The process of integration and future developments within the European Union (EU) covers the issues of environmental protection, sustainable development and energy efficiency. These issues are becoming a significant part of economic and social development and appear as a factor for assessing the competitiveness of the EU countries. Therefore, this paper focuses on: the implementation of achieving the climate and energy objectives in line with the Europe 2020 Strategy, the environmental sustainability of EU countries under the Environmental Performance Index (EPI) and the assessment of the competitiveness of the EU countries on the basis of ecological development. The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. This paper analyses decarbonisation scenarios for the European passenger car fleet in 2050. The scenarios have been developed using the backcasting approach and aim to reduce greenhouse gas (GHG) emissions of passenger cars to a level defined in the Transport White paper that is 60% below 1990 levels. Considering the emission levels of 2010, a yearly reduction of 1.7% is required in order to achieve the target. Car emissions were decomposed into the main emission factors of mobility, efficiency and carbon intensity. How these factors change over time depends on various external factors: the pace of technological improvements, the future role of cars in society’s mobility system and the priority given to decarbonising energy demand. The analysis showed that if car mobility and ownership continue to increase as expected in a ‘business as usual’ case, a share of 97% plug-in hybrid or battery electric vehicles might be required by 2050, together with a substantial decrease in greenhouse gas emission from electricity production. A transition to more advanced car technology such as automated driving, advanced batteries or lightweight materials in vehicle production would raise vehicle efficiency. Examining the competitiveness of public transport plays an important role because through public transport, the transport of passengers to schools, public healthcare establishments and work is ensured. In addition, transportation for vulnerable groups of passengers (students, seniors) is provided. On the other hand, public transport constitutes a financial burden on public budgets. The aim of this paper is to point out that public transport does not have an equal status in the transport market within the European Union. In the states of Central and Eastern Europe, public transport had a dominant position in the transport market in the 90s. Nowadays, the market share is declining, particularly in the bus transport, with the rising costs for public budgets regarding an increase in individual motoring. The aim of this paper is to highlight the possibilities of increasing the competitiveness of public transport by integrating different components of public transport. The forms of foreign direct investments that represent the instrument of cross-border cooperation are Greenfield and Brownfield investments. On the territory of the Republic of Serbia, during the 2000-2016 period, there were established 151 Greenfield and 15 Brownfield companies. The sum of investments of these 166 companies was near € 7,000,000,000. the capital is from 18 European countries, then from United States, Taiwan, China, South Korea, Canada and India. The largest number of the investments is from Italy (30), Germany (29), Austria (17) and Slovenia (16). Most Greenfield and Brownfield companies belong to the secondary and tertiary sectors of the economy, while 22 companies belong to quaternary sector (real estate, tourism, finance, insurance and pension, telecommunication, film industry, software and ICT). The analysis, synthesis, comparative and mapping methods were used in this paper. The data were collected from domestic and foreign scientific papers, as well as from the official electronic database. Given data are connected to the traffic network of Serbia, and the goal was to realize its influence on choosing locations for foreign direct investments. Favourable geo- traffic position of the towns, where the company seats are located, has great significance in the work of these companies due to the reduction of transport costs. This paper analyzed the companies' selection of location and their position in relation to the main roads in the country - Corridor X. The zonation of companies and towns where they are located, depending on their distance from the corridor 10, were processed in GeoMedia program. This paper analyzes links between eco-innovation performance and selected competitiveness issues perceived by managers in the 26 EU member states. Different dimensions of eco-innovation performance in individual EU member states were examined based on the Eco-Innovation Scoreboard. The country-specific data on selected competitiveness issues were obtained from the survey of business leaders carried out by the IMD World Competitiveness Center. The data on the Summary Innovation Index applied in the European Innovation Scoreboard were also used. The results of the cross-country analysis indicated that overall eco-innovation performance is strongly correlated with ethical practices, social responsibility of business leaders, health, safety and environmental concerns, as well as with corporate values. Moreover, it was found that the lack of pollution problems affecting economy, credibility of managers in society, environmental laws that do not hinder competitiveness of businesses, positive attitudes toward globalization in society, sustainable development being a priority in companies, and need for economic and social reforms are of particular importance in achieving better eco-innovation performance. The aim of the paper is to establish the future intervention priorities in building a new programme that would target the economic development in the research area. The used methodology included an adapted A'WOT analysis - an initial SWOT analysis and a prioritization of the items through an expert questionnaire. In the present paper we analyze the experts' opinions and the areas