Sociological studies of the complementary and alternative medicine (CAM) occupations have documented the professionalisation strategies these groups use to establish boundaries between themselves and their competitors, including seeking educational accreditation and statutory regulation/licensure. Chiropractic has been particularly successful at professionalising and in Australia and the UK it is taught within public universities. Recent events have threatened chiropractic's university foothold, however, showing that professionalisation needs to be understood as an ongoing process of negotiation. Based on interviews with chiropractors in Australia and the UK, this paper examines the professionalisation strategies deployed by chiropractors within and outside of the university. Highly divergent strategies are identified across different sectors of the profession, relating to defining the chiropractic paradigm, directing education and constructing professional identity. In each domain, chiropractic academics tended to prioritise building the evidence base and becoming more aligned with medicine and other allied health professions. Although some practitioners supported this agenda, others strove to preserve chiropractic's vitalistic philosophy and professional distinction. Following Bourdieu, these intra-professional struggles are interpreted as occurring within a field in which chiropractors compete for different forms of capital, pulled by two opposing poles. The differing orientations and strategies pursued at the two poles of the field point to a number of possible futures for this CAM profession, including a potential split within the profession itself. Systematic differences in the ways that people use and interpret response categories (differential item functioning, DIF ) can introduce bias when using self-assessments to compare health or quality of life across heterogeneous groups. This paper reports on an exploratory analysis involving the use of anchoring vignettes to identify DIF in a commonly used measure for assessing health-related quality of life - namely the EQ-5D. Using data from a bespoke (i.e. custom) survey that recruited a representative sample of 4300 respondents from the general Australian population in 2014 and 2015, we find that the assumptions of response consistency (RC) and vignette equivalence (VE) hold in a sub-sample of respondents aged 55–65 years (n = 914), which demonstrates that vignettes can appropriately identify DIF in EQ-5D reporting for this age group. We find that the EQ-5D is indeed subject to DIF, and that failure to account for DIF can lead to conclusions that are misleading when using the instrument to compare health or quality of life across heterogeneous groups. We also provide several important insights in terms of the identifying assumptions of RC and VE. We conclude that the implications of DIF could be of considerable importance, not only for outcomes research, but for funding decisions in healthcare more broadly given the strong reliance on patient-reported outcome measures in economic evaluations for health technology assessment. International agencies report rising numbers of drug traffickers who deal in multiple drugs (poly-drug traffickers). This paper explores how product diversification is managed in three Australian poly-drug trafficking syndicates. Networks were constructed using judges’ sentencing comments and social network analysis applied to examine the degree of specialisation, resource flows and management structure (if any). Each syndicate had a clear management structure, but employed a different approach to diversifying including in-house production of multiple products (Syndicate 1) and outsourcing to other syndicates (Syndicate 3). This paper extends the debate about redressing persistent gender inequality in Australia by examining the relationship between labour productivity and the wage gap in all states and territories (1986–2013). It is a critical case study as Australia’s widening gender wage gap is contrary to other developed nations. Using four different estimation methods, we find that reducing the gap by 10% can boost per capita output up to 3%. To check the robustness of our findings, we also control for the effects of both physical and human capital. Our results suggest there exists a strong business case for eliminating the gender wage gap. Insects are major herbivores of plants and, particularly of leaves, with the resultant insect–plant interactions being relatively well-studied for the extant Australian flora. However, there is a vast and largely unreported fossil record of plant–insect interactions in Australia. The geological and biological history of Australia has resulted in a unique and diverse fossil flora and fauna that includes an impressive fossil record of insect–plant interactions, but very little research has been conducted in this area. This review highlights forms of insect damage that have been illustrated in published material but were not mentioned or recognised at the time. A comprehensive search of published literature detailing illustrations and images of Cenozoic vegetation has been completed. Each previously illustrated leaf was investigated for obvious damage that can be confidently attributed to an insect herbivore. The presence, or absence of such damage on illustrated leaves in published material has been compiled and assessed. The resulting data reveals that many Australian fossil sites have abundant evidence of ancient plant–insect interactions that are, for the most part, unrecognised in the literature. Since it is likely that researchers sought relatively undamaged leaves to illustrate in their papers, it is likely that the extent of insect damage is underrepresented in these publications. • Plant–insect interactions within Australia are poorly understood. • Palaeobotanical publications may pick the best-preserved fossil flora making publication bias. • This may result in the loss of information on plant herbivory, climate, and palaeoecology. This paper examines the relationship between characteristics of older adults' networks and loneliness. Drawing on a mixed-methods study with primary data from 165 surveys and a subset of 50 in-depth interviews from the broader sample, we examine whether and how strong and weak ties in an individual's network provide different forms of support in buffering loneliness. Regression models demonstrate that a higher frequency of contacts with strong ties, rather than the number of strong ties, is associated with lower levels of loneliness. In contrast, a greater number of weak ties is related to lower levels of loneliness. Our qualitative interview data shows that strong ties are susceptible to relationship loss, geographic distances, or relationship conflict. A greater number of weak ties, on the other hand, increases the likelihood of support and engagement when needed, reciprocity of relationships, and access to new social groups and networks. Previous research has focused on the complementary forms of support provided by strong and weak ties. Our study shows the different forms of support provided by strong and weak ties, underscoring the importance of a diverse social network for reducing loneliness. Based on a range of evidence, Cook (2019) concluded that increased erosion and sedimentation followed the movement of Europeans into new regions of Australia soon after A.D. 1788. Woodward (this issue) takes issue with this position, based largely on the interpretation of lake sediment records from a single study site on the New England Tablelands of eastern Australia. Many of Woodward's comments (and their singular focus) are beyond the aims and scope of Cook (2019), which examined the evidence for human impacts on soils and erosion in early colonial Australia. This paper addresses the following issues raised by Woodward: (1) that there is no evidence of environmental impacts from the first half century of 'illegal' settlers and land use in Australia, and (2)that other historical and scientific records of increased erosion and sedimentation before 1840 cannot be relied on. Further, this paper corrects other errors and inaccuracies found in Woodward's reply. This paper draws on many datasets to expand the argument that European land use, resource extraction, and agriculture resulted in landscape disturbance before 1840 in Australia. Finally, this reply demonstrates why Woodward's claim of no major impacts from illegal Europeans before 1840 in Australia is, for many locations, improbable based on the evidence available, and for large swathes of eastern Australia, difficult to support. The purpose of this paper is to explore the effect of the COVID-19 pandemic