Archives are not straightforward repositories of history. Instead, they authorize which stories are remembered. In this article we apply the insights of cultural geographers and other influential scholars of archives to analyze the political dimensions of archiving activist histories. A small group of antiprison activists produced a personal archive during the 1990s and 2000s documenting brutality behind bars and efforts to dismantle solitary confinement in California prisons. After being deemed too dangerous to be opened to the public by university archivists, and without a permanent home, the papers were at risk of being lost to history. By presenting our work building this archive, we analyze the limitations of institutional libraries and the vital role played by individuals and independent institutions willing to preserve dangerous papers, and we show how preserving histories of state violence and opposition can become a deeply personal and risky endeavor. My Turn is software used to manage several Covid-19 mass vaccination campaigns in California. The objective of this article is to describe the use of My Turn at two points of dispensing in California and comment on process improvements to reduce manual tasks of six identified processes of vaccination–registration, scheduling, administration, documentation, follow-up, and digital vaccine record–and paper. We reviewed publicly available documents of My Turn and patients vaccinated at George R. Moscone Convention Center in San Francisco and Oakland Coliseum Community Vaccination Clinic. For publicly available documents of My Turn, we examined videos of My Turn on YouTube, and documentation from EZIZ, the website for the California Vaccines for Children Program. For patients, we examined publicly available vaccination record cards on Instagram and Google. At the George R. Moscone Convention Center, 329,608 vaccines doses were given. At the Oakland Coliseum Community Vaccination Clinic, more than 500,000 vaccine doses were administered. Topics include research has emerged to support a variety of practices to modify the caregiving environments for babies and families in intensive care; and Using evidence-based continuous quality improvement tools and implementation science helped participants outline how standards could be implemented in the Intensive Care Unit (ICU).

In 2004, California became the first state to require that employers provide paid family leave (PFL) to their employees. This paper examines the effect of California's PFL law on time spent caregiving to parents and to grandchildren by older adults aged 50–79. To identify the effect of the law, the paper uses the 1998–2016 waves of the Health and Retirement Study and a difference-in-differences approach comparing outcomes in California to other states before and after the implementation of the law. Results suggest that the law induced a switch in caregiving behavior with older adults spending less time caring for grandchildren and more time helping parents. Focusing on women, results further suggest that PFL affected older adults both through their own leave-taking and through reallocations of their caregiving time in response to leave-taking by new parents. The findings motivate thinking more broadly when calculating the costs and benefits of PFL policies; to the extent that California's PFL law enabled older adults to provide more care for their parents they otherwise would not have received, such an outcome represents an indirect benefit of the policy. Hydraulic jacking is a serious threat to concrete spillway chutes, demonstrated by the catastrophic spillway chute failure at California's Oroville Dam in 2017. To improve the understanding of uplift pressure and joint flow developed at open, offset joints and enable design and evaluation of anchors, drain systems, and joint remediations that could help prevent such failures, laboratory tests were performed in a supercritical flume furnished with a model joint where the gap width to offset height ratio was varied over a 725∶1 range. The tests included measurement of boundary layer velocity profiles approaching the joint. Uplift pressures were normalized to the velocity head near the boundary, which is related to the depth-wise velocity profile exponents determined in the experiments and can be estimated for field applications from the chute friction factor. The normalized uplift varies with the joint aspect ratio and the flow depth to offset height ratio. The new relations reduce the uncertainty of modeled uplift pressures by a factor of 2.87 over previous methods. Example applications demonstrate practical upper limits for potential uplift pressure. Subsequent articles will address discharge into offset joints, the dissipation of uplift via drainage, and the effect of different methods for remediating existing offsets to reduce uplift. Practical Applications: Concrete spillway chutes develop cracks and must necessarily be constructed with joints, both of which are prone to displacement over time that may create offsets into the flow. Flow striking such offsets is brought suddenly to rest, similar to a pedestrian tripping on a sidewalk crack. The local stoppage of flow at the offset creates dangerously high pressures that can be injected into the foundation, leading to erosion beneath the slab and potential uplift failure, often called 'hydraulic jacking'. This mechanism has caused several notable failures including the Oroville Dam spillway in 2017. Protection against such failures is usually provided by a combination of the weight (thickness) of the slab itself, anchors that hold the slab down, and subsurface drains that reduce the buildup of pressure. This paper provides experimentally based equations for predicting uplift pressure to enable effective design of new spillways and evaluation of existing spillways. The new equations are significantly more accurate than previous methods because they account for the roughness of the chute surface and the reduced flow velocity near the boundary. Earthquake nowcasting has been proposed as a means of tracking the change in large earthquake potential in a seismically active area. The method was developed using observable seismic data, in which probabilities of future large earthquakes can be computed using Receiver Operating Characteristic methods. Furthermore, analysis of the Shannon information content of the earthquake catalogs has been used to show that there is information contained in the catalogs, and that it can vary in time. So an important question remains, where does the information originate? In this paper, we examine this question using stochastic simulations of earthquake catalogs. Our catalog simulations are computed using an Earthquake Rescaled Aftershock Seismicity ("ERAS") stochastic model. This model is similar in many ways to other stochastic seismicity simulations, but has the advantage that the model has only 2 free parameters to be set, one for the aftershock (Omori‐Utsu) time decay, and one for the aftershock spatial migration away from the epicenter. Generating a simulation catalog and fitting the two parameters to the observed catalog such as California takes only a few minutes of wall clock time. While clustering can arise from random, Poisson statistics, we show that significant information in the simulation catalogs arises from the "non‐Poisson" power‐law aftershock clustering, implying that the practice of de‐clustering observed catalogs may remove information that would otherwise be useful in forecasting and nowcasting. We also show that the nowcasting method provides similar results with the ERAS model as it does with observed seismicity. One of the advantages of these stochastic models is that it can be used to analyze the various assumptions that are inherent in the analysis of seismic catalogs of earthquakes. In this paper, we analyze the importance of the space‐time clustering that is often observed in earthquake seismicity. We find that the clustering is the origin of information that makes the earthquake nowcasting methods possible. We also find that a common practice of "aftershock de‐clustering", often used in the analysis of these catalogs, removes information about future large earthquakes. This paper explores how the Taiwanese-Chinese religious movement Yiguandao ("Way of Pervading Unity") creates a community of non-Chinese followers by utilizing Daoism-related beliefs and practices. Drawing on ethnographic data from fieldwork conducted in California in early 2018, published Yiguandao materials, and internet resources, the paper argues that Yiguandao activists specifically invest their messages in Daoist symbols, beliefs, and practices to reach out to non-Chinese sympathizers of "Asian philosophies" and eventually to establish a global and cross-cultural community of Dao followers. By discussing a case study from Los Angeles, the paper seeks to understand the patterns of Yiguandao activists' engagement with Daoism and how their efforts blend into establishing a global Daoist field. Finally, it thereby invites us to rethink the often haphazardly drawn boundaries—both by practitioners and scholars—between Daoism and other religious phenomena, including New Age, spirituality, and Chinese popular sects. Purpose This paper