where intervention is needed for the optimum strategies for the 2014-2020 financial frame. These should rely on the strengths in the Guidelines for Applicants, the rules for projects implementation and the institutional system, it should consider changes on the weak points concerning the programme objectives, the Guidelines for Applicants and the beneficiaries consultations, it should make use of opportunities coming from the crossborder status, European Union frame and economic opportunities and overcome the differences coming from crossborder status, membership of two different supranational structures and the economic gaps. In the actual context of economic globalization, tax havens represent a significant obstacle for global governments seeking to increase their fiscal incomes and a source of polarization of income and wealth. Statistics reports showed that tax havens hold at least $10 trillion in assets, money generally controlled and hidden by major players from the political and financial areas, as well as from criminal ones. The paper introduces the present situation of European tax havens, with the major poles of action. This paper focuses on the principles of mutual recognition and mutual trust in the area of justice and home affairs, with which the current Member States are supposed to comply and which are so vigorously applied in the Western Balkans. The growing importance of these principles both for the Member States and the candidate and potential candidate countries will be discussed, since the pre-accession framework is a very powerful tool to export these values and principles to the Western Balkans. In addition, the paper will argue that on the one hand the EU is aware that the current Member States do not comply with these values and principles and the tools available to force the Member States to comply are very weak. On the other hand, the Western Balkan countries are not allowed one step further towards membership if they do not comply with these values and principles. The Republic of Ireland was the first country in the eurozone to adopt a neoliberal infused ‘austerity budget’, and the ill-judged state bailing out of a number of reckless banks and associated financial institutions is costing billions of euros. In late 2010, as the crisis deepened, the International Monetary Fund and European Central Bank provided a ‘bailout’ package that resulted in further punitive public spending cuts and the eradication of national sovereignty. This paper maintains that the present crisis is more than a mere economic crisis, but can be viewed as a series of interlinked ‘conjunctures’. Tracing the connection between the historical and the contemporary, the first part of the discussion will explore six thematic components relating to the structuring of the Irish state. These are identified as: a ‘class rule state’; an ‘authoritarian state’; a ‘confining state’; a ‘censoring state’; a ‘discriminatory state’; and a ‘state within the state’. These six dimensions provide a contextual underpinning for the second part of the paper, which focuses on the crisis in child welfare and child protection services and dwells on the shambolic performance of the Health Service Executive (HSE), deficits in the ‘care’ system and the HSE failure to furnish reliable data on the deaths of children in contact with social workers. In several respects, the EU represents both a novel system of quasi-supranational governance and a novel form of political community or polity. But it is also a fragile construction for it remains a community still in the making with an ambiguous sense of identity and within which powerful forces are at work. This paper has three main aims: first, to stress the shifting nature of Europe's geographical frontiers and assess whether cultural frontiers have remained more stable throughout time. In particular, it examines the main criteria, which have traditionally been employed when having to decide who should be included and excluded from Europe. A different question concerns the requirements for EU membership and the monopoly of the adjective 'European' by the EU, which somehow has become to be identified with Europe. Second, to explore the prospects for the emergence of a European identity. Here, I argue that European identity stands as a 'non-emotional identity' in sharp contrast with traditional forms of national identity associated with intense nationalist feelings. Third, through the analysis of the most recent Eurobarometer (annual survey of EU's public opinion) to examine the views of Europeans regarding the EU at a time of a major global economic crisis. This paper reports on the LEADER+ programme and on the work carried out supporting rural communities in EU countries under the LEADER+ programme. This is a programme that supports development in particularly vulnerable rural regions of the European countries that are members of the EU. It supports creative and innovative projects that can contribute to long-term and sustainable development in these regions. The paper advances our empirical and theoretical understanding of migrant assimilation. It does so by focusing on a very particular group of individuals who appear more likely than other migrant types to “go native.” We call these individuals “mixed nationality relationship migrants” ( i.e., migrants who have committed to a life outside their home country because of the presence of a foreign partner). The paper argues that the transnational family milieus that emerge from this form of international migration are critical to the assimilation process. Empirical material from 11 in-depth interviews with female migrants in Britain (Sheffield) and France (Paris) supports our argument. We also suggest that such “extreme” assimilation is more likely within a regional migratory system – like the EU – where the “identity frontiers” crossed in the formation of a transnational family are relatively shallow. Due to the fast growth of consumption, the promotion of purchasing green products could be a way to minimize the environmental impact and achieve the sustainable consumption. Considering