As a public space, the environment of public transportation services is maintained by an ordered set of rules and conditions. Such rules and conditions are prescribed by law as they are in generally-accepted norms of social behaviour within public space. Through the examination of the Conditions of Carriage that govern bus transportation in Cape Town, South Africa, using Golden Arrow Bus Services, this paper seeks to highlight the myriad ways that urban public space on the move is mediated, negotiated and controlled through rules of conduct that differentiate mobile public space from its counterpart in the environment outside the bus. Understood as a mundane part of the social life of the city and its inhabitants, mobility in the form of public transportation is constituted by micro-communities whose publics are in a constant state of flux and negotiation. Using analysis of the Conditions of Carriage and an ethnographic case study of bus passengering, this paper demonstrates how the Conditions mediate the situated and lived assemblage of actors in mobile public space that is a liminal zone between inclusion and exclusion. International migration has continued to increase over the years. As people relocate to seek opportunities, their hopes and aspirations for a better life become a driving force. The extent to which their expectations are achieved is not documented in South Africa. This paper examines the expectations versus experiences of international immigrants in South Africa using Cameroonian and Democratic Republic of Congo immigrants residing in Cape Town. A qualitative approach with snowball sampling selected key informants from Cameroonian and Congolese nationalities in Cape Town. Results suggest that most immigrants did not meet their expectations for migrating, due to migration policy limitations of the host country exempting them from opportunities. The results align with both the Capability Approach theory and Lee's model of migration. Most of the immigrants showed despondency but do not prefer the option of returning to their home country. This is because they have not attained their goals for migration. The paper recommends that policy discussion between the South African government and stakeholders has become imperative to obtain an informed perspective on the dynamics of migration. Gated developments are a defining feature of the post-apartheid residential landscape. The fortification practices witnessed in gated developments are part of a wider securitisation of the South African urban- and ruralscapes. This research resides in the ambit of the theory of crime and violence as a precursor to the growth in gated developments. Research on gated developments has tended to focus on their proliferation in larger urban settlements, with scant attention being paid to gated developments in smaller settlements and in rural areas. However, non-metropolitan gated developments are a reality, and they display similar security features as those found in metropolitan areas. This paper compares the security levels of gated developments in a suburb of Cape Town with those in small towns in the Western Cape province. Security features are quantified to determine whether differences in securitisation levels exist between the locales. The gated developments in the city display higher levels of security than those in small towns. However, a closer analysis of small-town gated developments reveals high security levels in towns where tourism is the mainstay of the local economy. Background: This paper examines the degree of agreement among simple dichotomous self-report, validated screening results, and biochemical screening results of prenatal alcohol and other drug use among pregnant women. Method: Secondary analysis was conducted on a cohort of pregnant women 16 years or older, presenting for prenatal care in the greater Cape Town, South Africa. Dichotomous verbal screening is a standard of care, and pregnant patients reporting alcohol and other drug use in dichotomous verbal screenings were asked to engage in screening using the Alcohol Smoking and Substance Involvement Screening Test (ASSIST) and urinalysis. Results: Significant agreements between dichotomous and ASSIST scores were observed (K = 0.73–0.76). A higher rate of self-reported (36.9%) alcohol use was detected, relative to urine screening (19.6%) with a predictive value of 34.9; while underreporting of illicit substance use was observed (3.6% self-report vs. 8.8% urine screening) with an overall predictive value of 50.0. Conclusion: Dichotomous verbal screening was considered valid after comparison with the ASSIST; however, combined use with urine screenings can be recommended especially for identifying illicit substance use in order to accurately detect alcohol and other drug use in pregnancy, so that women can be identified and referred for appropriate interventions where needed. Street youth have been part of South Africa’s cities since the 1980s, maintaining a visible and mobile presence. Contemporary adaptations to urban governance strategies in Cape Town have resulted in management practices that are creating challenges for street youth’s lives. This paper explores these challenges which have emerged through