With a view to providing general Storey Loss Functions (SLFs) for existing reinforced concrete (RC) residential buildings in Italy, this paper layouts the procedure and the development of SLFs for different residential building typologies, using post-earthquake observational damage data of the 2009 L'Aquila earthquake. To do so, the addressed building typologies and the cost ratios, with respect to the total construction cost, for structural and non-structural elements were defined according to the Italian price bulletin of building typologies, using the current average construction cost per square meter. Fragility models available in the literature, which had been specifically calibrated for structural and non-structural elements commonly found in Italian and Mediterranean RC buildings, were employed and the assumed repair costs were the ones incurred for repairing the buildings damaged during the 2009 L'Aquila earthquake. The proposed SLFs were then employed to perform loss assessment on a representative portfolio of Italian existing masonry-infilled RC residential buildings, showing the consistency of the results with respect to available research studies. The outcomes therefore denote how the proposed SLFs can be a useful tool as an alternative to the simplified conservative loss assessment guidelines currently employed in Italy, with a view to planning risk mitigation measurements both at a regional and single-building level. This paper presents an insight on the seismic response and seismic risk of base-isolated structures performed within the RINTC project, considering different configurations of rubber-based isolation systems. This represents an in-depth revision of past works due to the adoption of more robust and accurate isolator model. Four archetype 6-storeys RC frame buildings are examined, representing both new designed isolated buildings and existing buildings retrofitted with seismic isolation, differing in age of construction and location (the cities of L'Aquila (central Italy) and Naples (southern Italy)). All the isolation systems are designed in accordance with the current Italian Seismic Code. Seismic performance assessment is performed by multi-stripe nonlinear time history analysis. The annual failure rates for two different performance levels, namely Global Collapse and Usability Preventing Damage, are computed. The results point out that all isolation systems work effectively in limiting damage while they show a quite low margin with respect to collapse, regardless of the dominant failure mode, which is governed by the more fragile component among isolation system and superstructure. The annual failure rates derived for base-isolated buildings are critically reviewed and then compared with those obtained for similar new designed fixed-base RC buildings. [ABSTRACT FROM AUTHOR]

Extreme natural events require effective emergency procedures to minimize adverse effects on a region's population and economy. Such procedures typically involve the effort of several different teams of first responders (e.g., fire fighters, public administrations, police departments, utility companies), hence coordination is fundamental to the effectiveness of the response to the emergency that must be supported with adequate infrastructures. Nonetheless, first responders often rely on manual processes, in the life cycle of extreme events, which do not change consistently with the type of shock or affected population. The aim of this paper is to present a technology transfer process to improve both the emergency alert process and the knowledge of disaster-type safety procedures through the implementation of a proposed platform. We also highlight a pilot application on a post-disaster case study—the province of L'Aquila (Abruzzi) in Italy. [ABSTRACT FROM AUTHOR]