on the human rights of persons with mental and cognitive impairments subject to coercive powers in Australia. It sets out the relevant human rights in the Convention on the Rights of Persons with Disabilities which have been engaged by the COVID-19 pandemic and the government's response to it. It examines the effect of emergency legislation on the relaxation of human rights safeguards in mental health laws, with a focus on mental health tribunals (although it is limited by a lack of published decisions and gaps in publicly available information). However, some of the issues created for persons with disabilities during the COVID-19 pandemic are evident in some decisions published by the New South Wales Guardianship Tribunal. The paper critically analyses two guardianship decisions UZX [2020] NSWCATGD 3 (3 April, 2020) and GZK [2020] NSWCATGD 5 (23 April, 2020) and some emergency South Australian legislation COVID-19 Emergency Response Act, 2020 (SA) Schedule 1 to demonstrate the ways in which the human rights of persons with mental and cognitive impairments can be more at risk than those of the general population, even when the general population is itself in "lockdown." The German-Australian Hans Bettinger is regarded as one of the most important and influential pathologists of his time. Bettinger's research focused on gynecological pathology, with a particular interest in intersexuality, ovarian and cervical cancer. He received global recognition for his achievements: among others, he was a Honorary Fellow at the International Academy of Cytology, the Royal Australian College of Physicians, the Royal College of Pathologists of Australia, the Royal College of Obstetricians and Gynaecologists and a Fellow of the Royal College of Pathologists, London. Far less well-known is German-born Bettinger's role as a victim of Nazism. This significant yet hitherto "blind spot" in Bettinger's life is the focus of this paper. Previously undiscovered archival material from the German Federal Archives in Koblenz, supplemented by documents from the Public Record Office Victoria, Australia, and the University of Melbourne Archives, served as the central sources for this study. This paper reveals that Bettinger, as the husband of a Jewish woman in Nazi Germany, was disenfranchised, and subsequently forced to emigrate. After considerable efforts, he succeeded in building a new life in Australia, where he became the "father of obstetrical and gynecological pathology". In the 1950s Bettinger submitted an application for "reparations" to the Federal Republic of Germany. The legal claim was successful: From April 1951 onwards, Bettinger received a substantial pension and was thus officially recognized as a victim of Nazism. In many societies, perceptions regarding housing and ownership rights is that it is mostly consigned to males rather than females. Housing is gendered around physical aspects, as a financial asset, and even in housing data to be a male preserve – excluding females and their perceptions. This important paper addresses this limitation in the literature by examining the views and perceptions of female participants in the Australian Housing Conditions dataset. More specifically this paper examines the significance of household structure, housing quality and characteristics of Australian woman and how it affects their financial strain. As a further dimension this paper also examines differences in women's housing experience by age as older Australian women (above 65 years) have a higher likelihood to revert to substandard housing conditions and homelessness than younger Australian women (under 65 years). Logistic regression analysis shows a higher tendency towards financial strain in women under 65 years, those with either poor physical or mental health and those who were single or lone parents. These finding propose that women under 65 are at greater risk to experience household financial strain and poorer housing security. The paper argues that these results present challenges for Australian housing policy through increasing housing affordability. The analysis suggests that an increase in the availability of affordable housing will ease the financial strain and improve the mental health of Australian women. This paper considers the observed impacts of COVID-19 on the behaviour of a cross-section of the general aviation (GA) community in Australia. It specifically observes the nature of management decision making observed in the sector, and the financial impacts of such choices. This paper highlights a lack of financial acumen in the Australian GA community which is likely to inhibit resilience in the sector and limit its ability to learn from the economic shock COVID-19 represents. The most significant current technological trend is digitization, the impacts of which will be faced by all levels of society. This paper addresses how the Australian construction industry has kept up with the pace of digitization compared with other industries in Australia. The data is drawn mainly from the national accounts hosted by the Australian Bureau of Statistics, within the time period of 1995–2015. Construction has developed into one of the most important industries in Australia. Together with mining and the financial and insurance sector, it has contributed to a significant gross added value (GVA) in the economy. The construction industry has invested around 1% or less in information and communication technologies (ICT) as their share of GVA; however, it has invested about 15% in ICT of their total investments (gross fixed capital formation). Among the selected industries, construction's labour productivity measured by GVA per hour was the third highest, despite low level of investments in digitization. The observed correlation between ICT investments and productivity is weak when using industry level data from the national accounts. This paper shows how the Australian egg industry maintained its preferred definition of “free range” eggs in the face of a powerful consumer-oriented challenge to its labelling practices. We show how a consumer law initiative intended to enhance consumer confidence and address misleading labelling of industrial-scale egg production as “free range”, was reframed through the policy consultation process, so that the primary policy problem became one of assuring industry certainty in a volatile contest for control over the governance of “free range” labelling. Drawing on notions of contests for power in regulatory space, we show how a policy coalition of egg industry and government primary industries actors successfully advocated for “free range” to be legally defined in a new consumer law information standard in accordance with existing, industrial-scale free range production systems, rather than the smaller scale systems preferred by consumer and animal welfare advocates. While this decision reflects the traditional regulatory capture by agricultural industries of Australian food and animal welfare policy decision making, we suggest that it equally reflects the existing power structure in the retail egg market – namely the two major supermarkets' adoption of industrial free range as their own standard for higher welfare egg labelling. This paper investigates the health effects of the introduction of a near universal paid parental leave (PPL) scheme in Australia, representing a natural social policy experiment. Along with gender equity and workforce engagement, a goal of the scheme (18 weeks leave at the minimum wage rate) was to enhance the health and wellbeing of mothers and babies. Although there is evidence that leave, especially paid leave, can benefit mothers' health post-partum, the potential health benefits of implementing a nationwide scheme have rarely been investigated. The data come from two cross-sectional surveys of mothers (matched on their eligibility for paid parental leave), 2347 mother's surveyed pre-PPL and 3268 post-PPL. We investigated the scheme's health benefits for mothers, and the extent this varied by pre-birth employment conditions and job characteristics. Overall, we observed better mental and physical health among mothers after the introduction of PPL, although the effects were small. Post-PPL mothers on casual (insecure) contracts before birth had significantly better mental health than their pre-PPL counterparts, suggesting that the scheme delivered health benefits to mothers who were relatively disadvantaged. However, mothers on permanent contracts and in managerial or professional occupations also had significantly better mental and physical health in the post-PPL group. These mothers were more likely to combine the Government sponsored leave with additional, paid, employer benefits, enabling a longer paid leave package post-partum. Overall, the study provides evidence that introducing paid maternity leave universally delivers health benefits to mothers. However the modest 18 week PPL provision did little to redress health inequalities. [ABSTRACT FROM AUTHOR]

