The paper deals with the research results regarding the possible impact on the EU logistics of regulating the regular weekly rest of road freight drivers. Road freight transport is used for the large distance and the implemented changes, high fines on drivers, and carriers as well can reduce the availability of vehicles for this transport, which may have negative impact on the logistics sector, including seaports, and can cause the increased theft of shipments. The paper focuses on the major shortage of road freight drivers and the age structure of current drivers, which is a further threat to the EU logistics sector. The death and disease burden of non‐communicable diseases falls disproportionately on members of lower socioeconomic groups. This paper explores NCD prevention measures introduced through EU consumer law in order to assess the impact these have had on health inequalities. It demonstrates that these interventions often have limited impact, and therefore maintain inequalities. Indeed, when interventions do work, they tend to be more effective with advantaged citizens than disadvantaged citizens, and therefore increase inequalities. From a behavioural research perspective, this paper demonstrates why these interventions – which focus on regulating the consumer information environment – have failed to reduce health inequalities, and analyses the debate on the extent to which behavioural research should act as a core consideration in public health related consumer policy. The paper concludes that, while regulating consumer information is a useful tool for NCD prevention, if information‐based interventions are to reduce health inequalities the EU will need to incorporate greater insights from the way consumers actually behave. This paper proposes approaching the emergence and evolution of the Europeanization of national planning using conceptual frameworks from historical institutionalism in order to shed light on the mechanisms and trajectories of domestic change arising from the influence of EU strategic planning. It seeks in particular to examine Europeanization in terms of the extent to which EU spatial planning has become a driving force for institutional changes in very different national planning systems. Returning to the changes that occurred in the Italian and English planning systems in the last two decades, the author provides insight into the attempts to insert and transpose EU spatial planning concepts and instruments into domestic systems, dealing with path dependency and European influence. By reading these processes from a historical institutionalist perspective, the paper aims to enhance understanding of the relative influence of European spatial planning on national planning systems, identifying mechanisms and trajectories of domestic change in different planning systems. Key findings concern the diverse modes and degree of institutionalization of EU strategic spatial planning, examining tendencies to replace the status quo through displacements in England and to progress through a path-dependent trajectory in Italy. Using a historical-institutionalist framework, this paper discusses the emergence and evolution of transnational cooperation initiatives in post-war Europe. A number of critical junctures can be identified at which different goals and approaches were introduced. Due to the path-dependent nature of institutional arrangements, this has resulted in increasingly fuzzy rationales and contradictory objectives for transnational regions in Europe today. The paper concludes with a reflection on the value of historical institutionalism to identify the malleability of such complex policy concepts and the key challenges that transnational regions are facing due to unresolved tensions in their policy design and evolution. The present paper analyses one of the most important and discussed economic topics, namely foreign direct investments, from the point of view of their possible theoretical contingency with the gross domestic product per capita, which up to a certain extent stand for the welfare of a nation. Out of the 28 belonging to the European Union, six countries, the lowest ranked in respect to this indicator, namely: Bulgaria, Romania, Croatia, Latvia, Hungary and Poland, are analysed from the perspective of net FDI inflows and FDI inflow share in GDP. The results are construed in comparison with one another. The paper reveals that there is indeed a connection between the level of GDP per capita, the level of net FDI inflows and the living standard of the population, although sometimes such results are not strongly confirmed. Since the early 2000s, both US and EU Preferential Trade Agreements (PTAs) include social standards that aim to protect workers and the environment. However, the US and the EU have chosen fundamental different approaches for the enforcement of these clauses. While the US pursues a sanction-based approach, the EU solely relies on dialogue and cooperation mechanisms. Hence, to the surprise of many, social standards in U.S PTAs appear to be stricter than the ones in EU PTAs. Why do the two biggest trade powers of the world handle social clauses in PTAs so differently? In this paper, I argue that disparities in domestic politics account for their different strategies towards social standards. This paper examines the EU and EU member states’ reactions to the 2015 refugee crisis from an ontological security perspective while arguing that these reactions are the product of three socio-psychological lenses, which have led to various responses to the perceived threat. The first reaction, ascribed especially to the Visegrad Four, is the “securitise-the-self” reaction to feelings of anxiety and ontological insecurity and involves reaffirmation of national biographical narratives and national immigration policies at the expense of supranational European policies. The second reaction is illustrated by the European Commission's response to the refugee crisis and involves “managing