Between 2014 and 2018, the National Oceanic and Atmospheric Administration conducted the NOAA Satellite Observing System Architecture (NSOSA) study to plan for the next generation of operational environmental satellites. The study generated some important questions that could be addressed by observing system simulation experiments (OSSEs). This paper describes a series of OSSEs in which benefits to numerical weather prediction from existing observing systems are combined with enhancements from potential future capabilities. Assessments include the relative value of the quantity of different types of thermodynamic soundings for global numerical weather applications. We compare the relative impact of several sounding configuration scenarios for infrared (IR), microwave (MW), and radio occultation (RO) observing capabilities. The main results are 1) increasing the revisit rate for satellite radiance soundings produces the largest benefits but at a significant cost by requiring an increase in the number of polar-orbiting satellites from 2 to 12; 2) a large positive impact is found when the number of RO soundings per day is increased well beyond current values and other observations are held at current levels of performance; 3) RO can be used as a mitigation strategy for lower MW/IR sounding revisit rates, particularly in the tropics; and 4) smaller benefits result from increasing the horizontal resolution along the track of the satellites of MW/IR satellite radiances. Furthermore, disaggregating IR and MW instruments into six evenly distributed sun-synchronous orbits is slightly more beneficial than when the same instruments are combined and collocated on three separate orbits. With hyperspectral instruments measuring radiation emitted by Earth and its atmosphere in the thermal infrared range in multiple channels, several studies were made to select a subset of channels in order to reduce the number of channels to be used in a data assimilation system. An optimal selection of channels based on the information content depends on several factors related to observation and background error statistics and the assimilation system itself. An optimal channel selection for the Cross-track Infrared Sounder (CrIS) was obtained and then compared to selections made for different NWP systems. For instance, the channel selection of Carminati has 224 channels also present in our optimal selection, which includes 455 channels. However, in terms of analysis error variance, the difference between the two selections is small. Integrated over the whole profile, the relative difference is equal to 15.3% and 4.5% for temperature and humidity, respectively. Also, different observation error covariance matrices were considered to evaluate the impact of this matrix on channel selection. Even though the channels selected optimally were different in terms of which channels were selected for the various R matrices, the results in terms of analysis error are similar. Significance Statement: Satellites measure radiation from Earth and its atmosphere in the thermal infrared. Those radiance data contain thousands of measurements, called channels, and thus, a selection needs to be done retaining most of the information content since the large number of individual pieces of information is not usable for numerical weather prediction systems. The goal of this paper is to find an optimal selection for the instrument CrIS and to compare this selection with selections made for different numerical weather prediction systems. It was found that even though the channels selected optimally were different in terms of which channels were selected compared to other selections, the results in terms of precision of the analysis are similar and the results in terms of analysis error are similar due to the nature of hyperspectral instruments, which have multiple Jacobians overlapping. This paper describes the rainfall and microphysical structure of precipitation associated with Tropical Cyclone Ockhi using polarimetric Doppler weather radar (PDWR) products. The study reports the statistical analysis of precipitation types of tropical cyclone cloud systems over the north Indian Ocean, by combining the observations of the PDWR and disdrometer for the first time. There are few studies that mention initial DWR observations of TC over this low-latitude region below 23.5°N. We tried to further carry out a statistical analysis of precipitating clouds in a cyclone from its depression stage to severe cyclonic stage. This study tries to classify and quantify the contribution of convective and stratiform rain to the total TC rainfall. Precipitating clouds have been classified into convective and stratiform based on reflectivity measurements. The vertical profiles (VPRs) of the radar reflectivity Z and the differential reflectivity ZDR obtained for the stratiform and the convective events are compared. A study of the VPR of the convective events reveals that the Z and ZDR parameters tend to increase as the raindrops descend toward the ground owing to enhanced collision–coalescence processes. The VPR of stratiform rain shows signatures of the bright band (BB). The drop size distribution (DSD) parameters and rainfall rate pertaining to the two different precipitation regimes are estimated from the radar data and have been compared. Visible satellite imagery is widely used by operational weather forecast centers for tropical and extratropical cyclone analysis and marine forecasting. The absence of visible imagery at night can significantly degrade forecast capabilities, such as determining tropical cyclone center locations or tracking warm-topped convective clusters. This paper documents ProxyVis imagery, an infrared-based proxy for daytime visible imagery developed to address the lack of visible satellite imagery at night and the limitations of existing nighttime visible options. ProxyVis was trained on the VIIRS day/night band imagery at times close to the full moon using VIIRS IR channels with closely matching GOES-16/17/18, Himawari-8/9, and Meteosat-9/10/11 channels. The final operational product applies the ProxyVis algorithms to geostationary satellite data and combines daytime visible and nighttime ProxyVis data to create full-disk animated GeoProxyVis imagery. The simple versions of the ProxyVis algorithm enable its generation from earlier GOES and Meteosat satellite imagery. ProxyVis offers significant improvement over existing operational products for tracking nighttime oceanic low-level clouds. Further, it is qualitatively similar to visible imagery for a wide range of backgrounds and synoptic conditions and phenomena, enabling forecasters to use it without special training. ProxyVis was first introduced to National Hurricane Center (NHC) operations in 2018 and was found to be extremely useful by forecasters becoming part of their standard operational satellite product suite in 2019. Currently, ProxyVis implemented for GOES-16/18, Himawari-9, and Meteosat-9/10/11 is being used in operational settings and evaluated for transition to operations at multiple NWS offices and the Joint Typhoon Warning Center. Significance Statement: This paper describes ProxyVis imagery, a new method for combining infrared channels to qualitatively mimic daytime visible imagery at nighttime. ProxyVis demonstrates that a simple linear regression can combine just a few commonly available infrared channels to develop a nighttime proxy for visible imagery that significantly improves a forecaster's ability to track low-level oceanic clouds and circulation features at night, works for all current geostationary satellites, and is useful across a wide range of backgrounds and meteorological scenarios. The interferometric radar altimeter (IRA) is an innovative remote sensing sensor that enables the observation of mesoscale and submesoscale (meso–submesoscale) ocean dynamic phenomena. The charge-neutral atmosphere introduces path delay and bending in signal propagation. In this study, three types of sea surface height (SSH) errors caused by charge-neutral atmosphere propagation path for IRA were identified: differential delay error (DDE), path delay error (PDE), and path bending error (PBE). Among them, DDE exhibits a proportionality to the negative zenith neutral delay (ZND) and demonstrates a significant increase with the incident angle; PDE is solely reliant on the ZND; PBE is like DDE in trend and magnitude resembling a ramp. Intriguingly, PBE exhibits insensitivity to variations in the charge-neutral atmosphere, behaving more like a systematic error. Theoretically, PBE leads to an increase in the SSH error of about 1.2 cm at far range for SWOT. The ZND spectrum fitted from the Jason-3 zenith delay correction data is additionally utilized to simulate the spatial distribution of ZND anomaly within the SWOT observation swaths. Then, the impact of PDE anomaly (PDEA), PBE, and DDE anomaly (DDEA) on the observation performance of SWOT is also considered in conjunction with SSH data provided by HYCOM. The findings indicate that both PDEA and PBE significantly reduce IRA's performance in oceanic phenomena, while the impact of DDEA can be disregarded. The PBE can distort the sea surface trend and increases the mean sea level within the range, requiring further attention. Significance Statement: This paper focuses on how the signal path affects the accuracy of measuring sea surface height (SSH) using the interferometric radar altimeter (IRA) in the charge-neutral atmosphere. The present paper defines three types of SSH errors caused by propagation path to IRA, namely, differential delay error (DDE), path delay error (PDE), and path bending error (PBE). Three types of SSH errors will make a significant impact on the altimetry performance of IRA. Among them, PDE spatial anomaly and PBE will reduce the expected observation performance