Geographers have become increasingly engaged with the notion of policy mobility. It is argued that in a globalised world policies have become more internationally mobile: we now live in an era of ‘fast policy’. Drawing on core concepts of mobility, neoliberalisation, and globalisation - and with a background primarily in geography and urban studies - policy mobility scholars have developed new ideas about how policies circulate internationally. In the process, however, theories of policy change developed within political science have been rather overlooked. In this paper it is shown how a political science theory with a shared interest in flows – the Multiple Streams Approach (MSA) – is complementary to policy mobilities scholarship. Two issues in particular are illuminated by the MSA: first, what constitutes policy, and, second, the role of the nation state in structuring the possibilities for, and timing of, policy change. In turn, policy mobilities scholarship highlights the different geographies of the multitude of objects, ideas, problems, processes, organisations, and regulations that constitute policy. It also raises questions about the validity of analytically separating politics from policy proposals, as advocated by the MSA. The last decades have witnessed a rapid development of green building developments at a global scale, as a measure to deal with various challenges related to climate change especially environmental issues. Australia is no exception. It is not unusual that extra resources such as cost are required for developing green buildings compared to conventional buildings. To justify extra upfront resources required for green building developments, a variety of tools have been developed such as life cycle assessment and life cycle costing. These two tools have been used in some projects in order to evaluate the cost and benefits of green buildings from a life cycle perspective. However, the uptake of life cycle assessment and life cycle costing are generally slow in the construction industry. This paper presents a critical review of green building evaluation from life cycle perspective. In particular, the use of life cycle assessment and life cycle costing in green building evaluation in Australia is reviewed. Knowledge gap is presented and future research agenda is proposed. Effective obesity prevention requires a synergistic mix of population-level interventions including a strong role for government and the regulation of the marketing, labelling, content and pricing of energy-dense foods and beverages. In this paper we adopt the agenda of the Australian Federal Government (AFG) as a case study to understand the factors generating or hindering political priority for such ‘regulatory interventions’ between 1990 and 2011. Using a theoretically-guided process tracing method we undertook documentary analysis and conducted 27 interviews with a diversity of actors involved in obesity politics. The analysis was structured by a theoretical framework comprising four dimensions: the power of actors involved; the ideas the actors deploy to interpret and portray the issue; the institutional and political context; and issue characteristics. Despite two periods of sustained political attention, political priority for regulatory interventions did not emerge and was hindered by factors from all four dimensions. Within the public health community, limited cohesion among experts and advocacy groups hampered technical responses and collective action efforts. An initial focus on children (child obesity), framing the determinants of obesity as ‘obesogenic environments’, and the deployment of ‘protecting kids’, ‘industry demonization’ and ‘economic costs’ frames generated political attention. Institutional norms within government effectively selected out regulatory interventions from consideration. The ‘productive power’ and activities of the food and advertising industries presented formidable barriers, buttressed by a libertarian/neolibertarian rhetoric emphasizing individual responsibility, a negative view of freedom (as free from ‘nanny-state’ intervention) and the idea that regulation imposes an unacceptable cost on business. Issue complexity, the absence of a supportive evidence base and a strict ‘evidence-based’ policy-making approach were used as rationales to defer political priority. Overcoming these challenges may be important to future collective action efforts attempting to generate and sustain political priority for regulatory interventions targeting obesity. The federal government of Australia seeks to determine the selection and forms of financing of infrastructure projects in cities, and to prescribe how cities are planned and managed. This role is rationalised through reference to the UK City Deals model and is made possible by vertical fiscal imbalance (the tax revenue it raises considerably exceeds its expenditure responsibilities). Referring to the Constitution, this role is assigned to state governments that are responsible for planning, infrastructure investment and service delivery in the cities. The cities themselves comprise multiple local governments that are ‘creatures’ of state government legislation. State government metropolitan strategic plans and projects inevitably serve the interests of the constituencies needed to win the next state elections. There is no recognition of a metropolitan constituency. Documenting the economic and social disadvantages arising from Australia's form of metropolitan governance, and providing an example for expensive infrastructure mishaps arising from federal and state governments prioritising different transport modes and projects, the paper argues for the creation of representative, accountable and fiscally autonomous metropolitan governments. For over twenty years there have been calls for greater ‘consumer’ participation in health decision-making. While it is recognised by governments and other stakeholders that ‘consumer’ participation is desirable, barriers to meaningful involvement nonetheless remain. It has been suggested that the reifying of ‘evidence-based policy’ may be limiting opportunities for participation, through the way this discourse legitimates particular voices to the exclusion of others. Others have suggested that assumptions underpinning the very notion of the ‘affected community’ or ‘consumers’ as fixed and bounded ‘policy publics’ need to be problematised. In this paper, drawing on interviews (n = 41) with individuals closely involved in Australian drug policy discussions, we critically interrogate the productive techniques and constitutive effects of ‘evidence-based policy’ and ‘consumer participation’ discourses in the context of drug policy processes. To inform our analysis, we draw on and combine a number of critical perspectives including Foucault's concept of subjugated knowledges, the work of feminist theorists, as well as recent work regarding conceptualisations of emergent policy publics. First, we explore how the subject position of ‘consumer’ might be seen as enacted in the material-discursive practices of ‘evidence-based policy’ and ‘consumer participation’ in drug policy processes. Secondly, we consider the centralising power-effects of the dominant ‘evidence-based policy’ paradigm, and how resistance may be thought about in this context. In June 2012 DMAA (1,3-dimethylamylamine), an ephedrine-like vasoconstricting substance which had been included in many popular sports supplements, became a scheduled substance in Australia, following bans in several other countries. The underlying rationale for this ban was that DMAA use is unsafe. This paper aimed to critically review the available evidence on the acute and/or long-term harms of DMAA. Using five research databases (PubMed, Embase, ProQuest Health and Medical Complete, and Web of Science) and the key terms 'methylhexaneamine', 'DMAA', 'dimethylamylamine', '1,3-dimethylpentylamine' and '2-amino-4-methylhexane', 842 articles were identified once duplicates removed. Sixteen studies met the inclusion criteria and were included in the review. Of the included studies, eight were case studies, which reported on eight patients who presented to emergence departments. All were retrospective in their reporting. The patients displayed various outcomes; while the patients were presenting with serious problems, in most patients conditions subsided on cessation of supplement use. The remaining eight experimental studies were low powered, with a number of studies conducted by a single research group with industry ties, and broadly investigated the effects of DMAA on physiological outcomes. Mixed findings were apparent, although escalations of blood pressure were present on acute dosing, as well as decreases in measures of body weight and body fat. There is a shallow evidence base describing the adverse effects of DMAA and the dose above which such effects may occur. The scheduling of DMAA in many countries may now impede research efforts to determine whether there are safe doses at which DMAA can be consumed. [ABSTRACT FROM AUTHOR]