compares and contrasts the implementation of pharmacist-led services for 3 different sexual and gender minority populations across California, Mississippi, and Florida. Summary Implementation of pharmacist-led services tailored to sexual and gender minorities may be a potential mechanism to address health disparities in these populations. Clinical pharmacists have the potential to provide care with cultural humility and improve health outcomes by optimizing medication regimens, reducing adverse drug events, enhancing medication acquisition, and improving medication adherence. Conclusion The services provided by clinical pharmacists varied across sites and included management of gender-affirming hormone therapy, HIV antiretroviral medication adherence programming, primary care and chronic disease state management, and involvement in care related to mental health, psychiatry, and substance use as well as sexual health. Various legislative and regulatory barriers and differences in scope of practice for pharmacists were also identified. INTRODUCTION: Patients are being encouraged to complete forms electronically using patient portals rather than on paper, but willingness of older adults to make this transition is uncertain. METHODS: The authors analyzed data for 4105 Kaiser Permanente Northern California 2020 Member Health Survey respondents aged 65-85 years who answered a question about willingness to complete online forms and questionnaires using a patient portal. Data weighted to the Kaiser Permanente Northern California membership were used to estimate percentages of older adults willing to complete patient portal forms and questionnaires. Chi-square tests and log-Poisson regression models that included sociodemographic, internet use, and patient portal variables were used to identify factors predictive of willingness. RESULTS: Overall, 59.6% of older adults were willing to complete patient portal forms, 17.6% were not willing, and 22.8% were not sure. Adults aged 75-85 (49.5%) vs 65-74 years (64.8%) and Black (51.9%) and Latino (46.5%) vs White (62.8%) adults were less likely to indicate willingness. In addition to racial and ethnic differences and younger age, higher educational attainment, use of the internet alone (vs internet use with help or not at all), having an internet-enabled computer or tablet, and having sent at least 1 message through the patient portal increased likelihood of being willing. CONCLUSIONS: Health care teams should assess older adults' capabilities and comfort related to completion of patient portal-based forms and support those willing to make the digital transition. Purpose: In an effort to address persistent inequities in maternal and infant health, policymakers and advocates have pushed to expand access to doula care. Several states, including California, now cover doula services through Medicaid. As coverage expands, research on the impact of doula care will likely increase. To develop best practices for research, it is critical to engage community doulas, clients, and other key stakeholders. Description: Our overarching goal was to build capacity for future doula- and client-centered research on community doula care. First, we established a Steering Committee with members from seven relevant stakeholder groups: community doulas, former or potential doula clients, clinicians, payers, advocates, researchers, and public health professionals. Second, we conducted a needs assessment to identify and understand stakeholders' needs and values for research on community doula care. Findings from the needs assessment informed our third step, conducting a research prioritization to develop a shared research agenda related to community doula care with the Steering Committee. We adapted the Research Prioritization by Affected Communities protocol to guide this process, which resulted in a final list of 21 priority research questions. Lastly, we offered a training to increase capacity among community doulas to engage in research on community doula care. Assessment: Our findings provide direction for those interested in conducting research on doula care, as well as policymakers and funders. Conclusion: The findings of our stakeholder-engaged process provide a roadmap that will lead to equity-oriented research centering clients, doulas, and their communities. Motivated by debates about California's net migration loss, we employ valued exponential-family random graph models to analyze the inter-county migration flow network in the United States. We introduce a protocol that visualizes the complex effects of potential underlying mechanisms and perform in silico knockout experiments to quantify their contribution to the California Exodus. We find that racial dynamics contribute to the California Exodus, urbanization ameliorates it, and political climate and housing costs have little impact. Moreover, the severity of the California Exodus depends on how one measures it, and California is not the state with the most substantial population loss. We propose a new approach capable of measuring local seismic anisotropy from 6C (three‐component translation and three‐component rotation) amplitude observations of ambient seismic noise data. Our recent theory demonstrates that the amplitude ratio of 6C cross‐correlation functions (CCFs) enables retrieving the local phase velocity. This differs from conventional velocity extraction methods based on the travel time. Its local sensitivity kernel beneath the 6C seismometer allows us to study anisotropy from azimuth‐dependent CCFs, avoiding path effects. Such point measurements have great potential in planetary exploration, ocean bottom observations, or volcanology. We apply this approach to a small seismic array at Pin˜ $\widetilde{n}$on Flat Observatory (PFO) in southern California, array‐deriving retrieves rotational ground motions from microseismic noise data. The stress‐induced anisotropy is well resolved and compatible with other tomography results, providing constraints on the origin of depth‐dependent seismic anisotropy. Plain Language Summary: In contrast to the well‐known translational displacement of seismic waves, rotation measures the angle of rotation of a point in a medium as it deforms. Traditionally, the travel time of cross‐correlation functions of translational displacement of ambient seismic noise and its corresponding propagation distance is used to calculate the velocity of the subsurface medium. However, our recent theory shows that the amplitude ratio of translational displacement and rotation allows us to reveal the local velocity of the medium beneath the receiver from ambient seismic noise data and to study anisotropy from earthquake events. For evaluating the resistance performance of cement-stabilized soils in cold regions, the variation of the strength of the cemented sand–gravel (CSG) mixture concerning the hydration process should be explored. This paper aims to study the effect of freeze–thaw (F–T) cycles on the strength and microstructure of a CSG mixture with 10% cement that is subjected to 12 cycles of freezing at a temperature of −23°C for 24 h and then melted at room temperature of 24°C for the next 24 h. The uniaxial compressive strength (UCS), California bearing ratio (CBR), and weight volume loss of the samples were measured after individual F–T cycles. Furthermore, the change in the microstructure of the CSG mixture in various F–T cycles was explored. The results showed a considerable reduction in the UCS up to Cycle 3, then a slight increase for Cycles 3–6, and finally a gradual decrease for further cycles. However, the CBR and weight loss slightly fluctuated up to Cycle 6, and then gradually decreased for subsequent cycles. The majority of compounds of hydrated cement were damaged in the first three cycles. In the following cycles, between Cycles 3 and 6, the portlandite compound was dissolved and recrystallized within the microvoids. Depending on the environmental conditions, carbonation may be generated from the hydrated cement fraction, which fills the microvoids and improves the strength and structure of the mixture. During further cycles after the sixth cycle, the mechanical action of the ice lenses coupled with the disintegration of the hydrate compounds imposed many new microvoids and cracks with considerable length and width, which intensified the strength reduction of the moisture and weakened the adhesion between grains. Since cement is widely used in pavement and dam engineering for stabilizing soils, the durability of cemented soils is of prime concern. This study may help improve the durability and resistance of cemented soils in cold climates. The F–T action not only influences the macrostructure of cement-stabilized soils by imposing a wide crack and ice lens but also induces a considerable change in the complexes existing in the hydrated cement paste of the mixture. Three patterns govern the change of the mixture microstructure in various F–T cycles that correspond to the observed trend in strength. The mentioned trend for the microstructure change and, consequently, the strength variation of the CSG mixture are associated with many factors such as pH, cement content, CO2 content, moisture content within the mixture, and relative humidity within the environment. This