With the profound integration of digital technology and traditional agriculture, the whole industry chain of rural e-commerce, as an advanced system, is reshaping the production, sales, and management models of agriculture and is emerging as a new catalyst for the advancement of digital agriculture through significant innovation. This paper focuses on the digital empowerment attributes and strategic attributes of the whole industrial chain of rural e-commerce, and evolutionary game models under market mechanisms and regulations are constructed. It examines the influence of various elements, such as the digital technology empowerment coefficient, on collaborative innovation within the whole industry chain of rural e-commerce. Using case simulations, this paper discusses the role of government regulation and intervention when market mechanisms are inadequate. The study reveals that factors such as the digital technology empowerment coefficient, technology absorptive capacity, and the amount of technology and information stored in collaborative innovation positively influence the whole industry chain. Potential risk losses and free-rider gains have negative effects on the evolution of the system toward collaborative innovation. When market mechanisms are inadequate, a combination of operational cost subsidies and incentive measures can yield more effective policy synergy, with the incentive impact of cost subsidies being particularly notable. The strategic application of enterprise-liquidated damage and government penalties will aid in regulating and directing corporate behavior. The findings of this research not only offer a new microlevel explanation for understanding the decision-making mechanism behind collaborative innovation in the whole industrial chain of rural e-commerce but also serve as a reference for government policy formulation to ensure the stability of the whole rural e-commerce industry chain. The recovery of the global economy in the aftermath of COVID-19 faces enormous challenges. Ensuring stable income growth of the population has become an important means for developing countries to ensure sustained economic development. Raising the overall income of the population is a public initiative that benefits all citizens; therefore, governments of developing countries should promote the implementation of relevant public policies and the provision of public goods to ensure that existing economic instruments can benefit the entire population. In this regard, public space, as a typical form of public good, may play an important role in promoting the benefits of existing economic policies for all residents. This paper examines how residents' use of public space contributes to their income growth through social capital. Hypotheses are tested based on an econometric analysis of 1565 questionnaires received from Chinese workers. The results show that residents' use of public space can indeed be an important way to increase their income, which is realized through the enhancement of social capital. The research presented in this paper provides a new influence variable of public space to improve residents' income. Further, it improves people's understanding of the three classical concepts—public space, social capital, and income—by establishing the logical connection and theoretical explanation of physical space, emotional space, and value space in human society. Although the topic of corruption in South Asia has attracted a great deal of attention, extant research on individual-level factors is sparse. With this background, this paper examines the effect of selected individual-level determinants on South Asian people's justifiability of corruption. For analysis, the paper uses the World Value Survey (WVS) dataset and carries out its own survey as well. Using multinomial logistic regression (MLR) and binomial logistic regression (BLR) as a robustness check, this paper identifies that variables of age, education, religiosity, and individualism/collectivism have significant effects on respondents' corruption justifiability in South Asia. In addition, the paper performs additional analyses independently using two surveys utilized in the main analysis as a single dataset to report the main differences between them. This paper challenges the simplified binary division of suppliers of goods and services into market or state categories and identifies the continued relevance of household, community, and third-sector provision in rural areas. We explain the emergence, survival, and development of place-based and collaborative action using a three-fold typology, reflecting differences in the motivations and rationales for providing goods and services in these ways. In a place-based context, some communities have acted collectively using collaborative agency. Many observers of rural community development have suggested that place-based communitarian action may be unable to break free from class-based controls, but this is contested by some compelling examples. Where supported by effective public policy, place-based communitarianism can offer an alternative mode of provision for a wide range of services. Using Scotland as an example, this paper explores the dynamics of interactions between community and policy actors in land acquisition and management, renewable energy, and social care. Our research outcomes underscore