Aboriginal health policy in Australia represents a unique policy subsystem comprising a diverse network of Aboriginal-specific and “mainstream” organisations, often with competing interests. This paper describes the network structure of organisations attempting to influence national Aboriginal health policy and examines how the different subgroups within the network approached the policy discourse. Public submissions made as part of a policy development process for the National Aboriginal and Torres Strait Islander Health Plan were analysed using a novel combination of network analysis and qualitative framing analysis. Other organisational actors in the network in each submission were identified, and relationships between them determined; these were used to generate a network map depicting the ties between actors. A qualitative framing analysis was undertaken, using inductive coding of the policy discourses in the submissions. The frames were overlaid with the network map to identify the relationship between the structure of the network and the way in which organisations framed Aboriginal health problems. Aboriginal organisations were central to the network and strongly connected with each other. The network consisted of several densely connected subgroups, whose central nodes were closely connected to one another. Each subgroup deployed a particular policy frame, with a frame of “system dysfunction” also adopted by all but one subgroup. Analysis of submissions revealed that many of the stakeholders in Aboriginal health policy actors are connected to one another. These connections help to drive the policy discourse. The combination of network and framing analysis illuminates competing interests within a network, and can assist advocacy organisations to identify which network members are most influential. COVID-19 and its restrictions have had widely documented negative impacts for private and social rental sectors, internationally. Limited evidence exists about how the pandemic effects were experienced in alternative forms of renting such as housing cooperatives. Rental cooperatives, recognised for their principles of democratic control, education and training and concern for community, may offer different outcomes for members than more individually-oriented rental forms. This paper seeks to explore whether and how COVID-19 was responded to within cooperative rental housing models, and if the pandemic posed a challenge to cooperative principles. Using a social practices approach, the analysis first identifies cooperative members' formal and informal responses to COVID-19, and second explores the meaning of such activities in the pandemic context in Australia and Honduras cooperatives. The continuity of usual housing cooperative practices and pandemic measures were analysed via in-depth interviews with 15 residents. Findings indicate that cooperative responses acted to reduce negative impacts of the pandemic or to find effective solutions. Rental housing cooperative residents' lived experiences during the COVID-19 pandemic, invite us to reflect on the role of housing cooperatives in the housing sector, the importance of collaborative housing models and the relevance of housing-based community resilience. For almost two decades waste electrical and electronic equipment, WEEE or e-waste, has been considered a growing problem that has global consequences. The value of recovered materials, primarily in precious and base metals, has prompted some parts of the world to informally and inappropriately process e-waste causing serious environmental and human health issues. Efforts in tackling this issue have been limited and in many ways unsuccessful. The global rates for formal e-waste treatment are estimated to be below the 20% mark, with the majority of end-of-life (EoL) electronic devices still ending up in the landfills or processed through rudimentary means. Industrial confidentiality regarding device composition combined with insufficient reporting requirements has made the task of simply characterizing the problem difficult at a global scale. To address some of these key issues, this paper presents a critical overview of existing statistics and estimations for e-waste in an Australia context, including potential value and environmental risks associated with metals recovery. From our findings, in 2014, on average per person, Australians purchased 35 kg of electrical and electronic equipment (EEE) while disposed of 25 kg of WEEE, and possessed approximately 320 kg of EEE. The total amount of WEEE was estimated at 587 kt worth about US$ 370 million if all major metals are fully recovered. These results are presented over the period 2010–2014, detailed for major EEE product categories and metals, and followed by 2015–2024 forecast. Our future projection, with the base scenario fixing EEE sales at 35 kg per capita, predicts stabilization of e-waste generation in Australia at 28–29 kg per capita, with the total amount continuing to grow along with the population growth. The aims of this paper are twofold. First, we propose a threshold cube equation, augmented with the optimal number of autoregressive terms, to model the likely future path of house prices in Australia’s four major capital cities. The proposed framework can be adopted to simulate house prices in other cities experiencing similar price cycles (spirals) such as London and Vancouver. Second, using a proprietary dataset not publicly available (1995m12–2015m10), we use the proposed model to simulate house prices in Brisbane, Melbourne, Perth and Sydney, which have been on a steep upward trajectory since 2013. To check the sensitivity and robustness of our results, we evaluate the model in terms of the out-of-sample accuracy for two separate 12-month periods. We find that the forecasting performance of the model appears to be reasonable. Then we use the model to provide the ex ante future path of house prices during the next twelve months (2015m11–2016m10). Although we do not seek to forecast all see-saw changes in property prices, based on the historical length of boom and bust cycles in the past, some interesting overall price paths are detected. It is observed that during the next year house prices in all capital cities will start plateauing with some likely moderate falls. This study presents an estimate of the joint determination of labour market status and educational attainment in Australia using cross-sectional data collected by the Australian Bureau of Statistics. This paper is based on the premise that achieving an increasing level of educational attainment and labour supply does not happen in isolation, rather they are determined jointly. Applying a simultaneous system of two-equations model, the study finds that there is a feedback effect between educational attainment and labour market status. In the labour market equation the effects of achieving a higher educational attainment on the probability of being employed has been statistically significant and the effect is negative. Thus, previous studies that ignored the feedback effects and used a single equation model have produced biased and inaccurate estimates of the effects of educational attainment on labour market outcome. In this paper we use a form of discourse analysis to explore the ‘activity’ that three quite different sustainability reports set up as companies communicate their social and environmental performance. Our aim is to show what sustainability reports ‘do’ – in order to offer insights about what they ‘could do’. We show that the companies are using sustainability reporting strategically, and that sustainability is embedded in to the company's strategic priorities. Where they mostly narrate and argue a point of view, sustainability reporting can offer additional benefits by transiting towards dialogue. Dialogue provides stakeholders with the means to engage substantially with companies, and also introduce new discourses that may open up new directions in how companies contribute to sustainability. This paper applies a critical analysis of the impact of neo-liberal driven management reform to examine changes in Australian primary health care (PHC) services over five years. The implementation of comprehensive approaches to primary health care (PHC) in seven services: five state-managed and two non-government organisations (NGOs) was tracked from 2009 to 2014. Two questions are addressed: 1) How did the ability of Australian PHC services to implement comprehensive PHC change over the period 2009–2014? 