environmental projects to make them agents of sustainable environment. This paper uses a participatory approach to assess the level of understanding of the Water-Energy-Climate Change (WECC) nexus in South Africa. The aim is to initiate the development of well-coordinated, systematic, and holistic strategies to promote efficient management of the WECC and its implications in the country. The assessment follows the learnings from the Integrated Water Resource Management framework, which promotes a participatory approach in the administration of water resources. The paper reveals that, despite the reasonable level of understanding of WECC, it is still insufficient to promote an integrated approach mainly in policy development and planning for water and energy resources while averting climate impacts. This is exacerbated by limited coordination and consultation among various stakeholders. However, minimal efforts to promote an integrated approach in the management of the WECC sectors is observed. Despite these developments, the paper proposes that the participatory approach is feasible to promote holistic strategies and collaboration among stakeholders mandated to manage WECC sectors. This paper takes inspiration from the Indigenous Fijian practice of 'curui' – weaving or patching together – as a metaphor to explore connections between climate justice, gender equality, and education in Fijian policies and practices. The paper argues that neither gender equality nor education can be 'silver bullets' for the huge challenges that the climate crisis raises, particularly for small island developing states (SIDS) such as Fiji that exist at the sharp end of the crisis. The paper contributes close analysis of Fijian national climate change policies and development plans from 2010, identifying the ways in which these policies frame and discuss the connections between climate, gender, and education, and asking whether these policies acknowledge traditional ecological knowledges, and the extent to which they are aligned with notions of justice. It argues that connected approaches to education, centred in Indigenous knowledges and ontologies, have thus far been insufficiently included in Fiji's policies. [ABSTRACT FROM AUTHOR]

Policies to reduce air travel demand, including in the tourism sector, are urgently required as air travel's climate impact keeps growing while low-carbon aviation remains a distant perspective. Policy options include flat rate taxes per flight, taxes on flight miles or emissions, or frequent flyer levies, yet little is known about how their distributional impacts compare. This paper examines the distributional effects of various air travel tax options for the UK, informed by an analysis of the distribution of (frequent) flights and associated emissions over income and other social characteristics. We find that 'frequent flights' are even more unequally distributed than all flights and that all taxes on air travel are distributionally neutral or progressive. The most progressive option is a 'frequent air miles tax' based on both the number of flights and emissions. At the same time, some social groups like recent migrants are relatively likely to be 'frequent flyers' even on lower incomes. Overall however, our results show that taxing air travel is far less regressive than taxing home energy or motor fuels. Taxes on air travel, while often portrayed as unfair in public discourses, therefore raise fewer fairness concerns than other types of carbon taxes. [ABSTRACT FROM AUTHOR]

Academic research on mining and climate change and associated impacts on water resources particularly for the developing world has been limitedly explored. Climate change is expected to make water insecurity in rural areas more severe as weather patterns become unfavourable. The extent to which the mining sector is able to reduce its impact on water resources and adapt to climate change will have implications for host communities. This paper explores the relationship between climate change, mining development and water security and how this places rural communities in a position of risk from mining development and climate change for water security. This paper focuses on the Fuleni and Somkhele rural communities located within the uMkhanyakude District Municipality in Northern KwaZulu-Natal, a climate change-induced water scarce area. Despite drought, mining operations continue. Semi-structured interviews were used to collect data from key social actors in the Fuleni community (i.e. residents opposing mining development) and with Somkhele residents (already burdening with mining operations). Additionally for Somkhele, a questionnaire was used to ascertain 424 household views on the impacts of climate variability and mining impacts on livelihoods and water. Results indicated an interplay between climate change, mining impacts and water (and food) security. Development must be implemented in an integrated and holistic manner that contributes to sustainable development and does not impact on water resources. Technological innovations related to water and energy and inter-sectoral collaborations must be prioritised between mining, the government, and civil society, to achieve water security. Ambitious climate action is crucial to achieve social justice and peaceful development in the next decades. However, the current geopolitical and geoeconomic context runs counter to meaningful climate action. In fact, in 2023, global emissions were higher than ever, and future reduction prospects look grim, as Green New Deal policies are facing significant political, economic, and geostrategic challenges on both sides of the Atlantic. Against this backdrop, it is more important than ever to think out of the box in order to build alliances among social movements for an immediate reduction of emissions. Thus, this paper aims to critically explore the role that human rights can play to achieve climate justice in this context, not only as only as legal instruments, but also as a promising narrative of change that includes planetary boundaries and the central imperative of global and national redistribution. This research analyzes the implementation of Sustainable Development Goals (SDGs) in Andorran cultural policy. The article contributes to the academic field of cultural sustainability and cultural policy, applying a mixed method on a country's case study. A content analysis of the White Paper on Culture, a survey addressed to the main Andorran cultural policymakers and a semi-structured interview with the Andorran Minister of Culture have been performed. A new model of analyzing the extent to which cultural policies comply with SDGs in cultural policies is proposed, with the aim that it might be implemented in