of the meso–submesoscale ocean phenomena in IRA's swath, while PBE has not received enough attention in previous studies. In this paper, a data-driven transfer learning (TL) model for locating tropical cyclone (TC) centers from satellite infrared images in the northwest Pacific is developed. A total of 2450 satellite infrared TC images derived from 97 TCs between 2015 and 2018 were used for this paper. The TC center location model (ResNet-TCL) with added residual fully connected modules is built for the TC center location. The MAE of the ResNet-TCL model is 34.8 km. Then TL is used to improve the model performance, including obtaining a pretrained model based on the ImageNet dataset, transferring the pretrained model parameters to the ResNet-TCL model, and using TC satellite infrared imagery to fine-train the ResNet-TCL model. The results show that the TL-based model improves the location accuracy by 14.1% (29.3 km) over the no-TL model. The model performance increases logarithmically with the amount of training data. When the training data are large, the benefit of increasing the training samples is smaller than the benefit of using TL. The comparison of model results with the best track data of TCs shows that the MAEs of TCs center is 29.3 km for all samples and less than 20 km for H2–H5 TCs. In addition, the visualization of the TL-based TC center location model shows that the TL model can accurately extract the most important features related to TC center location, including TC eye, TC texture, and contour. Because of its high spatial and temporal variability, rainfall remains one of the most challenging meteorological variables to measure accurately. Obtaining high-quality rainfall products is essential for flood monitoring, disaster warning, and weather forecasting systems, but this is not always possible on the basis of current rainfall observation networks. Innovative alternatives draw inspiration from "citizen science" and "crowdsourcing," allowing for opportunistic sensing of rainfall from existing measurements at a low cost, which has become a popular topic and is beginning to play an important role in developing rainfall observation systems. This paper reviews the current state of new rainfall observation approaches and explores their opportunities to complement more traditional ways of rainfall data collection in a hydrological context. Furthermore, the challenges of each new approach are discussed. Although these new options show great potential in enhancing the current rainfall network, they still face problems in terms of their accuracy, real-time accessibility, and limited applicability when individually employed. In contrast, the fusion of new measurements with traditional observation networks is feasible and will be effective for regional rainfall monitoring. This study also serves as an important reference in developing monitoring techniques for other environmental factors. Significance Statement: New rainfall observation techniques provide a meaningful supplement to current rainfall networks in terms of spatiotemporal resolution and accuracy. In this paper, we present a comprehensive overview of the innovations in rainfall observation and their popularity in different regions around the world. Then, the application value and future opportunities that new techniques bring to hydrological research are analyzed. It is anticipated that this paper will be of value to researchers with an interest in improving the quality of rainfall data, thus paving the way to accelerate these studies, as well as the application and implementation of their findings, to the next stage. Furthermore, we expect to prompt a rethink on utilizing and exploiting these new rainfall products to enhance our understanding and optimization of current rainfall sensing systems. The global positioning system dropwindsonde has provided thousands of high-resolution kinematic and thermodynamic soundings in and around tropical cyclones (TCs) since 1997. These data have revolutionized the understanding of TC structure, improved forecasts, and validated observations from remote sensing platforms. About 400 peer-reviewed studies on TCs using these data have been published to date. This paper reviews the history of dropwindsonde observations, changes to dropwindsonde technology since it was first used in TCs in 1982, and how the data have improved forecasting and changed our understanding of TCs. Numerical weather prediction models operate on grid spacings of a few kilometers, where deep convection begins to become resolvable. Around this scale, the emergence of coherent structures in the planetary boundary layer, often hypothesized to be caused by cold pools, forces the transition from shallow to deep convection. Yet, the kilometer-scale range is typically not resolved by standard surface operational measurement networks. The measurement campaign Field Experiment on Submesoscale Spatio-Temporal Variability in Lindenberg (FESSTVaL) aimed at addressing this gap by observing atmospheric variability at the hectometer-to-kilometer scale, with a particular emphasis on cold pools, wind gusts, and coherent patterns in the planetary boundary layer during summer. A unique feature was the distribution of 150 self-developed and low-cost instruments. More specifically, FESSTVaL included dense networks of 80 autonomous cold pool loggers, 19 weather stations, and 83 soil sensor systems, all installed in a rural region of 15-km radius in eastern Germany, as well as self-developed weather stations handed out to citizens. Boundary layer and upper-air observations were provided by eight Doppler lidars and four microwave radiometers distributed at three supersites; water vapor and temperature were also measured by advanced lidar systems and an infrared spectrometer; and rain was observed by a X-band radar. An uncrewed aircraft, multicopters, and a small radiometer network carried out additional measurements during a 4-week period. In this paper, we present FESSTVaL's measurement strategy and show first observational results including unprecedented highly resolved spatiotemporal cold-pool structures, both in the horizontal as well as in the vertical dimension, associated with overpassing convective systems. The NASA Soil Moisture Active Passive (SMAP) mission Level-4 Soil Moisture (L4_SM) product provides global, 9-km resolution, 3-hourly surface and root-zone soil moisture from April 2015 to the present with a mean latency of 2.5 days from the time of observation. The L4_SM algorithm assimilates SMAP L-band (1.4 GHz) brightness temperature (Tb) observations into the NASA Catchment land surface model as the model is driven with observation-based precipitation. This paper describes and evaluates the use of satellite- and gauge-based precipitation from the NASA Integrated Multi-satellitE Retrievals for the Global Precipitation Measurement (IMERG) products in the L4_SM algorithm beginning with L4_SM Version 6. Specifically, IMERG is used in two ways: (i) The L4_SM precipitation reference climatology is primarily based on IMERG-Final (Version 06B) data, replacing the Global Precipitation Climatology Project Version 2.2 data used in previous L4_SM versions, and (ii) the precipitation forcing outside of North America and the high latitudes is corrected to match the daily totals from IMERG, replacing the gauge-only, daily product or uncorrected weather analysis precipitation used there in earlier L4_SM versions. The use of IMERG precipitation improves the anomaly time series correlation coefficient of L4_SM surface soil moisture (versus independent satellite estimates) by 0.03 in the global average and by up to ∼0.3 in parts of South America, Africa, Australia, and East Asia, where the quality of the gauge-only precipitation product used in earlier L4_SM versions is poor. The improvements also reduce the time series standard deviation of the Tb observation-minus-forecast residuals from 5.5 K in L4_SM Version 5 to 5.1 K in Version 6. Significance Statement: Soil moisture links the land surface water, energy, and carbon cycles. NASA Soil Moisture Active Passive (SMAP) satellite observations and observation-based precipitation data are merged into a numerical model of land surface water and energy balance processes to generate the global, 9-km resolution, 3-hourly Level-4 Soil Moisture (L4_SM) data product. The product is available with ∼2.5-day latency to support Earth science research and applications, such as flood prediction and drought monitoring. We show that a recent L4_SM algorithm update using satellite- and gauge-based precipitation inputs from the NASA Integrated Multi-satellitE Retrievals for the Global Precipitation Measurement (IMERG) products improves the temporal variations in the estimated soil moisture, particularly in otherwise poorly instrumented regions in South America, Africa, Australia, and East Asia. The Qinghai–Tibet Plateau, known as the Asian Water Tower, has a significant area of water bodies that provide a wide range of valuable ecosystem services. In the context of climate change, the formation condition of surface water and water extent is changing fast. Thus, there is a critical need for monthly detection algorithms at high spatial resolution (∼30 m) with good accuracy. Multiple sensors' observations are available, but producing reliable long time series surface water mapping at a subannual temporal frequency still remains a challenge, mainly due to data limitations. In this study, we proposed a neural-network-based monthly surface water classification framework relying on Landsat 5/7/8 images in 2000–20 and topographic indices, and retrieved monthly water mask for the year 2020. The surface water was mainly distributed in the central and western parts of the plateau and the maximum area of permanent surface water (water frequency > 60%) was 26.66 × 103 km2 in 