The ideas of the papers in this special section have originally been presented at the first edition of the workshop on Specification and Validation of Real Time and Embedded Systems (SVERTS) that was held as a satellite workshop of the UML 2003 Conference in San Francisco. The motivation for initiating this workshop was the fact that UML started to be used more and more also for modelling real-time and embedded software systems, whereas it was lacking features for appropriately modelling this kind of systems. Another motivation was the fact that UML was missing an accepted dynamic semantics, or at least a framework for defining profiles not just in terms of syntax, but also their semantics. An awareness of the growing importance of the Chinese overseas was recognized in convening the major conference Luodi-shenggen: The Legal Political and Economic Status of Chinese in Diaspora, which was held in San Francisco, California in November 1992. The organizing committee had designated five major themes around which participants could write their papers. Panels were created around these themes, with additional panels developed around topics that emerged as being of concern as planning for the conference progressed. Concern tended to center around the general issues of overseas Chinese communities and, in particular, the origin and structure of new Chinatowns. In total, over 140 papers were presented encompassing these themes during the three days of the conference. Just under half of the papers were presented in Chinese and the rest in English. The sessions on business relations devoted much attention to the strategies of Chinese entrepreneurs within both local and regional contexts. The sessions on migration covered the gamut from theoretical, global aspects of the Chinese diaspora to local dimensions of the Chinese migrant and criminal law. Particular attention was focused on two of the main destinations of migration such as Australia and Canada.

At the San Francisco conference of 1945 to approve the UN Charter, the most contentious issue in the debate was the shape of the Great Power veto in the Security Council. The veto was controversial, both for its inherent inequality and the closed process through which it was drafted, but it was considered non-negotiable by the Great Powers. The small states knew it was non-negotiable before they arrived. What followed was a long process of fractious deliberation over a text which all players expected would be approved without amendment. This opens a puzzle: Why would states invest in negotiations that they did not believe would substantively affect the outcome? At San Francisco, the answer is that the process of negotiation was designed to legitimize the veto plan, and that this was useful to both sides in the debate. The small states valued the deliberation afforded by the procedures of the conference and accepted the veto only once all procedural avenues to oppose it were exhausted. The paper contributes three points to the larger themes of negotiation, legitimation, and power. First, it shows how the San Francisco conference was managed by the Great Powers to increase the legitimacy of the institution; from early on legitimation was identified as an important variable in the power and usefulness of the Council for the Great Powers. Second, it provides evidence regarding the two competing claims about the process of legitimation: a procedural view versus a ?favorable outcomes? view. The former argues that legitimation occurs when a decision is reached by following procedures that are generally accepted as appropriate to the situation. The latter suggests that actors see outcomes as legitimate when they produce tangible benefits for themselves. My case here is one in which some potential intervening variables are not present, such as logrolling and substantive concessions, and so we can isolate more clearly the relative effects of deliberation and of ?favorable outcomes? in this case. The outcome supports a procedural view of legitimation. Finally, the paper demonstrates some overlooked aspects of the power of ?talk? in international politics. How and why states argue, deliberate, and posture are questions that are increasingly getting attention from IR scholars, and the evidence in this paper extends this literature to consider why deliberation is valued even when there is no expectation that it will affect the substantive outcome of the case. ..PAT.-Conference Proceeding [ABSTRACT FROM AUTHOR]

The article discusses the papers presented at the International Solid-State Circuits Conference (ISSCC) held in February 2009 at the San Francisco Marriott hotel in California. One of the papers considers the introduction of Intel Corp.'s Nehalem-EX server CPU, a 2.3 billion-transistor member of its 45-nm Nehalem family. Meanwhile, another paper shows the technique described by Hideaki Saito, a principal researcher at NEC Corp., for stacking a memory chip using direct aluminum-to-copper links.

The Symposium on Foundations in Software Engineering is an annual conference sponsored by Association for Computing Machinery, a computer portal and dedicated to the presentation of innovative research results contributing to an engineering discipline for software systems. This special section of the July 1998 issue of the journal IEEE Transactions on Software Engineering features three of the best papers from the fourth symposium, held in October 1996 in San Francisco, California. During its first half-decade, research results presented at this conference have covered engineering research topics. However, a number of distinguishing properties tend to characterize the best of the papers and have helped set the standards for high-quality software engineering research. The three papers in this special section illustrate these properties. One of the critical challenges for software engineering research is to find practical tools that help system builder restructure existing systems. Mark Moriconi was general chair for the symposium and deserves considerable credit for its success.