strategies to clean up the city and are aimed at reducing youth’s visible presence on the streets. Through an examination of street youth’s lives, this paper conceptualises four ways in which their mobilities have changed, dramatically affecting their everyday practices. The paper develops theoretical understandings of street youth’s lives by identifying ‘new’ street geographies. This moves away from current conceptualisations of street children/youth as having a visible presence on the streets and rather expresses street life as hidden and marginalised, pushed into less wealthy parts of the urban landscape. In this paper we reflect on a contested land occupation in Cape Town, the informal settlement of Zille Raine Heights in the city’s southern suburbs, to explore the settlement’s struggle to gain a legal right to land and the state’s attempts to remove it. In occupying land and defending their right to a decent place in the city, Zille Raine Heights and other settlements like it challenge the state in precise ways. This paper explores the provisional and unstable ways in which land occupiers and the state access and defend resources such as land, and in the process, engage in a politics of occupation together. This paper reveals how urban theories traditionally rooted in northern cities and academies are challenged and redeveloped by southern perspectives. Critiques of urban theory as narrowly northern (or Anglo-American) have recently emerged, spawning the comparative urbanism movement that calls for urban theories to be open to the experiences of all cities. Using the example of the sale of state-subsidised houses in South Africa, this research uses two parallel concepts, gentrification and downward raiding, to challenge the northern empirical focus of urban theory. Despite describing similar processes of urban class-based change, the concepts are rarely considered analogous, entrenched in divergent empirical contexts and academic literatures. While gentrification debates largely reference the northern central city, downward raiding is reserved for the southern ‘slum’. In contrast, this research develops ‘hybrid gentrification’ as a concept and methodological approach that demonstrates how non-northern urban experiences can and should create and refine urban theory. The multiscalar challenges associated with urban energy policies are the cause of extensive interaction among multiple levels of government and social forces. However, these multilevel systems of action tend to reflect complex and unstable power and resistance patterns rather than stable co-operation processes. Thus, in this paper, a multilevel governance perspective is used as a starting point for understanding where and how multilevel interactions arise in an energy system as well as which issues are creating political conflict and the related consequences for the governance of urban energy policies. This approach is illustrated through a case study of Cape Town, which exemplifies a situation of conflicting policy and agendas at different levels of government, thus creating a great dispersion of initiatives across different scales. Integrating these initiatives within a broader coherent framework, however, is not only a technical matter. As urban energy policies deal with multilevel issues, they imply negotiating dynamic and complex compromises between different types of organisations and authorities while shaping their governance is also a matter of politics. For much of the winter of 2012, communities in shack settlements across Cape Town took to the streets in some of the most active civil disobedience protests since 1994. Knowing that the mainstream political terrain often seeks to obfuscate and mislead the public about the true nature of these protests, this paper investigates claims by politicians from the Democratic Alliance (DA) that these protests were being coordinated by the Youth League of the African National Congress (ANCYL). These big political players moralize the debate, shifting the focus from the perfectly legitimate issues of service delivery and demands for meaningful engagement. Speaking directly to community members of Sweet Home Farm, an informal settlement of 15,000 people in the Philippi area, revealed a yawning chasm between what official players are saying about Sweet Home and the actual realities on the ground. Inspired by recent scholarship that calls for a more critical engagement with archives and knowledge production, this article plots the biography of an archive in Cape Town. Unravelling the layers of paperwork, it locates the origins of the archive in a repressive state project of excluding Indian immigrants and controlling those within the borders of the Cape Colony. The paper trail reveals documents of identity and the state’s attempts to verify identity. In seeking to answer the question as to how the historian should approach such an archive of control and surveillance, it concludes that a social history and gendered approach to migration is possible and the real treasures are those documents that enter the archive beyond the limits of state intentions. This paper examines the evolution of policing in the townships of Cape Town in the context of a neo-liberalising