2) To what extent is the ability of the PHC services to implement comprehensive PHC shaped by neo-liberal health sector reform processes? The study reports on detailed tracking and observations of the changes and in-depth interviews with 63 health service managers and practitioners, and regional and central health executives. The documented changes were: in the state-managed services (although not the NGOs) less comprehensive service coverage and more focus on clinical services and integration with hospitals and much less development activity including community development, advocacy, intersectoral collaboration and attention to the social determinants. These changes were found to be associated with practices typical of neo-liberal health sector reform: considerable uncertainty, more directive managerial control, budget reductions and competitive tendering and an emphasis on outputs rather than health outcomes. We conclude that a focus on clinical service provision, while highly compatible with neo-liberal reforms, will not on its own produce the shifts in population disease patterns that would be required to reduce demand for health services and promote health. Extensive evidence has shown that working nonstandard hours, such as evening or night shifts, impacts negatively on workers' own health, and a growing literature suggests such impacts extend to the health of workers’ children. Using matched parent and child data from a large Australian panel survey this paper explores the effects of parental work schedules on the mental and physical health of adolescents aged 15–20 in sole-parent families. Random-effects models indicate adolescents have marginally worse emotional and physical health when their parent works nonstandard hours, based on SF-36 component summary scores, associated primarily with emotional or physical role limitations. Parental weekend schedules are particularly detrimental to adolescent physical health. Evidence is found that the effects of nonstandard work schedules on adolescent wellbeing are transmitted through increased work-family conflict and exacerbated where parents have low job control. Population growth and lack of available land in urban areas have resulted in intensive property development both above and below ground. According to the ‘Cadastre 2034 Strategy’ published by the Intergovernmental Committee on Surveying and Mapping (ICSM) for Australia in 2014, the current digital cadastres have limitations in positional accuracy and do not adequately represent the three-dimensional nature of real property. This strategy highlights the fact that land parcels that are limited in vertical dimension are not adequately represented in the current digital cadastre. This makes it difficult to visualise security of tenure as it relates to a building or an apartment within a building. Since 2011, a national cadastral data model (ePlan Protocol) is being implemented in different Australian jurisdictions including Victoria, New South Wales and Queensland for 2D (non-building) plans of subdivision. Following the ICSM’s strategy, the ePlan Working Group has started to investigate the requirements for supporting 3D building subdivisions in ePlan. As part of this investigation and to assess the potential of the ePlan Protocol in terms of supporting 3D spatial units associated with land and property management, a research project was recently undertaken in Victoria, Australia. In this research, various building subdivision plans were investigated and modelled in ePlan and a number of technical and non-technical challenges were identified. Overall, the study confirmed that the ePlan Protocol is able to support 3D building subdivision plans, however curved shapes are not well handled. This paper examines the determinants of road traffic crash fatalities in Queensland for the period 1958–2007 using a state-space time-series model. In particular, we investigate the effects of policies that aimed to reduce drink-driving on traffic fatalities, as well as indicators of the economic environment that may affect exposure to traffic, and hence affect the number of accidents and fatalities. The results show that the introduction of a random breath testing program in 1988 was associated with a 11.3% reduction in traffic fatalities; its expansion in 1998 was associated with a 26.2% reduction in traffic fatalities; and the effect of the “Safe4life” program, which was introduced in 2004, was a 14.3% reduction in traffic fatalities. Reductions in economic activity are also associated with reductions in road fatalities: we estimate that a one percent increase in the unemployment rate is associated with a 0.2% reduction in traffic fatalities. This paper examines key processes from the social identity model of traumatic identity change in the context of the aftermath of a natural disaster. It focuses on the roles of (i) group membership gain, (ii) group membership continuity, (iii) social identity revitalisation, and (iv) the severity of natural disaster exposure on post-traumatic growth (PTG) and post-traumatic stress (PTS). (N = 410, M age = 53.24 years) comprised adult survivors of the Australian 2019-20 Black Summer bushfires, recruited to complete an online survey via geo-targeted Facebook advertisements. showed that group membership gain was positively correlated with PTG, whilst group membership continuity negatively correlated with PTS, highlighting the different roles played by group gain and continuity in post-trauma recovery. Preliminary evidence for the validity of a new author-developed social identity revitalisation measure was found, which mediated some relationships between group gain and continuity and PTG and PTS. Lastly, the extent that participants were affected by the fires moderated the relationship between group gain and PTS. Specifically, for those most affected, group gain was correlated with lower reported PTS, whilst for those less affected, group gain was correlated with higher reported PTS. While there is widespread agreement as to the importance of increasing participation in drug policy design, drug policy literature contains limited reflection on the practices that may support inclusion and collaboration amongst policy actors, particularly when disagreement and difference are an intrinsic part of participation. Drawing on qualitative interviews and ethnographic fieldwork with actors engaged in an Australian illicit drug policy reform campaign, this paper examines how particular modes of personal connection mattered in establishing and maintaining working relationships between a range of differently situated actors. Through engagement with this case study, we argue that modes of personal connection marked by qualities such as being frank; engaged; not forcing consensus; enacting respect; listening in order to understand; and acting in ways that respected the obligations and limits that came with people's roles while also recognising one another as more than those roles, were particularly important qualities that supported connection across difference. Such personal connections seem to have been even more important for the engagement of people representing more marginal positionalities. Arguing that personal connection is already an element of both inclusion and exclusion in drug policy creation, we suggest that policy actors interested in contributing to a more diverse and rigorous policy participation space attend to how people connect, with whom, and with what space for disagreement, while also taking seriously the labour of such connection across difference. Conventional housing price prediction methods rarely consider the spatiotemporal non-stationary problem in a large data volumes. In this study, four machine learning (ML) models are used to explore the impacts of various features – i.e., property attributes and neighborhood quality - on housing price variations at different geographical scales. Using a 32-year (1984–2016) housing price dataset of Metropolitan Adelaide, Australia, this research relies on 428,000 sale transaction records and 38 explanatory variables. It is shown that non-linear tree-based models, such as Decision Tree, have perform better than linear models. In