2020. The overall, producer, and user accuracies of our surface water map were 0.96, 0.94, and 0.98, respectively, and the kappa coefficient reached 0.90, demonstrating a better performance than existing products [i.e., Joint Research Centre (JRC) Monthly Water History with overall accuracy 0.94, producer accuracy 0.89, user accuracy 0.99, and kappa coefficient 0.89]. Our framework efficiently solved the problem of missing data in Landsat images referring to the JRC and a priori information and performed well in dealing with ice/snow cover issues. We showed that higher uncertainties exist on wetlands and recommended exploring relationships between water and wetlands in the future. Significance Statement: In this paper, we present a new methodology to estimate surface water and its intra-annual changes using Landsat data. Missing data and retrieval errors in the winter are major issues in the existing products (i.e., JRC dataset). This motivated us to develop a new machine learning algorithm to better improve the retrieval scheme. We show that our approach, based on a neural network classifier, delivers a significant improvement compared to the previous estimates. As shown in the literature, JRC data can hardly be used at the monthly level, whereas our retrieval appears to be exploitable at the monthly scale. Micropulse differential absorption lidars (MPD) for water vapor, temperature, and aerosol profiling have been developed, demonstrated, and are addressing the needs of the atmospheric science community for low-cost ground-based networkable instruments capable of long-term monitoring of the lower troposphere. The MPD instruments use a diode-laser-based (DLB) architecture that can easily be adapted for a wide range of applications. In this study, a DLB direct-detection Doppler lidar based on the current MPD architecture is modeled to better understand the efficacy of the instrument for vertical wind velocity measurements, with the long-term goal of incorporating these measurements into the current network of MPD instruments. The direct-detection Doppler lidar is based on a double-edge receiver that utilizes two Fabry–Pérot interferometers and a vertical velocity retrieval that requires the ancillary measurement of the backscatter ratio, which is the ratio of the total backscatter coefficient to the molecular backscatter coefficient. The modeling in this paper accounts for the major sources of error. It indicates that the vertical velocity can be retrieved with an error of less than 0.56 m s−1 below 4 km with a 150-m range resolution and an averaging time of 5 min. Significance Statement: Monitoring the temperature, relative humidity, and winds in the lower atmosphere is important for improving weather forecasting, particularly for severe weather such as thunderstorms. Cost-effective micropulse differential absorption lidar (MPD) instrumentation for continuous temperature and humidity monitoring has been developed and demonstrated, and its effects on weather forecasting are currently being evaluated. The modeling study described in this paper studies the feasibility of using a similar cost-effective MPD instrument architecture for monitoring vertical wind velocity in the lower atmosphere. Modeling indicates that wind velocities can be measured with less than 0.56 m s−1 accuracy and demonstrates the feasibility of adding vertical wind velocity measurements to the MPD instruments. The Cyclone Global Navigation Satellite System (CYGNSS) mission has generated several new ocean surface data products. Because of its high overpass rate and ability to measure surface wind speeds through weather, these data products are typically higher temporal resolution than traditional satellite tropical cyclone (TC) data products. However, the nature of the Global Navigation Satellite Systems reflectometry (GNSS-R) signal, which is essentially a single pixelwide measurement along the CYGNSS specular point (SP) track on the ground, necessitates aggregating the wind speed data over a period of time to accurately characterize TCs in terms of intensity and structure. The standard CYGNSS level 3 (L3) wind products are averaged over 1 h, which typically is not sufficient to produce an accurate characterization. A new L3 storm-centric gridded (SCG) wind speed product is presented here. It has been developed to improve upon the standard L3 algorithm for the purpose of providing better characterization of TC wind fields over their storm life cycle. Aerosol properties are fundamentally different near clouds than away from clouds. This paper reviews the current state of knowledge of aerosol properties in the near-low-cloud environment and quantitatively compares them with aerosols far from clouds, according to remote sensing observations. It interprets observations of aerosol properties from different sensors using satellite, aircraft, and ground-based observations. The correlation (and anticorrelation) between proximity to cloud and aerosol properties is discussed. Retrieval artifacts in the near-cloud environment are demonstrated and quantified for different sensor attributes and environmental conditions. Finally, the paper describes the possible corrections for near-cloud enhancement in remote sensing retrievals. This study is timely in view of science definition studies for NASA's Aerosol, Cloud, Convection and Precipitation (ACCP) mission, which will also seek to directly link aerosol properties to nearby clouds. A hyperspectral infrared (IR) sounder from geostationary orbit provides nearly continuous measurements of atmospheric thermodynamic and dynamic information within a weather cube, specifically the atmospheric temperature, moisture, and wind information at different pressure levels that are critical for improving high-impact weather (HIW) nowcasting and numerical weather prediction (NWP). Geostationary hyperspectral IR sounders (GeoHIS) have been on board China's Fengyun-4 series since 2016 and will be on board Europe's Meteosat Third Generation (MTG) series in the 2024 time frame; the United States and other countries are also planning to include GeoHIS instruments on their next generation of geostationary weather satellites. Although availability of on-orbit GeoHIS data are limited currently, studies have been conducted and progress has been made on developing the applications of high-temporal-resolution GeoHIS observations. These include but are not limited to deriving three-dimensional wind fields for nowcasting and NWP applications, trending atmospheric instability for warning in preconvective environments, conducting impact studies with data from the experimental Geostationary Interferometric Infrared Sounder (GIIRS) on board Fengyun-4A, preparing observing system simulation experiments (OSSEs), and monitoring diurnal variation of atmospheric composition. This paper provides an overview of the current applications of GeoHIS, discusses the data processing challenges, and provides perspectives on future development. Sea surface temperature (SST) fronts are important for fisheries and marine ecology, as well as upper-ocean dynamics, weather forecasting, and climate monitoring. In this paper, we propose a new approach to detect SST fronts from RADARSAT-2 ScanSAR images, based on the correlation of SAR-derived wind speeds using the gray level cooccurrence matrix (GLCM) approach. Due to the large differences between the correlation of wind speeds for SST fronts compared to other areas, SST fronts can be detected by the threshold method. To eliminate small-scale features (or noise), the 30 km scale is used as the length threshold for the detection of the SST fronts. The proposed method is effective when wind speeds are between 3 and 13 m s−1. The overall accuracy of our method is about 93.6%, which is sufficient for operational applications. Improving the quality of weather forecasts and the reliability of climate research requires increasing the reliability of measurements. This paper presents results for optical sensors attached to radiosondes. These sensors can measure cloud-top height (CTH) with high accuracy and determine the presence of precipitation particles in clouds and the height of the boundary between the tropospheric and stratospheric air masses. These research findings are especially important in the Arctic, where the reliability of cloud data is poor, especially during polar nights. With the help of a visible range optical sensor, during the daytime, it is possible to measure CTH with an accuracy of 50 m. Using data from an IR sensor it is possible to measure CTH both day and night. The paper also discusses the possibility of using optical sensors in an observational network. The results from this study could be useful for both weather forecasting and climate research. Significance Statement: Remote satellite methods allow us to get information quickly from all over Earth. One of the important variables is the presence of clouds and the cloud-top height because they determines the flow of solar energy to Earth's surface. We suggest equipping a standard radiosonde with an optical sensor to detect cloud cover and measure cloud-top height. This paper describes a new Passive Microwave Empirical Cold Surface Classification Algorithm (PESCA) developed for snow-cover detection and characterization by using passive microwave satellite measurements. The main goal of PESCA is to support the retrieval of falling snow, since several studies have highlighted the influence of snow-cover radiative properties on the falling-snow passive microwave signature. The developed method is based on the exploitation of the lower-frequency channels (<90 GHz), common to most microwave radiometers. The method applied to the conically scanning Global Precipitation Measurement (GPM) Microwave Imager (GMI) and the cross-track-scanning Advanced Technology Microwave Sounder (ATMS) is