There are 553 development banks in the world: 18% of these institutions have emerged since the 2008 financial crisis. There is a large theoretical literature on such institutions, but the evidence on their effectiveness is scattered. This paper provides a systematic review of causal effect studies of one of the largest and most representative development banks in the world, the Brazilian Development Bank (BNDES). We review 48 academic papers that estimate BNDES loans and credit programs impact in several policy dimensions. In general, the evidence indicates that development banks can be an effective instrument to increase investment, exports, employment and GDP, particularly when borrowers are micro, small and medium-sized companies. The Brazilian experience also suggests that development banks can be an important tool to fight against climate change, reducing deforestation. On the other hand, evidence indicates that the greatest difficulty for these institutions is to generate positive impacts on productivity, an essential variable for economic growth. This paper is the history of how the theory of inertial inflation was developed in Brazil in the early 1980s, when inflation was very high, much higher than the stagflation that happened in the United States in the previous decade. Perhaps this fact explains why the theory was formulated in Brazil and not in the United States. The main papers and the book that defined the new theory are duly referred. This paper aims to evaluate and compare the distributive impact of the personal income tax (PIT) on individual's income in Brazil and China by measuring the Gini Index before and after this tax incidence. The paper also proposes a methodology for transposing the PIT backets from one country to another. The results show that a more progressive scheme implemented by China, with more brackets and higher rates, does not guarantee reduction of inequality, due to the level of income exemption and to the incomes on which the marginal rates affect. Thus, it can be perceived that the PIT brackets of these two countries deserves revisions if they seek to fulfill the distributive function. [ABSTRACT FROM AUTHOR]

This paper aims to explain the Brazilian Central Bank's (BCB) decision to create and operate a new instant payment system: PIX. Understanding that "digital financialization" can take different forms, this study sheds light on the factors that led to the BCB's choice to launch a "state-owned Fintech". The analysis considers three complementary factors. Firstly, the BCB's institutional trajectory has made it protective of its perimeter of power. Secondly, the ideas shared by transnational networks support the active role of central banks in managing instant payment issues. Thirdly, the interests of traditional banks were not significantly impacted to the extent that they would oppose the creation of PIX. Through examining BCB documents and secondary literature, this study provides a first-hand account of the motivations and circumstances that led to the creation of PIX in Brazil. This paper analyzes the restrictions imposed by financialization on domestic policy space, especially in emerging economies, in light of the actions of credit rating agencies. The working hypothesis is that these agencies, in their interaction with governments, act to constrain the policy space from their position in the international financial system. Thereby, they operate in favor of the financial markets' agenda through the issuance of sovereign ratings and at the discursive level. The methodology draws on the case study of Brazil, based on sovereign ratings and reports issued by S&P Global, Moody's, and Fitch Ratings, which shows that such agencies have a vast repertoire to promote the orthodox neoliberal agenda in the national political and economic process. This paper investigates whether political pressure affects the conduct of monetary policy in Brazil. For the period between January 2010 and August 2020, we estimate a modified Taylor rule to empirically test whether the calls for lower interest rates by presidents induce Central Bank of Brazil (BCB) to lower the policy rate. We document that BCB is more likely to set the policy rate in line with the preferences of political leaders. This paper has a twofold purpose. The first one is to present the core ideas of MMT. The second one is to explain its recent rise in Brazil after the publication of Andre Lara Resende's articles in the press in 2019 and a book in 2020. In order to do that, the paper is organized as follows. After the introduction, the first session presents the core ideas of MMT: i) chartal money, or tax driven money; ii) functional finance; iii) Minskyan financial fragility; iv) sectoral balances approach; v) employer of last resort. The second session presents some critiques MMT has received both from the orthodox and the heterodox sides at the international level. The third section discusses the particular way in which MMT's ideas have recently arrived in Brazil, considering peculiarities of the Brazilian economic debate and political scenario. The paper investigates the path of the profit rate and its components in Brazil between 1950 and 2020. The high growth in developmentalism, 1950-1980, in contrast to the great stagnation in neoliberalism, 1980-2020, is interpreted based on the