other countries. The results show that, despite the fact that SDGs are not yet explicitly mentioned in Andorran cultural policy, experts aim to promote the UN 2030 Sustainable Agenda as a priority nationwide. The novelty of this research rests on the use of Sustainable Development Goals' indicators as a code of analysis and as a specific perspective and new approach to evaluating the alignment of cultural sustainability and cultural policies to the UN 2030 Sustainable Agenda. The climate change – inequality nexus has become an increasingly important concept advanced by inequality and sustainability experts as well as international organisations like the United Nations. In this perspective paper, two arguments are made to further our understanding of the nexus and to promote action on SDG 10 ("Reducing inequalities within and among countries") and SDG 13 ("Climate action"). First, climate change's status as a "core" planetary boundary as well as its embeddedness in the 2030 Agenda for Sustainable Development, calls for a wider discussion on environmental and ecological degradation in the context of inequality. Second, the concept of inequalities of opportunity freedoms, under the guise of the influential human capabilities framework, is well suited to make sense of the complexity and multidimensionality of the climate change – inequality nexus. To this end, some (and by no means all) causal links between climate change, wider environmental and ecological degradations, and inequality are analysed. Interdisciplinary research is gathering increasing support from sustainability scholars, however, there is little dialogue between scholarship on interdisciplinarity and interdisciplinary environmental science education. The aim of this paper is to take stock of the insights of studies of interdisciplinary research to inform environmental research and education. We take as our case study a research centre in Spain, which created an interdisciplinary PhD programme on climate change. The analysis is based on 18 interviews with PhD students and supervisors. We focus on: (i) the need to train experts while redefining expertise outside of disciplinary boundaries; (ii) the practical and institutional challenges of interdisciplinarity in the context of PhD training; and (iii) the challenges of assessing the quality across disciplines. Our results show that conflicts with institutional requirements lead to a tendency to abandon interdisciplinary aspects and to the training of experts narrowly centred on the specific problem they analyse. Preparing school teachers goes beyond equipping them with instrumental knowledge of curriculum, pedagogy, and experiences of how this can be enacted in practice. They must be prepared to understand and encompass compelling social issues of justice, equity, and sustainability. To do this they need to understand pressing environmental issues as a forerunner to incorporate sustainability into their teaching. This paper uses survey data from a sample of 136 Australian pre-service teachers to gauge their knowledge and beliefs about sustainability, as well as their level of concern and their inclination to teach about it. The results show sound levels of knowledge of the biophysical environment, knowledge about the consequences of unsustainable practices and the effects of energy use and its contribution as one cause of climate change. Some also hold misconceptions about the causes of climate change. Most prospective teachers are ready to take action to protect earth systems through personal actions, and teaching and advocating within their school community, and less likely to undertake political activities beyond the school. Results from this sample are used to set out a challenge to use the concept of powerful knowledge in tandem with everyday knowledge to improve sustainability instruction in teachers' preparation programs to capitalise on their potential to contribute to Education for Sustainable Development. In striving to achieve the Paris Agreement and the 2030 Agenda, governments have the opportunity to implement their climate and sustainability goals more coherently. Such coherence requires the coordination of interdependent policies across different policy fields, sectors and actors. This paper explores how governments design and implement synergic solutions to concomitantly achieve both international agendas. With the empirical cases of Germany and South Africa, we investigate two independent approaches to the synergic solution of a just energy transition, whereby countries aim to phase out coal as a means to tackle climate change while also ensuring that the achievement of other Sustainable Development Goals (SDGs) is not hindered. Methodologically, we apply a deductive qualitative approach consisting of literature review, semi-structured interviews, and content analysis. To that end, we examine relevant policies and institutional arrangements by applying a combined conceptual framework of energy justice and just transition in both countries. We find major challenges in overcoming environmental, economic and social burdens of the coal phase-out, especially related to jobs and inequality (SDGs 8, 10) and the Water-Energy-Food-Land nexus (SDGs 2, 6, 7, 15). Through the selection of Germany and South Africa, we illustrate how countries with different political, social and economic backgrounds strive to manage such a transition. Our developed framework and case-studies' findings point towards important considerations when designing just energy transition pathways, such as ensuring inclusiveness in decision-making, thoroughly assessing social, economic and environmental impacts, and adequately coordinating across different actors and the local, provincial and national levels. The United Nations' Sustainable Development Goals (SDGs) provide a blueprint to address urgent global challenges, with a clear role for social workers. This paper explores a Sustainable Development Goal's focused student placement at the Australian Association of Social Workers, with RMIT University. Students reviewed the AASW's policy actions and their contribution to the SDGs, including recommendations for future work. The review identified advocacy in key areas, and the need for action on several issues, including climate action. Students learned about social work policy, practice, and sustainability. The placement itself provides a model for other organisations to align their actions to the SDGs. IMPLICATIONS There is a need for greater social work engagement with the United Nations' SDGs to address urgent social and environmental challenges. Field education placements can provide an important opportunity for students to learn about sustainability, social work policy practice, and