described in this paper. PESCA is based on a decision tree developed using an empirical method and verified using the AutoSnow product built from satellite measurements. The algorithm performance appears to be robust both for sensors in dry conditions (total precipitable water < 10 mm) and for mean surface elevation < 2500 m, independent of the cloud cover. The algorithm shows very good performance for cold temperatures (2-m temperature below 270 K) with a rapid decrease of the detection capabilities between 270 and 280 K, where 280 K is assumed as the maximum temperature limit for PESCA (overall detection statistics: probability of detection is 0.98 for ATMS and 0.92 for GMI, false alarm ratio is 0.01 for ATMS and 0.08 for GMI, and Heidke skill score is 0.72 for ATMS and 0.69 for GMI). Some inconsistencies found between the snow categories identified with the two radiometers are related to their different viewing geometries, spatial resolution, and temporal sampling. The spectral signatures of the different snow classes also appear to be different at high frequency (>90 GHz), indicating potential impact for snowfall retrieval. This method can be applied to other conically scanning and cross-track-scanning radiometers, including the future operational EUMETSAT Polar System Second Generation (EPS-SG) mission microwave radiometers. The Joint Typhoon Warning Center (JTWC) utilized new space-based environmental monitoring (SBEM) data alongside traditional data to adjust JTWC tropical cyclone (TC) intensity and structure estimates during production of the official 2019 Best Track dataset. Intensity estimates from multiple platforms such as Advanced Microwave Scanning Radiometer-2 (AMSR2), the Soil Moisture Active Passive (SMAP) and Soil Moisture and Ocean Salinity (SMOS) radiometers, and synthetic aperture radar (SAR), along with objective Dvorak and satellite consensus algorithms, not only aided the poststorm best track (BT) process, but also provided robust data that supported real-time analysis and forecasting. This summary attempts to communicate with the TC community the extent to which these new data affected the 2019 official BT data, how JTWC utilized these new data in the poststorm BT process, and provide examples of how these data influenced forecaster decision-making in real time. This paper makes no attempt to validate the accuracy of the wind speed estimates from these methods (SAR, SMAP/SMOS, or AMSR2) and does not outline the entirety of the JTWC process for determining TC intensity, but it does outline, briefly, the impact of these new datasets on the final JTWC BT intensity estimates and on real-time analysis. These methodologies are valuable sources of cyclone intensity estimates in an otherwise data-sparse area of responsibility, and in many cases provide critical data not captured by traditional methods alone, which are detailed further in this summary. Two spaceborne radars currently in orbit enable the sampling of snowfall near the surface and throughout the atmospheric column, namely, CloudSat's Cloud Profiling Radar (CPR) and the Global Precipitation Measurement mission's Dual-Frequency Precipitation Radar (GPM-DPR). In this paper, a direct comparison of the CPR's 2C-SNOW-PROFILE (2CSP), the operational GPM-DPR algorithm (2ADPR) and a neural network (NN) retrieval applied to the GPM-DPR data is performed using coincident observations between both radars. Examination of over 3500 profiles within moderate to strong precipitation (Ka band ≥ 18 dBZ) show that the NN retrieval provides the closest retrieval of liquid equivalent precipitation rate R immediately above the melting level to the R retrieved just below the melting layer, agreeing within 5%. Meanwhile, 2CSP retrieves a maximum value of R at −15°C, decreases by 35% just above the melting layer, and is about 50% smaller than the GPM-DPR retrieved R below the melting layer. CPR-measured reflectivity shows median reduction of 2–3 dB from −15° to −2.5°C, likely the reason for the 2CSP retrieval reduction of R. Two case studies from NASA field campaigns [i.e., Olympic Mountains Experiment (OLYMPEX) and Investigation of Microphysics and Precipitation for Atlantic Coast-Threatening Snowstorms (IMPACTS)] provide analogs to the type of precipitating systems found in the comparison between retrieval products. For the snowfall events that GPM-DPR can observe, this work suggests that the 2CSP retrieval is likely underestimating the unattenuated reflectivity, resulting in a potential negative, or low, bias in R. Future work should investigate how frequently the underestimated reflectivity profiles occur within the CPR record and quantify its potential effects on global snowfall accumulation estimation. We compare two seemingly different methods of estimating random error statistics (uncertainties) of observations, the three-cornered hat (3CH) method and Desroziers method, and show several examples of estimated uncertainties of COSMIC-2 (C2) radio occultation (RO) observations. The two methods yield similar results, attesting to the validity of both. The small differences provide insight into the sensitivity of the methods to the assumptions and computational details. These estimates of RO error statistics differ considerably from several RO error models used by operational weather forecast centers, suggesting that the impact of RO observations on forecasts can be improved by adjusting the RO error models to agree more closely with the RO error statistics. Both methods show RO uncertainty estimates that vary with latitude. In the troposphere, uncertainties are higher in the tropics than in the subtropics and middle latitudes. In the upper stratosphere–lower mesosphere, we find the reverse, with tropical uncertainties slightly less than in the subtropics and higher latitudes. The uncertainty estimates from the two techniques also show similar variations between a 31-day period during Northern Hemisphere tropical cyclone season (16 August–15 September 2020) and a month near the vernal equinox (April 2021). Finally, we find a relationship between the vertical variation of the C2 estimated uncertainties and atmospheric variability, as measured by the standard deviation of the C2 sample. The convergence of the error estimates and the standard deviations above 40 km indicates a lessening impact of assimilating RO above this level. Significance Statement: Uncertainties of observations are of general interest and their knowledge is important for assimilation in numerical weather prediction models. This paper compares two methods of estimating these uncertainties and shows that they give nearly identical results under certain conditions. The estimation of the COSMIC-2 bending angle uncertainties and how they compare to the assumed bending angle error models in several operational weather centers suggests that there is an opportunity for obtaining improved impact of RO observations in numerical model forecasts. Recently, with the accumulation of remote sensing data, the traditional tropical cyclone (TC) track prediction methods (e.g., dynamic methods and statistical methods) have limitations in prediction efficiency and accuracy when dealing with a large amount of data. However, deep learning methods begin to show their advantages to capture the complex spatiotemporal features in high-dimensional data. The task of TC track prediction based on remote sensing images can be formulated as a spatiotemporal sequence-to-sequence problem. Therefore, a novel encoding-to-forecasting model with convolutional long short-term memory (ConvLSTM) and spatial attention network (SAN-EFSModel) was proposed to predict TC tracks in this paper, which can fully extract the long-term spatial and temporal features. The proposed model was evaluated on the real remote sensing images in the western North Pacific Ocean to forecast 24-h TC tracks. Compared with ECMWF-HRES model and NCEP-GFS model, the proposed method has a better prediction accuracy in the testing set with an average position error about 30 km less. Compared with the deep learning methods, the proposed method also has the best performance. The western U.S. wildfire smoke plumes observed by the upward-pointing Wyoming Cloud Lidar (WCL) during the Biomass Burning Fluxes of Trace Gases and Aerosols (BB-FLUX) project are investigated in a two-part paper. Part II here presents the reconstructed vertical structures of seven plumes from airborne WCL measurements. The vertical structures evident in the fire plume cross sections, supported by in situ measurements, showed that the fire plumes had distinct macrophysical and microphysical properties, which are closely related to the plume transport, fire emission intensity, and thermodynamic structure in the boundary layer. All plumes had an injection layer between 2.8 and 4.0 km above mean sea level, which is generally below the identified boundary layer top height. Plumes that transported upward out of the boundary layer, such as the Rabbit Foot and Pole Creek fires, formed a higher plume at around 5.5 km. The largest and highest Pole Creek fire plume was transported farthest and was sampled by University of Wyoming King Air aircraft at 170 km, or 2.3 h, downwind. It was associated with the warmest, driest, deepest boundary layer and the highest wind speed and turbulence. The Watson Creek fire plume intensified in the afternoon with stronger CO emission and larger smoke plume height than in the morning, indicating a fire diurnal cycle, but some fire plumes did not intensify in the afternoon. There were pockets of relatively large irregular aerosol particles at the tops of plumes from active fires. In less-active fire plumes, the WCL depolarization ratio and passive cavity aerosol spectrometer probe mass mean diameter maximized at a height that was low in the plume. [ABSTRACT FROM AUTHOR]

