In this book, Studebaker develops a theory of legitimacy to explain the crisis of liberal democracy in established democracies, like the United Kingdom and the United States. In these countries there is deep dissatisfaction with political procedures, yet no credible alternatives have emerged. Without alternatives, the crisis cannot produce revolution. Instead, Studebaker suggests that the disagreements that ordinarily lead to political violence instead proliferate throughout the state and society. As the distinction between legitimacy and ideology blurs, efforts to generate legitimacy instead generate greater inequality, pluralism, and gridlock. As different factions try to save democracy in radically different ways, diverse advocates of democracy get in each other's way and even begin to appear authoritarian to one another. In Legitimacy in Liberal Democracies, Studebaker depicts a legitimacy crisis rife with state capacity problems, in which citizens tell each other many conflicting legitimation stories as they search for ways to live with a dissatisfying political system they cannot replace. Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions rightly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens'will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. How can effective and legitimate governance be ensured where state institutions are weak? This is a key question for domestic and international politics. The idea is that more effective governance leads to more legitimacy and more legitimacy to more effectiveness in governance. In many parts of the world, however, state institutions are weak and citizens perceive governance as ineffective and governance actors lack legitimacy. This places a large question mark behind the idea of virtuous circles of governance. Effective and Legitimate Governance in Areas of Limited Statehood asks: How likely are virtuous circles of governance to evolve in areas of limited statehood? The central claim of this book is that virtuous circles of governance are possible in areas of limited statehood, but more likely to evolve for external and non-state actors than for the state. The obligations stemming from international law are still predominantly considered, despite important normative and descriptive critiques, as being'based'on (State) consent. To that extent, international law differs from domestic law where consent to the law has long been considered irrelevant to law-making, whether as a criterion of validity or as a ground of legitimacy. In addition to a renewed historical and philosophical interest in (State) consent to international law, including from a democratic theory perspective, the issue has also recently regained in importance in practice. Various specialists of international law and the philosophy of international law have been invited to explore the different questions this raises in what is the first edited volume on consent to international law in English language. In The Two Logics of Autocratic Rule, Gerschewski argues that all autocracies must fulfil three conditions to survive: the co-optation of key elites into their inner sanctum, the repression of potential dissent, and popular legitimation. This book examines how states justify the domestic use of military force to foreign audiences.By deploying a sociological approach to legitimacy and drawing on conceptual tools which deal directly with the dynamics of justification, it offers a novel framework for understanding the politics of international legitimacy and domestic armed action. The framework is grounded in detailed qualitative analyses of civil wars in Sri Lanka (2006–2009), and Aceh, Indonesia (2003–2005). The first theory of legitimate opposition in fifty years In political systems defined by legitimate opposition, those who hold power allow their rivals to peacefully challenge and displace them, and those who have lost power do not seek to sabotage the winners. Legitimate opposition came under assault at the American capitol on January 6, 2021, and is menaced by populists and autocrats across the globe. Global Legitimacy Crises addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.