rate of profit and its components: the profit share, the productivity of capital and the level of capacity utilization. The fall in the rate of profit due to the decline in capital productivity resulted in a slowdown in the rate of capital accumulation and economic growth. In the 1980-2020 period there was a structural break in the relationship between productive investment and profits with the adoption of neoliberalism, the same profit rate resulted in lower capital accumulation. The paper presents a decomposition of the net interest paid by the Brazilian government, in 2002-2021, dividing the expenditure in four parts: the real-interest-rate cost, the inflation cost, the carry cost of fixed-income assets and exchange-rate swaps. The analysis also details the carry cost in terms of the government's main financial assets: (international reserves and loans to the BNDES), showing that the financial adjustment of 2016-2021 reduced the equilibrium primary balance in around 2.5% of GDP. The reconstruction of the economic history of Brazil since independence from Portugal (1822) may lead to a new understanding of its economic growth. The deep-rooted idea that Brazil could have done better means there is a need to delve into each phase of its development. In this paper, we provide a very long-run perspective (1822-2019) of Brazil's economic growth and process of real convergence. On the one hand, this review indicates that structural changes observed in the middle of the 20th century were crucial in promoting the country's growth and real convergence with technologically advanced countries. On the other hand, poor institutional conditions and deficient human capital formation have emerged since colonial times as critical factors underlying Brazil's inability to establish robust and sustainable economic growth. The paper discusses the determination of inflation in Brazil, especially after the great recession of 2015-2016, to assess the adequacy of manipulating interest rates to control the rise in prices due to permanent cost pressure. The burden of using the interest rate to fight cost inflation is to create a highly conventional level of the real interest rate, which benefits the rentier class in a financialized economy. In the light of the post-Keynesian macroeconomics, a high-interest rate convention keeps the economy with a low growth rate and a low investment rate, which in the case of the Brazilian economy has resulted in a regression in the productive matrix and productivity stagnation, and both contribute to perpetuating cost pressures on prices. The empirical analysis corroborates the discussion about recent inflation having its origin in cost pressures over which the interest rate impact for its control is limited. We complement the empirical analysis by testing the response to the SELIC interest rate of the variables used to explain the fluctuation of market prices and administered prices: commodity price index, exchange rate and activity level. As expected, the impact of an increase in the interest rate appreciates the exchange rate, favouring inflation control and reducing the level of activity but has no impact on the commodity price index. This paper explores the effects of currency depreciations on output for the main Latin American countries that have been using Inflation Targeting for almost two decades. We construct VAR models for Brazil, Chile, Colombia, Mexico and Peru for the last two decades and we find that depreciations have short-run contractionary effects in Brazil and Mexico. We illustrate some of the policy implications of that finding by building a simple model, and we show that contractionary effects of depreciations may have destabilizing effects when monetary policy is conducted using a standard Taylor Rule. This paper examines the role of new developmentalist agenda for actions in the economic area of Dilma Rousseff's government. The paper aims to contribute to the research area that examines the relevance of schools of economic thought to economic policy in Brazil. The central conclusion is that - despite the increase in the state intervention in the economy - we cannot argue that the new developmentalist agenda played an important role in Dilma Rousseff's government. The article investigates the conditions that enable the creation and evolution of Brazilian startups in the context of uncertainties and instability of the country's economy since 2010. The paper examines the premises of Complexity Theory and Chaos Theory applied to Economics. The study outlines the conditions for the emergence and evolution of these disruptive business models in the 1990s world scenario of crises and uncertainties. The last section deals with the evolution of these companies in Brazil until 2019, seeking to explain these services' dynamic behavior, in the country's conjuncture of instability and disorder. This paper analyzed, for the Brazilian case, the Clean Development Mechanism (CDM). The concept of negative externality and market failure was used to understand the need for environmental policies capable of favoring the sustainable development of countries. The results show the importance of scale for the registration of projects. The energy sector, for example, has more small-scale projects that were created to simplify procedures and lower costs. It was concluded, in