In most municipalities in India, the collection, transportation and disposal of municipal solid waste deviates from the mass flow envisaged by the municipal agencies and planning authorities. While multiple studies have focused on the environmental problems arising due to uncontrolled waste dumping and combustion, we present a qualitative study of the efforts towards resource conservation and recycling by various actors involved, and a quantitative estimate of the amount of material recovered at various stages. Both the informal sectors (garbage collectors, waste pickers, waste dealers, small stores and itinerant merchants) and the households in India, play a vital role in recovering consumer waste. In order to have an in-depth understanding, a case study has been performed to better understand the contribution of households, garbage collectors and itinerant waste merchants towards recovering consumer waste. Our study shows that consumer waste is far more efficiently recovered in India than what has been reported in literature until now. The waste recovery takes place in multiple-stages and the final waste that reaches the municipal corporation mostly comprises of biodegradable waste, inerts and highly non-recyclable waste. Households, itinerant waste merchants and garbage collectors in India jointly recover 1.2–2.4 million tonnes of newspapers, 2.4–4.3 million tonnes of cardboard and mixed paper, 6.5–8.5 million tonnes of plastic, more than1.3 million tonnes of glass, more than 2.6 million tonnes of metal waste and 4–6.2 million tonnes of other recyclable material per year. Overall, 30–60% of all paper and cardboard, 50–80% of all plastic and close to 100% of all glass bottles produced in India are recycled. [ABSTRACT FROM AUTHOR]

This paper examines the key socioeconomic and cultural-demographic factors that determine rural women's labour contributions in agriculture in India, both on family farms (either as cultivators or as family labour) and as agricultural wage labourer. Based on the analysis of primary data derived from a survey of 800 households from the two Indian states of Gujarat and West Bengal, it establishes that women's work in the farm sector cannot be homogenized. Women's work as additional hands in family farms differs from that as wage labourers which is casual in nature; their work also differs across different regions. In the commercialized, relatively more developed state of Gujarat, women's labour contributions are significantly different from West Bengal's less commercialized agrarian economy. This article simultaneously analyzes residential relocation, vehicle ownership changes, and travel demand changes while accommodating potential self-selection effects to unravel the causal impacts of built environment features on vehicle ownership and travel behavior. Earlier studies on residential mobility have not considered the causal link from objective built environment features to subjective built environment, and rarely control for attitudes and objective built environment features in the empirical analysis. Besides, the literature has not discussed how households perceive neighborhood in terms of children's/women's travel and how that changes by residential relocation and impact mobility decisions. The paper compares built environment impacts on mobility decisions in two adjacent areas in India, Hubli-Dharwad twin cities, that vary by socio-economic and land use contexts. The study notes that Dharwad residents acquired more personal vehicles than Hubli residents, while the proportion of households who relinquished their vehicles is high in Hubli. Post movement, Dharwad residents opted for areas with higher diversity and density than their counterparts in Hubli. In Hubli, households find that their current location does not help their children use active modes to schools, and women find jobs closer to home. The statistical analysis revealed that Hubli residents prefer locations with improved travel conveniences for women and children. With improvements in the children's travel friendliness, households of both cities decreased vehicle ownership, whereas household vehicle ownership of both cities increased with improvements in women's travel friendliness. In Dharwad, moving to residential areas characterized by high land-use diversity reduces commute travel, while an inverse association is noted in Hubli. The statistical analysis did not confirm self-selection effects due to travel attitudes. In Dharwad, the latent factor on women's travel friendliness featured in self-selection and shows an independent effect on vehicle ownership. This paper analyzes access to finance based on the usage of financial services by Indian households. Based on two rounds of nationally representative All India Debt and Investment Survey (AIDIS) for 2002 and 2012, we examine how access to credit is associated with a household's socioeconomic and demographic characteristics using Heckman's two-step approach procedure. Our results show that belonging to higher asset quintile groups has a statistically significant positive effect on the household's decision to take loans only from the formal sector in both rounds and significant negative effects on taking a loan only from the informal sector. Similarly, social and religious groups play a significant role in the decision of the household to take a loan. Households with more educated adults are more likely to take a loan. Households involved in regular wage-earning occupations in urban areas are more likely to take a loan from formal sources. Thus, the importance of policy placing greater emphasis on demand-side barriers rather than on improving the physical availability of formal financial services to promote financial inclusion in India. This paper investigates the factors affecting access to clean cooking fuel among rural Indian households during the COVID-19 outbreak, based on World Bank's rural impact survey, covering 2731 rural households. Our analysis shows a significant decline in access to clean fuel among rural households from 35% in 2018 i.e. before COVID-19 to 19.7% during the COVID-19 pandemic. This implies that in order to meet their cooking needs, many