THE United States Court of Appeals for the District of Columbia Circuit ruled last week that the Treasury Department's paper currency discriminates against the blind and those with poor vision because the bills are the same size no matter their value. In addition, the department didn't show that it would be too burdensome to change the bills. So what's to be done? It's not clear yet. Charles Miller, a spokesman for the Department of Justice, said, ''We're reviewing the court's ruling at this juncture, and no determination has been made as to the government's next step.'' Scott Stowell of Open, a New York design firm, took his cue from countries where bills of different denominations vary in size. Woody Pirtle of Pirtle Design, also in New York, borrowing from greeting-card technology, has attached a paper-thin chip that speaks the denomination.