the frequency of paper publications across diverse regions, with particular emphasis on the predominant scientific output from the US and China. Additionally, trends in academic citations are identified, indicative of the significant impact of papers on academic research and the formulation of public policies. This paper describes and defends the counter-hegemonic methods applied to the investigation of a high-profile national policy for Early Education and Care (ECCE) in Ireland. The policy, the Access and Inclusion Model (AIM) seeks to ensure the full inclusion and meaningful participation of children with disabilities in mainstream, state funded ECCE. It makes a significant contribution to data and debate on how research about inclusion can become inclusion in the context of policy evaluation. The design of the policy evaluation included surveys, in depth interviews and qualitative case studies of pre-schools and children supported by AIM which were deliberately designed to be counter-hegemonic through the recruitment of practitioners as co-researchers (as expert representatives within a feminised workforce), and the use of a participative method of elicitation that sough the perspectives and lived experiences of inclusion among fourteen children supported by AIM. This method was multi-modal mapping. With a focus on these counter-hegemonic elements, the paper poses questions about how the approach was counterhegemonic in terms of its theoretical underpinning, practical approach, and outcomes. Thematic analysis of the data collected by practitioner researchers for the child case studies showed that the approach did achieve counter-hegemony through the achievement of redistribution, representation, and recognition in both the enactment of the research, and in the reporting of children's lived experience in the study as a whole. However, the extent of counter-hegemony achieved was limited when practitioner researchers were unable to deploy the multi-modal mapping method because of limited time, or because the child was not a speaker of English or was as yet, non-speaking. In a context where policy makers have a preference for positivist and rationalist approaches to evaluating the impact of policies, we assert that research about policies for inclusion, should be enacted as inclusion and social justice through the deliberate deployment of participatory and counter-hegemonic methods. We also assert that multi-modal mapping holds particular promise for researching the lived experience of inclusion and participation from the perspective of children and argue that more work needs to be done on developing these methods so that they are effective with all children, including those who are non-speaking. This paper describes the first results of the application of an innovative methodology for the development of a walkability overall index for urban street infrastructure, aimed at the application of urban design techniques to improve the urban form and its use by pedestrians. The general objective of the research is to identify the performance of the current city walkable network, to structure public policies and strategies consistent with it aimed at rebalancing settlements and infrastructure, and above all at the development of active mobility. The methodology defined integrates three approaches on walkability analysis: geometric–morphological, proximity, and sociality. In this paper, the analysis process related to the geometric–morphological component and partly to that of proximity will be described. It will be applied to the case study of the city of L'Aquila (Italy), a city undergoing reconstruction after the 2009 earthquake. From the first results of the application of the methodology to the case study, it emerges that the urban area analyzed is not capable of hosting walkable infrastructures unless urban design interventions are aimed at structuring an efficient network of pedestrian paths. In the future development of the study, it is expected to conclude the analysis of the proximity and social components, the other two groups of analysis considerations for walkability, which will complete the experimentation of the general methodology. The main objective of this paper is to critically reflect on the right to accessibility of persons with disabilities in India, with special focus on the context of public streets and environments. The paper draws on work carried out during the India-related part of the Inclusive Public Space Project, as well as judicial pronouncements, and the norms evolved by India as a party to the United Nations Convention on the Rights of Persons with Disabilities. In this paper, we briefly set out competing conceptions of accessibility and evaluate its constitutional and statutory manifestations. Further, the measures undertaken by the government in the form of policies, guidelines and campaigns to ensure accessibility in the Indian socio-political infrastructure are also assessed. The same is followed by the analysis of significant judicial precedents of the Supreme Court and High Courts on different aspects of the right to accessibility, to demonstrate how the courts have spearheaded various structural enhancements in the accessibility regime in India. Can government environmental policy harmonize environmental protection with economic output? We explore this issue from the perspective