Abstract

The article reports that the administration of U.S. President George W. Bush offered its fullest defense to date of the National Security Agency's domestic eavesdropping program, saying that authorization from Congress to deter terrorist attacks "places the president at the zenith of his powers." According to the author, the Bush administration released 42-page legal analysis that included scholarly papers and court cases. Comments regarding the issue from U.S. Vice President Dick Cheney are reviewed.