paper analyzes the perspectives of college students toward food insecurity and basic needs campus resources. We draw from interviews with 49 students at one university in California's Inland Empire conducted in 2019. We found that regardless of personal experience with food insecurity, participants were generally reluctant to access resources or disclose their experiences with the campus community. We propose that this food insecurity stigma operates individually, interactionally, and structurally. We also discuss it as a by-product of neoliberal discourses about students "abusing" the system and needing to pull themselves up by the bootstraps. A response from university stakeholders has been to normalize food insecurity and visibilize resource use. While an important strategy to counteract the impact of food insecurity, we argue that normalization has limits in regard to addressing the root causes of food insecurity. A large literature documents that there are significant academic and non-academic differences between the youngest and oldest students in a school cohort. This paper investigates if being the youngest in a cohort has any impact on an individual's propensity to commit crime by utilizing a data set that contains over 4 million arrest records spanning a 20-year period in California. While I find no persistent effect on the probability of arrest, the youngest students in a cohort have a higher risk of arrest for certain offenses at age 14, corresponding to the age when they would transition to high school. Strandings have been extensively documented for large mammals, however, a comprehensive survey focusing on batoids is currently lacking. To address this knowledge gap, we conducted a review of available stranding data sourced from iNaturalist, news websites, and published papers. A total of 3.148 reports encompassing 189 batoid species were recovered, revealing the vulnerability of both oceanic and coastal species to strandings. Nevertheless, limited data on life stage, sex, animal condition, and fate hinder a comprehensive understanding of this phenomenon. Putative causes were identified only for a small percentage (6%) of the reports, namely pollution, abrupt environmental alterations, predation, pathologies, and fishing activities. The earliest reported stranding dates back to 1989, with an increase in reports observed since 2019. iNaturalist accounted for the majority (75%) of records, emphasizing its significance as a platform for reporting and monitoring batoid strandings. These strandings were reported in 51 countries, with the coastal areas of California, United States, particularly notable. Among the identified species, Rhinoptera bonasus exhibited the highest number of strandings, with 392 recorded individuals. Alarmingly, more than half of the reports involved threatened species, underscoring the need for increased attention to batoid strandings. To address these issues, we propose the establishment of stranding monitoring networks and the development of a freely accessible global database. In addition, the training of volunteer citizen scientists, the development of rescue and rehabilitation protocols, and manuals of good fishing practices aimed at commercial and recreational fisheries are also recommended. Policy responses to the challenges associated with environmental change, including more frequent and severe climatic events, have interlinked environmental and social impacts. Less attention has been afforded to the latter, and specifically to the question of not just whether but how such responses create or entrench inequality. This paper examines policy responses to drought events in California, United States, and the Western Cape Province, South Africa, in terms of their effects on inequality, revealed in relationships to water access networks. We use concepts of water justice and hydraulic citizenship to evaluate how and why these policy responses reproduced water injustices in the two settings. We focus particularly on two mechanisms linking responses to widened inequalities: values‐reinforcement and strategic communication. Using interviews, policy documents, and media reports, we employ process tracing methods to illustrate these mechanisms through which drought policy impacts hydraulic citizenship experiences, manifesting water injustice. We contribute to emerging examinations of environmental policy responses and maladaptation by demonstrating how concepts of hydraulic citizenship and an emphasis on mechanisms can help us better understand and identify experiences of water injustice. Aim: As climate change increases the frequency and severity of droughts in many regions, conservation during drought is becoming a major challenge for ecologists. Droughts are multidimensional climate events whose impacts may be moderated by changes in temperature, water availability or food availability, or some combination of these. Simultaneously, other stressors such as extensive anthropogenic landscape modification may synergize with drought. Useful observational models for guiding conservation decision‐making during drought require multidimensional, dynamic representations to disentangle possible drought impacts, and consequently, they will require large, highly resolved data sets. In this paper, we develop a two‐stage predictive framework for assessing how drought impacts vary with species, habitats and climate pathways. Location: Central Valley, California, USA. Methods: We used a two‐stage counterfactual analysis combining predictive linear mixed models and N‐mixture models to characterize the multidimensional impacts of drought on 66 bird species. We analysed counts from the eBird participatory science data set between 2010 and 2019 and produced species‐ and habitat‐specific estimates of the impact of drought on relative abundance. Results: We found that while fewer than a quarter (16/66) of species experienced abundance declines during drought, nearly half of all species (27/66) changed their habitat associations during drought. Among species that shifted their habitat associations, the use of natural habitats declined during drought while use of developed habitat and perennial agricultural habitat increased. Main Conclusions: Our findings suggest that birds take advantage of agricultural and developed land with artificial irrigation and heat‐buffering microhabitat structure, such as in orchards or parks, to buffer drought impacts. A working lands approach that promotes biodiversity and mitigates stressors across a human‐induced water gradient will be critical for conserving birds during drought. [ABSTRACT FROM AUTHOR]

Soil bulk density (BD) is important for measuring changes in soil chemical, physical, and biological properties; however, the measurement is tedious to collect and requires specialized equipment. Database measurements for soil surface BD do not always correspond to present field conditions as field management can alter BD in time. Saturation percentage (SP) is a routine lab measurement. The objectives of this study are to (1) understand if a relationship between BD and SP can be developed and (2) build a model that predicts BD based on a routine low‐cost lab analysis. We collected 83 soil samples from different experimental sites around California's Central Valley. At each site, BD, SP, soil organic matter (OM), and soil total organic carbon were measured. A set of models were generated and compared based on their Akaike information criterion (AIC) and adjusted R2. The best two models are presented in this paper, and their accuracy and precision in estimating BD were further compared by calculating the root mean square error (RMSE) and the R2 of the predicted versus values measured in the field. We determined that a strong relationship between BD and SP exists (R2 = 0.70) and that a cubic model that includes SP and OM resulted in the best model to predict BD in California soils. Inclusion of additional data may further strengthen this model or make it applicable for other grower regions. Alternative project delivery methods that support collaboration are gaining significant attention in the public sector in the U.S., with increasing examples of owners that transform their traditional delivery methods into ones that reflect relational contracting principles. These approaches are new and despite their proven benefits, their widespread is hindered by the novelty and unfamiliarity nature. The aim of this paper was to contribute to bridge this gap. The key elements associated with relational principles were drawn from the literature and discussed in the light of an empirical case in California. This successful case study provides evidence that these elements can work, even with the limitations commonly observed in the public sector. The paper discusses observed best practices and reveals some practical insights from a project team that was implementing relational elements in the public sector for the first time. The findings of this study will hopefully contribute to the widespread of these practices, and inspire academics and practitioners to initiate or continue their journey towards more collaborative project delivery methods in the construction industry. Water reuse with Advanced Water Treatment (AWT) is increasingly appealing