United Nations Office for Disarmament Affairs'(UNODA) Occasional Papers is a series of ad hoc publications presenting, in edited form, papers or statement made at international meetings, symposiums, seminars or workshops organized by the Office for Disarmament Affairs. They deal with topical issues in the field of arms limitation, disarmament and international security and are intended primarily for those concerned with these matters in Government, civil society and in academic community. This document explains the Biological Incident Database based on proposals by experts from interested Member States and on public information available in case studies. Its purpose is to strengthen the capabilities of States to prevent and combat terrorism.

In these papers drawn from the January 2003 workshop, contributors describe methods of building integrated systems to combat epidemics and bio-terrorism. Their general topics include developing epidemiology with laboratory support as a biological attack identification tool, using national approaches to biodefense, and conducting risk assessment, cr.

This book explores how potential bio-threats and risks may evolve post 9/11 given the rapid changes in biotechnology and synthetic biology. Biological toxins are an important part of our world, a reality with which we need to cope, so in parallel with understanding their mechanisms of action and thereby improving our fundamental knowledge, there are successful efforts to utilize them as therapeutics against some debilitating human and animal diseases. Biosensors are making a large impact in environmental, food, biomedical, and other applications. In comparison to standard analytical detection methods, such as minimal sample preparation and handling, they offer advantages including real time detection, rapid detection of the analytes of concern, use of non-skilled personnel, and portability. The goal of the U.S. Department of Defense's (DoD's) Chemical and Biological Defense Program (CBDP) is to provide support and world-class capabilities enabling he U.S. Armed Forces to fight and win decisively in chemical, biological, radiological, and nuclear (CBRN) environments. To accomplish this objective, the CBDP must maintain robust science and technology capabilities to support the research, development, testing, and evaluation required for the creation and validation of the products the program supplies. The threat from chemical and biological attack evolves due to the changing nature of conflict and rapid advances in science and technology (S&T), so the core S&T capabilities that must be maintained by the CBDP must also continue to evolve. In order to address the challenges facing the DoD, the Deputy Assistant Secretary of Defense (DASD) for Chemical and Biological Defense (CBD) asked the National Research Council (NRC) to conduct a study to identify the core capabilities in S&T that must be supported by the program. The NRC Committee on Determining Core Capabilities in Chemical and Biological Defense Research and Development examined the capabilities necessary for the chemical and biological defense S&T program in the context of the threat and of the program's stated mission and priorities. Determining Core Capabilities in Chemical and Biological Defense Science and Technology contains the committee's findings and recommendations. It is intended to assist the DASD CBD in determining the best strategy for acquiring, developing, and/or maintaining the needed capabilities.

Terrorist threats and actual violence have become increasingly dangerous and lethal since the 1970s. However, the attacks on the World Trade Center and the Pentagon on 11 September 2001 heralded a new era in terrorist action and were the culmination of a terror campaign against American targets world-wide.'The Changing Face of Terrorism'evaluates the continuing threat and counter-measures since 9/11 and into the 21st century. It is a sober and measured evaluation of the CBRN threat and argues that continuing terror attacks are inevitable and the'war on terror'will be a continuing feature in international politics and military action. Benjamin Cole shows how effective counter-terrorist measures must be measured and based not only on effective police and military intelligence and action but on careful evaluation of the politics, motivations, scientific and technical abilities of groups - no terrorist group has made a nuclear device - and religious and personal motivation.

The Transformational Medical Technologies (TMT) has been a unique component of the U.S. Department of Defense (DoD) medical biodefense efforts since 2006. Its mission is to advance countermeasure research and development in support of the broader goal of the DoD to protect warfighters from emerging infectious diseases and future genetically engineered biological weapons. The TMT, using advanced science and technology approaches, focused on the development of roadspectrum countermeasures that target common host and pathogen pathways or enhance the host's immune response. Many of these pathogens are lethal or cause such debilitating diseases in humans that it is ethically inappropriate to test the efficacy of these countermeasures in human volunteers. In lieu of human participants, these products may be tested in animals and approved for human use under the provisions of the Food and Drug Administration (FDA)'s 2002 Animal Rule. The reliance on animal models for the development and licensure of medical countermeasures against biothreats is challenging for a number of reasons. The ad hoc Committee on Animal Models for Assessing Countermeasures to Bioterrorism Agents prepared a consensus report that would address the challenges stemming from developing and testing medical countermeasures against biothreat agents in animal models. Animal Models for Assessing Countermeasures to Bioterrorism Agents evaluates how well the existing TMT-employed or candidate animal models reflect the pathophysiology, clinical picture, and treatment of human disease as related to the agents of interest. The report addresses the process and/or feasibility of developing new animal models for critical biodefense research, placing emphasis on the need for a robust and expeditious validation process in terms of the FDA's Animal Rule. The report also evaluates alternatives to the use of animal models based on the premise of the Three Rs.

The effort to understand and combat infectious diseases has, during the centuries, produced many key advances in science and medicine—including the development of vaccines, drugs, and other treatments. A subset of this research is conducted with agents that, like anthrax, not only pose a severe threat to the health of humans, plants, and animals but can also be used for ill-intended purposes. Such agents have been listed by the government as biological select agents and toxins. The 2001 anthrax letter attacks prompted the creation of new regulations aimed at increasing security for research with dangerous pathogens. The outcome of the anthrax letter investigation has raised concern about whether these measures are adequate. Responsible Research with Biological Select Agents and Toxins evaluates both the physical security of select agent laboratories and personnel reliability measures designed to ensure the trustworthiness of those with access to biological select agents and toxins. The same technologies that fuel scientific advances also pose potential risks—that the knowledge, tools, and techniques gained through legitimate biotechnology research could be misused to create biological weapons or for bioterrorism. This is often called the dual use dilemma of the life sciences. Yet even research with the greatest potential for misuse may offer significant benefits. Determining how to constrain the danger without harming essential scientific research is critical for national security as well as prosperity and well-being. This book discusses a 2007 survey of American Association for the Advancement of Science (AAAS) members in the life sciences about their knowledge of dual use issues and attitudes about their responsibilities to help mitigate the risks of misuse of their research. Overall, the results suggest that there may be considerable support for approaches to oversight that rely on measures that are developed and implemented by the scientific community itself. The responses also suggest that there is a need to clarify the scope of research activities of concern and to provide guidance about what actions scientists can take to reduce the risk that their research will be misused by those with malicious intent.

The intentional use of biological or chemical agents to cause disease or destroy food and water supplies for political or economic reasons dates to antiquity. The turn of the twentieth century heralded the development of lethal biological and chemical weapons capable of mass destruction. By the final two decades of the twentieth century, individuals and small groups learned how to obtain and use these weapons effectively. The events of the past few decades, including the World Trade Center and anthrax attacks in 2001, have shown that small groups of individuals, as well as nations, have the resources to coordinate attacks using chemical, biological and radiological agents. Given the long history of biological and chemical warfare, and given that that many of these agents are relatively easy to obtain and use, future attacks are possible. If they occur, primary care clinicians will have key roles to play in protecting their patients and the public. The illnesses that biological, chemical and radiological weapons cause can be difficult to distinguish from naturally occurring illness. Clearly, clinicians will need a basic understanding of diseases caused by these agents, including their associated epidemiology, and an understanding on how to work with public health officials to protect their patients and the public.