securitisation.” Accordingly, the Commission's reaction to ontological insecurity when faced with the challenge of unmanaged migration was to reaffirm the EU's semi-sovereign identity (collective border control competencies) while preserving a global discourse on human rights and refugee-related inclusive norms. The third reaction stemmed from viewing the crisis with the lenses of “empathy” and “desecuritisation” and is best illustrated by Germany's temporary “open door” policy on refugees that was driven by a psychological lack of perceived threat from the “immigrant-other” and a “civilian power” collective identity. Abstract Turkey is the only European Union candidate country whose citizens are obliged to obtain a Schengen visa. The difficult visa procedures, often seen as unjust and discriminatory, are a longstanding source of frustration and humiliation among Turkish citizens, as they reproduce both symbolic and physical borders between the EU and Turkey and seem to reiterate the 'Fortress Europe' thesis. These perceptions of the visa process and the consequent feeling of 'otherness/non-Europeanness' hinder the process of Turkish integration into the EU. Bordering no longer occurs merely in the border areas separating two states, but rather through a wide range of practices in multiple locations within and beyond the state's territory. This complexity has recently been augmented by the introduction of intermediary companies. The offices of these intermediaries have become an example of bordering sites located away from the border area. Moreover, in these offices border work is carried out by non-traditional actors: in other words, not by border guards or immigration officers of the EU but by Turkish employees. Treating those offices as significant nodes where border work is done, this paper draws on material collected at visa offices in Ankara to understand the multifaceted construction of borders between the EU and Turkey. Using a situated intersectional framework, this paper elucidates not only perceptions from both sides of the border –Turkish nationals applying for visas and Turkish nationals doing border work – but also how the differentiated social positionings and purposes of travel shape these interactions. The aim of this paper is to explain the prevalence of informal payments for health services in Southeast Europe through the lens of institutional theory as resulting from formal institutional failures which lead to an asymmetry between the laws and regulations (formal institutions) and the unwritten rules (informal institutions), making informal payments acceptable. Reporting on a 2013 Eurobarometer survey of the propensity to make informal payments for health services in Southeast Europe, a strong association is found between the degree to which formal and informal institutions are unaligned and the prevalence of informal payments. The relationship between informal payments and formal institutional imperfections is then explored to identify the structural conditions which lead to this institutional asymmetry, and thus the propensity to make informal payments. The war in Ukraine triggered significant changes at the European Union level. The speed at which the EU has achieved progress on sanctions, migration and defense is particularly impressive. But the Russian aggression against Ukraine has also served as a pretext for putting aside internal discussions about the rule of law, and provided additional political rationales for inaction against Member State governments responsible for the violation of European values, as well as triggered the deepening of double standards in several fields. Against this background, the paper argues that using this crisis as a justification for further inaction in the context of EU values is not a sustainable course of action. The Union must not delay further the need to act to halt the insidious erosion of democracy and the rule of law within its own borders both at the national and supranational level. The rule‐of‐law‐backsliding in some Member States has subverted not only one of the EU fundamental values but also trust among national authorities when implementing European Arrest Warrants (EAW). However, when evaluating the execution of EAWs issued by countries experiencing rule‐of‐law crises, the Court of Justice of the EU (CJEU) sought to preserve judicial cooperation and imposed a rather "top‐down" view on mutual trust among Member States. This approach seemingly disregards the (dis)trust which has emerged in the EU due to rule‐of‐law‐backsliding and fails to acknowledge the psycho‐sociological nature of trust. Drawing on the trust literature, the paper offers novel conceptual elements to rethink mutual trust in the EAW framework. Notably, it critically assesses some of the gaps in the CJEU's interpretation of mutual trust and advances suggestions to embed empirical considerations in the conceptualisation of this principle to bridge the gap between trust in practice and in principle. Criticism of the EU's social deficit has become more vivid than ever following the socially regressive handling of the 2008–10 financial and debt crisis. In 2010, Fritz Scharpf famously argued that the EU 'cannot be a social market economy' owing to its institutional architecture, legal features, and collective action issues. The COVID‐19 pandemic has nevertheless led to a new agenda combining investment, social concerns, the green transition and more fiscal solidarity. However, a lot remains to be done, it is argued, to bridge the social gap. A three‐pronged model is outlined to conceive of the EU's role in enhancing national, inter‐national and transnational social cohesion. The paper furthermore points to where the EU's action must be intensified to make significant progress on the way to a competitive and social market economy. Over the past three decades, governments have recurrently intervened in higher education. Over time, significant changes have occurred in inherited national governance modes. These reforms have