that there is a lack of studies about green purchase behavior and its determinants in all European Union countries (EU), the aim of this paper is to evaluate the main determinants of green purchase behavior by applying the Theory of Planned Behavior. Referring to Hostefe's cultural dimensions we revealed how cultural aspects contribute to purchase behavior. The results showed that there were observed big differences in terms of green purchase behavior in the EU countries and it did not depend on economic development significantly. The subjective norms and interaction of knowledge and confidence in green products significantly determined the green purchase behavior in all countries. According to the cross-culture studies, all cultural dimensions did not have significant influence on green purchase behavior. However, cultural dimensions are related to factors which directly influence green purchase behavior. Therefore, due to the process of the EU cultural convergence and economic crisis, it could have indirect impact on green purchase behavior. The European Central Bank (ECB) has received a lot of criticism for its too little, too late performance to ease market pressures during the economic crisis. At the same time, the ECB and the Federal Reserve (Fed) have managed the new economic realities that have emerged in the international context differently. Despite the criticisms, the European Central Bank is the European Union institution that has assumed more control due to the new model of economic governance of the EU. Why did the Federal Reserve act so nimbly and quickly to calm the markets, while the ECB was so cautious in managing monetary policy? The aim of this paper is to perform a comparative analysis of the management of interest rates and other monetary policy measures undertaken by the Central Bank and the Federal Reserve during the economic crisis, as well as to understand the changes in the context of the ECB and the emergence of its authority within the European Union's economic governance model since 2011. The construction of EU security actorness has been accompanied by a narrative on security nexuses (internal-external, security-development, civilian-military, public-private) associated with the so-called 'comprehensive approach'. The end of the Cold War enabled the explicitness of EU security actorness. The post 9/11 facilitated the reinforcement of previous trends (transnational threats, externalisation of 'internal security', interpillarisation) and the introduction of innovative tendencies (comprehensive approach, internalization of the Common Security and Defence Policy, interconnection of security nexuses). This paper focuses on the internal-external security nexus declared by the EU in the post-Cold War, and reflects about the rationale and effects of the European narrative and practices on the configuration of a post-Westphalian security actor. Based on the analysis of three expressions of the nexus, it is argued that the latter reflects a securitising move of the European actor explained by the convergence of opportunity (redefinition of security, prioritization of transnational threats in a globalized world, soft power enhancement in the post-Cold War), capacity (legal, organic and operational in the field of security, after the entry into force of the Treaty on European Union), and (ambition to have a) presence. The holistic approach underlying the logic of the nexuses is the result of a co-constitutive adequacy: appropriation of policies and instruments of a multifunctional actor for security purposes (security of the EU and of European citizens); securitization of issues in order to promote the policies and the actor. The European public procurement system has a major role in ensuring the efficient spending of the public money and in promoting economic competitiveness. The legislative bases of the system are represented by harmonized European regulations, which aim to facilitate the application of the principles and freedoms enshrined in the EU Treaties. Recent and historic high-impact events have demonstrated the flood risks faced by exposed coastal areas. These risks will increase due to climate change and economic development. This requires a re-evaluation of coastal disaster risk reduction DRR strategies and prevention, mitigation and preparedness PMP measures. To this end, the UN Office for Disaster Risk Reduction formulated the Hyogo Framework for Action, and the EU has issued the Floods Directive. By their nature, neither is specific about the methods to be used to assess coastal risks, particularly those risks resulting from dune and structure overtopping, the non-stationarity of surge and flash flood events, and coastal morphodynamic response. This paper describes a set of open-source and open-access methods, tools and management approaches to fill this gap. A Coastal Risk Assessment Framework will assess coastal risk at a regional scale. Thus critical hotspots can be identified for which an impact-oriented Early Warning System/Decision Support System is developed. This can be applied in dual mode: as a forecast and warning system and as an ex-ante planning tool to evaluate the vulnerability. The tools are demonstrated on case study sites on a range of EU coasts with diverse geomorphic settings, land use, forcing, hazard types and socio-economic, cultural and environmental characteristics. Specific DRR plans will be developed for all sites. A management guide of PMP measures and management approaches is to be developed. According to the European Commission's 'Europe 2020' strategy, the early school leaving (ESL) rate in European Union (EU) Member States must be reduced to a maximum of 10 per cent by 2020. This paper proposes a nonlinear distribution method based on dynamic targets for reducing the percentage of early school leavers. The aim of this method is to provide policymakers with alternatives in terms of transferring the EU-wide headline target to individual national targets. Weighting was based on four indicators: ESL rate, unemployment rate, expenditure on education as a percentage of the gross