of forestry eco-efficiency, using China's National Ecological Civilization Pilot Zone Policy (NECP), an environmental policy promulgated by the government of China, as the subject of this study. The study introduces forestry eco-efficiency as an indicator to assess the balance between economic development in the forestry sector and environmental conservation. The indicator, grounded in sustainable development theory, employs a super-efficiency SBM model that includes undesirable outputs to evaluate efficiency. Additionally, we empirically analyze the impact of NECP on forestry eco-efficiency by using the difference-in-difference (DID) model with provincial panel data from 2011 to 2020. Ultimately, we analyze the effects of spatial spillover by employing the spatial Durbin model (SDM). Our study yields the following conclusions. (1) In this paper, through hotspot clustering analysis, forestry eco-efficiency in each province is categorized into three categories: effective, semi-effective and ineffective. Our findings suggest that China's average forestry eco-efficiency falls into the ineffective category, highlighting the need to optimize resource allocation within the sector. (2) NECP significantly enhances forestry eco-efficiency, with robust findings across various stability tests. Thus, implementing government environmental policies can have a multiplier effect on forestry, i.e., it can synergize its economic development with environmental protection. (3) In provinces with a strong ecological foundation, the NECP significantly enhances forestry eco-efficiency. However, in other provinces, the improvement is only moderate. Furthermore, while the NECP has a substantial positive impact in the eastern region, it has yet to show a discernible effect in other regions. Industrial land is essential for supply-side structural reforms, particularly in the Chengdu–Chongqing area, Western China's most densely populated and industrially robust region. This area, a pivotal hub linking Southwest China with South Asia and Southeast Asia, is critical for the national strategic layout and regional economic restructuring. Despite its substantial industrial foundation as an old industrial base, internal developmental stagnation has led to an irrational industrial land use structure. This paper analyzed land transaction data from the China Land Market Network (2010–2021) using methods such as kernel density estimation, the standard deviation ellipse method, and Global Moran's I index. The analysis focuses on the spatiotemporal evolution of industrial land marketization and its driving factors in 44 cities within the Chengdu–Chongqing economic circle. The findings aim to enhance the strategic implementation of national policies and regional economic optimization, suggesting intensified development efforts in key cities and promoting integrated growth in potential areas like Suining and Ziyang to foster a conducive environment for high-quality regional development. In The Netherlands, women who experience domestic violence can rely on public policies that aim to support them, such as shelters. Drawing on the lived experiences, through 10 interviews and observations, of women with different cultural backgrounds and nationalities staying in a shelter, and on 37 interviews with social workers working with these women, we observed that this support falls short for them. We argue that immigration rules, together with policies on domestic violence and housing, (unintentionally) often work in tandem with violent partners to prevent women with migration backgrounds from leaving violent relationships. The paper draws on a perspective of institutional considerations of solidarity to unpack the relations between domestic violence, cultural constraints, and public policies but looks also at the positive experiences of women of migrant backgrounds with these Dutch policies. This research indicates that there is a lack of institutional solidarity towards women, especially those arriving as marriage migrants, who have experienced domestic violence. In exploring the intersections of domestic violence and often exclusionary state policies, the paper reflects on how The Netherlands can provide more support to those women and how intersectional justice and solidarity might be expressed. Stance information has a significant influence on market strategy, government policy, and public opinion. Users differ not only in their polarity but also in the degree to which they take a stand. The traditional classification of stances is quite simple and cannot fully depict the diversity of stances. At the same time, traditional approaches ignore user sentiment features when expressing their stances. As a result, this paper develops a multi-stance detection model by fusing sentiment features. First, a five-category stance indicator system is built based on the LDA model, then sentiment features are extracted from the reviews using the sentiment lexicon, and finally, stance detection is implemented using a hybrid neural network model. In this paper, we develop a two-level supply chain model with low carbon emissions for defective deteriorating items under learning in fuzzy environment by using the double inspection process. Carbon emissions are a major issue for the environment and human life when they come from many sources like different kinds of factories, firms, and