been assessed in different ways, such as by emphasising the shift to the more supervisory role of the State, or the increasing privatisation and marketisation following the neoliberal paradigm, or the overall process of re-regulation. This paper sheds light on these different judgements by addressing the governance shift by focusing on the sequences of policy instrument mixes adopted over time in 16 European countries. By analysing 25 years of policy developments, it is shown how the content of national governance reforms consistently varied over time and that no common template has been followed. The European sugar market is changing its character. During the last two decades its concentration changed and individual countries and companies have been preparing themselves for the end of sugar production quotas system. The level of competition within the EU sugar market is accelerating. Many companies already left the EU market or significantly reduced their production capacities. The main task of this material is to analyse the EU sugar market and especially sugar quotas character and to specify the current EU sugar production structures existing under the sugar quotas system. The paper is also identifying individual drivers/actors operating under the sugar quota system. The idea is to identify the level of EU sugar market concentration through the Herfindahl-Hirschman Index (HHI). The results coming from the analyses provides the overview of very specific character of the European sugar production quota system. However the market is operated by many companies and alliances, its production capacity are extremely concentrated. The majority of sugar plants are located in Germany, France, Poland and the majority of sugar quotas are controlled by companies headquartered in Germany, France, the Netherlands and the United Kingdom. After 8 years of investigation, the European Commission decided that Google has abused its market dominance by giving prominent placement in its search results to its own comparison shopping service, whilst demoting rival services. This paper discusses the first of these conducts. The paper will assess the harm arising from Google's conduct on consumers and merchants, and will discuss the importance of causality in proving that a conduct is abusive. The paper will also briefly present the remedies for Google's conduct. The argument made herein is that the Commission's decision enters uncharted territories in unilateral conduct enforcement and the decision is subject to criticisms which will be analysed herein. Abstract: What is the material context of constitutional order? The purpose of this paper is to offer an answer to that question by sketching a theory of the material constitution. Moving beyond the interwar constitutional theories of Heller and Mortati, the paper outlines the four ordering forces of the material constitution: political unity; a set of institutions; social relations, and fundamental political objectives. These forces constitute the substance and dynamic of constitutional ordering, in internal relation with the formal constitution. Because these ordering forces are multiple, and in tension with one another, there is no single determining factor of constitutional development. Neither is order as such guaranteed. The conflict that characterises the modern human condition might but need not be internalised by the process of constitutional ordering. This paper looks at EU banks' use of public cloud computing services. It is based primarily on anonymised interviews with banks, cloud providers, advisers, and financial services regulators. The findings are presented in three parts. Part 1 of this paper explored the extent to which banks operating in the EU, including global banks, use public cloud computing services. Part 2 of this paper covered the main legal and regulatory issues that may affect banks' use of cloud services. Part 3 looks at the key contractual issues that arise in negotiations between banks and cloud service providers, including data protection requirements, complexities caused by the layering of cloud services, termination, service changes, and liability. It also presents the overall conclusion derived from the studies conducted, as set out in the three parts of the paper. The paper studies the role of path-dependence in the resilience of EU regions. Particularly, employing a nonparametric analysis, the paper demonstrates that historical adjustments of EU regions materialized by productivity improvements, primarily in the manufacturing sector and incidentally in the sectors of construction, financial and non-market services, during the period 1995--2008 secured high(er) levels of regional resilience during the economic crisis period 2008--2013. Such a finding provides implications not only for theory but also for policy. Policies aiming at boosting regional productivity and competitiveness, which through a positive regional performance of high growth rates is concealed, a well-structured and robust production restructuring, might affect regional resilience in a way that shields regional economies not only from current imbalances but also from any future downturns. This article, initially discussed at a conference organised in March 2017 by the Belgian Commission for Electricity and Gas Regulation (CREG) on the new governance structures in the EU energy sector, deals with energy governance structures in the EU energy and climate diplomacy and in development cooperation between the EU, its member states and third countries. It is understood that, at large, the existing tools of EU energy and climate diplomacy create governance structures: bilateral partnerships, trade agreements, regional and multilateral orders are per se instruments to govern the underlying relationship between the EU, its member states and third countries. The focus in this paper revolves around those instruments of EU energy and climate diplomacy which aim at reinforcing energy governance structures (referred to also