domestic product (GDP), and expenditure on schools per student. As a result, nine possible scenarios for ESL reduction have been constructed for each of the EU Member States in three groups: the whole EU up to June 2013 (EU27), EU Member States which joined before 30 April 2004 (EU15) and EU Member States which joined after 30 April 2004 (EU12). This paper reviews some of the recent studies on international capital flows with a focus on the role of European global banks. It presents a revision to the commonly held "global saving glut" view that East Asian economies (along with oil-rich nations) were the dominant suppliers of capital that fueled the asset price boom in many parts of the world in the early 2000s. It argues that the role of funding costs and a "liberal" regulatory regime that allowed for an unprecedented expansion of the balance sheets of European banks was no less important. Currently, there is an important consensus regarding the fact that regions have lost their attraction in terms of European studies. This leads us to the following paradox: while the metaphor "Europe of the Regions" that had such great resonance in the 1990s has become discredited, the degree of regional commitment with the EU has been constantly rising. Nowadays, the EU is enmeshed in a crisis that is not only of an economic and financial nature, but also a crisis of democracy. In this context, it seems appropriate to 'recover' this study on the role of regions in the European system of governance. This paper alms, on the one hand, to review the evolution of the role of regions in the European system of governance, and on the other, to explore the way in which this role has been dealt with in the European integration literature. Though it has produced a high-quality body of research, the study of substance use has remained highly individualized in its focus. This paper adds further sociological understanding to that research. Using hierarchical models, the following explores how institutional and criminological theories can be incorporated into substance use research by examining cigarette smoking at 3 levels of variation. Two main findings emerge. First, national legal context plays a role in understanding individual-level probabilities of substance use, even after controlling for individual and local characteristics. For example, lower probabilities of smoking occur where there are smoking bans and minimum purchase ages. Second, the effects of local context, such as unemployment and the percentage of young people, exhibit significant effects on individual-level cigarette use. [ABSTRACT FROM PUBLISHER]

This paper aims to explore government preferences and cleavages in the bargaining process on the European Constitution, across the range of 25 EU member states. The study focuses on preferences concerning socioeconomic policymaking and explores whether divisions can be discerned between preferences held by actors according to locations on the left-right policy scale, actors in older as compared to newer EU states, net EU budget positions, domestic rates of support for European integration, and smaller as compared to larger states. The analysis also controls for possible external effects, such as recent domestic macroeconomic developments. Negotiations on the European Constitution are found to be determined less by general transnational left-right divisions, but cleavages according to the length of EU membership and the size of EU member states. To date a large number of studies have been carried out to analyse the comparative performance of EIA systems in Europe. Most studies include a chapter on screening, but few specifically focus on this important step of the EIA process. The EIA Directive defines a common screening approach to be adopted by Member States. However, significant differences in screening regulations and screening practices across European countries and regions exist. The paper typifies these differences and provides a critical appraisal of the most common solutions that have been adopted so far. The paper makes o short review over the main aspects of drug compensation in EU. There are mentioned the procedures of including medicines in the compensation system according to the European legislation and comparative situations in EU countries in regard to the length of negotiation process to obtain the compensation, the modality and percent of compensation. This paper empirically examines the determinants of the inclusion of European firms in the Dow Jones Sustainability World Index and the Dow Jones Stoxx Sustainability Index. While a restricted econometric analysis implies a positive effect of corporate financial performance, this impact becomes ambiguous in more flexible panel probit models. Our estimation results therefore strengthen the importance of the use of panel data and the incorporation of unobserved heterogeneity. Furthermore, our analysis shows that the sustainability assessment and selection process for the composition of the Dow Jones sustainability indexes and thus factors that need not necessarily be directly connected to corporate environmental or social activities also have an influence. Although the status of the Lisbon Treaty is still pending, the possible impact that it can have on the EU's immigration legislation is worth analysing and discussing. The importance of immigration, asylum and border control is evident in the fact that the topic is presented as early as in Article 3 of Title I of the Common Provisions of the Lisbon Treaty. It states that the Union 'shall offer its citizens an area of freedom, security and justice'. The common area is supposed to exist without internal frontiers where the free movement of persons is ensured. In order to provide for these rights, measures should be taken in the field of border control, asylum, immigration and the prevention and combating of crime, as immigration raises problems in all these fields. The internal market is mentioned only after the issues of migration. The aim of this paper is to discuss whether or not these changes and the Lisbon Treaty can lead to the better management