the SDGs. The increase in urbanization and climate change brings new challenges to the cities' sustainability and resilience, mainly related to flood and drought events. Among these challenges, it can be highlighted the physical and health damage to the population, interruption of water, energy and food supply services, damage to basic infrastructure, economic losses and contamination of urban rivers. To contribute to the increase of resilience in urban centers, LID practices have been used as a new approach of mitigation and adaptation within urban drainage systems, aiming at runoff retention, peak flow attenuation, pollutant removal and ecosystem services restoration (e.g., resources recycling, carbon sequestration, thermal comfort and landscape integration). These different mitigation purposes and complementary benefits provided by LID practices can be related to the different Sustainable Development Goals (SDG) presented by the United Nations (UN), to achieve countries' systemic sustainability. The identification of local techniques that contribute to the different SDG helps to achieve their territorialization and application as public policy. Therefore, this paper presents a literature review, categorizing the studies into different generations based on their main application purpose and presents a linkage of the LID benefits to different SDG. Some challenges were identified requiring further investigation, such as the need to identify and quantify the energy demands for LID practices maintenance and their incorporation in the system final energy balance, identification of processes that contribute to carbon sequestration and emission, and risks of emerging pollutants for human health from water reuse and nutrient cycling for sustainable agriculture. The Kingdom of Morocco decisively increased trade and diplomatic interaction with countries of Western and Sub-Saharan Africa since the mid-2000s, supplementing Morocco's long-standing foreign policy orientation toward the 'West'. Under the guidance of King Mohammed VI, the country gradually sought regional political rapprochement after several decades of relative isolation. The push for regional integration is taking place across multiple policy fields and goes hand in hand with a more assertive demeanour on the stage of international diplomacy. Environmental sustainability – encompassing renewable energy production and environmental protection measures – is a policy sector on which the autocratic Moroccan regime places special emphasis. This paper traces Morocco's 'green turn', the development of environmental sustainability policy under King Mohammed VI in context of Morocco's general foreign policy realignment. It analyses Morocco's environmental engagement at the foreign policy level in terms of soft power activity and gives tentative insight on Morocco's path of becoming an influential regional player in Western and Sub-Saharan Africa. Capacity building is defined as a process by which stakeholders increase their knowledge, skills and resources in order to improve their ability to adapt in a fast-changing world. Universities play a key role in the promotion of sustainability and implementation of the 2030 United Nations Sustainable Development Goals (SDGs) through capacity building. However, universities in developing countries face significant challenges in the implementation of capacity building programmes for sustainability given the lack of procedures that facilitate the systematic integration of multiple stakeholderś epistemologies, methodologies and objectives. In this paper, we present a capacity building approach as a problem-focused process that follows a multi-domain/multi-stakeholder scheme, and provides alignment with the functions and responsibilities of different sectors of society. The approach involves the use of a decision-support tool for sustainability that enables stakeholders to actively participate in decision-making processes. We illustrate the implementation of the capacity building approach through two case studies and show how general and specific capacities tailored to the different stakeholders can be developed. Our approach to capacity building accentuates the role of universities in Mexico, Central America and the Caribbean as research and innovation hubs that could help design and implement flexible, transparent and robust strategies towards achievement of sustainability in the region. Key policy insights Capacity building to address the sustainable development goals should aim to develop sets of interlinked capacities for sustainability across stakeholder groups. Capacity building should take into account the regional institutional contexts in which universities in Mexico, Central America and the Caribbean are embedded. Effective implementation of capacity building must be tailored to the different roles and functions of the actors involved. Thematic, technical, evaluative and procedural domains provide a comprehensive framework to build capacities, which can be continuously adapted according to the functions and responsibilities of the actors. Since the establishment of the Climate Convention and its recent Paris Agreement, capacity building has been considered as a fundamental prerequisite for achieving the goals of the climate regime. Various institutional architectures have been explored, while the 2015 Paris Climate Conference (COP21) established the Paris Committee on Capacity-Building aiming to address needs and gaps, along with promoting current, emerging, and further capacity-building efforts. Efforts to build capacity have been underway for decades but have largely failed in their objectives as they were not designed from, and rooted in, the local context. Drawing from the author's more than 40 years of personal experience in capacity building in Africa, this paper sheds light on the systemic challenges involved in building capacities. Arrangements that do not entail working on, or being led by, an agenda set by those in capacity needs are not, by definition, capacity mobilization or capacity building efforts. It is argued that capacity is tied to self-reliance and self-determination and thus ability to set and pursue the recipient's own agenda must be at the core of development narratives. Key policy insights Self-reliance and self-determination are at the core of capacity development. Therefore, countries need to set and pursue their own agenda by creating and following a bottom-up and inclusive development narrative. Intellectual, financial, and other important resources need to fall under the control of local leadership. Partnerships and networks of research centres think tanks and similar institutions in the South should be created and maintained to build capacities.