rural households have switched from conventional fuels, which have numerous health and environmental concerns. The association between states and socio-demographic profiles of rural households with access to sources of cooking fuel shows a significant difference. The analysis results further indicate that socio-demographic characteristics and asset holdings of the rural households are the key factors that determine access to clean cooking fuel during COVID-19. Among the socio-demographic variables, age, gender, family size, social category, and income level are estimated to be significant factors that affect the access to clean fuel for cooking. Similarly, ownership of assets such as exclusive kitchen room, refrigerator, pressure cooker, television, and furniture are significant factors affecting access to clean cooking fuel among Indian rural households. This short communication piece questions whether unaffordability really matters for families to reject improved fuels. It presents the case of an Indian village where nearly every house has successfully introduced a TV, but only one house adopted LPG for cooking. Considering that the former is more expensive than the latter and whilst both are relatively new and energy-related technologies, the paper asks how and why people decided to adopt one extensively but not the other. Methodologically, the study employs a mixed method approach, collecting both quantitative and qualitative data. The findings suggest that the lack of sufficient income has little influence on people to adopt or reject improved fuels. The paper argues that it may not give us a clear picture if we research why people choose or reject one fuel over another. This paper demonstrates that to understand a household's fuel choice decision, it is essential to understand the broader decision-making context within which families operate and make all decisions. Summary There has been a major expansion of social security programs in India during the last 15 years or so, along with wider recognition of economic and social rights. This paper discusses five programs that can be seen as partial foundations of a possible social security system for India: school meals, child care services, employment guarantee, food subsidies, and social security pensions. The record of these programs varies a great deal between Indian states, but there is growing evidence that they make an important contribution to human well-being, and also that the achievements of the leading states are gradually spreading to other states as well. Much scope remains for extending these efforts: despite the recent expansion, India’s social security system is still very limited in international perspective. The paper also discusses some general issues of social policy in India, such as the arguments for universalization versus targeting and the value of a rights approach to social security. In the context of people's protests against land acquisition for mining in the Indian state of Odisha, the present paper attempts to identify the underlying household level factors. The paper uses primary data collected from the Talcher coalfield region of the state and estimates limited dependent variable models. It is found that the households belonging to the scheduled tribe category or having larger per capita income or with greater access to basic amenities are more inclined to give up their land for mining. However, such inclination is lower when they have more land or better education or are concerned about deforestation and pollution. As regards the amount, the paper finds that households with higher per capita income or larger per capita asset base or greater access to basic amenities desire to give up more land. Due to the recent rise in economic development the family sizes in developing countries have become small. This phenomenon demands several policy considerations. Is India ready for it? In this perspective, the paper investigates the impact of a higher level of economic development on average household size in India from 1991 to 2011. Variables such as a higher level of education, health outcomes, the extent of inequality, and urbanization have a negative effect on the average household size. The lower level of poverty is associated with lower level family size in the long run, whereas, infrastructure has a mixed effect. Results show that different religious and social groups have an effect on the family size in India. The results are consistent in state and household level analysis and conclude that a higher level of economic development reduces the family size. Smaller family size faces several problems such as child-rearing, higher divorce rates due to marital conflicts, degradation of children's mental health, land and property disputes, and a low transfer of financial support from children to elderly parents. Therefore, not only the government needs to take cognizance and solve these problems, but also needs to find an appropriate balance between work and family, which is missing currently. • We provide a typology of communities based on their access to common-pool resources. • The influence of capitals and climatic shocks on livelihoods is spatially variable. • The type of community modifies livelihood opportunities and coping strategies. • Climatic shocks drive precarious livelihoods, except in best-connected communities. Spatial factors, such as environmental conditions, distance to natural resources and access to services can influence the impacts of climate change on rural household livelihood activities. But neither the determinants of precarious livelihoods nor their spatial context has been well understood. This paper investigates the drivers of livelihood precariousness using a place-based approach. We identify five community types in rural regions of the Mahanadi Delta, India; exurban, agro-industrial, rainfed agriculture, irrigated agriculture and resource periphery by clustering three types of community capitals (natural, social and physical). Based on this typology, we characterise the associations between precarious livelihood activities (unemployment or engagement in agricultural labour) with agricultural shocks