industries. The burning of diesel and petrol during the supply of items through transportation is also responsible for carbon emissions. When any company, firm, or industry supplies their items through a supply chain by using of transportation in the regular mode, then a lot of carbon units are emitted from the burning of petrol and diesel, etc., which affects the supply chain. Carbon emissions can be controlled by using different kinds of policies issued by the government of a country, and lots of companies have implemented these policies to control carbon emissions. When a seller delivers a demanded lot size to the buyer, as per demand, and the lot size has some defective items, as per consideration, the demand rate is uncertain in nature. The buyer inspects the received whole lot and divides it into two categories of defective and no defective deteriorating items, as well as immediately selling at different price. The fuzzy concept nullifies the uncertain nature of the demand rate. This paper covers two models, assuming two conditions of quality screening under learning in fuzzy environment: (i) the buyer shows the quality screening and (ii) the quality inspection becomes the seller's responsibility. The carbon footprint from the transporting and warehousing the deteriorating items is also assumed. The aim of this study is to minimize the whole inventory cost for supply chains with respect to lot size and the number of orders per production cycle. Jointly optimizing the delivery lot size and number of orders per production cycle will minimize the whole fuzzy inventory cost for the supply chain and also reduce the carbon emissions. We take two numerical approaches with authentic data (from the literature reviews) for the justification of the proposed model 1 and model 2. Sensitivity observations, managerial insights, applications of these proposed models, and future scope are also included in this paper, which is more beneficial for firms, the industrial sector, and especially for online markets. The impact of the most effective parameters, like learning effect, fuzzy parameter, carbon emissions parameter, and inventory cost are shown in this study and had a positive effect on the total inventory cost for the supply chain. The value of systems thinking in public policy is increasingly recognised. However, the extent of its use in decision- and policy-making within the government and civil service remains unclear. This review aims to investigate the state of systems thinking application in public policy. We conducted a systematic search to identify papers published up to June 2022 from various scientific databases. We also searched the grey literature. Publications eligible for inclusion were those that used or discussed systems thinking concepts and tools relating to policy-making. We included 73 papers falling into five categories: case studies, commentary pieces, user perspectives, reviews, and methodological frameworks. Our analysis highlighted the benefits and values of systems thinking that were observed and reflected by researchers and perceived by users in policy-making. It also revealed several challenges of systems thinking implementation in public policy and mapped out recommendations to address each of these challenges. Decision-makers in public policy are yet to utilise the full benefit of systems thinking. Advancing its implementation and sustaining its use in practice requires (i) exploring how to shift decision-makers' mental models and modify the organisational cultures under which decisions are made and (ii) developing methodological and practical guidance for application and evaluation specific to policy-making. Malaysia's energy intensity (GWh/GDP) shows an increasing trend since the 1990s, leading to the government's efforts to promote energy efficiency via policies such as the National Energy Efficiency Action Plan (NEEAP), which includes the Energy Performance Contracting (EPC) initiative. This paper reviews recent publications in industrial Combined Heat and Power (CHP) with a focus on international case studies relevant to Malaysian industries that use industrial steam and highlights trends within the research area. It also provides the basis for more case studies to be performed in the Malaysian industry to improve energy efficiency while also supporting further academic research in the area. Additionally, the paper documents the importance of data collection and analysis as well as demand forecasting, not only for a better understanding of industrial energy systems but also to increase profitability since system loads may vary throughout a typical year. A multi-criteria and comprehensive approach is recommended in future case studies to ensure energy efficiency, economic returns and environmental impact are considered to ensure long-term sustainability. Public capital plays a key role in national economic production in developing countries, and it has become the focus of factor reform in China. This paper aims at studying the dynamic characteristics of China's public capital and the return rate. To this end, this paper inventories the public capital stock from 1978 to 2017; constructs a two-sector model to derive the necessary condition for optimal investment related to the return rate, and empirically tests it; estimates the output shares of the two sectors and calculates