This book reassesses performance legitimacy in the context of statebuilding and identifies the paradox between state institution building and state legitimacy by looking at the interplay between state legitimacy and leaders'legitimacy The author reviews the significant weaknesses associated with the current measures of state legitimacy and uses this to demonstrate the incompatibility of these measurements with the reality faced by conflict and post-conflict countries. 'Legitimation by Constitution'is the phrase, coined by distinguished authors Frank Michelman and Alessandro Ferrara, for a key idea in Rawlsian political liberalism of a reliance on a dualist form of democracy-a subjection of ground-level lawmaking to the constraints of a higher-law constitution that most citizens could find acceptable as a framework for their politics-as a response to the problem of maintaining a liberally just, stable, and oppression-free democratic government in conditions of pluralist visionary conflict. In fragile states, domestic and international actors sometimes take the momentous step of sharing sovereign authority to provide basic public services and build the rule of law. While sovereignty sharing can help address gaps in governance, it is inherently difficult, risking redundancy, confusion over roles, and feuds between partners when their interests diverge. In Sovereignty Sharing in Fragile States, John D. Ciorciari sheds light on how and why these extraordinary joint ventures are created, designed, and implemented. The reception history of the French Revolution in France and England is well documented among Anglophone scholars; however, the debate over the Revolution in Germany is much less well known. Fichte's Contribution played an important role in this debate. Domestic terrorist groups, like all violent nonstate actors, compete with governments for their monopoly on violence and their legitimacy in representing the citizenry. Battle for Allegiance shows violence is neither the only nor the most effective way in which nonstate actors and governments work to achieve their goals. As much as nonviolent strategies are a rarely considered piece of the puzzle, the role of the audience is another crucial piece often downplayed in the literature. Many studies emphasize the interactions between the government and the terrorist group at the expense of the constituency, but the constituency is the common cluster for both actors to gain legitimacy and to demand its allegiance. In fact, the competition between the two actors goes far beyond who is superior in terms of military force and tactics. The hardest battles are fought over the allegiance of the citizens. Using a multimethod approach based on exclusive interviews and focus groups from Turkey and large N original data from around the world, Seden Akcinaroglu and Efe Tokdemir present the first systematic empirical analysis of the ways in which terrorist groups, the government, and the citizens relate to each other in a triadic web of action. They study the nonviolent actions of terrorist groups toward their constituencies, the nonviolent actions of governments toward terrorists, and the nonviolent actions of governments toward the terrorist group's constituencies. By investigating the causes, targets, and consequences of accommodative actions, this book sheds light on an important, but generally ignored, aspect of terrorism: interactive nonviolent strategies.

Recruitment is key to a terrorist network's survival strategy. Steady enrollment is needed, not just to fight against perceived injustice, but to keep the network's grand strategy alive. When a weak state fails to protect its territory and implement the rule of law because of corruption or incapacity, it results in the creation of power vacuums. Terrorist networks thrive within power vacuums and opportunistically fill the space where a weak state could not maintain control. This destabilizes the international system and forces great powers to intervene. Historically, interventions are ineffective in combatting terrorism and have actually increased recruitment through regional political destabilization. Further, interventions have drained the capabilities of states, allowing for shifts in the distribution of power, thus changing the international order. Understanding recruitment mechanisms is key to developing strategies to combat recruitment in the short and long term.

The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today's dramatic outburst of movements claiming to speak for “the people.”To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered in a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. Policymakers worry that'ungoverned spaces'pose dangers to security and development. Why do such spaces exist beyond the authority of the state? Earlier scholarship—which addressed this question with a list of domestic failures—overlooked the crucial role that international politics play. In this shrewd book, Melissa M. Lee argues that foreign subversion undermines state authority and promotes ungoverned space. Enemy governments empower insurgents to destabilize the state and create ungoverned territory. This kind of foreign subversion is a powerful instrument of modern statecraft. But though subversion is less visible and less costly than conventional force, it has insidious effects on governance in the target state.To demonstrate the harmful consequences of foreign subversion for state authority, Crippling Leviathan marshals a wealth of evidence and presents in-depth studies of Russia's relations with the post-Soviet states, Malaysian subversion of the Philippines in the 1970s, and Thai subversion of Vietnamese-occupied Cambodia in the 1980s. The evidence presented by Lee is persuasive: foreign subversion weakens the state.She challenges the conventional wisdom on statebuilding, which has long held that conflict promotes the development of strong, territorially consolidated states. While liberal-democratic states like America, Britain and Australia claim to value freedom of expression and the right to dissent, they have always actually criminalized dissent. This disposition has worsened since 9/11 and the 2008 Great Recession. This ground-breaking study shows that just as dissent involves far more than protest marches, so too liberal-democratic states have expanded the criminalization of dissent. Drawing on political and social theorists like Arendt, Bourdieu and Isin, the book offers a new way of thinking about politics, dissent and its criminalization relationally.