and household capitals. Results demonstrate that, the type of community influences the impact of agricultural shocks on livelihoods as four of the five community types had increased likelihoods of precarious livelihoods being pursued when agricultural shocks increased. Our research demonstrates that the bundle of locally available community capitals influences households' coping strategies and livelihood opportunities. For example, higher levels of physical capital were associated with a lower likelihood of precarious livelihoods in agro-industrial communities but had no significant impact in the other four. Results also indicate that agricultural shocks drive livelihood precariousness (odds ratios between 1.03 and 1.07) for all but the best-connected communities, while access to household capitals tends to reduce it. Our results suggest that poverty alleviation programmes should include community typologies in their approach to provide place-specific interventions that would strengthen context-specific household capitals, thus reducing livelihood precariousness. Highlights • I examine whether households' consumption is influenced by that of their peers using Indian data. • I employ an instrumental variables/fixed effects approach. • I find robust evidence of peer effects in consumption. • Thus policies that influence household consumption are likely to have social spillovers. Abstract This paper examines peer effects in consumption in context of a less developed country. Specifically, the question that I seek to answer is whether consumption expenditure of a household is influenced by that of its peers in a less developed country. To examine this question, I use newly available household level data from India. I define a household's peer group as other households living in its village/neighborhood. In assessing the influences of peers in this context, there are two key empirical challenges including shared group-level unobservables, and simultaneity of peer influences. I address these issues by using an instrumental variables/fixed effects approach that compares households in the same district but different villages/neighborhoods who are thus exposed to different sets of peers. In particular, I use plausibly exogenous variation in idiosyncratic expenditure shocks – which are accidental and negative in nature – faced by peers as instruments for peers' consumption expenditure. Preferred specification suggests that a one standard deviation increase in average consumption expenditure of a household's peers causes the household's own consumption expenditure to increase by 0.42 standard deviations. Falsification tests and robustness checks support the validity of my results. My findings suggest that policies that influence a household's consumption will also affect the consumption of the household's peers through social interactions. This implies traditional analyses of consumption intervention programs that do not take into account such spillover effects will understate the total social impact of the programs, and hence lead to inaccurate evaluation of cost-effectiveness of such programs. Using a large, national, farm-level dataset from India and a multinomial endogenous switching regression model, results reveal that Indian dairy farmers' integration with the modern dairy value chain has a positive and significant impact on their food security (measured by net returns and household consumption expenditures). This paper conducts a discrete choice experiment among 167 households in the Delhi region in India, to study the acceptability of demand response (DR) programs among upper-income households. Attributes include rate types, rate bands, reductions in power outages, and expected monthly savings. Results indicate a preference for time-of-use pricing over real-time pricing, and a preference for three rate slabs per day over two. Respondents prioritize reductions in power outages and minimizing potential expenses, reflecting the financial sensitivity and energy poverty relative to other countries. Respondents' ages and incomes further affect the value that they attach to reductions in power outages. The paper proposes various structures of DR programs that could achieve high predicted enrollment and concludes by estimating the potential benefits of implementing such programs. Overall, the analysis indicates that a DR program could be feasible in a developing country context, particularly if it is designed keeping in mind local socio-economic considerations. Summary Risks due to the occurrence of climatic aberrations pose an impediment to the economic growth of the households in vulnerable regions. The frequency of these events is projected to increase in the foreseeable future, with developing countries being the worst sufferers. Dealing with this appears to be an additional burden on the resources of such countries, a large part of which is already devoted to providing better living standards for its inhabitants. Does this imply that developmental interventions should be discontinued? Is there a link between these programs and adaptation to environmental shocks? In an effort to answer such questions, the paper examines the impact of the developmental schemes on the livelihood of the households in Western Odisha, India and investigates whether they augment post disaster coping and adaptation as well. The results indicate that overall the programs have made an impact concerning their intended goals but the diffusion of benefits across beneficiary groups is heterogeneous. Additionally, the programs have contributed in post disaster coping, but only in the regions where either they performed well or their penetration was extensive. Activities promoting livelihood diversification, food security, and poverty reduction also tacitly facilitate improvements in the resilience of the individuals and communities thereby enhancing their capacity to deal with climatic risks. Policy implication advocates the continuation of developmental interventions. Since its inception, the Pradhan Mantri Ujjwala Yojana (PMUY) of the Government of India has provided subsidized liquefied petroleum gas (LPG) connections to many poor households