the rate of return to capital; and illustrates the dynamic evolution of public capital and the return rate from the time and regional dimensions. The study shows that, first, public capital has grown significantly. The portion of public capital held in the form of state-holding is increasing year by year. However, the proportion of public capital to total capital has decreased from 81% to 35%. Second, the growth of public capital has effectively balanced the gap of capital between regions. Third, the rate of return to capital has been decreasing, with two sectors' return rates having converged in 1981 and in 2010–2013. This paper measures the stock of public capital and its return rate, which is beneficial for formulating the policy of public capital in economic production and distribution, as well as exploring the path to achieving common prosperity. Realizing the building of urban resilience and improving urban resilience has become important contents of urban development. In view of this phenomenon, relying on the framework of trio spaces, which includes physical space, societal space, and cyberspace, the evaluation index system of urban resilience is established. The evaluation model of urban resilience is constructed by using CRITIC-entropy weight and the cloud evaluation method. Four sub-provincial cities in Northeast China, Harbin, Changchun, Shenyang, and Dalian, are selected as the analysis objects, and the resilience of each city is comprehensively evaluated and spatially evaluated. From the urban resilience comprehensive evaluation, this paper found the cities with the highest resilience levels in 2014, from 2015 to 2018, and from 2019 to 2020 are Dalian, Changchun, and Shenyang, respectively. The city with the lowest resilience level is Harbin. Although there are differences in resilience evaluation values of four cities, the resilience levels of these cities are all "qualified". From the urban resilience sub-space evaluation, this paper explored the shortcomings of the resilience of physical space, societal space, and cyberspace of each city through the comparison. Then, some suggestions about highlighting the enhancement of cyberspace resilience, emphasizing resilience-building balance, conducting resilience evaluation, and monitoring regularly, and local government policy support are proposed to help to promote urban resilience from the concept of trio spaces. Madagascar's vast oceanic space hosts distant-water fishing (DWF) fleets from Taiwan, Japan, South Korea, Spain, France and others since the 1960s, making DWF a substantial component of the blue economy. Considering this extensive experience of managing DWF activities for more than 60 years, this paper explores the existing policy frameworks and challenges regarding managing DWF. The results show while it is well equipped legally, the country is struggling to implement its national policies and laws while continuing to adopt new management frameworks. This is due to a limited coherence on long-term policy making and policy implementation, resulting in a mismatch between the two, and a paradoxical vision that promotes DWF without the means to monitor fishing activities and their impacts. The existing institutional settings and governance frameworks make change possible in Madagascar's approach to DWF. To improve the management of DWF, this paper outlines four pathways. These include (i) a greater attention on the implementation, harmonisation and evaluation of existing policies and projects; (ii) continuing efforts on transparency for DWF operations and contract negotiations; (iii) realigning aspirations and policies with local needs; and (iv) taking better advantage of measures adopted at the regional Indian Ocean level to improve national management of DWF. An efficient implementation of an improved policy and legal framework could contribute to strengthening the governance of DWF activities toward sustaining national benefits while preserving coastal livelihoods. Sustainable smart cities (SSCs) target decarbonisation by optimising energy consumption through the emerging capabilities of technology. Nevertheless, the energy consumption behaviour of end users has the potential to compromise the effectiveness of technological interventions, reflecting the importance of active social engagement in realising decarbonisation goals. Although extensive research exists on energy consumption behaviour, little is known about how technology engagement affects it, the nature of these technologies, and their role in SSC. The paper aims to identify, categorise, and investigate the smart technologies that impact household energy consumption behaviours and their integration into the larger SSC system. Following a systematic review of 60 articles from the Scopus database (2013–2023), the study found 45 smart technologies cited, with 49% affecting efficiency behaviour and 51% affecting curtailment behaviour. While these technologies inform the city administration level in the SSC framework, the role of end users remains unclear, suggesting a technocratic approach. The study proposes the Sustainable Smart City Network to facilitate a grassroots approach, identifying five key domains: government policies, smart technology adoption, smart technology engagement, smart city infrastructure, and urban sustainability. The study provides an original contribution to