Sierra Leone is an electricity-poor country with one of the lowest electricity consumption per capita rates across sub-Saharan Africa. Yet, with ambitious targets to transform and stimulate its economy in the coming decades, energy demand forecasting becomes an integral component of successful energy planning. Through applying the MAED-D (version 2.0.0) demand software, this research study aims to generate Sierra Leone's electricity demand forecasts from 2023 to 2050. Three novel scenarios (baseline-, high-, and low-demand) are developed based on socio-economic and technical parameters. The baseline scenario considers the current electricity sector as business-as-usual; the high-demand scenario examines an ambitious development future with increased economic diversification and mechanisation, and the low-demand scenario examines more reserved future development. The modelled scenario results project an increase in electricity demand ranging from 7.32 PJ and 12.23 PJ to 5.53 PJ for the baseline-, high-, and low-demand scenarios, respectively, by 2050. This paper provides a base set of best-available data needed to produce an electricity demand model for Sierra Leone which can be used as a capacity-building tool for in-country energy planning alongside further integration into data modelling pipelines. The inaccessibility of modern energy in low-income countries (LIC), especially in the Sub-Saharan African (SSA) region, continues to be a problem in the 21st century. The lack of access to modern energy has led to an inability to implement developmental structures and initiatives. While considerable progress and successes have been realised in the last three decades with increased activities and global commitments from international governments and multinational agencies through electrification projects in the SSA region, SSA countries remain off-track in their efforts to achieve the UN Sustainable Development Goal (SDG) 7. This is mainly demonstrated in sparsely populated rural regions where the high cost of centralised power generation, poor transmission and distribution infrastructures and economic factors have been a major barrier to electricity expansion. Although the use of RES (i.e., decentralised or stand-alone systems) have been acknowledged by the International Energy Agency (IEA) to be the least expensive route to improving access, its impact has not been effectively demonstrated regionally. Decentralised RES use in SSA countries have not seen significant uptake and/or enjoyed long-term sustainability owing to a number of factors. Malawi, despite its significant hydropower resources and the favourable proximity of its inhabitants to grid infrastructures, still has one of the lowest levels of access to electricity globally, with 86% of the population having no access to electricity. The country provides a good case study to investigate factors limiting electricity access in SSA countries. This paper explores the main issues that have historically hindered the uptake and sustainable operation of decentralised RES in the country. The article examines the dynamics of access to electricity in two West African cities: Cotonou (Benin) and Ibadan (Nigeria). Due to poor supply from the grid, households are developing varied ways of accessing electricity, based on different socio-technical dispositifs. In this paper we first demonstrate that access to electricity is based on co-production processes that must be approached from a multi-scale perspective (from the household to the urban scale). We then argue that particular attention to the socio-technical and spatial dimension of co-production arrangements makes it possible to interpret urban electrical configurations and their evolution. We thus show that co-production processes, relying on many actors and technologies to meet a growing and diversified demand for electricity in cities, support an ongoing movement of extension-hybridisation of electricity configurations on an urban scale, thus offering an interesting perspective on power changes in sub-Saharan Africa. This paper assesses the effects of coups on access to electricity in Sub-Saharan Africa (SSA). The study covers a sample of 40 sub-Saharan African countries over the period 1980–2017. The econometric approach employed is the generalized method of moments (GMM). While the extant literature has established that political instability can have both positive and negative effects on access to basic public goods and services, the present study finds that coups significantly reduce access to electricity in SSA. This effect is the same regardless of the type of coup, notably: successful, failed, military or civilian coups. Thus, coups are not conducive for the establishment of real democratic transitions in the region which inter alia , are necessary to promote development outcomes such as access to electricity. Electricity sector reforms have transformed the structure and organization of the sector worldwide. While outcomes of reforms in developed and developing countries have been extensively examined, there is limited analysis of the reforms in sub-Saharan Africa (SSA). This paper analyses the performance of electricity sector reforms in 37 SSA countries between 2000 and 2017. We use a stochastic frontier analysis approach to estimate a multi-input multi-output distance function to assess the impact of reform steps and institutional features on indicators of investment and technical efficiency. Results indicate a positive correlation between reforms and installed generation capacity per capita, plant load factor, and technical network losses. The presence of an electricity law, sector regulator, vertical unbundling, and private participation in the management of assets were positively correlated with reform performance. Perceptions of non-violent institutional features such as corruption, regulatory quality and governance effectiveness do not seem to have had a significant effect, but perceptions of political stability, violence, and terrorism influenced reform outcomes. We conclude that a workable reform in SSA involves vertical unbundling with an electricity law, a regulator, and private ownership and management of assets where feasible. However, positive outcomes go hand in hand with higher technical network energy losses which indicates higher investment in the generation segment than in the network segment. Understanding the scale of energy poverty remains elusive. It is, however, a key metric in the global effort to eradicate poverty. The analysis presented in this paper provides insights into the true scale and impacts of unreliable electricity service provision. The paper introduces a simple and novel approach to quantifying the difference between electricity supply and demand, accounting for both met and unmet demand in Sub-Saharan Africa (SSA). To assess unmet demand, generator use, reduced utilization due to unreliable electricity service, unrealized demand from unelectrified households, and the effect of tariff reductions are considered. We find that at 2018 prices, SSA (excluding South Africa) on-grid power networks had annual unmet demand of 8.83 TWh for on-grid users and 42.9 TWh with the inclusion of the off-grid sector. With a 50% reduction in tariff by country, the on-grid power sector would face a 21.46 TWh of unmet demand in the region, rising to 55.53 TWh with the inclusion of off-grid. [ABSTRACT FROM AUTHOR]

This paper proposes a new method for analysing the feasibility of microgrid projects based on consumers' expressed willingness to pay for the service in rural sub-Saharan Africa and microgrid project developers' willingness to accept. The paper also introduces a common measurement parameter, unit of service, that combines electricity and telecommunications in one service package to establish a link between customers' preferred price and profitability for the service provider. Further, the proposed methodology is used to analyse a study case located in rural Namibia. The results suggest that there is a price range for the service where a microgrid project can be feasible while satisfying local consumers' willingness to pay for the service.