for enhancing use of LPG as a cooking fuel. However, along with such large LPG connections, it is also necessary to understand how the beneficiaries have adopted the same. This paper examines beneficiary households' response to the PMUY in respect of actual use of LPG and identifies the underlying factors in rural areas of the Indian state of Odisha. Using descriptive statistics and estimating limited dependent variable models the paper finds significant positive impact of household heads' education and amount of subsidy on actual use of LPG, whereas general category households have lower adoption of the same. Further, greater availability of kerosene also limits adoption of LPG. Importantly, household income does not influence adoption of this cleaner fuel. The findings of the paper, therefore, have significant implications for fine tuning of policies and institutions towards cleaner energy transition in rural India, particularly in respect of enhancing relative price and awareness about benefits of LPG and its delivery mechanisms. • Rice and wheat cultivating households gain from high global food prices. • Welfare gains mainly accrued to net producers. • In-kind food transfers insulated food consumption. • High rice and wheat prices led to greater workdays on own farm. This paper studies the impact of high global rice and wheat prices on household welfare in India. I use the 2007–08 surge in global food prices and household share of area under rice and wheat at the baseline to show that rice and wheat cultivating households gain from high prices. These welfare gains mainly accrue to net producers. I observe that net producer households were able to maintain their per capita spending and consumption of rice and wheat by decreasing consumption of market purchased rice and wheat and increasing consumption of government-subsidized rice and wheat. Net consumers, on the other hand, experienced a decline in the total per capita consumption of rice and wheat even though they substituted their market purchases with homegrown produce and subsidized grains. The role of in-kind food transfers in insulating households from high prices was evident for both net producers and consumers. The combined effect of substitution within food staples from different sources was that both net consumer and producer households could maintain their total calorie intakes and resist an increase in the total food expenditure. Finally, I find evidence that high rice and wheat prices induced working-age adult males in net producer households to increase total workdays and workdays on their own farm. [ABSTRACT FROM AUTHOR]

Despite decades of effort, widespread adoption and long-term use of improved cookstoves in developing countries remain hard to achieve. Conventional energy transition models emphasize households' socio-economic improvement as the most important driver of energy transition. However, previous work has shown households' continued use of old cookstoves or fuels even when adopting new technologies. Through a case study in India, this paper highlights the socio-political processes of the permanent removal of the traditional chulha cookstove. Newly available liquefied petroleum gas stoves and improved biomass stoves, thought to be substitutes for chulha, lead to different adoption pathways for lower and higher caste households. Lower caste households seem to remove chulha more readily because of sensitivity to chulha's heavy smoke that pollutes their utensils, kitchen, and clothes. We posit that by adopting cleaner stoves and removing traditional ones, the marginalized can disassociate themselves from practices that perpetuate their social stigma. [ABSTRACT FROM AUTHOR]

Summary There are several studies on risk and insurance in village economies in the developing world. However, there is a lack of evidence for recent decades in spite of profound changes including structural transformation and widespread market liberalization in most regions. In this paper, I use primary panel data from five rainfed villages in a high-risk region of India and find evidence of considerable exposure as well as vulnerability to idiosyncratic and covariate risks. Further, there is significant wealth differentiated heterogeneity in vulnerability. The findings help identify the scope of public policy in improving risk management in rainfed agriculture. • Borrowing responsibilities within the household are studied using survey data about 500 households in rural Tamil Nadu. • Women borrow far more than men relatively to their incomes, but mostly for social reproduction purposes – and to repay debts. • The poorer their household, the stronger women's borrowing responsibilities. • Dalit women tend to contract larger shares of household debt than their female counterparts. • These results highlight the gendered earmarking of debt and credit, long emphasized by socio-anthropology and history. The champions of financial inclusion regret women's lack of access to credit, while critics of financialization, by contrast, claim that women have become overly indebted. But little is actually known about women's debt/credit in quantitative terms, mostly due to a lack of data. This descriptive paper uses first-hand survey data from southern India disaggregated by sex in order to analyze the gender of debt and its interplay with caste and poverty, based on descriptive statistics and econometric results. We show that women are heavily indebted, first and foremost to informal sources, alongside microcredit. While men are much higher earners, they borrow much less in relative terms. Furthermore, women prominently – and markedly more so than men – borrow in order to make ends meet; productive investment largely remains a male practice. Lastly, women of the poorest and lowest-caste households have the heaviest borrowing responsibilities, managing the highest proportions of household debt. On a theoretical level, these results highlight the gendered earmarking of debt and credit: male and female debts/credits do not have the same meanings and uses. They also confirm the gendered dimension of behavior, in as much as women's behavior is constrained by family affiliation, poverty