for urban areas seeking water supply reliability. In cities facing water scarcity, how can large-scale reuse support reliability and how do reuse operations affect water quality, energy use, and water conservation? This paper presents a systems analysis of metropolitan-scale water reuse and its effects on water supply and quality. For the case study of Los Angeles County, California, USA, hydroeconomic modeling is used to evaluate reuse as a contributor to water supply given urban water conservation, drought-induced water scarcity, and costs and benefits for supply and demand. Results indicate that AWT can be a viable source of supply especially when coupled with conservation. Across modeled scenarios, reuse provides as much as 30% of regional supplies. New water reuse with AWT becomes viable when imported water availability is 50% or less of historic values. Existing indirect potable reuse operations in the county remain important. Systemwide energy intensity of operations increases with greater reuse in the absence of water conservation. This paper examines the shifting fortunes of the Diablo Canyon Nuclear Power Plant in California to better understand how asset owners are dealing with an increasingly-significant problem in changing energy landscapes: the devaluation of large fixed capital assets. In 2016, Pacific Gas and Electric Company announced a Joint Proposal to retire the Diablo Canyon plant by 2025, the result of a negotiated compromise with labor unions, environmental and community groups. Heralded by many commentators as a model for "just transitions" in the energy sector, this agreement has lately been called into question as new subsidies and political coalitions have emerged to support for the plant's continued operation. This paper investigates the political and economic conditions for the Joint Proposal as an example of "negotiated devaluation," aiming to understand why and how this strategy took shape, and what lessons it offers for other transition processes. Linking literatures on just transitions and devaluation in the energy sector, we show how negotiated devaluation may offer an emerging strategy for owners of energy assets to manage decline in a changing energy landscape. The case also demonstrates the political contingency of these coalitions and the transitions they subtend, and the limited dimensions of justice that might be affirmed in them. Background: This paper describes the protocols for a randomized controlled trial using a parallel-group trial design that includes an intervention designed to address social isolation and loneliness among people experiencing homelessness known as Miracle Friends and an intervention that combines Miracles Friends with an economic poverty-reduction intervention known as Miracle Money. Miracle Friends pairs an unhoused person with a volunteer "phone buddy." Miracle Money provides guaranteed basic income of $750 per month for 1 year to Miracle Friends participants. The study will examine whether either intervention reduces social isolation or homelessness compared to a waitlist control group. Methods: Unhoused individuals who expressed interest in the Miracle Friends program were randomized to either receive the intervention or be placed on a waitlist for Miracle Friends. Among those randomized to receive the Miracle Friends intervention, randomization also determined whether they would be offered Miracle Money. The possibility of receiving basic income was only disclosed to study participants if they were randomly selected and participated in the Miracle Friends program. All study participants, regardless of assignment, were surveyed every 3 months for 15 months. Results: Of 760 unhoused individuals enrolled in the study, 256 were randomized to receive Miracle Friends, 267 were randomized to receive Miracle Money, and 237 were randomized to the waitlist control group. In the two intervention groups, 360 of 523 unhoused individuals were initially matched to a phone buddy. Of the 191 study participants in the Miracle Money group who had been initially matched to a volunteer phone buddy, 103 were deemed to be participating in the program and began receiving monthly income. Discussion: This randomized controlled trial will determine whether innovative interventions involving volunteer phone support and basic income reduce social isolation and improve housing outcomes for people experiencing homelessness. Although we enrolled unhoused individuals who initially expressed interest in the Miracle Friends program, the study team could not reach approximately 30% of individuals referred to the study. This may reflect the general lack of stability in the lives of people who are unhoused or limitations in the appeal of such a program to some portion of the unhoused population. The increase in both the frequency and magnitude of natural disasters, coupled with recent advancements in artificial intelligence, has introduced prospects for investigating the potential of new technologies to facilitate disaster response processes. Preliminary Damage Assessment (PDA), a labor-intensive procedure necessitating manual examination of residential structures to ascertain post-disaster damage severity, stands to significantly benefit from the integration of computer vision-based classification algorithms, promising efficiency gains and heightened accuracy. Our paper proposes a Vision Transformer (ViT)-based model for classifying damage severity, achieving an accuracy rate of 95%. Notably, our model, trained on a repository of over 18,000 ground-level images of homes with damage severity annotated by damage assessment professionals during the 2020–2022 California wildfires, represents a novel application of ViT technology within this domain. Furthermore, we have open sourced this dataset—the first of its kind and scale—to be used by the research community. Additionally, we have developed a publicly accessible web application prototype built on this classification algorithm, which we have demonstrated to disaster management practitioners and received feedback on. Hence, our contribution to the literature encompasses the provision of a novel imagery dataset, an applied framework from field professionals, and a damage severity classification model with high accuracy. This paper presents the findings of a large‐scale experimental study that focus on assessing structural behavior of reinforced concrete (RC) cantilever slabs with carbon/epoxy fiber‐reinforced polymer (CFRP) composite strips using a near‐surface‐mounted (NSM) approach. The NSM/CFRP system evaluated in this study was implemented in strengthening the shoulders of the Slide Canyon Bridge in California, USA. The experimental phase is divided into two main parts: (i) determining the design parameters for NSM, including the bondline strength through pull‐out tests, and (ii) conducting a practical evaluation of the bending behavior of original and retrofitted RC cantilever slabs, each with varying NSM reinforcement and three different development lengths. Results of this study indicated that the use of NSM‐CFRP has a considerable benefit in that it significantly improves ductility and changes the failure mode of the unstrengthened RC slab from the typical brittle shear‐based failure mode to a more ductile flexural‐based failure mode. The large‐scale slab specimens' performances, which had different development lengths, showed little variance, except for the slab specimen with a development length of 457.0 mm that exhibited an appreciable flexural stiffness as compared to other specimens evaluated in this study. In order to simulate the serviceability and ultimate behavior of the RC slab specimens, linear and nonlinear finite element analyses were performed. I employ an elasticity‐based method to invert a geodetically derived surface velocity field in the western US using for present‐day surface strain rate fields with uncertainties. The method uses distributed body forces in a thin elastic sheet and allows for discontinuities in velocity across creeping faults using the solution for dislocations in a thin elastic plate. I compare the strain rate fields with previously published stress orientations and moment rates from geological slip rate data and previous geodetic studies. Geologic and geodetic moment rates are calculated using slip rate and off‐fault strain rates from the 2023 US National Seismic Hazard Model (NSHM) deformation models. I find that computed total geodetic moment rates are higher than NSHM summed moment rates on faults for all regions of the western US except the highest deforming rate regions including the Western Transverse Ranges and the northern and southern San Andreas Fault (SAF) system in California. Computed geodetic moment rates are comparable to the moment rates derived from the geodetically based NSHM deformation models in all regions. I find systematic differences in orientations of maximum horizontal shortening rate and maximum horizontal compressive stress in the Pacific Northwest region and along much of the SAF system. In the Pacific Northwest, the maximum horizontal stress orientations are rotated counterclockwise 40–90° relative to the maximum horizontal strain rate directions. Along the SAF system, the maximum horizontal stresses are rotated