The democratic transition in South Africa was accompanied by large-scale institutional re-engineering at all levels of government. This was an extremely complex process in local government, where a racially fragmented system of municipalities underwent extensive reorganisation. Despite this, historical patterns of settlement based on race have entrenched socio-economic inequalities and highly uneven experiences of local democracy. Against this backdrop, this paper investigates the differing roles of ward councillors. It examines a stratified sample of low-, mixed- and high-income wards in the City of Cape Town, and finds general yet qualified support for a view that ward councillor roles are conditioned by the socio-economic character of the areas they represent. In broad terms, councillors in low-income wards play a service broker and conflict mitigator role; councillors in mixed-income wards act as reconcilers and integrators; and councillors in high-income wards perform a placeholder and maintainer role. This paper reports the findings of research (Tandwa 2007) into adult literacy programmes offered by two public libraries in Cape Town with a focus on their use of literacy materials. The study is a contribution to the documenting and analysis of the public library's role in the struggle against illiteracy, a serious socio-economic problem in South Africa. Using the case study approach the researcher made an in-depth study of the programme offerings from the perspective of the adult learners, and tried to establish how and whether they made use of literacy materials, since their availability is so important in literacy instruction and the development of a reading habit. The paper describes the programmes and the cohorts of learners and their expectations, and analyses the availability and role of reading materials in the learners' lives. Background: Alcohol and other drug (AOD) use among poor Black African and Coloured women in South Africa compounds their sexual risk for HIV. Given South Africa's history of ethnic disparities, ethnic differences in sex risk profiles may exist that should be taken into account when planning HIV risk reduction interventions. This paper aims to describe ethnic differences in AOD use and AOD-related sexual risks for HIV among vulnerable women from Cape Town, South Africa Method: Cross-sectional data on 720 AOD-using women (324 Black African; 396 Coloured) recruited from poor communities in Cape Town were examined for ethnic differences in AOD use and AOD-related sexual risk behavior. Results: Ethnic differences in patterns of AOD use were found; with self-reported drug problems, heavy episodic drinking and methamphetamine use being most prevalent among Coloured women and cannabis use being most likely among Black African women. However, more than half of Black African women reported drug-related problems and more than a third tested positive for recent methamphetamine use. More than a third of women reported being AOD-impaired and having unprotected sex during their last sexual encounter. Coloured women had four-fold greater odds of reporting that their last sexual episode was AOD-impaired and unprotected than Black African women. In addition, close to one in two women reported that their sexual partner was AOD-impaired at last sex, with Coloured women having three-fold greater odds of reporting that their partner was AOD-impaired at last sex than Black African women. Conclusions: Findings support the need to develop and test AOD risk reduction interventions for women from both ethnic groups. In addition, findings point to the need for tailored interventions that target the distinct profiles of AOD use and AOD-related sex risks for HIV among Black African and Coloured women. Little urban ecological research has been done in South Africa. The papers in the Ecology and Society special feature Urban Ecological and Social-Ecological Research in the City of Cape Town make, therefore, an important contribution to the development of urban ecology locally and globally. Different approaches have been used in the study of urban ecology of different urban areas in South Africa. Cape Town is situated in a biodiversity hotspot and is the only South African city which includes a national park. As a result the urban ecological studies were mainly driven by urban nature conservation concerns. In other cities such as Durban, open space planning and environmental management were the major issues which focused ecological studies on urban areas whereas other studies of urban areas in the Eastern Cape and North-West provinces included private and public open spaces and man-made habitats. We reflect on the Cape Town studies in a South African context and highlight conservation of biodiversity, protection of ecosystem services, management of control measures, and the conflict between humans and nature. A brief synthesis has also been given of South African urban ecological research in general. [ABSTRACT FROM AUTHOR]

Summary: In South Africa, differences in healthcare demand may perpetuate inequities in disease incidence, morbidity and survival. This paper presents two models of healthcare demand: one estimating the probability of using any service, and the other modelling the number of visits among users. We find that use is predicted by gender, perceived financial situation, mental and physical health, extra-household resources and the price of a private consultation. The number of visits is predicted by age, physical and mental health, extra-household resources and private provider quality. These findings indicate that demand is not frivolous; extra-household funds enable access; patients may choose not to seek care if they cannot afford private care; and men are less likely to seek care at the same level of ill-health as women. The need for funds to access care suggests that local public services are not fulfilling their ‘safety net’ function for the most vulnerable. Policy makers should consider whether they can target assistance to households without access to extra funds. Encouraging men to use services before an illness becomes severe may increase early identification of infectious diseases, improving both individual health outcomes and public health consequences.