During the summer of 2018, the upward-pointing Wyoming Cloud Lidar (WCL) was deployed on board the University of Wyoming King Air (UWKA) research aircraft for the Biomass Burning Flux Measurements of Trace Gases and Aerosols (BB-FLUX) field campaign. This paper describes the generation of calibrated attenuated backscatter coefficients and aerosol extinction coefficients from the WCL measurements. The retrieved aerosol extinction coefficients at the flight level strongly correlate (correlation coefficient, rr > 0.8) with in situ aerosol concentration and carbon monoxide (CO) concentration, providing a first-order estimate for converting WCL extinction coefficients into vertically resolved CO and aerosol concentration within wildfire smoke plumes. The integrated CO column concentrations from the WCL data in nonextinguished profiles also correlate (rr = 0.7) with column measurements by the University of Colorado Airborne Solar Occultation Flux instrument, indicating the validity of WCL-derived extinction coefficients. During BB-FLUX, the UWKA sampled smoke plumes from more than 20 wildfires during 35 flights over the western United States. Seventy percent of flight time was spent below 3 km above ground level (AGL) altitude, although the UWKA ascended up to 6 km AGL to sample the top of some deep smoke plumes. The upward-pointing WCL observed a nearly equal amount of thin and dense smoke below 2 km and above 5 km due to the flight purpose of targeted fresh fire smoke. Between 2 and 5 km, where most of the wildfire smoke resided, the WCL observed slightly more thin smoke than dense smoke due to smoke spreading. Extinction coefficients in dense smoke were 2–10 times stronger, and dense smoke tended to have larger depolarization ratio, associated with irregular aerosol particles. [ABSTRACT FROM AUTHOR]

The catastrophic derecho that occurred on 10 August 2020 across the midwestern United States caused billions of dollars of damage to both urban and rural infrastructure as well as agricultural crops, most notably across the state of Iowa. This paper documents the complex evolution of the derecho through the use of low-Earth-orbit passive-microwave imager and GOES-16 satellite-derived products complemented by products derived from NEXRAD weather radar observations. Additional satellite sensors including optical imagers and synthetic aperture radar (SAR) were used to observe impacts to the power grid and agriculture in Iowa. SAR improved the identification and quantification of damaged corn and soybeans, as compared to true-color composites and normalized difference vegetation index (NDVI). A statistical approach to identify damaged corn and soybean crops from SAR was created with estimates of 1.97 million acres of damaged corn and 1.40 million acres of damaged soybeans in the state of Iowa. Sea spray presents a significant hazard to vessels in the high latitudes. At issue is the accumulation of ice, which can destabilize, and at times, sink a ship. Many studies have focused on icing prediction systems, but a knowledge gap exists in the detection of sea spray using remote sensing data. The recent availability of data from new and advanced imagers on board NOAA satellites, specifically the GOES-R series Advanced Baseline Imager (ABI) and JPSS Visible Infrared Imaging Radiometer Suite (VIIRS), offers new tools for the detection and tracking of sea spray for forecasters. While ABI provides superior temporal coverage in order to capture the near-real-time evolution of sea spray, VIIRS contributes higher spatial detail, allowing for improved analysis of sea spray extent, particularly within smaller bodies of water. Forecasters can implement these detection techniques to help verify sea spray–related forecast products, and to pass along potentially life-saving information to their mariner core partners. The accumulated remote sensing data of altimeters and scatterometers have provided new opportunities for ocean state forecasting and have improved our knowledge of ocean–atmosphere exchanges. Studies on multivariate, multistep, spatiotemporal sequence forecasts of sea level anomalies (SLA) for different modalities, however, remain problematic. In this paper, we present a novel hybrid and multivariate deep neural network, named HMnet3, which can be used for SLA forecasting in the South China Sea (SCS). First, a spatiotemporal sequence forecasting network is trained by an improved convolutional long short-term memory (ConvLSTM) network using a channelwise attention mechanism and multivariate data from 1993 to 2015. Then a time series forecasting network is trained by an improved long short-term memory (LSTM) network, which is realized by ensemble empirical mode decomposition (EEMD). Finally, the two networks are combined by a successive correction method to produce SLA forecasts for lead times of up to 15 days, with a special focus on the open sea and coastal regions of the SCS. During the testing period of 2016–18, the performance of HMnet3 with sea surface temperature anomaly (SSTA), wind speed anomaly (SPDA), and SLA data is much better than those of state-of-the-art dynamic and statistical (ConvLSTM, persistence, and climatology) forecast models. Stricter testbeds for trial simulation experiments with real-time datasets are investigated, where the eddy classification metrics of HMnet3 are favorable for all properties, especially for those of small-scale eddies. The multifractal fusion method has proved to be an effective algorithm to mitigate the noise of the sea surface salinity (SSS) of Soil Moisture Ocean Salinity (SMOS) mission. However, the traditional nonparametric weight function used in this method is unable to fully capture the dynamic evolution of the oceanic environment. Considering the multiscale, nonuniform, anisotropic, and flow-dependent nature of the ocean, a prototype with the so-called flexible circle (FLC) weight function or flexible ellipse (FLE) weight function with a set of predefined parameters is proposed in this paper. The improved weight functions could draw dynamic information from the sea surface temperature, Rossby radius of deformation, and surface geostrophic flow to improve the quality of the remotely sensed SSS. The validation against the in situ data indicates that the improved weight functions perform better than the traditional one with a reduced root-mean-square (RMS) and standard deviation (STD) of the differences with respect to EN 4.2.0 profiles (from 0.50 and 0.46 to 0.42 and 0.38 for FLC and 0.39 and 0.36 for FLE in the global ocean). In particular, the FLE scheme could highlight the variation of the strong currents without affecting the computational efficiency. Furthermore, this paper discusses the influences of the error distribution on the fusion results and underlines the importance of error-based adaptions for further improvements. A 30-yr time series (4 February 1990–4 February 2020) of aerosol optical depth (AOD) of the atmosphere, total precipitable water (TPW), and total column ozone has been conducted in central Texas using simple, highly stable instruments. All three parameters in this ongoing measurement series exhibited robust annual cycles. They also responded to many atmospheric events, including the historic volcanic eruption of Mount Pinatubo (1991), a record El Niño (1998), an unprecedented biomass smoke event (1998), and La Niña that caused the driest drought in recorded Texas history (2011). Reduced air pollution caused mean AOD to decline from 0.175 to 0.14. The AOD trend measured for 30 years by a light-emitting diode (LED) sun photometer, the first of its kind, parallels the trend from 20 years of measurements by a modified Microtops II. While TPW responded to El Niño–Southern Oscillation conditions, TPW exhibited no trend over the 30 years. The TPW data compare favorably with 4.5 years of simultaneous measurements by a nearby NOAA GPS (r2 = 0.78). The 30 years of ozone measurements compare favorably with those from a series of NASA ozone satellites (r2 = 0.78). In 2016, 194 comparisons of Microtops II and world standard ozone instrument Dobson 83 at the Mauna Loa Observatory agreed within 1.9% (r2 = 0.81). The paper concludes by observing that students and citizen scientists can collect scientifically useful atmospheric data with simple sun photometers that use one or more LEDs as spectrally selective photodiodes. Kelvin–Helmholtz (KH) waves are a frequent source of turbulence in stratiform precipitation systems over mountainous terrain. KH waves introduce large eddies into otherwise laminar flow, with updrafts and downdrafts generating small-scale turbulence. When they occur in cloud, such dynamics influence microphysical processes that impact precipitation growth and fallout. Part I of this paper used dual-Doppler, 2D wind and reflectivity measurements from an airborne cloud radar to demonstrate the occurrence of KH waves in stratiform orographic precipitation systems and identified four mechanisms for triggering KH waves. In Part II, we use similar observations to explore the effects of KH wave updrafts and turbulence on cloud microphysics. Measurements within KH wave updrafts reveal the production of liquid water in otherwise ice-dominated clouds, which can contribute to snow generation or enhancement via depositional and accretional growth. Fallstreaks beneath KH waves contain higher ice water content, composed of larger and more numerous ice particles, suggesting that KH waves and associated turbulence may also increase ice nucleation. A large-eddy simulation (LES), designed to model the microphysical response to the KH wave eddies in mixed-phase cloud, shows that depositional and accretional growth can be enhanced in KH waves, resulting in more precipitation when compared to a baseline simulation. While sublimation and evaporation occur in KH downdrafts, persistent supersaturation with respect to ice