knowledge by unveiling the key technologies affecting energy consumption behaviour and outlining the pragmatic requirements for achieving decarbonisation through a grassroots approach. China's rural industrialization, which flourished in the 1980s, has suddenly declined since the mid-1990s. Based on the perspective of institutional change of rural collective construction land, this paper discusses the reasons behind the rise and fall of China's rural industrialization. Using the empirical tests of China's provincial panel data from 1987 to 1997, it is found that from the 1980s to the mid-1990s, the government relaxed the regulation of collective construction land and allowed its transfer, which was the institutional basis for the rapid rise of China's rural industrialization with township and village enterprises (TVEs) as the main form. Furthermore, this paper takes the government's policy of prohibiting the circulation of collective construction land from the mid-1990s as the breakthrough point, and uses the "Land Administration Law of China" promulgated in 1998 as a quasi-natural experiment to examine the causal relationship between restricting the circulation of collective construction land and the decline of TVEs. It is found that the restrictions on the circulation of collective construction land caused by the implementation of the law significantly hindered the development of TVEs. After the implementation of the Land Administration Law, in areas affected more by the law, the development scale of their TVEs shrunk even more. The analysis of this paper shows that deepening the reform of the system of property rights on agricultural land and ensuring farmers' rights of land circulation are important ways to revitalize the rural areas. Using panel data from 275 prefecture-level cities in China spanning from 2003 to 2019, this paper employs the multiperiod difference-in-differences method to empirically analyze the policy effect of land negotiation policy on local governments' hidden debt. The paper also investigates the influence mechanisms of land finance, budget soft constraints, fiscal decentralization and government competition. The empirical results reveal that: (1) Land negotiations promote the expansion of local governments' hidden debt, which is counterproductive to the sustainable development of government finances. (2) The impact of land negotiation policy on local government's hidden debt is transmitted via its effects on land finance. (3) The greater the degree of soft budget constraint and the degree of government competition, the less the expansion effect of land negotiations on the hidden debt of the government. The greater the degree of fiscal decentralization, the greater the expansion effect of land negotiations on the government's hidden debt. (4) Land negotiation promotes the expansion of hidden debt in eastern China and inhibits it in central China, with no significant effect observed in western China. (5) Cities with larger urban scale and higher economic development levels experience stronger effects from land negotiation policies. Therefore, it is imperative to deepen the land negotiation system further, develop policy indicators and feedback mechanisms tailored to local conditions, and introduce a multiparty supervision system to enhance implementation of the land negotiation system. Franchising occurred in Vietnam during the implementation of government policy for economic reform and openness in the mid-1990s. The Vietnam-specific franchise law was passed in January 2006 to create a stable growth in the franchise sector in Vietnam. The legal framework in Vietnam generally follows international legal frameworks. However, the legal framework of franchising businesses is still uncertain. This paper explores Vietnam's franchising law and displays a comparison to the legal framework of Thai franchising law and the Republic of Korea franchising law. The paper concludes that while Vietnam's franchising law generally conforms to international standards, some legal issues should be addressed for further development of the Vietnamese franchising sector. Managed Aquifer Recharge (MAR) and water banking are of increasing importance to water resources management. MAR can be used to buffer against drought and changing or variable climate, as well as provide water to meet demand growth, by making use of excess surface water supplies and recycled waters. Along with hydrologic and geologic considerations, economic and policy analyses are essential to a complete analysis of MAR and water banking opportunities. The papers included in this Special Issue fill a gap in the literature by revealing the range of economic and policy considerations relevant to the development and implementation of MAR programs. They illustrate novel techniques that can be used to select MAR locations and the importance and economic viability of MAR in semi-arid to arid environments. The studies explain how MAR can be utilized to meet municipal and agricultural water demands in water-scarce regions, as well as assist in the reuse of wastewater. Some papers demonstrate how stakeholder engagement, ranging from consideration of alternatives to monitoring, and multi-disciplinary analyses to support decision-making are of high value to development and implementation of MAR programs. The approaches discussed in this collection of