as institutional and normative energy frameworks) and promoting solid transparent frameworks in the field of energy in partner countries. In particular, the paper aims at identifying -- among the existing tools of the energy and climate diplomacy --instruments and opportunities in favour of African countries which contribute to strengthening those institutional and normative energy frameworks and facilitate investment towards universal energy access and energy transition. To do so, the paper reviews the existing policy and legal instruments of EU external energy action in general and in Africa and concludes proposing policy recommendations on further development cooperation and energy diplomacy initiatives in favour of African countries. The first section reviews the principles of EU energy and climate diplomacy and their alignment with development objectives, including the emphasis on strengthening institutional and normative frameworks in the energy sector. The second section considers the internal coordination between the EU and its member states which is necessary to carry out the external energy and climate diplomacy as well as development cooperation. The third section describes the existing tools of the EU energy diplomacy that aim to strengthen energy institutions and frameworks in partner countries. The fourth section reviews a selection of existing EU initiatives in favour of African countries and brings forward a proposal for EU action to reinforce energy governance structures of partner countries in Africa. Abstract: By reflecting on both the exclusionary and the inclusionary role of humanitarian migration and border management in the Central Mediterranean, this paper explores the relationship of humanitarianism with the delocalization of the EU border and with human rights. First, the paper analyses the role of human rights in the institutional humanitarian discourse about migration and border management at the Mediterranean EU border. The paper then analyses the Italian operation Mare Nostrum and, more generally, Italian humanitarianized border management in the Central Mediterranean. In doing this, it shows that humanitarianism contributes to the discursive legitimation and spatial delocalization of exclusionary policies and practices. Moreover, humanitarianism contributes to a symbolically and legally subordinate inclusion of migrants in the European space. While such humanitarian inclusion can be more inclusive than what human rights would require, it is posited as an act of grace rather than an enhancement of human rights. In both its exclusionary and inclusionary dimension, humanitarianism transcends and expands territorial boundaries by outsourcing responsibilities and enhancing delocalized border management. Abstract: Although the debates about access to services of general interest have been at the core of the EU territorial cohesion discourse since the late 1990s, the impact of unequal accessibility to living conditions has yet be the subject of close inspection. The paper examines the relationship between the accessibility of services of general interest and demographic and socio‐economic conditions in a specific Czech region. The analysis reveals inter‐municipal disparities and identifies spatially excluded areas. Despite the negative association of insufficient access with education and depopulation characteristics, the results suggest that demographic and socio‐economic development stems from a more complex set of factors. Research, development and innovation hold a prominent position in national economies and the public sector. The aim of the paper is to evaluate the role of public research in EU countries with focus on selected indicators of research and development (R&D). The area in focus is total R&D expenditures and public R&D expenditures in years 2010 and 2015. The author also strives to analyze other R&D indicators in EU countries, pointing out the similarities and differences in the particular countries. The analysis concentrates on not only the selected indicators of public R&D, but also a comprehensive evaluation and role of public research in EU countries. EU countries are evaluated on the basis of indicators of public R&D by means of factor analysis, cluster analysis and box-plot, divided into four clusters depending on internal similarity in 2015. The most marked differences were observed in indicators of public research (R&D public expenditures as % of total R&D expenditures, researchers in public sector as % of total researchers, number of publications per 1000 researchers in the public sector, number of citable publications per 1000 researchers in the public sector) in the first cluster in comparison to the third cluster. In case of the indicator H-index (per 1000 researchers in the public sector) the most marked differences were observed in most countries of the second cluster in comparison to countries of the fourth cluster. Abstract: This paper explores the broader setting of urban and economic development that links ports and cities in Europe and aims at enhancing our understanding of the port‐city interface. A relational view is taken for linking local developments and policies with overarching, more remote spheres of influence and impact, which can be considered both beneficial and critical for the port and the city. In order to illustrate the argument, a framework of three issues is applied to discuss the port‐city interface: first, the role of ports as economic engines of their wider region; second, the cruise ship industry as a market segment that re‐connects port and city; third, semi‐political bodies and institutions that play key roles as intermediaries and knowledge brokers. In 2016, the European Commission presented a legislative package: "Clean Energy for all Europeans with the proposal for a new Directive on common rules for the internal market in electricity (recast) as its part. The package is aimed at setting consumers as the "active and central players on the energy markets