allows for a net increase in ice mass. These modeling results and observations suggest that KH waves embedded in mixed-phase stratiform clouds may increase precipitation, although the quantitative impact remains uncertain. Significance Statement: This study investigates how the turbulence caused by Kelvin–Helmholtz (KH) waves embedded in deep clouds affect precipitation growth. To answer this question, we used a Doppler radar on board a research aircraft to locate KH waves inside of clouds. These waves often break, and produce fallstreaks, which may descend down to the surface. Aircraft measurements from within these fallstreaks confirmed that they contain larger, more numerous ice particles. This evidence of enhanced precipitation coincided with turbulence and supercooled liquid water produced by the KH waves. Modeled KH waves show that some of the precipitation enhancement is caused by accretion and deposition within updrafts, but further research is needed to understand the role of turbulence and ice initiation in KH waves. Vertical profiles of atmospheric temperature, moisture, wind, and aerosols are essential information for weather monitoring and prediction. Their availability, however, is limited in space and time because of the significant resources required to observe them. To fill this gap, the New York State Mesonet (NYSM) Profiler Network has been deployed as a national testbed to facilitate the research, development, and evaluation of ground-based profiling technologies and applications. The testbed comprises 17 profiler stations across the state, forming a long-term regional observational network. Each profiler station comprises a ground-based Doppler lidar, a microwave radiometer (MWR), and an environmental Sky Imager--Radiometer (eSIR). Thermodynamic profiles (temperature and humidity) from the MWR, wind and aerosol profiles from the Doppler lidar, and solar radiance and optical depth parameters from the eSIR are collected, processed, disseminated, and archived every 10 min. This paper introduces the NYSM Profiler Network and reviews the network design and siting, instrumentation, network operations and maintenance, data and products, and some example applications that highlight the benefits of the network. Some sample applications include improved situational awareness and monitoring of the sea--land breeze, long-range wildfire smoke transport, air quality (PM2.5 and aerosol optical depth) and boundary layer height. Ground-based profiling systems promise a path forward for filling a critical gap in the U.S. observing system with the potential to improve analysis and prediction for many weather-sensitive sectors, such as aviation, ground transportation, health, and wind energy. We present an updated cloud regime (CR) dataset based on Moderate Resolution Imaging Spectroradiometer (MODIS) Collection 6.1 cloud products, specifically, joint histograms that partition cloud fraction within distinct combinations of cloud-top pressure and cloud optical thickness ranges. The paper focuses on an edition of the CR dataset derived from our own aggregation of MODIS pixel-level cloud retrievals on an equal-area grid and prespecified 3-h UTC intervals that spatiotemporally match International Satellite Cloud Climatology Project (ISCCP) gridded cloud data. The other edition comes from the 1° daily aggregation provided by standard MODIS Level-3 data, as in previous versions of the MODIS CRs, for easier use with datasets mapped on equal-angle grids. Both editions consist of 11 clusters whose centroids are nearly identical. We provide a physical interpretation of the new CRs and aspects of their climatology that have not been previously examined, such as seasonal and interannual variability of CR frequency of occurrence. We also examine the makeup and precipitation properties of the CRs assisted by independent datasets originating from active observations and provide a first glimpse of how MODIS CRs relate to clouds as seen by ISCCP. SIGNIFICANCE STATEMENT: We present an updated 17-yr dataset of global cloudiness classification from the space-based MODIS instrument. This dataset exhibits similar consistency with the cloud and precipitation characteristics seen by active observations in the previous version, but its greater length allows an initial analysis of trends of cloud systems with distinct physical properties and geographical characteristics. After successful launch in November 2018 and successful commissioning of Metop-C, all three satellites of the EUMETSAT Polar System (EPS) are in orbit together and operational. EPS is part of the Initial Joint Polar System (IJPS) with the United States (NOAA) and provides the service in the midmorning orbit. The Metop satellites carry a mission payload of sounding and imaging instruments, which allow provision of support to operational meteorology and climate monitoring, which are the main mission objectives for EPS. Applications include numerical weather prediction, atmospheric composition monitoring, and marine meteorology. Climate monitoring is supported through the generation of long time series through the program duration of 20+ years. The payload was developed and contributed by partners, including NOAA, CNES, and ESA. EUMETSAT and ESA developed the space segment in cooperation. The system has proven its value since the first satellite Metop-A, with enhanced products at high reliability for atmospheric sounding, delivered a very strong positive impact on NWP and results beyond expectations for atmospheric composition and chemistry applications. Having multiple satellites in orbit—now three—has enabled enhanced and additional products with increased impact, like atmospheric motion vector products at latitudes not accessible to geostationary observations or increased probability of radio occultations and hence atmospheric soundings with the Global Navigation Satellite System (GNSS) Radio-Occultation Atmospheric Sounder (GRAS) instruments. The paper gives an overview of the system and the embarked payload and discusses the benefits of generated products for applications and services. Fengyun-4A (FY-4A) is a geostationary meteorological satellite with four advanced payloads, which can be used to quantitatively detect Earth’s atmospheric system with multispectral and high spatial and temporal resolution. However, the applicable model limits the application of the FY-4A satellite data. In this paper, the empirical statistical model developed for the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor is extended for FY-4A Advanced Geosynchronous Radiation Imager (AGRI), and it is applied to observed data to evaluate the applicability of the model for AGRI measurements. To improve the accuracy of radiation estimation, the artificially intelligent particle swarm optimization (PSO) algorithm was used for model optimizing. Results show that the estimated radiation has diurnal variation that is in accord with the characteristics of radiation variation. The estimated net surface shortwave radiation (Sn) and observed values show good correlation. However, large deviations from observations are found in the estimated values when the empirical model based on MODIS is directly used to process AGRI data. Thus, the empirical statistical model based on MODIS can be applied to AGRI data, but the empirical parameters need to be revised. Optimization of the empirical statistical model by the PSO algorithm can effectively improve the accuracy of the radiation estimate. The mean absolute percentage error (MAPE) of Sn estimated by optimized models is reduced to 15%. The MAPE of the net surface longwave radiation (Ln) estimated by optimized models is reduced to 31%, and the MAPE of the net radiation (Rn) estimated by optimized models is reduced to 27%. However, for the uncertainty caused by error accumulation effect, the influence of PSO optimization on Rn is not as obvious as that of Ln. Microphysical processes within mixed-phase convective clouds can have cascading impacts on cloud properties and resultant precipitation. This paper investigates the role of microphysics in the lake-effect storm (LES) observed during intensive observing period 4 of the Ontario Winter Lake-effect Systems field campaign. Amicrophysical ensemble is composed of 24 simulations that differ in the microphysics scheme used (e.g., Weather Research and Forecasting Model microphysics options or a choice of two bulk adaptive habit models) along with changes in the representation of aerosol and potential ice nuclei concentrations, ice nucleation parameterizations, rain and ice fall speeds, spectral indices, ice habit assumptions, and the number of moments used for modeling ice-phase hydrometeors in each adaptive habit model. Each of these changes to microphysics resulted in varied precipitation types at the surface; 15 members forecast a mixture of snow, ice, and graupel, 7 members forecast only snow and ice, and the remaining 2 members forecast a combination of snow, ice, graupel, and rain. Observations from an optical disdrometer positioned to the south of the LES core indicate that 92% of the observed particles were snow and ice, 5% were graupel, and 3% were rain and drizzle. Analysis of observations spanning more than a point location, such as polarimetric radar observations and aircraft measurements of liquid water content, provides insight into cloud composition and processes leading to the differences at the surface. A practical method for instrumental calibration and aerosol optical properties retrieval based on coherent Doppler lidar (CDL) and sun photometer is presented in this paper. To verify its feasibility and accuracy, this method is applied into three field experiments in 2019 and 2020. In this method, multiwavelength (440, 670, 870, and 1020 nm) aerosol optical depth (AOD) from sun-photometer measurements are used to estimate