papers, along with the complementary and necessary hydrologic and geologic analyses, provide important inputs to water resource managers. With the extensive development of remanufacturing, remanufacturing trade, as an essential part of it, has also attracted much attention from researchers. Quite a large number of studies related to remanufacturing trade, such as pricing, sales, competition, channel expansion and service strategy, have been published in various journals. This paper aims to focus on the research status on remanufacturing trade through bibliometric analysis that can provide the primary research trends and the future research hotspots by analyzing the progress, parties and themes of the research. In this paper, the review and analysis are conducted on over 121 articles from 2000 until July 2021 with the help of VOS viewer (Leiden University, Leiden, The Netherlands) and Citespace (Drexel University, Philadelphia, PA, USA). The results of the analysis of research progress and research parties suggest that: (a) more and more researchers have started to pay attention to consumers during modeling; (b) sustainable/green aspects are frequently taken into account as a factor, but the sustainable/green standards for remanufacturing trade need to be further developed; (c) studies on remanufacturing trade are more abundant in heavy industry countries. Additionally, the hotspots for future research are identified via the theme analysis, including: (1) with the issuing of various government policies, the impact of these policies on decisions related to remanufacturing trade has been studied gradually and is expected to become a hot topic in the future; (2) a large number of papers conduct research on the basis of the supply chain of remanufactured products; (3) research on the online distribution channel has already been carried out and is constantly deepening; (4) the digital technology is increasingly introduced to remanufacturing trade in recent years. This paper extends the Cournot duopoly model by allowing the government to impose firm-dependent specific taxes or subsidies while keeping the budget balanced. It considers two possible government goals: maximizing the social surplus and maximizing the consumer surplus. It shows that, with identical firms, the best government policy is not to intervene. In the case of cost asymmetry, social surplus and consumer surplus maximization goals require opposite strategies: to maximize the social surplus, the government should tax the high-cost firm driving the economy toward monopoly and increasing productive efficiency at the expense of lower production. In the case of consumer surplus maximization, the tax should be imposed on the low-cost firm reducing the gap between the firms' outputs. Greenflation or inflation for green energy transition in Europe becomes a structural problem of new scarcity and poverty, under Austrian Economics analysis. The current European public agenda on the Green Deal and its fiscal and monetary policies are closer to coercive central planning, against the markets, economic calculus, and Mises' theorem. In this paper, attention is paid to the green financial bubble and the European greenflation paradox: in order to achieve greater future social welfare, due to a looming climate risk, present wellbeing and wealth is being reduced, causing a real and ongoing risk of social impoverishment (to promote the SGD 13 on climate action, it is violated by SGD 1–3 on poverty and hunger and 7–12 on affordable energy, economic growth, sustainable communities, and production). According to the European Union data, the relations are explained between green transition and public policies (emissions, tax, debt, credit boom, etc.), GDP variations (real–nominal), and the increase of inflation and poverty. As many emissions are reduced, there is a decrease of GDP (once deflated) and GDP per capita, evidencing social deflation, which in turn means more widespread poverty and a reduction of the middle-class. Also, there is a risk of a green-bubble, as in the Great Recession of 2008 (but this time supported by the European Union) and possible stagflation (close to the 1970s). To analyze this problem generated by mainstream economics (econometric and normative interventionism), this research offers theoretical and methodological frameworks of mainline economics (positive explanations based on principles and empirical illustrations for complex social phenomena), especially the Austrian Economics and the New-Institutional Schools (Law and Economics, Public Choice, and Comparative Constitutional Economics). This protocol lays the groundwork for a community-centered investigation into the intersection between climate change and violence against women and girls. Providing a standardized framework, this paper will enable researchers to collect and analyze data on severe weather patterns and their potential impact on violence within communities. The interlinkage between violence and climate is an emerging field of research. There is a need for a comprehensive understanding of the intersection of these two issues focusing on the manifestations of violence, specific vulnerabilities, and coping strategies. This protocol outlines a qualitative research approach employed in Kilifi County, Kenya. The study will include key informant interviews with community leaders and