of immigration at the EU level and to see where Europe is heading in this regard. The impacts of agricultural land use are far-reaching and extend to areas outside production. This paper provides an overview of the ecological status of agricultural systems across the European Union in the light of recent policy changes. It builds on the previous review of 2001 devoted to the impacts of agricultural intensification in Western Europe. The focus countries are the UK, The Netherlands, Boreal and Baltic countries, Portugal, Hungary and Romania, representing a geographical spread across Europe, but additional reference is made to other countries. Despite many adjustments to agricultural policy, intensification of production in some regions and concurrent abandonment in others remain the major threat to the ecology of agro-ecosystems impairing the state of soil, water and air and reducing biological diversity in agricultural landscapes. The impacts also extend to surrounding terrestrial and aquatic systems through water and aerial contamination and development of agricultural infrastructures (e.g. dams and irrigation channels). Improvements are also documented regionally, such as successful support of farmland species, and improved condition of watercourses and landscapes. This was attributed to agricultural policy targeted at the environment, improved environmental legislation, and new market opportunities. Research into ecosystem services associated with agriculture may provide further pressure to develop policy that is targeted at their continuous provisioning, fostering motivation of land managers to continue to protect and enhance them. In this paper, we use data from the first two rounds of the European Social Survey to analyze the extent to which differences in average attitudes towards immigration across the EU-15 countries may be explained by differences in socioeconomic characteristics and individually perceived consequences of immigration, using an extension of a decomposition technique developed by Fairlie (). We find that despite the significant effects of socioeconomic characteristics on attitudes, differences in the distributions of these characteristics can only explain a modest share of the cross-country variation in average attitudes. A larger part can be explained by differences in perceived consequences of immigration, but the main part is still left unexplained. Apart from providing useful input for policy makers working in the area of immigration policy, this raises a number of questions for further research for which the ESS data can be successfully applied. The European Union (EU)’s Water Framework Directive (WFD) requires that all Member States participate in intercalibration exercises in order to ensure that ecological status concepts and assessment levels are consistent across the EU. This paper describes one such exercise, performed by the countries in the Central/Baltic Geographical Intercalibration Group stretching from Ireland in the west to Estonia in the east and from the southern parts of Scandinavia to the northern regions of Spain and Italy (but excluding alpine regions, which were intercalibrated separately). In this exercise, methods used to measure ecological status of rivers using benthic diatoms were compared. Ecological status is estimated as the ratio between the observed value of a biological element and the value expected in the absence of significant human impact. Approaches to defining the ‘reference sites’, from which these ‘expected’ values were derived, varied from country to country. Minimum criteria were established as part of the exercise but there was still considerable variation between national reference values, reflecting typological differences that could not be resolved during the exercise. A simple multimetric index was developed to compare boundary values using two widely used diatom metrics. Boundary values for high/good status and good/moderate status set by each participant were converted to their equivalent values of this intercalibration metric using linear regression. Variation of ±0.05 EQR units around the median value was considered to be acceptable and the exercise provided a means for those Member States who fell significantly above or below this line to review their approaches and, if necessary, adjust their boundaries. This paper outlines the importance of the policy context for monitoring with and for raptors, and, conversely, of the importance of such monitoring for policy. It then outlines two key areas of European Union (EU) environmental policy most relevant to monitoring for and with raptors, namely biodiversity policy and pollution policy. For each of the policy areas, the pertinent objectives and actions of the current EU policy are identified, and their relevance for raptor monitoring is discussed. The questions asked in the paper are whether and to what extent the employment situation among recent third-country immigrants differs across European Union countries and how it is related to these countries' labor market characteristics. The European Labor Force Survey data for the 1990s are used to disentangle the roles that the individual characteristics of immigrants, on the one hand, and the structural features of the receiving societies, on the other, play in the process of immigrants' labor market integration. The results of multilevel regression analyses confirm that in receiving countries with stronger demand for low-skilled labor, unprivileged immigrants are less disadvantaged at employment entry. Among men immigrants' employment disadvantages are found to be lower in liberal welfare states marked by their flexible labor markets. [ABSTRACT FROM AUTHOR]