addition, ensemble machine learning techniques, such as Gradient-Boosting and Random Forest, are better at predicting future housing prices. A spatiotemporal lag (ST-lag) variable was added to improve the prediction accuracy of the models. The study demonstrates that ST-lag (or similar spatio-temporal indicator) can be a useful moderator of spatio-temporal effects in ML applications. Over the past 40 years, telecommunications policy worldwide has been dominated by the privatisation of former government-owned firms, the pursuit of increasing competition as well as the delegation of day-to-day operations of industry decision-making and oversight from core governments to autonomous regulators sitting at arms-length from political decision-making. One of the most (apparently) dramatic reversals of this trend has occurred in Australia where the federal government has set up a state-owned company (NBN Co) to fully replace and upgrade the fixed-line infrastructure for voice and broadband communications for the entire country. Some argued that the NBN heralded a reversal of a "failed, neoliberal" deregulation and pro-competition policy agenda in Australia, and a return to "social democratic" values. The NBN has attracted interest as a possible model for other governments looking to fund broadband infrastructure. The NBN Co's network is nearing completion. It has proved disappointing in many ways, with costs escalations, missed deadlines and a downscaling of the original full-fibre footprint to a mixed technology model (MTM). It has also proved politically divisive, with some claiming the MTM changes represent the reassertion of a neoliberal political agenda. In this paper, we trace the evolution of the fixed-line telecommunications industry in Australia from the 1980s to the present along the dimensions of privatisation, deregulation and competition in voice, broadband and policy settings. We find that contrary to popular political rhetoric, the Australian industry reforms have been characterised by only a partial and inconsistent progression towards the international policy objectives. In particular, ongoing government ownership of the incumbent created perverse incentives for both regulatory and industry actors and ensured political involvement in import network investment and operations decisions which in other jurisdictions are delegated to private-sector owners and regulators at arms-length from political influence. We contend that the NBN was not a social democratic response to failed neoliberal policies, nor was the MTM a neoliberal reassertion. Rather, the politicisation of the NBN is a function of the inability to decentralise ownership and control of the industry away from the government. These issues will continue to dominate the Australian debate, as the statutory context requires the privatisation of the NBN within five years of its projected 2021 completion. The National Broadband Network (NBN) is the largest public infrastructure project in the history of Australia. The goal of the NBN is to provide Australians with broadband internet access by using a mix of technologies, ranging from fibre and hybrid fibre-coaxial to fixed wireless and satellite platforms. Although the NBN is a public project, one of the more vexing aspects of its evolution is its lack of data transparency. There is virtually no information on platform use or footprint distribution throughout the country. Not only does this drastically limit evidence-based telecommunications policy analysis, it also limits the ability to evaluate equity in the spatial distribution of broadband connectivity and infrastructure quality. The purpose of this paper is to uncover the geographic presence of the various NBN technologies using data mining techniques and census-based socio-spatial data (SEIFA). 'Care' is a keyword for cities and citizens in the 21st century. This paper draws on Emma Power's (2019) notion of 'caring-with' as an ethical and analytical guide for caring action and relational community capacity-building around gambling at the local scale. The focus of analysis is the approval of electronic gaming machines or EGMs colloquially known as 'the Pokies', with particular reference to the Australian context and the experience of Castlemaine - a small town in the south-eastern state of Victoria whose citizens successfully appealed an application for further gambling development. The paper highlights how caring-with re-frames community responses to gambling as an assemblage of localized care practices and relations. • Various measures used to operationalise drink driving were examined. • Perceptions of both legal and non-legal sanctions for drink driving were high. • Non-legal sanctions were a larger deterrent for drink driving than legal sanctions. • Past drink-driving conviction was a predictor of re-offending. • Age, gender and risky drinking behaviours were drink driving predictors. The threat of application of legal sanctions remains the prominent approach to reduce the prevalence of drink driving in a vast array of motoring jurisdictions. However, ongoing questions remain regarding: (a) the extent that such mechanisms impact upon offending behaviours, (b) the deleterious effect alcohol consumption has on decisions to drink and drive and (c) how best to operationalise (and measure) the concept of drink driving to enhance the accurate measurement of the dependent variable. This paper reports on an examination of 773 Queensland motorists' (across nine local government areas) perceptions of both legal and non-legal drink driving sanctions (as well as alcohol consumption) in order to gauge the deterrent impact upon a range of measures of drink driving: the driver thinking they are over the limit, the driver knowing they are over the limit, attempts to evade random breath testing, and intentions to re-offend. The sample completed an online or paper version of the questionnaire. The majority of participants reported "never" engaging in "possible" (74.5 %) or "acknowledged" (83.4 %) drink driving events, although a considerable proportion of the sample reported engaging in "possible" (25.5 %) or "acknowledged" (16.6 %) drink driving and attempting to evade RBT (18 %) events, as well as possible intentions to drink and drive in the future (22 %). Males were more likely to report such events. Perceptions of both legal sanctions (certainty, severity and swiftness) as well as non-legal sanctions (fear of social, internal or physical harm) were relatively high and consistent with previous research. Interestingly, non-legal sanctions were reported as stronger deterrents than legal sanctions. However, multivariate analysis revealed that legal deterrents had limited utility predicting offending behaviours, but rather, demographic characteristics (e.g., younger motorists, males) as well as risky drinking behaviour were better predictors. In regards to intentions to offend, a past conviction for drink driving was also a predictor of re-offending. These results highlight the ongoing challenges of addressing the problem of drink driving and that some motorists: (a) have entrenched behaviour and/or (b) make the decision to drink and drive before they are under the influence of alcohol. • The problem of hospital evacuation during a major flood is being investigated. • An integrated model with a flood simulator and an optimisation model is developed. • To address the uncertainties associated with hospital evacuation during a flood, a robust possibilistic programming optimisation model is present. • The proposed model aids emergency decision-making by determining when and how different types of patients must be evacuated to receiving hospitals. • A hypothetical evacuation of hospitals in Hawkesbury-Nepean River, NSW, Australia, exemplifies model applications. The frequency and severity of floods is increasing in many countries, and hospitals play an essential role in protecting the community from their potentially devastating impacts. However, many hospitals are vulnerable to flooding having been designed and located without these risks in mind. In such situations, evacuation of vulnerable patients to safer alternative healthcare facilities might be the most reasonable response. However, there has been little research into hospital evacuation, and to address this research gap, this paper presents an innovative hospital evacuation model that can facilitate the optimal scheduling and sequencing of hospital evacuation under indeterministic flooding conditions. The proposed model combines a flood simulator and a mathematical model. Assuming the high levels of complexity of a realistic hospital evacuation system, a Benders-Decomposition approach is developed to