general, that the CDM has become an international historical landmark, as it is an innovative tool in contributing to the mitigation of climate change. However, despite its importance being recognized globally, it was observed that the mechanism has weakened over time and there are uncertainties regarding the validity of the Kyoto Protocol. This paper is about the consequences of pandemics on the macroeconomic behavior, with an empirical analysis of such effects on the Brazilian economy. Two features of the macroeconomic of pandemics are highlighted: the emergence of a dual economy, in which we have the coexistence of a sector where consumption and production are impaired by public health policies, side by side with a full employment sector; and a large redistribution of income between the public and the private sectors. Regarding the latter, we found that the redistribution had strong effects on the flows of savings in the Brazilian economy, and consequently on the stocks of net wealth: there was a sharp rise in public debt and an increase in private net wealth of 12% of GDP. The Brazilian government has over the past years promulgated a mix of orthodox and heterodox policies for Brazil's economic development. This paper seeks to test whether the existing economic ideas have been prescriptive in formulating the policies, or whether they have been the outcome of the "infusion of private interests" (Katzenstein, 1978) in the policy making process. To this end, the paper charts the origins of the unilateral opening for trade in the agribusiness and contrasts them with the policy process in the car industry, where trade barriers have been erected. The article will identify the channels through which private actors informed the government's interventions and show that the industry bodies have largely prodded the government. The resulting policy maze has left both the representatives of the orthodox as well those of the heterodox approach unsatisfied and has failed to halt Brazil's dwindling manufacturing capabilities. The paper discusses the dynamics of capital accumulation in Latin America economies. The hypothesis is that in these economies the role of the State is comparatively broader than in the economies of the centers of the capitalism by structural reasons. The argument is mainly based on Marx and Kalecki, besides historical elements of Latin America economies, particularly the Brazilian economy. The main goals of this paper were to construct a Multidimensional Poverty Index (MPI) for Brazil using data from PNAD and also provides an analysis of its evolution for the period 2004-2015. The proposed IPM follows the method developed by Alkire and Santos (2013). The results confirm the reduction on the incidence of multidimensional poverty in Brazil. However, people move out of poverty into the stage of vulnerability, showing a gradual improvement on living conditions. This paper assesses the relevance of export incentives in Brazil from 2004 and 2011. Departing from the hypothesis that exports profitability and incentives depend not only on the level of the real exchange rate and world income, but also on potential financial income obtained from such export incentives, the study calculates implicit exchange rates by sectors. The objective is to test the hypothesis that, together with the traditional variables of an export function, it is the adjusted implicit exchange rate, not the real exchange rate, the relevant variable to explain the level of sectoral exports in Brazil. Hence, two export equations are estimated using panel data, each one contemplating one of the available exchange rates. The Second National Education Regulatory Framework (2nd LDB), enacted in 1971, changed the grade configuration of schooling levels in Brazil. This change made it challenging to construct a valid and reliable education spending data profile for 20th century Brazil. Previous work on the economic history of education in Brazil used the data provided according to the thesis of Maduro (2007). Wjuniski (2013) used that database and ran structural break tests and concluded that the Brazilian government underinvested in the expansion of secondary education. However, Wjuniski did not consider problems concerning: (i) data reliability and (ii) the effects of the 2nd LDB on education expenditure data. This paper compares and contrasts Brazilian and Indian strategies of development during the era of neo-liberalism from a long period perspective. The Brazilian economy has attempted to combine the goals of redistribution and social equity with the goals of growth and productivity. India on the other hand has pursued a growth maximizing approach to development, while paying little or no attention to the larger goals of human well-being. The article seeks to understand the dynamics of economic change in the two economies and attempts to draw out the institutional and political factors that have influenced these approaches. able This paper presents a critical analysis of income and profit taxes in Brazil, arguing that measures adopted in the 1980s and 1990s, as a result of mainstream recommendations, hindered the redistributive role of taxes. An examination of tax data reveals a high degree of top income concentration, low tax progressivity and violations of the principles of horizontal and vertical