The analysis and support structure of the beekeeping sector in the European Union countries was analyzed. The level of support for this sector of agriculture in the years to come increased and in the years 2017-2019 is 72 million EUR per year. The amount of support beekeeping depends mainly on the number of hives. The average value of support for bee colony in most countries ranges from 4.35 to 4.63 EUR per year. The amount of support expressed as the equivalent of beekeeping honey indicating little relevance of this action, since the value of the support is equal to the EU average of 0.65 kg multiflorous honey, that varies from 0.3 to 1.33 kg. Despite existing policies of regional development and cohesion at the national and the EU level, economic regional inequalities or disparities stay relatively high or decrease too slowly. In this context, policies to reduce economic regional disparities in the European Union are a constant concern both for policy-makers and for theoretical and empirical research because of the strong impact on sustainable development in general. In this study we combine elements of theoretical and policy discussions with the empirical assessment of economic regional development in the European Union in order to identify the state of regional disparities, what factors are favouring unbalanced growth in different regions of the EU and to find an appropriate theoretical setting to understand, explain and reduce with regional inequality in the EU. The primary objective of this research is to identify the evolution of the terrorist attacks that appeared in Europe lately. In the article are mentioned the main causes that led to the terrorist attacks from France and Germany, emphasizing their effects over the 2 countries. The article brings forward the main types of attacks used by terrorists but also the number of injured persons or deaths. An essential aspect that was highlighted in the article refers to the results obtained after applying the EU-Turkey Statement but also to those regarding the transfer and relocation of the migrants in different countries. In this way, the analysis implied the selection of EU member states which received Syrian refugees by relocation together with the highlighting of the numeric situation of the persons returned from Greece to Turkey. A last part of this study assumes the identification of the personal categories who have been brought by Frontex and EASO in Greece in order to handle efficiently the crisis, which provide the expertise in the migration field. The primary question of this research is: "Is EU capable to administer the changes regarding migration, assuring in the same time its safety?". To answer this question, I identified first the costs of EU securitizing its states. I consider that the approach of this matter has a high importance since it shows the necessity of some changes meant to help European states to face the events linked to migration and implicitly, security from the last years. Background: What is common to many healthcare systems is a discussion about the optimal balance between public and private provision. This paper provides a scoping review of research comparing the performance of public and private hospitals in Europe. The purpose is to summarize and compare research findings and to generate questions for further studies.Methods: The review was based on a methodological approach inspired by the British EPPI-Centre's methodology. This review was broader than review methodologies used by Cochrane and Campbell and included a wider range of methodological designs. The literature search was performed using PubMed, EconLit and Web of Science databases. The search was limited to papers published from 2006 to 2016. The initial searches resulted in 480 studies. The final sample was 24 papers. Of those, 17 discussed economic effects, and seven studies addressed quality.Results: Our review of the 17 studies representing more than 5500 hospitals across Europe showed that public hospitals are most frequently reported as having the best economic performance compared to private not-for-profit (PNFP) and private for-profit (PFP) hospitals. PNFP hospitals are second, while PFP hospitals are least frequently reported as superior. However, a sizeable number of studies did not find significant differences. In terms of quality, the results are mixed, and it is not possible to draw clear conclusions about the superiority of an ownership type. A few studies analyzed patient selection. They indicated that public hospitals tend to treat patients who are slightly older and have lower socioeconomic status, riskier lifestyles and higher levels of co-morbidity and complications than patients treated in private hospitals.Conclusions: The paper points to shortcomings in the available studies and argues that future studies are needed to investigate the relationship between contextual circumstances and performance. A big weakness in many studies addressing economic effects is the failure to control for quality and other operational dimensions, which may have influenced the results. During times of severe budget reductions and limitations, it becomes necessary to conduct an evaluation of the ability of the States to carry out the administrative process and to provide useful solutions developed through common policies at European level, necessary for costs abatement, towards maintaing the productivity and the innovative potential of organizations and in order to secure employment. Evaluation at the European Union level is essential to the identification of the weak elements for each state and in order to effectively provide a broad palette of services focused towards the citizens. The idea of developing an evaluation system was instituted after the establishment of a common framework of quantitative assessment, Common Assessment Framework (CAF). CAF is a tool used to help public sector organizations in Europe in the use of quality management techniques sintended to improve performance. This tool wants to be a global tool for comparative analysis of administrative performance. As described on the official website of the program, the model is based on the premise that excellent results of organizational performance, of the citizens/customers and of the society are achieved through leadership and planning strategy, people, partnerships, resources and processes. Descriptions and complaints about bureaucracy in the EU are numerous, but the supra-national bureaucracy is not exactly replicating the national one.