systematically 25–40° clockwise (closer to fault normal) relative to the strain rates. Plain Language Summary: Geodetic measurements of surface velocities can be converted to strain rate which is a measure of the distortion rate of the crust. Strain rate is an important quantity for earthquake studies because it can be related to the rate of elastic stored energy (called moment) available for future earthquakes. I convert the strain rates to crustal moment rates and compare this with moment release rates computed from previous estimates of fault slip rates from geology as well as with model moment rates from the 2023 US National Seismic Hazard Model (NSHM). I find that computed total geodetic moment rates are higher than NSHM model moment rates on faults for many regions of the western US. I also find systematic differences in present‐day strain rates and total stress in the crust indicating that the total stress in the crust is not simply the accrual of present‐day deformation. Morro manzanita Arctostaphyos morroensis (Ericaceae) is a long-lived, shrub endemic to San Luis Obispo County, southern California, USA. It was listed as threatened under the U.S. Endangered Species Act in 1994, with identified threats being residential and urban development, including lack of protection on private land and lack of management on public lands, competition with invasive non-native plants, and risks of extinction associated with small and isolated populations. Our goal in this paper is to summarize and supplement the current knowledge of Morro manzanita. We review the literature on the species' description, reproductive ecology, germination cues, short-term response to fire. and distribution. We conducted field surveys to report on long-term response to fire, resampling the previously studied prescribed burn site 25 yr post-fire. Finally, we summarize the current land management of sites that support Morro manzanita and threats faced by this species. For persons serving life-without-parole (LWOP) sentences in California, a commutation usually offers them the sole glimpse of hope for release from prison. While governors were reluctant to consider any sentence reductions from 1975 to 2016, commutations—including those for LWOP—have become a more frequent occurrence since. Yet, little is still known about how governors have justified reducing a sentence that initially offered no prospect of release from prison. Given the apparent change in practice, themes emerging from the content of 177 gubernatorial commutation summaries granted to persons serving LWOP sentences between 2017 and 2021 are analyzed in this paper. Through open coding, rehabilitative indicators (programming and institutional conduct) emerged as necessary preconditions for a commutation, while retributive factors (a reassessment of the nature of the crime and the prerogative to adjust excessive prison sentences or to correct sentencing errors) complemented sentence reductions. The findings expose the ethical issues that arise from an LWOP sentence and the subsequent commutation. More specifically, they shed light on the commitment offenses underlying commuted LWOP sentences and raise questions regarding the penal objectives that are supposed to be accomplished with permanent imprisonment. Rationale: COVID‐19 has fundamentally changed the practice of Emergency Medicine (EM). Care delivery on the front lines has historically depended upon ostensibly reliable input‐output models for staffing, supplies, policies, and therapies. Challenged by the complexity of healthcare during the pandemic, the fallibility of these reductionist models was quickly revealed. Providers and systems quickly had to reconceptualize their dependence on the wider, complex system in which healthcare operates and find adaptive solutions to rapid changes. Aims/Method: This papers seeks to review and describe how Systems Thinking and Complexity Theory (ST/CT)—concepts, principles, and tools that can be used to understand and impact our constantly evolving health system—can be applied to better understand and enact change in complex settings such as during COVID‐19. Some of these ST/CT are described through the real world example of the Alameda Health System Vaccine Taskforce. Results: ST/CT concepts such as Unintended Consequences, Interrelationships, Emergent Behavior, Feedback Loops, and Path Dependence can help EM providers and planners understand the context in which their system operates. Key principles such as Collaboration, Iterative Learning, and Transformational Leadership can help these actors respond to current and future challenges. The integration of these concepts and principles into the Learning Health System offers a model for tying these key concepts and principles together into an adaptive, cross‐sectoral organizational approach. Conclusion: By integrating ST/CT into the practice of EM, we can not only improve our ability to care for patients but also our capacity to understand and strengthen our wider systems of care. An acute difficulty in wine-ratings-related research, and in calculating consensus among judges, is that each rating is one observation drawn from a latent probability distribution that is wine- and judge-specific. One observation is almost no data at all. Minimizing a weighted sum of cross entropies has been proposed as a method of estimating the shape of the latent distribution using one observation. That method was tested on 30 blind triplicate wine ratings. This article replicates that test, presents results of tests at hypothetical boundary conditions, and then presents test results for a set of 30 blind triplicate ratings published by Cicchetti [(2014, August). Blind tasting of South African wines: A tale of two methodologies (AAWE Working Paper No. 164, 15 pages)] and a set of 1599 blind triplicate ratings from the California State Fair. In California, wildfires caused by electrical infrastructure have left the state's investor-owned power utilities with major and growing liabilities. But even in such an incendiary environment, the financial industry has demonstrated that it can profit from disaster. This paper uses the 2019-2020 bankruptcy of Pacific Gas & Electric to explain how. In it, I show how "risk" in California's electricity industry is legally constituted, mediated, and allocated. First, I explain how financial perceptions of wildfire risk in California's electricity industry are shaped by the state's legal and regulatory environment, and how the law is used to manage this risk. I then turn to PG&E's bankruptcy to show how litigation functions as a financial strategy. In court, risk is endogenous to legal-financial practice. I develop the concepts of "legal arbitrage" and "leverage" to explain how law mediates the relationship between risk and finance. I adapt the concept of legal arbitrage to show how financial assets (like those in a utility with unprecedented wildfire liabilities) can possess both legal and market value, which can and often do diverge in circumstances of distress. I use the term leverage to refer to a particular kind of legal-financial power which enables actors to transfer risk away from themselves and onto others. In working through these concepts, I argue that that mainstream perceptions of risk in the financial industry are inadequate, especially in an era of increasing climate insecurity. This paper presents a comprehensive study of using xanthan gum (XG), sodium alginate (SA) and gelatin (G) to stabilise collapsible soil. Modified Proctor, one-dimensional collapse, unconsolidated-undrained triaxial and California bearing ratio (CBR) tests were conducted to estimate the engineering characteristics of the untreated and treated soil. Additionally, x-ray diffraction (XRD) and scanning electron microscopy (SEM) tests were utilised to demonstrate the changes in the microstructure of the treated samples. It was found that biopolymers decreased the maximum dry density and increased the optimum water content. The results also indicated that a 4% content of XG, SA and G significantly reduced the collapse index by 96, 95 and 82%, respectively. Shear tests showed that biopolymers slightly reduced the internal friction angle and significantly increased the cohesion intercept, which led to shear strength improvement. The results also indicated that 4% XG-treated, 4% SA-treated and 4% G-treated samples exhibited higher shear strengths by 145, 106 and 73%, respectively, than the untreated samples under the same conditions. The findings also indicated that when the soil was mixed with a 4% concentration of XG, SA and G, the unsoaked CBR value increased by about 185, 157 and 141%, respectively. [ABSTRACT FROM AUTHOR]