cope with large size problems. A case study in New South Wales (NSW), Australia, is used to illustrate the proposed model, and results confirm that the model can generate effective plans to evacuate hospitals in the shortest time possible in flood emergency conditions. The findings of this study contribute new theoretical and practical insights to a growing body of knowledge about disaster response strategies in hospitals and have implications for health service management and health policymakers in countries where health infrastructures are vulnerable to increasing climate change risks. Offshore wind and wave power are abundant energy sources and could provide long term contributions to our future energy supply. The combined exploration of wind and wave power has been proposed as an effective way to mitigate the non-negligible power intermittency and variability of offshore renewables. However, the assessments of wind and wave resources have been developed separately in Australia, and the potential of diversified wind and wave power has not been studied systematically. This study investigates offshore wind and wave energy sources in multiple locations around the Australian coastline and their potentials for integration in terms of energy availability, power variability, coherence and correlation, and annual and seasonal variability over the last seven years. In addition, wind and wave mixed energy farms are studied using commercial wind turbine models and various wave energy converter prototype models. The energy availability, power smoothing effect, capacity factor and downtime of these mixed energy farms are also discussed. Moreover, this paper proposes an effective matrix for assessing the potential of hybrid energy farms in multiple sites in terms of power availability, power variability and combination performance and the sensitivity of selecting various wave energy converter (WEC) models is also investigated to provide a general guideline for future work. The regional comparative results indicate that the swell wave dominated sites in Western and Southern Australia present merits for combining wind and wave power, while wind–wave dominated regions, such as Eastern Australia, are not preferable for this diversified system. It can be found that power variability and downtime can be significantly reduced for the specific wind–wave capacity mix if a lower correlation or longer lag time exists between the two renewables. Environmental issues are becoming more urgent. Biodiversity loss, climate change, extreme events and global pressures on resources place increasing importance on decision making about how natural resources should be managed. Natural capital accounting (NCA) is gaining popularity as a systematic approach to recognise the full value of natural resources such as soil, vegetation, animals, water, and biodiversity. To understand perceptions and opportunities for awareness and behaviour change relating to the use of NCA, we conducted a discourse analysis of 57 interviews with stakeholders across Australia. Our aim is to promote discussion and reflection about perceptions of natural resources as forms of capital, and the role of NCA to underpin management practice change and support sustainability. We identify four key areas of contestation that relate to values, complexity, digital technology, and the desired future vision of NCA in society. Findings include conflicting views around whether NCA should have a diversity of tailored approaches or a consistent approach for all and that digital technology has and will continue to shape the way NCA is conducted. This paper aims to assess the uniqueness of stakeholder engagement activities in air route development (ARD) and identify what leadership and governance attributes are more relevant in the four critical stages of ARD. Our context is the Australian aviation market, analysing the differences in this process when developing routes to airports of different sizes. In-depth semi-structured interviews were used as the primary data collection tool. Twenty-two ARD experts from airports, airlines, and tourism authorities (TAs) shared their views on ARD and stakeholder engagement. Our results are presented using the four stages of ARD (i.e., development of route objectives, market research, route development activities, and route implementation) and key leadership and governance attributes identified in each of these stages. In a tourism sector heavily dependent on air transport, where Australian airports operate under a light-handed regime with little competition among major airports, we have identified strong partnerships between the involved stakeholders. While the airport often leads the ARD process, airports of different sizes engage differently. TAs play a significant role, particularly for regional and emerging airports. Background: In Australia, sterile needles and syringes are distributed to people who inject drugs (PWID) through formal services for the purposes of preventing blood borne viruses (BBV). Peer distribution involves people acquiring needles from formal services and redistributing them to others. This paper investigates the dynamics of the distribution of sterile injecting equipment among networks of people who inject drugs in four sites in New South Wales (NSW), Australia.Methods: Qualitative data exploring the practice of peer distribution were collected through in-depth, semi-structured interviews and participatory social network mapping. These interviews explored injecting equipment demand, access to services, relationship pathways through which peer distribution occurred, an estimate of the size of the different peer distribution roles and participants' understanding of the illegality of peer distribution in NSW.Results: Data were collected from 32 participants, and 31 (98%) reported participating in peer distribution in the months prior to interview. Of those 31 participants, five reported large-scale formal distribution, with an estimated volume of 34,970 needles and syringes annually. Twenty-two participated in reciprocal exchange, where equipment was distributed and received on an informal basis that appeared dependent on context and circumstance and four participants reported recipient peer distribution as their only access to sterile injecting equipment. Most (n=27) were unaware that it was illegal to distribute injecting equipment to their peers.Conclusion: Peer distribution was almost ubiquitous amongst the PWID participating in the study, and although five participants reported taking part in the highly organised, large-scale distribution of injecting equipment for altruistic reasons, peer distribution was more commonly reported to take place in small networks of friends and/or partners for reasons of convenience. The law regarding the illegality of peer distribution needs to change so that NSPs can capitalise on peer distribution to increase the options available to PWID and to acknowledge PWID as essential harm reduction agents in the prevention of BBVs. Despite considerable mitigation efforts, global emissions from the electricity sector continued to grow in recent years. In Australia, the electricity sector is the largest CO 2 -emitting industry, contributing 35% of the country's total greenhouse gas emissions. The Australian government targets an 80% reduction of greenhouse gas emissions by 2050 relative to 2010. With a large variety and quantity of renewable energy resources, it is technically feasible and seems indispensable that Australia's electricity sector be largely decarbonised by 2050 in order to achieve this target. In this paper, scenario-based hybrid Life-Cycle Assessment is applied to calculate the economy-wide carbon footprints of seven electricity generation technologies in scenarios with differing renewable electricity penetration. This work is the first to apply a full life-cycle approach to scenario analysis of electricity generation in Australia. The findings are at the higher end of previously reported carbon footprint intensity ranges and above median values. However, even when taking into account indirect emissions along the technologies' life-cycles, the results indicate that the employment of different renewable energy technologies can potentially save a considerable fraction of Australia's greenhouse gas emissions. In this paper, we examine the dynamic responses of Australian merchandise trade to global oil market structural shocks. The analysis employs monthly data over the period June 1986 to January 2013 and vector generalized autoregressive conditional heteroscedasticity (VGARCH), structural vector autoregression (SVAR), and parametric nonlinear models. We find that an increase in the oil price driven by shocks in global economic activity exerts a significant influence on Australian merchandise exports, and thereby merchandise trade as a whole, for periods of more than one year. However, the responses of merchandise imports to oil price shocks are more modest and persist for only a few months. Finally, uncertainty in future global oil prices, as measured by volatility in the 3-month-ahead price, strongly and negatively affects Australian international commodity markets. Using a simultaneous equations model, this paper aims to analyse the endogenous relationship among trade liberalisation, inward foreign direct investment and productivity within Australia’s manufacturing sector. Using two-digit quarterly time-series data, from 1988 to 2012, we find empirical support for trade liberalisation as a mechanism for improving productivity within the domestic manufacturing sector. However, we find that inward foreign direct investment has not had a statistically significant impact on productivity within the sector. By drawing on these findings, among others, we make some recommendations for Australia’s international trade, foreign investment and manufacturing industry policies. [ABSTRACT FROM AUTHOR]