level and caste, all of which affects men much less. Last, in terms of policy implications, these results put into question the specific targeting of women by microcredit policies, likely to strengthen the association between debt and poverty for women, and in particular to exacerbate female responsibilities for managing scarcity. This paper investigates the geographical scale of residential mobility and its impacts on household vehicle ownership and commute mode choice decisions in Hubli-Dharwad twin cities. We have identified three geographic scales of residential mobility – within wards, between wards, and between cities. The descriptive and statistical analyses reveal that households that moved between cities and those moved between wards added more cars post-relocation. Further, households that moved within wards exhibited a higher likelihood of adding the first motorized two-wheeler and increasing their two-wheeler fleet to two. Notably, families that moved within or between wards are observed to increase their two-wheeler fleet from holding two vehicles at their previous home location. Households that moved between cities switched to public transit from private mode use at the previous residential location. The residential mobility model suggests that household heads holding a postgraduate degree and above are more likely to relocate between the cities and less likely to relocate between wards. Households that moved between wards are more likely to switch to motorized two-wheelers for work travel than the households that moved within cities, as implied by the mode choice model. Between-cities movements encourage vehicle relinquishment, as suggested by the statistical model. The study also shows that an increase in land use mix diversity of residential wards decreases households' tendency to procure additional vehicles and encourages personal vehicles' relinquishment. • Wealthier parents have higher involvement levels in activities at home and school. • A wealth gradient exists for all five parental involvement activities examined. • Wealth could be used to target support to parents to increase involvement. Existing research recognises that while parents often aspire to be involved in their children's education, some face barriers that prevent this. Studies situated in the Global North recognise economic constraints as a barrier, presenting a steep gradient whereby the richer households are, the higher their parental involvement levels. This paper analyses the influence of household wealth on parental involvement in low-achieving children's education in a resource-constrained area in rural Uttar Pradesh, India. Based on regression models from a sample of 13,558 households, we corroborate evidence from wealthier contexts: wealthier parents are consistently more likely to be involved in low-achieving children's learning. As India's population has been ageing due to declines in fertility and mortality rates, more policy emphasis has been placed on reducing poverty among the elderly. The present study aims to examine the effect of Indira Gandhi National Old Age Pension Scheme (IGNOAPS) on household welfare indicators, such as consumption expenditure, income, assets, and poverty. Using the household longitudinal data based on the India Human Development Survey in 2004–5 and 2011–12, we have applied the Propensity Score Matching to build a counterfactual group and have used the propensity-score weighted fixed effects model to eliminate time-invariant unobservable household characteristics. The results show that the IGNOAPS participation increased consumption expenditure, food and non-food expenditure and assets, while reducing the household labour supply. The sub-sample estimations show that these effects are observed only when recipients are women. However, the results of Difference-in-Difference model imply that the poverty-reducing effect deteriorated in 2011–12 after the government made several changes to programme specifications in 2007. • The impact of rainfall shocks on school enrollment has changed in the past 30 years. • By 2007, positive rainfall shocks lead to a decrease in school enrollment. • School enrollment rises after a negative rainfall shock. • These effects are more pronounced for girls and older children. Despite long-standing international agreements like the Millennium Development Goals, 264 million children in developing countries are not enrolled in school, and children in rural areas remain twice as likely to be out of school as children in urban areas. One potential explanation for this pattern is that children's education in rural areas is vulnerable to weather shocks, but there is no consensus about whether rainfall shocks help or harm school enrollment in the existing literature. This paper explores whether changes in the relationship between rainfall shocks and schooling outcomes over time can explain the different results in the literature by using household survey data from India across three decades. My study finds that adverse rainfall shocks have an increasingly stronger positive impact on school enrollment over time, whereas enrollment is increasingly falling after positive rainfall shocks. This effect is stronger for girls than for boys, more pronounced for older children, and is consistent with an increase in the importance of opportunity costs of a child's time in more recent years. Children may have to drop out of school when employment opportunities are more readily available after a positive rainfall shock, but are able to go to school when jobs are scarce. These results offer a potential explanation for the different results in the literature, where studies on countries with higher economic development tend to find results consistent with an opportunity cost story, whereas this is not the case for studies on countries with a lower level of development. The results suggest that policymakers need to pay close attention to the obstacles faced by girls and older children to make access to education universal, and should develop policy tools that incentivize households to send their children to school even when employment opportunities are readily available.