of the future". This issue is subjected to the analysis in this paper, which is intended to discuss its collective approach, i.e. the generation of electricity in energy communities. The research covers the analysis of previous European policy documents and programmes, repealed and to be amended legislation that indirectly addresses (or could address) the issue of energy communities, as well as the legislation that will regulate (or may regulate) it directly (i.e. the new Directive on common rules for the internal market in electricity). Seen in this light, the paper is aimed at proving that the idea for cooperation of energy consumers and local production of electricity from renewable energy sources, is deeply rooted in the European agenda for the internal energy market. Purpose After several reforms of the common agricultural policy, domestic product prices and farm incomes have become more volatile in the EU. Risk-averse farmers are therefore seeking income stabilizing measures. Margin insurance is among the feasible options but is not yet established in the EU. The purpose of this paper is to explore such an insurance under EU conditions for a major crop.Design/methodology/approach The paper explores conditions for a viable margin insurance. It presents a modeled-loss trigger for a margin insurance scheme using wheat production in Austria as the case study.Findings While margin insurance products are widely used in the USA, such products are not available in the EU. Basis risk seems to be an important reason. An exploration of wheat production in Austria shows that heterogeneity among farms is relevant. The authors demonstrate an approach aiming to lower basis risks.Research limitations/implications This paper presents a technically feasible approach to handle the basis risk of a margin insurance under EU conditions. Before such a product can be placed on the market, further research on systemic risk is needed. Market research is necessary to fine-tune the details of the product to meet the actual demand of farmers. Further empirical validation of the modeled losses is needed. Legal implications are not explored in this paper.Practical implications The insurance product presented here demonstrates a concept that is established in the USA under EU conditions. It is motivated by several shortcomings of income risk mitigation approaches in the EU.Social implications Income risk may be seen as a problem of social policy. This paper argues that links between academia and other economic sectors are increasing, especially through intersectoral mobility of university graduates. Murray [(2010). “The Oncomouse that Roared: Hybrid Exchange Strategies as a Source of Distinction at the Boundary of Overlapping Institutions.”American Journal of Sociology116 (2): 341–388] has identified literature pointing both to blending and continuing co-existence of the academic and commercial worlds. Based on a European-wide study of PhD graduates in the social sciences and humanities (SSH), this paper considers the extent to which intersectoral mobility reflects blending. It finds that intersectoral communities of practice exist mainly in applied fields of knowledge. However, in many areas of the SSH, differences in institutional norms and values inhibit intersectoral mobility, particularly in mid-career stages. [ABSTRACT FROM AUTHOR]

Do interest groups have an impact on transposition of European Union (EU) directives? This paper offers an analysis of interest group communities of member states and links the concept of diversity to legal implementation. In order to accommodate diverse interests, member state governments allow for some deviations when transposing EU legislation into national law. Therefore, successful transposition is hard to achieve in member states with diverse interest group environments. This paper tests this argument by applying a large N study including 19 directives and 15 member states. The results show that correct transposition is likely to be negatively affected by high levels of diversity of national interest groups; however, this effect is conditional on the discretion granted to member states by EU legislation. This paper will present and discuss the farmers' rights to seeds and all the main legal issues related thereto. It will deal with the legal aspects of the IP rights of the breeders and corporations who own patented seeds or registered plant varieties as opposed to the farmers' historical and customary right to set aside, sow and share those protected seeds for future harvests, thus also ensuring crops' resilience to climate change and biodiversity. The contribution will present the current international, EU and national legislations on the farmers' right to seeds and the conflicting IP rights of breeders to prohibit farm saved seeds, or to claim endless royalties on successive harvests. The border between these two rights is very controversial and faces two categories of economic operators (farmers and breeders) having uneven contractual, economic and political powers, thus raising not only complex legal issues but also a tremendous impact on social aspects of rural life, especially in developing countries' communities. This paper studies the pattern of technical change at the firm level by applying and extending the Quantal Response Statistical Equilibrium model (QRSE). The model assumes that a large number of cost minimizing firms decide whether to adopt a new technology based on the potential rate of cost reduction. The firm in the model is assumed to have a limited capacity to process market signals so there is a positive degree of uncertainty in adopting a new technology. The adoption decision by the firm, in turn, makes an impact on the whole market through changes in the factor-price ratio. The equilibrium distribution of the model is a unimodal probability distribution with four parameters, which is qualitatively different from the Walrasian notion of equilibrium in so far as the state of equilibrium is not a single