AOD at 1550 nm and calibrate integrated CDL backscatter signal. Then it is validated by comparing the retrieved calibrated AOD at 1550 nm from CDL signal and that from sun-photometer measurements. Good agreement between them with the correlation of 0.96, the RMSE of 0.0085, and the mean relative error of 22% is found. From the comparison results of these three experiments, sun photometer is verified to be an effective reference instrument for the calibration of CDL return signal and the aerosol optical properties measurement with CDL is feasible. It is expected to promote the study on the aerosol flux and transport mechanism in the planetary boundary layer with the widely deployed CDLs. Significance Statement: A practical method to calibrate and retrieve the vertical profiles of aerosol optical properties with coherent Doppler lidar (CDL) is proposed. Besides the wind field measurement ability, the extended capability of CDL in observing the aerosol optical properties is developed. In this method, a collocated sun photometer is operated as the reference instrument to calibrate and validate the aerosol optical properties from CDL. Since sun photometers and CDLs are world-widely deployed, this method has significant practical value. Additionally, once a CDL is well calibrated, it is promising to mount it on various platforms for simultaneous observations of aerosol optical properties and wind fields. The NASA Goddard Space Flight Center's (GSFC's) W-band (94 GHz) Cloud Radar System (CRS) has been comprehensively updated to modern solid-state and digital technology. This W-band (94 GHz) radar flies in nadir-pointing mode on the NASA ER-2 high-altitude aircraft, providing polarimetric reflectivity and Doppler measurements of clouds and precipitation. This paper describes the design and signal processing of the upgraded CRS. It includes details on the hardware upgrades [solid-state power amplifier (SSPA) transmitter, antenna, and digital receiver] including a new reflectarray antenna and solid-state transmitter. It also includes algorithms, including internal loop-back calibration, external calibration using a direct relationship between volume reflectivity and the range-integrated backscatter of the ocean, and a modified staggered–pulse repetition frequency (PRF) Doppler algorithm that is highly resistant to unfolding errors. Latent and sensible heat fluxes over the oceans are believed to play an important role in the genesis and evolution of marine-based extratropical cyclones (ETCs) and affect rapid cyclogenesis. Observations of ocean surface heat fluxes are limited from existing in situ and remote sensing platforms, which may not offer sufficient spatial and temporal resolution. In addition, substantial precipitation frequently veils the ocean surface around ETCs, limiting the capacity of spaceborne instruments to observe the surface processes within maturing ETCs. Although designed as a tropics-focused mission, the Cyclone Global Navigation Satellite System (CYGNSS) can observe ocean surface wind speed and heat fluxes within a notable quantity of low-latitude extratropical fronts and cyclones. These observations can assist in understanding how surface processes may play a role in cyclogenesis and evolution. This paper illustrates CYGNSS's capability to observe extratropical cyclones manifesting in various ocean basins throughout the globe and shows that the observations provide a robust sample of ETCs winds and surface fluxes, as compared with a reanalysis dataset. A robust and computationally efficient object tracking algorithm is developed by incorporating various tracking techniques. Physical properties of the objects, such as brightness temperature or reflectivity, are not considered. Therefore, the algorithm is adaptable for tracking convection-like features in simulated data and remotely sensed two-dimensional images. In this algorithm, a first guess of the motion, estimated using the Fourier phase shift, is used to predict the candidates for matching. A disparity score is computed for each target–candidate pair. The disparity also incorporates overlapping criteria in the case of large objects. Then the Hungarian method is applied to identify the best pairs by minimizing the global disparity. The high-disparity pairs are unmatched, and their target and candidate are declared expired and newly initiated objects, respectively. They are tested for merger and split on the basis of their size and overlap with the other objects. The sensitivity of track duration is shown for different disparity and size thresholds. The paper highlights the algorithm's ability to study convective life cycles using radar and simulated data over Darwin, Australia. The algorithm skillfully tracks individual convective cells (a few pixels in size) and large convective systems. The duration of tracks and cell size are found to be lognormally distributed over Darwin. The evolution of size and precipitation types of isolated convective cells is presented in the Lagrangian perspective. This algorithm is part of a vision for a modular platform [viz., TINT is not TITAN (TINT) and Tracking and Object-Based Analysis of Clouds (tobac)] that will evolve into a sustainable choice to analyze atmospheric features. Between 2014 and 2018, the NOAA Office of Systems Architecture and Advanced Planning (OSAAP) conducted the NOAA Satellite Observing System Architecture (NSOSA) study to plan the long-term future of the NOAA constellation of operational environmental satellites. This constellation of satellites (which may include space capabilities acquired in lieu of U.S. government satellites) will follow the current GOES-R and JPSS satellite programs, beginning about 2030. This was an opportunity to design a modern architecture with no preconceived notions regarding instruments, platforms, orbits, etc., but driven by user needs, new technology, and exploiting emerging space business models. In this paper we describe how the study was structured, review major results, show how observation priorities and estimated costs drove next-generation choices, and discuss important challenges for implementing the next generation of U.S. civil environmental remote sensing satellites. Over the last two decades, the Central Weather Bureau of Taiwan and the U.S. National Severe Storms Laboratory have been involved in a research and development collaboration to improve the monitoring and prediction of river flooding, flash floods, debris flows, and severe storms for Taiwan. The collaboration resulted in the Quantitative Precipitation Estimation and Segregation Using Multiple Sensors (QPESUMS) system. The QPESUMS system integrates observations from multiple mixed-band weather radars, rain gauges, and numerical weather prediction model fields to produce high-resolution (1 km) and rapid-update (10 min) rainfall and severe storm monitoring and prediction products. The rainfall products are widely used by government agencies and emergency managers in Taiwan for flood and mudslide warnings as well as for water resource management. The 3D reflectivity mosaic and QPE products are also used in high-resolution radar data assimilation and for the verification of numerical weather prediction model forecasts. The system facilitated collaborations with academic communities for research and development of radar applications, including quantitative precipitation estimation and nowcasting. The Dual-Frequency Precipitation Radar (DPR) on board the Global Precipitation Measurement (GPM) mission core satellite provides the new-generation global observation of rain since 2014. The main objective of this paper is to evaluate the suitability and limitation of GPM-DPR level-2 products over China. The DPR rain rate products are compared with rain gauge data during the summers of 5 years (2014-18). The ground observation network is composed of more than 50 000 rain gauges. The DPR precipitation products for all scans (DPR_NS, DPR_MS, and DPR_HS) generally underestimate rain rates. However, DPR_MS agrees better with gauge estimates thanDPR_NS and DPR_HS, yielding the lowest mean error, systematic deviation, and highest Pearson correlation coefficient. In addition, all three swath types show obvious overestimation over gauge estimates between 0.5 and 1mmh-1 and underestimation when gauge estimates are larger than 1mmh-1. The DPR_HS and DPR_MS agree better with gauge estimates below and above 2.5mmh-1, respectively. A deeper investigation was carried out to analyze the variation of DPR_MS's performance with respect to terrains over China. An obvious underestimation, relative to gauge estimates, occurs in Tibetan Plateau while a slight overestimation occurs in the North China Plain. Furthermore, our comprehensive analysis suggests that in Sichuan Basin, the DPR_MS exhibit the best agreement with gauge estimates. [ABSTRACT FROM AUTHOR]