In contrast to the recent proliferation of studies incorporating ordinal methods to generate health state values from adults, to date relatively few studies have utilised ordinal methods to generate health state values from adolescents. This paper reports upon a study to apply profile case best worst scaling methods to derive a new adolescent specific scoring algorithm for the Child Health Utility 9D (CHU9D), a generic preference based instrument that has been specifically designed for the estimation of quality adjusted life years for the economic evaluation of health care treatment and preventive programs targeted at young people. A survey was developed for administration in an on-line format in which consenting community based Australian adolescents aged 11–17 years (N = 1982) indicated the best and worst features of a series of 10 health states derived from the CHU9D descriptive system. The data were analyzed using latent class conditional logit models to estimate values (part worth utilities) for each level of the nine attributes relating to the CHU9D. A marginal utility matrix was then estimated to generate an adolescent-specific scoring algorithm on the full health = 1 and dead = 0 scale required for the calculation of QALYs. It was evident that different decision processes were being used in the best and worst choices. Whilst respondents appeared readily able to choose ‘best’ attribute levels for the CHU9D health states, a large amount of random variability and indeed different decision rules were evident for the choice of ‘worst’ attribute levels, to the extent that the best and worst data should not be pooled from the statistical perspective. The optimal adolescent-specific scoring algorithm was therefore derived using data obtained from the best choices only. Background: International drug law enforcement agencies have identified an apparent rise in high level drug traffickers choosing to deal in multiple different drugs. It is hypothesised that this may be a "deliberate modus operandi" and that the formation of "portfolios of trades" may make such traffickers more profitable, harmful and resilient to changes in drug supply and policing. In this paper we provide the first exploration of the extent, nature and harms of poly-drug trafficking at Australian borders.Methods: Two different methods were used. First, we used Australian Federal Police (AFP) data on all commercial level seizures at the Australian border from 1999 to 2012 to identify the proportion of seizures that were poly-drug and trends over time. Second, we used unit-record data on a sub-set of 20 drug trafficking cases and linked-cases (defined as the original drug trafficking case and all other criminal cases that were connected via common offenders and/or suspects) to compare the profiles of poly-drug and mono-drug traffickers, including: the total weight and type of drug seized, the value of assets seized, and the level of involvement in other crime (such as money laundering and corruption).Results: Between 5% and 35% of commercial importations at the Australian border involved poly-drug trafficking. Poly-drug trafficking occurred in almost every year of analysis (1999-2012), but it increased only slightly over time. Compared to mono-drug traffickers poly-drug traffickers were characterised by: larger quantities of drugs seized, larger networks, longer criminal histories and more involvement in other types of serious crime.Conclusion: Some fears about poly-drug traffickers may have been overstated particularly about the inherent escalation of this form of trafficking. Nevertheless, this suggests poly-drug traffickers are likely to pose added risks to governments and law enforcement than mono-drug traffickers. This paper uses the concept of path dependency to analyse the suppression of mobile media innovation in commercial telecommunications markets. This process is discussed in relation to the case of Optus “TV Now” in Australia, a cloud-based mobile television service that was subject to successful legal action to prevent its operation. The service was found to infringe the intellectual property rights of two major football leagues and a powerful telecommunications incumbent, Telstra. The details of this case study highlight the concentration of market power in the Australian telecommunications sector, and the high level of strategic value placed upon sports content in the development and delivery of new mobile media services. The analysis presented is informed by semi-structured in-depth interviews with the representatives of industry and market regulators, technology commentators, and professionals working in the telecommunications industry, as well as legal documents related to the TV Now court proceedings and service. The potential for regulatory measures to address escalating rates of obesity is widely acknowledged in public health circles. Many advocates support regulations for their potential to reduce health inequalities, in light of the well-documented social gradient in obesity. This paper examines how different social groups understand the role of regulations and other public health interventions in addressing obesity. Drawing upon focus group data from a metropolitan city in southern Australia, we argue that implementing obesity regulations without attention to the ways in which disadvantaged communities problematise obesity may lead to further stigmatisation of this key target population. Tuana's work on the politics of ignorance, and broader literature on classed asymmetries of power, provides a theoretical framework to demonstrate how middle class understandings of obesity align with dominant ‘obesity epidemic’ discourses. These position obese people as lacking knowledge; underpinning support for food labelling and mandatory nutrition education for welfare recipients as well as food taxes. In contrast, disadvantaged groups emphasised the potential for a different set of interventions to improve material circumstances that constrain their ability to act upon existing health promotion messages, while also describing priorities of everyday living that are not oriented to improving health status. Findings demonstrate how ignorance is produced as an explanation for obesity, widely replicated in political settings and mainstream public health agendas. This politics of ignorance and its logical reparation serve to reproduce power relations in which particular groups are constructed as lacking capacity to act on knowledge, whilst maintaining others in privileged positions of knowing. This paper uses economic-base theory and input-output modelling to examine the structure of a regional rural economy in New South Wales, Australia, drawing important policy implications for economic planners. The most salient trend has been a shift in the area's dependence from agriculture to mining over the recent decade. However, the level of diversity of the region's industrial composition has altered very little. Mining is also contributing to significant net leakage of employment income from the region. Mining should therefore not necessarily be considered as the key future opportunity for economic development. Instead, a number of industry sectors, particularly those that foster innovation and technology, can be harnessed to drive future regional growth. In addition, a tourism marketing strategy promoting the region's food, wine and other distinctive attributes should play an integral role in future development planning.