state but a probability distribution of multiple states. This paper applies Bayesian inference to estimate the unknown parameters of the model using the firm-level data of seven advanced OECD countries over eight years and shows that the mentioned equilibrium distribution from the model can satisfactorily recover the observed pattern of technical change. The process of integration and future developments within the European Union (EU) covers the issues of environmental protection, sustainable development and energy efficiency. These issues are becoming a significant part of economic and social development and appear as a factor for assessing the competitiveness of the EU countries. The EU’s initial reaction to the Arab uprisings in the field of energy cooperation was yet another proposal for creating an integrated Euro-Mediterranean energy market, despite the moot success of previous efforts. This paper investigates the policy frame underpinning the EU’s persistent focus on market-regulatory harmonization since the late 1990s and enquires into whether it has experienced any change in the post-uprising context. After the Arab uprisings, the EU designed a new regional programme for the development of the agricultural sector of the European Neighbourhood Policy partners. The European Neighbourhood Programme for Agriculture and Rural Development (ENPARD) is based on an integrated logic for rural development. This new conceptual framework advocates multi-sectoral planning and the active participation of local actors in the decision-making process in order to promote inclusive growth and to support small and medium enterprises. This approach aims to contribute to the security and stability of the rural areas of the Arab Mediterranean partners. This paper analyses ENPARD and it argues that the inclusion of new actors in the design of the programme has partially challenged established views of policy-makers within the EU. However, EU engagement in this area is still determined by a hierarchical mode that puts local actors at the bottom of the decision-making process and it is driven by a technocratic ratchet mechanism that fits new information into existing cognitive frames. Despite some positive changes in national policies, the paper claims that this type of technocratic engineering does not change social relations in rural areas and it undermines the success of the programme. Abstract: The paper measures regional GDP growth losses that a smaller market size caused by the reintroduction of legal and administrative barriers would cause. We model augmented barriers in a Keynesian framework, pointing at four effects: a border effect, stronger for regions close to borders; an exposure effect, stronger for regions open to trade; a centrality effect, affecting areas close to the economic core; a demand concentration effect, stronger for regions close to large trading partners. The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. Capture and sequestration of CO 2 released by conventional fossil fuel combustion is an urgent need to mitigate global warming. In this work, main CO 2 capture and sequestration (CCS) systems are reviewed, with the focus on their integration with renewables in order to achieve power plants with nearly zero CO 2 emissions. Among these technologies under development, the Dry Carbonate Process shows several advantages. This manuscript analyses the integration of a CO 2 sorption-desorption cycle based on Na 2 CO 3 /NaHCO 3 into a coal fired power plant (CFPP) for CO 2 capture with solar support for sorbent regeneration. The Dry Carbonate Process relies on the use of a dry regenerable sorbent such as sodium carbonate (Na 2 CO 3 ) to remove CO 2 from flue gases. Na 2 CO 3 is converted to sodium bicarbonate (NaHCO 3 ) through reaction with CO 2 and water steam. Na 2 CO 3 is regenerated when NaHCO 3 is heated, which yields a gas stream mostly containing CO 2 and H 2 O. Condensation of H 2 O produces a pure CO 2 stream suitable for its subsequent use or compression and sequestration. In this paper, the application of the Dry Carbonate CO 2 capture process in a coal-based power plant is studied with the goal of optimizing CO 2 capture efficiency, heat and power requirements. Integration of this CO 2 capture process requires an additional heat supply which would reduce the global power plant efficiency by around 9–10%. Dry Carbonate Process has the advantage compared with other CCS technologies that requires a relatively low temperature for sorbent regeneration (< 200 °C). It allows an effective integration of medium temperature solar thermal power to assist NaHCO 3 decarbonation. This integration reduces the global system efficiency drop to the consumption associated with mechanical parasitic consumption, resulting in a fossil fuel energy penalty of 3–4% (including CO 2 compression). The paper shows the viability of the concept through economic analyses under different scenarios. This paper presents the editorial for the Renewable and Sustainable Energy Reviews joint special issue devoted to the research work discussed and presented at the 11th Conference on Sustainable Development of Energy, Water and Environment Systems (SDEWES), held from the 4th September to the 9th September 2016 in Lisbon, Portugal and the 2nd South East European (SEE) SDEWES Conference held from June 15th to June 18th, 2016 in Piran, Slovenia. This special issue is in line with the journal's aim of publishing research from across the ever-broadening field of renewable and sustainable energy with a strong review element. Previous SDEWES conference special issues have gathered a significant knowledge base in the field of sustainable development that reflects the continuous research efforts of the SDEWES research community. Therefore, this editorial provides not only an overview of the papers published in this particular special issue, but also a wider overview of the current trends in the domain of sustainable and renewable energy. This year's special issue