Several studies in the literature have developed approaches to diagnose hail storms from satellite-borne passive microwave imagery and build nearly global climatologies of hail. This paper uses spaceborne Ku-band radar measurements from the Global Precipitation Measurement (GPM) mission Dual-Frequency Precipitation Radar (DPR) to validate several passive microwave approaches. We assess the retrievals on the basis of how tightly they constrain the radar reflectivity at −20°C and how this measured radar reflectivity aloft varies geographically. The algorithm that combines minimum 19-GHz polarization corrected temperature (PCT) with a 37-GHz PCT depression normalized by tropopause height constrains the radar reflectivity most tightly and gives the least appearance of regional biases. A retrieval that is based on a 19-GHz PCT threshold of 261K also produces tightly clustered profiles of radar reflectivity, with little regional bias. An approach using regionally adjusted minimum 37-GHz PCT performs relatively well, but our results indicate it may overestimate hail in some subtropical and midlatitude regions. A threshold applied to the minimum 37-GHz PCT (≤230 K), without any scaling by region or probability of hail, overestimates hail in the tropics and underestimates beyond the tropics. For all retrieval approaches, storms identified as having hail tended to have radar reflectivity profiles that are consistent with general expectations for hailstorms (reflectivity > 50 dBZ below the 0°C level, and > 40 dBZ extending far above 0°C). Profiles from oceanic regions tended to have more rapidly decreasing reflectivity with height than profiles from other regions. Partial beam blockage (PBB) correction is an indispensable step in weather radar data quality control and subsequent quantitative applications, such as precipitation estimation, especially in urban and/or complex terrain environments. This paper developed a novel PBB correction procedure based on the improved ZPHI method for attenuation correction and regional specific differential propagation phase (KDP)–reflectivity (ZH) relationship derived from in situ raindrop size distribution (DSD) measurements. The practical performance of this PBB correction technique was evaluated through comparing the spatial continuity of reflectivity measurements, the consistency between radar-measured and DSD-derived KDP and ZH relationships, as well as rainfall estimates based on R(ZH) and R(KDP). The results showed that through incorporating attenuation and PBB corrections (i) the spatial continuity of ZH measurements can effectively be enhanced; (ii) the distribution of radar-measured KDP versus ZH is more consistent with the DSD-derived KDP versus ZH; (iii) the measured ZH from a C-band radar in the PBB-affected area becomes more consistent with collocated S-band measurements, particularly in the rainstorm center area where ZH is larger than 30 dBZ; and (iv) rainfall estimates based on R(ZH) in the PBB-affected area are incrementally improved with better spatial continuity and the performance tends to be more comparable with R(KDP). This paper describes a technique for estimating the liquid water content (LWC) and a characteristic particle diameter in stratocumulus clouds using radar and lidar observations. The uncertainty in LWC estimate from radar and lidar measurements is significantly reduced once the characteristic particle diameter is known. The technique is independent of the drop size distribution. It is applicable for a broad range of W-band reflectivity Z between −30 and 0 dBZ and all values of lidar backscatter β observations. No partitioning of cloud or drizzle is required on the basis of an arbitrary threshold of Z as in prior studies. A method for estimating droplet diameter and LWC was derived from the electromagnetic simulations of radar and lidar observations. In situ stratocumulus cloud and drizzle probe spectra were input to the electromagnetic simulation. The retrieved droplet diameter and LWC were validated using in situ measurements from the southeastern Pacific Ocean. The retrieval method was applied to radar and lidar measurements from the northeastern Pacific. Uncertainty in the retrieved droplet diameter and LWC that are due to the measurement errors in radar and lidar backscatter measurements are 7% and 14%, respectively. Temperature sounding microwave radiometers flown on polar-orbiting weather satellites provide a long-term, global-scale record of upper-atmosphere temperatures, beginning in late 1978 and continuing to the present. The focus of this paper is a lower-tropospheric temperature product constructed using measurements made by the Microwave Sounding Unit channel 2 and the Advanced Microwave Sounding Unit channel 5. The temperature weighting functions for these channels peak in the middle to upper troposphere. By using a weighted average of measurements made at different Earth incidence angles, the effective weighting function can be lowered so that it peaks in the lower troposphere. Previous versions of this dataset used general circulation model output to remove the effects of drifting local measurement time on the measured temperatures. This paper presents a method to optimize these adjustments using information from the satellite measurements themselves. The new method finds a global-mean land diurnal cycle that peaks later in the afternoon, leading to improved agreement between measurements made by co-orbiting satellites. The changes result in global-scale warming [global trend (70°S-80°N, 1979-2016) = 0.174°C decade−1], ~30% larger than our previous version of the dataset [global trend (70°S-80°N, 1979-2016) = 0.134°C decade−1]. This change is primarily due to the changes in the adjustment for drifting local measurement time. The new dataset shows more warming than most similar datasets constructed from satellites or radiosonde data. Continuous monitoring of the earth radiation budget (ERB) is critical to the understanding of Earth's climate and its variability with time. The Clouds and the Earth's Radiant Energy System (CERES) instrument is able to provide a long record of ERB for such scientific studies. This manuscript, which is the first of a two-part paper, describes the new CERES algorithm for improving the clear/cloudy scene classification without the use of coincident cloud imager data. This new CERES algorithm is based on a subset of the modern artificial intelligence (AI) paradigm called machine learning (ML) algorithms. This paper describes the development and application of the ML algorithm known as random forests (RF), which is used to classify CERES broadband footprint measurements into clear and cloudy scenes. Results from the RF analysis carried using the CERES Single Scanner Footprint (SSF) data for January and July are presented in the manuscript. The daytime RF misclassification rate (MCR) shows relatively large values (>30%) for snow, sea ice, and bright desert surface types, while lower values (<10%) for the forest surface type. MCR values observed for the nighttime data in general show relatively larger values for most of the surface types compared to the daytime MCR values. The modified MCR values show lower values (<4%) for most surface types after thin cloud data are excluded from the analysis. Sensitivity analysis shows that the number of input variables and decision trees used in the RF analysis has a substantial influence on determining the classification error. [ABSTRACT FROM AUTHOR]

The Modern-Era Retrospective Analysis for Research and Applications, version 2 (MERRA-2), updates NASA's previous satellite-era (1980 onward) reanalysis system to include additional observations and improvements to the Goddard Earth Observing System, version 5 (GEOS-5), Earth system model. As a major step toward a full Integrated Earth Systems Analysis (IESA), in addition to meteorological observations, MERRA-2 now includes assimilation of aerosol optical depth (AOD) from various ground- and space-based remote sensing platforms. Here, in the first of a pair of studies, the MERRA-2 aerosol assimilation is documented, including a description of the prognostic model (GEOS-5 coupled to the GOCART aerosol module), aerosol emissions, and the quality control of ingested observations. Initial validation and evaluation of the analyzed AOD fields are provided using independent observations from ground, aircraft, and shipborne instruments. The positive impact of the AOD assimilation on simulated aerosols is demonstrated by comparing MERRA-2 aerosol fields to an identical control simulation that does not include AOD assimilation. After showing the AOD evaluation, this paper takes a first look at aerosol-climate interactions by examining the shortwave, clear-sky aerosol direct radiative effect. The companion paper (Part II) evaluates and validates available MERRA-2 aerosol properties not directly impacted by the AOD assimilation (e.g., aerosol vertical distribution and absorption). Importantly, while highlighting the skill of the MERRA-2 aerosol assimilation products, both studies point out caveats that must be considered when using this new reanalysis product for future studies of aerosols and their interactions with weather and climate. The ability to separate cloud and drizzle returns in active remote sensing observations is important for understanding the microphysics of clouds and precipitation. Yet, robust separations remain challenging in radar remote sensing. Prior methods for cloud and drizzle separation for radar observations use the properties of the Doppler spectra such as skewness. However, these methods have challenges when the drizzle becomes dominant in the observation volume. This paper presents a parametric time domain method (PTDM) that separates cloud and drizzle using the Doppler spectra measurements without assuming any prior properties of cloud and drizzle. The advantage of PTDM is that it can estimate the signal properties in the time domain and can obtain the cloud and drizzle estimates simultaneously. Based on our radar signal simulations, the uncertainty in estimated power and velocity from PTDM are within 2 dB and 0.02ms-1, respectively. We have also evaluated the PTDM algorithm using observations from the Atmospheric Radiation Measurement (ARM) Program W-band cloud radar in the Clouds,Aerosols, and Precipitation in theMarineBoundary Layer(CAP-MBL) campaign at the Azores in 2009-10. Two cases corresponding to light andmoderate drizzling conditions are considered for the study. The statistics of the estimates obtained show that the PTDM method performs well in separating the cloud and drizzle returns. Finally, the estimated cloud and drizzle reflectivity from PTDM were used to retrieve their corresponding microphysical properties, showing that the retrieved liquid water path agrees to 25 gm-2 with the benchmark microwave method.