Background: Barriers exist for the provision of surgery for permanent contraception in the postpartum period. Prenatal counseling has been associated with increased rates of fulfillment of desired postpartum contraception in general, although it is unclear if there is impact on permanent contraception specifically. Thus, we aimed to investigate the association between initial timing for prenatal documentation of a contraceptive plan for permanent contraception and fulfillment of postpartum contraception for those receiving counseling. Methods: This is a planned secondary analysis of a multi-site cohort study of patients with documented desire for permanent contraception at the time of delivery at four hospitals located in Alabama, California, Illinois, and Ohio over a two-year study period. Our primary exposure was initial timing of documented plan for contraception (first, second, or third trimester, or during delivery hospitalization). We used univariate and multivariable logistic regression to analyze fulfillment of permanent contraception before hospital discharge, within 42 days of delivery, and within 365 days of delivery between patients with a documented plan for permanent contraception in the first or second trimester compared to the third trimester. Covariates included insurance status, age, parity, gestational age, mode of delivery, adequacy of prenatal care, race, ethnicity, marital status, and body mass index. Results: Of the 3103 patients with a documented expressed desire for permanent contraception at the time of delivery, 2083 (69.1%) had a documented plan for postpartum permanent contraception prenatally. After adjusting for covariates, patients with initial documented plan for permanent contraception in the first or second trimester had a higher odds of fulfillment by discharge (aOR 1.57, 95% C.I 1.24–2.00), 42 days (aOR 1.51, 95% C.I 1.20–1.91), and 365 days (aOR 1.40, 95% C.I 1.11–1.75), compared to patients who had their first documented plan in the third trimester. Conclusions: Patients who had a documented prenatal plan for permanent contraception in trimester one and two experienced higher likelihood of permanent contraception fulfillment compared to those with documentation in trimester three. Given the barriers to accessing permanent contraception, it is imperative that comprehensive, patient-centered counseling and documentation regarding future reproductive goals begin early prenatally. In this paper, we investigate whether the timing of when a patient has a documented plan for postpartum contraception has an impact on if they achieve postpartum contraception. This is a cohort study from four hospitals in Illinois, Ohio, California, and Alabama for patients with a desire for postpartum permanent contraception documented in their medical record. We specifically investigated the trimester (first, second, or third) where a patient had a plan for permanent contraception first documented. We then used univariate and multivariate models to determine the relationship between the timing of a plan for permanent contraception and if a patient achieved the procedure at three time-points: hospital discharge, 42-days, and 365-days. Our findings showed that of the 3103 patients in our cohort, only 69.1% of them had a documented plan for postpartum contraception at any point before going to the hospital for their delivery admission. We additionally found that patients who had a documented plan for permanent contraception in the first or second trimester had a higher odds of receiving their postpartum contraception procedure compared to people who had their first documented plan in the third trimester. This showed us the importance of earlier counseling regarding contraception for pregnant patients. There are many barriers to accessing postpartum contraception, so having patient focused counseling about future goals around reproductive health early on in pregnancy is critical. Stream-terrace morphostratigraphy and optically stimulated luminescence (OSL) geochronology indicate that storm-driven sedimentation has caused down-system decoupling of the uppermost reaches of McMillan Creek (southern California, USA) from the lower reaches of McMillan Creek since 1960 ± 190 yr B.P. This is significant because source-to-sink studies report high degrees of sediment transport connectivity over millennial time scales during periods of high fluvial discharge in sediment routing systems. The most recent relatively large-magnitude episode of sedimentation emplaced a sediment slug in the ephemeral channel of McMillan Creek. The sediment slug is correlated to the "California Storm of January 1862" via OSL dating. In this paper, a conceptual model of sediment slug dynamics in an ephemeral stream over 16 decades is developed based on fluvial sedimentation events that in most instances included reworking slug-derived sediment. Due to the episodic nature of streamflow in ephemeral streams and the dearth of sediment transport between streamflow events, sediment slug coherency is sustained over longer periods of time in ephemeral streams than in perennial streams having steady or variable flow regimes. The longevity of sediment-slug coherency in ephemeral streams leads to more prolonged down-system decoupling in sediment routing systems than down-system decoupling caused by ordinary fluvial sedimentation. In McMillan Creek, it is possible that up-system decoupling driven by sedimentation has been contemporaneous with down-system decoupling, but factors other than sedimentation may have a more significant role in up-system decoupling. Source-to-sink studies completed in areas having a Mediterranean climate cannot assume that sediment flux out of upland source areas includes the total amount of sediment available for transport. This paper analyzes the stabilizing effect of stone dust, granite dust, marble dust, and calcium lignosulphonate on construction materials and natural soils during road construction. The ultimate aim was to enhance the soil's engineering properties such that the pavement constructed could correctly withstand the load applied. To achieve this, every stabilizer was amalgamated with the soil at various percentages between 5 and 50%. Measurements were made of Atterberg limit tests, moisture content, and specific gravity. The research demonstrated that a diminution in optimal moisture content was seen, with an elevation in maximum dry density and California bearing ratio (CBR). Enhancements in the unconfined compressive strength were also identified. The outcomes determined that the untreated soil's CBR was 2.27% and in the case of soil with 45% additives, the CBR attained was 5.05%. When the soil was mixed with 50% additives, performance of 30.21%, 17.42%, and 12.82% was exhibited for (a) liquid limit, (b) plastic limit, and (c) plasticity index. The deployment of hydrogen refueling stations is vital to the development of fuel cell vehicles. Past studies on the hydrogen refueling stations didn't consider congestion on paths and assumed all flows are on the shortest paths of OD pairs, which is not consistent with travelers' route choice behavior. In this paper, we study flow refueling location allocation based on the user-equilibrium (UE) status, which is consistent with travelers' route choice behavior. We present a flow-capturing location allocation (FCLA) model on UE conditions. We also presented an equilibrium algorithm avoiding cannibalization to solve the model. Based on the transportation network of Anaheim city in California in the US, we compared the results of applying a non-equilibrium method to the FCLA model and applying the equilibrium method to the FCLA model on UE conditions. The results of the two algorithms and models are different. The equilibrium model and algorithm can capture more flow and has a higher flow-capturing ratio. What's more, the equilibrium model and algorithm can fully capture the expected flow in practice since the real transportation network is basically in UE status. Tracing the story of beaver restoration across California, this paper investigates the emerging discourse of 'working with nature' through the lens of animal work and labour, exploring possibilities for, multispecies collaboration. At the intersection of animal geographies, environmental anthropology, and geographies of conservation, this paper finds three concurrent modes of working with beaver: beaver as labourer, beaver as coworker, and beaver as community. Beaver as labourer emerges as a mode where beavers go from material resource to low‐wage labourer, their liveliness predicated on their ability to be working for humans. Beaver as coworker transitions beavers from labourers to workers, respected for their skills as ecosystem engineers to be working with. Beaver as community emerges as a mode in which beavers and humans live with each other as kin, amidst wider multispecies assemblages. This mode sets the foundation to theorise the concept of multispecies collaboration, a term often used in the literature without definition. This paper explores the concept through theories of animal work and labour, challenging the premise of work altogether, while situating multispecies collaboration as an in‐between, a both/and space of working and living with 'nature'. This paper serves as an reflection on the ways in which humans 'work with nature', in a time where various nonhumans are being made to be 'workers'. It presents and analyses these relations, ruminates on implications for governance of these multispecies spaces, and develops the concept of multispecies collaboration as a critical consideration for Nature‐based Solutions. Despite the good results that have been achieved in unimodal segmentation, the inherent limitations of individual data increase the difficulty of achieving breakthroughs in performance. For that reason, multi-modal learning is