focuses particularly on the benefits of the bio-based economy, energy security issues, fossil fuel thermal plant alternatives and environmental constraints, district heating and cooling together with cross sector energy efficiency and energy conservation issues. Sustainable transport systems, the issue of fuel poverty in urban neighbourhoods and renewable energy to support development of peripheral rural areas, optimising passive building design for hot climates and solar-powered heating and cooling are further topics featured in this special issue. In the process of selecting papers for this special issue, the guest editors invited in total 23 extended manuscripts for consideration for publication. Background Information about the burden of (non-fatal) road traffic injury is very useful to further improve road safety policy. Previous studies calculated the burden of injury in individual countries. This paper estimates and compares the burden of non-fatal serious road traffic injuries in six EU countries/regions: Austria, Belgium, England, The Netherlands, the Rhône region in France and Spain. Methods It is a cross-sectional study based on hospital discharge databases. Population of study are patients hospitalized with MAIS3+ due to road traffic injuries. The burden of injury (expressed in years lived with disability (YLD)) is calculated applying a method that is developed within the INTEGRIS study. The method assigns estimated disability information to the casualties using the EUROCOST injury classification. Results The average burden per MAIS3+ casualty varies between 2.4 YLD and 3.2 YLD per casualty. About 90% of the total burden of injury of MAIS3+ casualties is due to lifelong consequences that are experienced by 19% to 33% of the MAIS3+ casualties. Head injuries, spinal cord injuries and injuries to the lower extremities are responsible for more than 90% of the total burden of MAIS3+ road traffic injuries. Results per transport mode differ between the countries. Differences between countries are mainly due to differences in age distribution and in the distribution over EUROCOST injury groups of the casualties. Conclusion The analyses presented in this paper can support further improvement of road safety policy. Countermeasures could for example be focused at reducing skull and brain injuries, spinal cord injuries and injuries to the lower extremities, as these injuries are responsible for more than 90% of the total burden of injury of MAIS3+ casualties. Purpose The purpose of this paper is to describe through innovation system foresight and systemic innovation approach to address key systemic issues of European Union (EU) Overseas Countries and Territories (OCTs) concerning the sustainable development and economic resilience: the authors highlight the need for a systemic approach to innovation policy for the sustainable islands’ growth.Design/methodology/approach This research focuses on a multiple case study of selected OCTs, members of the Association of the OCTs. Specifically, this paper illustrates the foresight approach implemented in six OCTs in the context of the Territorial Strategies for Innovation project funded by the 10th European Development Fund.Findings The focus is on innovation system foresight and systemic innovation: the authors argue that key innovation elements of the individual OCTs can be used as crucial components of an emerging innovation system while this specific type of foresight can assist the governments of respective OCTs in the selection and design of specific instruments in relation to the formulation of their innovation strategies and policies.Originality/value This paper is based on work undertaken by the Territorial Strategies for Innovation project team during a three-year period dedicated to supporting the governments of OCTs both in defining and in implementing their innovation strategies. Its main contribution is to develop the concept of innovation system foresight and systemic innovation for the OCTs. The paper analyses the changes that have lately appeared in the legal regime of the termination of right, in the field of public law, in general, and for the tax law, in particular. We have found major mutation in this legal institution, in the sense of modifying the effects of prescription of this legal concept as a whole. It is not the first time when, solving cases that are subject to trial or answering questions raised in the preliminary procedure, the CJEU creates new legal rules, affecting principles of fundamental value that until recently have seemed untouchable. Thus, in the very recent opinion of this court, expressed in VAT matters, the right to reimbursement of the tax may also be invoked after the period of prescription has been fulfilled. The paper analyzes this jurisprudence by anticipating how it will modify the internal legal framework for institution of prescription in taxation. The prescription of material right to action is one of the institutions with a long influence in the history of legal sciences, equally marking all branches of law. The concept of prescription is analyzed in the doctrine of tax law, especially due to the particular nuances conferred by the legal nature of the tax law cases. The effects of the prescription have always been the same: the paralysis of the possibility to obtain the execution of a violated right uses the state's coercive force. Traditionally, the prescription of right was considered an absolute impediment, blocking not only court action to recover prejudice, but any other mean to obtain the enforcement of the law, except for the situation when the execution intervenes voluntarily. This regime has changed mainly on the impulse of the jurisprudence and the regulation in force is still adapting to the new status of the concept. The guaranteed minimum income is a milestone of the European social model. It consists in the disbursement to regular intervals of a support equal to the "minimum subsistence figure" to allow beneficiary citizens to