The economic growth-environment nexus explores the relationship between economic growth, as understood in the neoclassical free market or neoliberalism economic theory context, and its implications for the environment. Environmental Impact Assessment (EIA) is considered one of the most successful environmental policy instruments to deal with the consideration of environmental implications of development decisions. Because the economic growth-environment nexus is central to discourses in EIA it is helpful to gain an improved understanding of different perspectives manifesting and influencing EIA practice. This paper aims to identify pluralism in perspectives on the economic growth-environment nexus in EIA practice. This is achieved by applying the Q-method to EIA practice in South Africa and involve the sorting of 36 statements by 16 respondents. The results show pluralism and distinct patterning with four key perspectives emerging namely: the deontological perspective, neoliberal progression, EIA polarisation and new conservationist perspective. We hope this research contributes towards a growing understanding of how different perspectives on the economic growth-environment nexus might influence EIA practice and decision making. The marked PDF has been uploaded for reference and acceptance of grammatical changes] Post-apartheid South African legislation for the protection and management of the ocean environment, has been dominated by the language of sustainable development. Deeply embedded in the notion of sustainability is that of resilience. I propose in this paper, through the medium of the ocean and the Dwesa-Cwebe community in the Eastern Cape Province, that the expectation for human resilience in the age of climate change and global warming is promoted as a reasonable and necessary condition. I will argue that coastal communities, as citizens, are expected to perform resilience within the national rhetoric 'for the greater good,' to support a development narrative which uses environmental protection to veil a government policy of economic gain over social equality. To explore the above claims, I turn to a case study focused on a ground-breaking judgement in the Supreme Court of Appeals which saw fishers gain access to Marine Protected Areas on the grounds of customary rights. A close reading of the judgement together with a historical view of the legislative framework support the argument that the neoliberal legislative frameworks used to govern today continue to be informed by their predecessors conceptualised in the colonial and apartheid eras. The breadth and depth of the environmental crisis and the consequently wide and inclusive interpretations of 'sustainable development' has promoted a disparate range of academic responses encouraging a loose interpretation of environmental education and Education for Sustainable Development. This in turn reduces the capacity for the development of a clearly defined discourse and for a sufficiently robust debate conducive of effective change. This paper attempts to assess the current situation within environmental education in this respect, by means of an analysis of papers presented at the recent World Environmental Education Congress in Durban, South Africa (July 2007). By quantifying the use of specific terms and words used in presentations, the authors reveal evidence to suggest that there is not the degree of self critical analysis and academic rigour that the urgency of the environmental crisis might reasonably demand. Can we avoid inheriting serious issues from research related to environmental education when the researcher community is addressing education for sustainable development? This paper identifies and discusses three main issues: if an explicit and coherent concept of environmental education or education for sustainable development is missing; if the field is dominated by researchers with an environmental science background; and if the research is aiming at improving practice through prescriptive, normative recommendations. The elaboration of the issues is taking a point of departure in the World Environmental Education Congress 2007 in Durban with perspectives for future ESD research and traces the historical roots of some of the trends and issues. It is argued that the overall question is related to a basic dichotomy: is the researcher seeing the role as a support to solving environmental problems here and now, or is the researcher seeing long-term empowerment through education as the main idea. Most people tend to focus on the visible part of water. Therefore, water quality has been undervalued in water management, with people often not having the necessary understanding and knowledge to manage water quality effectively. Policies and strategies also tend to give more attention to managing quantity. This paper highlights the legislative principles of equity, efficiency and sustainability in the context of water resource management in South Africa. It provides two examples of practical implementation of these principles from a water quality perspective and highlights the challenges relating to the realization of these principles in practice.
