Based on DEA model, this paper analyzes the data of the financial input and scientific and technological output of 20 provinces, autonomous regions and municipalities divided by coastal and non-coastal regions from 2006 to 2013 in China, measuring technical efficiency, scale efficiency and pure technical efficiency of financial support for scientific and technological innovation. The conclusion shows that the efficiency which finance supports the scientific and technological innovation presents the increasing trend but inefficiency; this increasing trend mainly depends on the eastern coastal regions, and the inefficiency of the middle non-coastal region is obvious. From the dynamic changes in the efficiency of financial support for science and technology innovation, the number of optimal efficiency has shown the trend of increasing first and then decreasing, and the integration of financial resources and technological innovation may be redundant. Zheng, Y., 2015. The static and dynamic evaluation on ocean environment performance for Chinese coastal cities. It is necessary to control pollution of the marine environment while improving coastal economy for sustainable developing. But it is difficult to evaluate ocean's changing because of its openness. So the ocean environment performance was proposed in this paper. Combined with data envelopment analysis and product efficiency theory, the static and dynamic methods for measuring the performance were first constructed. In order to analyze the actual situation of Chinese coastal cities and verify the effectiveness of the two methods, the static and dynamic ocean environment performance for Chinese 16 coastal cities were evaluated with these methods. By comparing the actual pollution in the sea area near these cities, the calculated results showed the index and the models designed in this paper can better reflect the effect of the economy to the coastal marine environment. Existing studies on novel urban drainage systems for diffuse pollution control caused by combined sewer overflow and first flush runoff from separated sewer system generally focused on pollution control performances, of which environmental impacts from their life cycle failed to be comprehensively addressed. In this paper, life cycle environmental impacts of three novel urban drainage systems, namely, the combined system with CSO interception and treatment (P1), separate system with first flush interception (P2), and LID-equipped separate system (P3) were assessed. After analysing inventory based on resource and energy consumption, as well as pollutants emission, life cycle environmental impacts were evaluated via SimaPro 8.0 software and CML-IA baseline method associated with China LCI and Ecoinvent 3.0 databases, followed by contribution and sensitivity analysis for interpretation. The results indicated that: (1) The LID-equipped separate system was moderately the best drainage system for diffuse pollution control. (2) For wastewater collection and conveyance subsystems (S1), its operation in the combined system with CSO interception and treatment and its construction in LID-equipped separate system caused large environmental burden.