increasingly being explored within the field of remote sensing. The present multi-modal methods usually map high-dimensional features to low-dimensional spaces as a preprocess before feature extraction to address the nonnegligible domain gap, which inevitably leads to information loss. To address this issue, in this paper we present our novel I mbalance K nowledge- D riven Multi-modal Net work (IKD-Net) to extract features from multi-modal heterogeneous data of aerial images and LiDAR directly. IKD-Net is capable of mining imbalance information across modalities while utilizing a strong modal to drive the feature map refinement of the weaker ones in the global and categorical perspectives by way of two sophisticated plug-and-play modules: the G lobal K nowledge- G uided (GKG) and C lass K nowledge- G uided (CKG) gated modules. The whole network then is optimized using a joint loss function. While we were developing IKD-Net, we also established a new dataset called the N ational Agriculture Imagery Program and 3 D Elevation Program C ombined dataset in California (N3C-California) , which provides a particular benchmark for multi-modal joint segmentation tasks. In our experiments, IKD-Net outperformed the benchmarks and state-of-the-art methods both in the N3C-California and the small-scale ISPRS Vaihingen dataset. IKD-Net has been ranked first on the real-time leaderboard for the GRSS DFC 2018 challenge evaluation until this paper's submission. The number of wildfire incidents affecting communities in Wildland–Urban Interface (WUI) areas has been rapidly increasing. Understanding the fire spread between structures and evaluation of the response of the communities to the possible wildfire scenarios are crucial for proper risk management in the existing and future communities. This paper discusses a stochastic methodology to evaluate the community's response to potential wildfire scenarios. The methodology has three primary features: (1) it is based on stochastic modeling of fire spread; (2) it breaks the wildfire incident into two consecutive segments: spread inside the wildland and spread inside the community; (3) it integrates the two spread models in the form of a conditional probability. The paper focuses on fire spread inside the community and applies the proposed methodology to two case studies in California, US. The two case studies demonstrate variations in fire spread within the communities for the given fire scenarios approaching from the wildland. This paper is a personal dialogue of maneuvering the landscape of scholarship in the United States as a nurse faculty. The principal thesis of this paper is that a discursive shift from margins to mainstream literature has occurred within nursing discourse during the past 20 years as the result of a growing body of work by nurse philosophers. I utilize my own work in nursing philosophy as an exemplar and provide a narrative situated in a feminist‐critical paradigm. This paper: (1) presents a historical background through a critical‐feminist lens of the discursive shift using my own work and lived experiences as exemplars; (2) examines a contemporary mainstream 'authoritative' text as an exemplar of this discursive shift and (3) proposes both potential positive intersections and threats in the future development of nursing philosophy resulting from this discursive shift. This paper presents an overview of the process of entanglement at the 25th International Philosophy of Nursing Conference (IPNC) at University of California at Irvine held on August 18, 2022. Representing collective work from the US, Canada, UK and Germany, our panel entitled 'What can critical posthuman philosophies do for nursing?' examined critical posthumanism and its operations and potential in nursing. Critical posthumanism offers an antifascist, feminist, material, affective, and ecologically entangled approach to nursing and healthcare. Rather than focusing on the arguments of each of the three distinct but interrelated panel presentation pieces, this paper instead focuses on process and performance (per/formance) and performativity as relational, connected and situated, with connections to nursing philosophy. Building upon critical feminist and new materialist philosophies, we describe intra‐activity and performativity as ways to dehierarchise knowledge making practices within traditional academic conference spaces. Creating critical cartographies of thinking and being are actions of possibility for building more just and equitable futures for nursing, nurses, and those they accompany—including all humans, nonhumans, and more than human matter. A version of this paper was given as the Inaugural Steven Edwards Memorial Lecture at the 25th conference of the International Philosophy of Nursing Society 16th August 2022. Using the literary meaning of 'whither', that is 'to what place', this paper will explore the role of philosophy in nursing, past, present, and future. The paper will begin with some thoughts on the history of nursing philosophy, its development as a subject and the scholarly activities that have led to where it sits today. The establishment of the journal Nursing Philosophy, the Annual Nursing Philosophy Conference, the International Philosophy of Nursing Society (IPONS) and their influence on nursing both in the academy and in practice will be discussed. The concept of nursing philosophy as a discipline will be considered, and how this fits with nursing theory, and nursing knowledge. Philosophical questions central to understanding contemporary nursing in a globalised world will be explored and the use of analytical philosophy and philosophical method in addressing such questions. The paper will conclude by looking to the future; what the role of philosophy might be in shaping nursing as a discipline and in the preparation of future practitioners. [ABSTRACT FROM AUTHOR]

Adjoint waveform tomography (AWT) sits at the cutting edge of seismic tomography on local, regional, and global scales. However, the choice in starting model may have a significant impact on the final inversion results. In this paper, we present 3 AWT models of California that are based on different starting models. We chose three models that were inverted at different scales: SPiRaL, a global travel‐time tomography model (Simmons et al., 2021, 10.1093/gji/ggab277), CSEM_NA, a regional adjoint tomography model of North America and the North Atlantic (Krischer et al., 2018, 10.1029/2017JB015289), and WUS256, a regional adjoint tomography model of the western US (Rodgers et al., 2022, https://doi.org/10.1029/2022JB024549). We then inverted three AWT models using the same source and receiver set. We ran each model over three period bands: 30–100 s, 25–100 s, and 20–80 s. Once the iterations were finalized, we used five methods of testing model similarity in both the model and data space. We conclude that the choice of starting model has a minimal impact on long wavelength models if an appropriate multi‐scale inversion approach is used. Plain Language Summary: Seismic tomography uses earthquake records to resolve three‐dimensional models of seismic wavespeeds below Earth's surface. Full waveform inversion seeks to model the physics of wave propagation to create models that can most accurately reproduce the waveform data that are observed from recorded events. In this paper, we sought to study the effect of the choice of starting model on final inversion results in California using AWT, a type of Full waveform inversion technique; to our knowledge, this type of experiment has not been carried out before with real data at this scale. We began with three starting models that were created on different scales with different datasets. We then used five methods to compare the final model results. We focused on comparisons of the visual similarity of the models, the tectonic structures the models resolve, and how well the synthetic waveforms match the observed data. We find that the choice of starting model does not have a large impact when the model domain has azimuthally distributed events and stations over long length‐scales. This paper investigates the long-term impacts of the federal Home Owners' Loan Corporation (HOLC) mortgage risk assessment maps on the spatial dynamics of recent income and racial distributions in California metropolitan areas over the 1990-2010 period. We combine historical HOLC boundaries with modern Census tract data and apply recently developed methods of spatial distribution dynamics to examine if legacy impacts are reflected in recent urban dynamics. Cities with HOLC assessments are found to have higher levels of isolation segregation than the non-HOLC group, but no difference in unevenness segregation between the two groups of cities are found. We find no difference in income or racial and ethnic distributional dynamics between the two groups of cities over the period. At the intra-urban scale, we find that the intersectionality of residing in a C or D graded tract that is also a low-income tract falls predominately upon the minority populations in these eight HOLC cities. Our findings indicate that neighborhoods with poor housing markets and high minority concentrations rarely experience a dramatic change in either their racial and ethnic or