city. Policing is situated in relation to the shifting meaning of security, the city's emphasis on economic growth and attempts to develop the townships through a law-enforcement-driven urban renewal process. Research conducted in the city suggests that current approaches to urban renewal risk exacerbating social instability by reproducing aggressive forms of policing associated with the apartheid era. Further, as crime is framed as a security threat because of the danger it is thought to pose to market-led growth, urban governance in the townships increasingly takes on the character of a containment strategy. Current security ideology and policing practice create an expanding law enforcement web in which millions of poor residents are caught annually and which appears to undermine the very developmental goals used to justify its expansion. Aims: This paper presents a process evaluation that assessed the fidelity and quality of implementation, as well as the acceptability and subjective evaluations of a HIV/AIDS intervention among students and teachers. Methods: The process evaluation was conducted as part of a cluster randomized controlled trial of a theory- and evidence-based school HIV/AIDS intervention in Cape Town. The intervention was designed for grade 8 high school students and delivered by teachers over a six-month period. Twenty-six schools participated in the trial, 13 in the intervention group and 13 in the control group. Results: The success of implementation was varied within and across the schools, with some teachers implementing the intervention with more fidelity than others. This was influenced by a combination of individual characteristics and institutional factors. The factors that aided implementation included compliance with the current outcomes-based education approach; provision of teacher training; provision of teacher manuals with detailed information and instructions about the lessons and activities; continued monitoring and support for teachers; and student enthusiasm for the lessons. Proper implementation was hindered by large class sizes; too many activities in the intervention; teacher resistance to and inexperience in using participatory methods; teacher turnover; the low status of life orientation compared to other subjects; and a general disregard for life orientation among students. Conclusions: These findings are important for improving the intervention and contextualizing the results of the outcome evaluation; and to better plan for further large scale dissemination of school-based HIV/AIDS intervention programmes. Bullying is generally defined as largely unprovoked, negative physical or psychological actions perpetrated repeatedly over time between bully/ies and victims. Bullying can lead to fear of school, absenteeism, and stunted academic progress, which in turn are precursors to dropping out of school. This paper's aim is to report rates of bullying behaviour, and to investigate whether bullying behaviour predicts high school dropout in Cape Town, South Africa. Stratified, proportional sampling yielded 39 from a total of 214 schools, from which 40 learners were randomly selected from the combined class list of two, randomly chosen, Grade 8 classes in each of the 39 participating schools. Thus 1 470 learners (from a total of 181 018) completed a self-report questionnaire in 1997, and were followed-up in 2001. This report focuses on those learners who had dropped out of school between 1997 and 2001 (n = 776; 55.2%). Univariate and multiple logistic regression models were used to investigate the relationship between bullying behaviours and dropout, controlling for factors known to be strongly related to high school dropout, namely age, socioeconomic status, race, or ethnicity, being raised by a single parent, repeating a grade, and substance use. Odds ratios and 95 per cent confidence intervals were calculated, taking the clustering of schools into account. In1997, 52% of the boys and 37% of the girls had been involved in bullying behaviours. Of the three bullying categories (bully, victim, and bully-victim), girls but not boys in the 'bully-victim' category were significantly more likely to drop out of school (OR 1.82; CI 1.09-3.04, and when controlling for confounders OR 2.60; CI 1.32-5.10). This paper examines the discursive practices employed by property owners and the state to justify the exclusion of mostly black squatters from three ‘white’ suburbs in Cape Town, South Africa. In these suburbs, Noordhoek, Hout Bay and Milnerton, property owners voiced nearly identical objections to justify the exclusion of the squatters from ‘their’ neighbourhoods. The main justifications, couched mostly in race-neutral terms, was that the squatters would increase crime, decrease property values, spread disease and despoil the natural environment. It is argued that while these discursive practices often camouflage racial prejudice, this does not explain the occurrence of similar discursive patterns in areas where race has not been a major factor. A satisfactory explanation for these discursive commonalities should thus embrace both class and racial dynamics and must be situated within the context of property relations within a capitalist land market.