equity. the main reason for these distortions is the complete tax exemption of dividends, a benefit that is very rarely seen in developed countries. Brazil was one of the emerging countries that had a stronger trend of currency appreciation from the 2nd quarter of 2009 to July 2011. Under this context that can be understood the implementation of capital account regulation (CAR) after 2009, which was complemented with another kind of regulation, the so-called FX Derivatives Regulation (FXDR). This paper shows that only when Brazilian government adopted these two kinds of regulations simultaneously, the policy effectiveness increased in terms of protecting the Brazilian currency from upward pressures. Brazilian experience also highlights that it is not possible to establish a hierarchy between temporary instruments to manage capital flows and permanent prudential measures, as supported by the IMF current approach. This paper estimates the local multiplier of manufacturing for Brazil (2000-2010). The method is based on Moretti (2010) and on Moretti and Thulin (2012), who estimated these multipliers for the U.S. and Sweden. The local multiplier of manufacturing estimates the impacts of employment changes in the industrial sectors on employment in the services sectors, and the impact of changes in employment in the high-tech and low-tech tradable sectors on employment in the services sectors. These estimates help to assess the importance of industrial employment changes over local economies. We created instrumental variables, based on the shift-share method. The employment data cover 21 economic subsectors and 123 regions in 2000, 2005 and 2010. We have estimated that in the Brazilian mesorregions, for each new job in the tradable sectors, almost four jobs were created locally in the services sectors. Additionally, each job in the high-tech industrial sectors was estimated to create approximately seven jobs in the services sectors over the long term. [ABSTRACT FROM AUTHOR]

The paper estimates the fiscal cost of an increase in the Brazilian policy interest rate - the SELIC - by considering not only the direct effect on the yield of public bonds that are indexed to the SELIC, but also indirect effects on: (i) the yield of public bonds that are indexed to the exchange rate and inflation, and (ii) the stock of public net debt through adjustments in the value of international reserves measured in domestic currency. Projections are based on the estimation of the relationship between interest rates, exchange rates and inflation by means of a vector auto-regression. We conclude that the inclusion of such indirect effects has an ambiguous effect on the response of the implicit interest rate on public net debt to shocks in the SELIC, when adjustments in the value of international reserves are not considered. However, the inclusion of the latter amplifies the fiscal cost of a more restrictive monetary policy. Before the mid 1980s the World Bank conceived "nature" as something to be "conquered" and "environment" as a source of resources for "development". By the late 1980s the Bank incorporated norms of environmental sustainability and indigenous peoples' protection into its mandate, and other development-oriented IOs followed. This two-part paper describes how a fight over the Polonoroeste road project in the Brazilian Amazon - inside the Bank, between the Bank and NGOs supported by the US Congress, and between the Bank and the government of Brazil -helped to generate the far-reaching change of policy norms. In August 2010 Brazil decided to limit foreign direct investments (FDIs) in land, and attracted the attention of politicians as much as the fears of businessmen. However, few months before, in September 2009, it had concluded a trilateral agreement with Japan and Mozambique to implement agribusiness and contract farming on an area of ten million hectares in the Mozambican region of Nacala. In light of that, the paper analyses the apparent duality of the Brazilian politics, and concludes that, exactly like in the case of the novel by Robert Louis Stevenson, it is not a matter of pathology, but a voluntarily induced double personality which is strategic in positioning Brazil at the core of the global capitalist system. Brazil attracted relatively little innovation-intensive and export-oriented foreign investment during the liberalization period of 1990 to 2010, especially compared with competitors such as China and India. Adopting an institutionalist perspective, I argue that multinational firm investment profiles can be partly explained by the characteristics of investment promotion policies and bureaucracies charged with their implementation. Brazil's FDI policies were passive and non-discriminating in the second half of the 1990s, but became more selective under Lula. Investment promotion efforts have often been undercut by weakly coordinated and inconsistent institutions. This paper relies on some data to identify the 19th century as the major period in which Brazil economy lagged behind some chosen benchmarking countries, as the USA, Canada, New Zealand, Australia and some European periphery countries. To identify the reasons for this an exercise using immigration data was used to make a decomposition of the sources of growth of the proportion of the USA per capita GDP to the Brazilian one.