conduct a dignified life. It is a right implicitly set forth to art. 34, paragraph three of the EU Charter of the fundamental rights, which becomes manifest in different implementation schemes prepared by the EU Member States. During the economic crisis, the guaranteed minimum income has revealed some inadequacy in effectively counter of poverty. On the one hand, this paper examines the current dynamics in the European Union. Precisely, it investigates the actual EU system of fight to the social exclusion and the recent proposals in discussion: for instance, the contribution of the European Pillar of the social rights. The finding of the paper shows the relative effectiveness of the 'one size fits all' policy of the European Central Bank. The paper provides strong evidence in favor of this by testing whether the monetary policy effects (footprints) found in inflation uncertainty converge to a common level. These footprints are measured as the fraction of the estimated policy-induced reduction in this uncertainty. The testing was conducted by applying a bootstrap-type test in a regression of the rate of growth of these fractions on their initial values, computed for 16 euro area countries. This paper analyses decarbonisation scenarios for the European passenger car fleet in 2050. The scenarios have been developed using the backcasting approach and aim to reduce greenhouse gas (GHG) emissions of passenger cars to a level defined in the Transport White paper that is 60% below 1990 levels. Considering the emission levels of 2010, a yearly reduction of 1.7% is required in order to achieve the target. Car emissions were decomposed into the main emission factors of mobility, efficiency and carbon intensity. How these factors change over time depends on various external factors: the pace of technological improvements, the future role of cars in society’s mobility system and the priority given to decarbonising energy demand. The analysis showed that if car mobility and ownership continue to increase as expected in a ‘business as usual’ case, a share of 97% plug-in hybrid or battery electric vehicles might be required by 2050, together with a substantial decrease in greenhouse gas emission from electricity production. A transition to more advanced car technology such as automated driving, advanced batteries or lightweight materials in vehicle production would raise vehicle efficiency. Sewage sludge/biosolids are by-wastes of municipal and industrial wastewater treatment. As sources of nutrients (C, N, P) they are widely used in intensive farming where large supplementation of organic matter to maintain fertility and enhance crop yields is needed. However, according to the report of European Commission published in 2010, only 39% of produced sewage sludge is recycled into agriculture in the European Union. This situation occurs mainly due to the fact, that the sewage sludge may contain a dangerous volume of different contaminants. For over decades, a great deal of attention has been focused on total concentration of few heavy metals and pathogenic bacteria Salmonella and Escherichia coli . The Sewage Sludge Directive (86/278/EEC) regulates the allowable limits of Zn, Cu, Ni, Pb, Cd, Cr and Hg and pathogens and allows for recovery of sludge on land under defined sanitary and environmentally sound conditions. In this paper, a review on quality of sewage sludge based on the publications after 2010 has been presented. Nowadays there are several papers focusing on new serious threats to human health and ecosystem occurring in sewage sludge – both chemicals (such as toxic trace elements – Se, Ag, Ti; nanoparticles; polyaromatic hydrocarbons; polychlorinated biphenyl; perfluorinated surfactants, polycyclic musks, siloxanes, pesticides, phenols, sweeteners, personal care products, pharmaceuticals, benzotriazoles) and biological traits ( Legionella, Yersinia, Escherichia coli O157:H7). This study revisits knowledge about the post-EU accession intra-industry trade development in the Visegrad countries (Czech Republic, Hungary, Poland, and the Slovak Republic). These countries--through trade liberalisation, European integration and EU accession--strengthened their position in the global value chains, part of which were located in Western Europe. This paper points out that during the global financial crisis, the changes in intra-industry specialisation were not coherent in the Visegrad countries. Moreover, in some cases, the specialisation even intensified. This paper also applies the Arellano-Bover/Blundell-Bond estimator to assess whether EU accession and the later global financial crisis were driving forces of the changing trade patterns of these countries. This paper estimates the potential of fuel tax reforms to curb harmful air pollutants and carbon emissions from road transport in Europe. We provide robust estimates for the responsiveness of fuel consumption to changes in prices, which constitute a key determinant for emissions pathways in response to policy interventions. We show that accounting for the manifest shift to diesel in the European vehicle fleet, as well as slow consumption adjustments over time yield strong evidence that petrol and diesel demand are more price elastic already in the short run than previous studies suggest. In particular, we present evidence that diesel demand in Europe tends to be more price elastic than petrol demand, when instrumenting prices with excise taxes to account for endogeneity. Inspired by recent fuel tax reform proposals, we then show that both (i) a repeal of the preferential tax treatment for diesel and (ii) an introduction of a carbon content-based tax, could avoid considerable amounts of health damaging air pollutant exhaust while at the same time contributing substantially to achieving the EU climate policy goals for 2020. In many countries, abandoning the diesel tax advantage has nearly as strong an effect as a 50€/tCO 2 tax on fuel. Both reforms have significant revenue potential. [ABSTRACT FROM AUTHOR]