socioeconomic compositions—and that negative externalities (e.g. lower home prices and greater segregation levels) emanate from these neighborhoods, with inertia spilling over into nearby zones. Red beds (RBs) are widely distributed in all continents of the world. With the rapid development of road and railway construction, the construction of roads and railways in RB areas is increasing. However, when RB is the filler, it will expose three aspects of serious deficiencies in compaction, mechanical bearing capacity, and water stability, which will cause fatal harm to the subgrade. Therefore, RB has to be abandoned and cannot be used as a subgrade filler. In this paper, different microwave irradiation temperatures (DMITs) from room temperature of 25°C to 700°C were used to reveal the enhancing mechanism of RB in three aspects based on the analysis results of microscopic composition and structure. The microscopic composition and structure show that RB can be divided into a low-temperature section (25°C–400°C) and a high-temperature section (500°C–700°C) under the microwave condition. The low-temperature section has some improvement in the engineering performance of RB, but the influence is limited. The engineering performance of RB is improved completely in the high-temperature section. Specifically, the coarse size of RB increases with the rise in microwave temperature, which is beneficial for improving fine size. The compaction property of RB is not largely affected by the water content and can still meet the most stringent subgrade filler requirements, even under saturated conditions or 0. The California bearing ratio (CBR) value can maintain more than 20% under the ultimate working condition, far higher than the code requirements. The increase of internal friction angle and cohesion can enhance the stability of the cut slope, which is conducive to construction in remote mountainous areas. The water resistance of RB is positively correlated with the microwave irradiation temperature, especially at 700°C; RB experiences secondary hardening after encountering water, the mechanical strength increases, and the softening coefficient reaches 107.44%. The research shows that after microwave high-temperature stabilization, the engineering characteristics of the RB are thoroughly strengthened, and it becomes a high-quality subgrade filler to eliminate the three diseases of RB subgrade completely. Compared with the traditional method of adding stabilizers, microwave in situ RB stabilization reduces the site construction's complexity, saves a lot of stabilizer use and transportation costs, and can effectively reduce carbon emissions. This study provides a positive perspective on the in situ application of the RB soft rock subgrade. Discourse regarding public health problems disproportionately affecting marginalized communities may shape and sustain health inequities. Analyses of news media and public health communications in the wake of infectious disease outbreaks provides opportunities to examine how discourse produces dominant public perceptions about the drivers of health emergencies and who is responsible for protecting community health. Guided by Bacchi's "What is the Problem Represented to Be?" analytic approach, this paper critically examines the discursive construction of problems and solutions in news media (n = 35) and public health communication (n = 18 press releases, n = 1 governmental report) regarding an unprecedented hepatitis A outbreak in San Diego, California, USA (2016–2018) that disproportionately affected people experiencing homelessness. We organize our findings around three elements of problem and solution representation with respect to the outbreak: 1. The inequitable attribution of risk and deservingness; 2. assumptions divorced from socio-structural factors and perspectives of marginalized populations; and 3. political theatre as a means of blame-shifting and (in)action. Overall, our findings suggest that even when structural-level issues were acknowledged within news media and public health communication as undergirding the 'problem' of the hepatitis A outbreak, outbreak discourse focused on individual-level responsibility for both the causes of and solutions to it (e.g. vaccines, criminalization of homelessness), and on shifting blame between government actors. These findings have implications for understanding the role that news media and public health agencies play in shaping public perception of the causes, consequences and solutions to infectious disease outbreaks that disproportionately affect marginalized populations. Vaccine mandates can take many forms, and different kinds of mandates can implicate an array of values in diverse ways. It follows that good ethics arguments about particular vaccine mandates will attend to the details of individual policies. Furthermore, attention to particular mandate policies—and to attributes of the communities they aim to govern—can also illuminate which ethics arguments may be more salient in particular contexts. If ethicists want their arguments to make a difference in policy, they should attend to these kinds of empirical considerations. This paper focuses on the most common and contentious vaccine mandate reform in the contemporary United States: the elimination of nonmedical exemptions (NMEs) to school and daycare vaccine mandates. It highlights, in particular, debates about California's Senate Bill 277 (SB277), which was the first successful recent effort to eliminate NMEs in that country. We use media, secondary sources, and original interviews with policymakers and activists to identify and evaluate three ethics arguments offered by critics of SB277: parental freedom, informed consent, and children's rights to care and education. We then turn to one ethics argument often offered by advocates of SB277: harm prevention. We note, however, that three arguments for mandates that are common in the immunization ethics literature—fairness/free‐riding, children's rights to vaccination, and utilitarianism—did not play a role in debates about SB277. Sea‐level rise is a "nascent subsystem" with policy actors actively developing initial policy preferences through participation across multiple policy forums in a polycentric system. This paper uses item‐response models to empirically analyze how actors, perceived problems, and preferred policy solutions are related in a latent "policy space". We focus on California's San Francisco Bay region, where in the last decade, sea‐level rise emerged to become one of the most salient climate adaptation issues. We find that actors and policy preferences are arranged in a two‐dimensional space, with highly engaged actors more likely to consider environmental justice and ecological aspects of sea level rise. Our findings have implications for theories of nascent subsystems within the Advocacy Coalition Framework, and for understanding how a local policy subsystem develops to address and prioritize the multi‐faceted impacts of climate change. This paper examines variation in vowel space area and its use in social meaning making. Among adolescents at a California high school, patterns of difference in vowel space correlate to social practices of exclusion in the partying scene, albeit alongside explicit discourses of high school social life as inclusive and fluid. I treat vowel space as a sociolinguistic sign, that is, a holistic semiotic resource at play in addition to (or in tandem with) individual segments. Though the semiotic potential of a given linguistic sign is no doubt shaped by large‐scale patterns of variation, the particular manifestations of meaning making are best viewed at the community level alongside other day‐to‐day practices. Further, I suggest that linguistic practices of difference and discourses of sameness are not contradictory, but instead a feature of the semiotic landscape. I thus interpret this vowel space variation as stylistically meaningful within the context of social actors' ideological orientation to social life. [ABSTRACT FROM AUTHOR]

Tax increment financing (TIF) is a mechanism used by municipal governments throughout the United States to fund public and private urban development projects. This paper examines the trajectories of TIF in the state of California and the City of Chicago, where the expansion of TIF as a mechanism for publicly financed development is inextricable from disinvestments in social reproduction and the transformation of public funding for K-12 education. Taking seriously the divergent paths of TIF in each case, we argue that the framework of social reproduction helps expand the scope of TIF as a "policy in place," bringing into view other path and place-dependent factors that shape the adaptation and implementation of public finance mechanisms. Bridging the literature on urban policy and feminist political economy, we suggest that scholars must investigate the place-specific entanglements of social reproduction and public finance if we are to understand how mechanisms such as TIF are adopted, expanded, or curtailed within the broader framework of neoliberal urban governance. In making such an intervention, we expand on calls to attend to the ways public finance can heighten or mitigate economic inequality. [ABSTRACT FROM AUTHOR]