policymakers, along with focus group discussions with women, adolescent girls, and men. Community engagement is a crucial component of this work as it will ensure that the research is conducted ethically and respectfully and ensure that the findings are relevant and applicable to the community being studied. This study will contribute to a deeper understanding of the complex dynamics between violence against women and girls and climate change, informing policies, interventions, and advocacy efforts and elevating the voices of women and girls to promote gender equity in the face of climate change challenges. With the ageing of the population in Western countries, the prevalence of disability and mobility problems is increasing, highlighting the urgent need to improve accessibility in environments where people spend a significant amount of time, such as collective housing. This paper examines the accessibility of building entrances in collective housing in the Region of Murcia, south-eastern Spain, where 9.8% of the population is estimated to live with disabilities. Starting with a thorough review of national and regional accessibility regulations, this study applies a robust methodology by conducting fieldwork in 150 buildings to assess compliance and identify barriers. The methodology involved a systematic assessment of the accessibility of entrances, using criteria derived from the regulations, and a specific proposal of the accessibility solutions required for each case. The key findings show that the most effective way for improving the accessibility is a properly constructed ramp, with over 40% of buildings requiring the installation or improvement of ramps, either as a stand-alone solution or in combination with other adaptations. In 54% of cases, a multi-faceted approach was required to meet accessibility standards. It was also noted that older buildings typically require higher adaptation costs. Based on these findings, the study provides specific recommendations, such as the construction of ramps and other critical interventions, to improve the accessibility of buildings. The direct crediting of book allowances to student accounts was, among other reasons, underpinned by the belief that students would be able to substitute prescribed study material with online content. The article attempts to understand if the local open educational resources (OER) funding policy environment was prepared for this significant transformation. The paper applied a critical theory paradigm and a documentary research strategy to identify policy-level documents on OER funding in the South African higher education sector. Content analysis was then applied to review what they said about OER funding. These outcomes were then measured against the National Policy Development Framework 2020, which also dominated the study's conceptual framework. The study's significant findings were that the OER funding policy did not meet the policymaking principles of the framework, and this exposed Higher Education to a poorly funded OER environment. The study recommended hastening the finalization of OER policy and the flexible application of current policy terms to include OER as a fundable higher education cause. [ABSTRACT FROM AUTHOR]

Taxes on the consumption of certain products have played a key role in public revenue analysis in European countries. This work assesses the differences in tax planning for new non-combustion products across some European territories. Through theoretical analysis, the paper has three distinct aspects. Firstly, we show the taxpayer profile in different countries. Secondly, the study analyzes the risks for the health system and the individual. Thirdly, the design of the national tobacco tax is based on previous experience and planning in Europe. This paper concludes with a case study for different countries: (1) Spain "vapers" and "smokers", where the analysis is based on micro-data from the European Health Interview Survey 2020. (2) Sweden, with the analysis of snus, shows it as a practice on how to reach economic savings while decreasing economic costs thanks to the nudging of consumers towards better products. The results show taxation and, especially, land taxation should consider differences in planning in the case of new products, such as non-combustion products, given the user per capita income and the potential lower health risks involved. This paper presents some findings from the IN-AGE ("Inclusive ageing in place") study, which the authors carried out in 2019 in Italy. It explores the available social support resources for frail older people with functional limitations ageing in place alone, and possible links between their social isolation and perceived loneliness. The authors conducted qualitative/semi-structured interviews involving 120 participants aged 65 years and over, and used a mixed-methods analysis (quantitative/qualitative). The main results show the family as the main help resource for daily activities, but also for intimate confidences against social isolation, especially when said relatives live close. Family confidants are less present when seniors are supported by friends/neighbours or/and public services. Moreover, the family is valuable for decreasing loneliness, although not always. However, some older people feel particularly alone when they are supported by public services. Such a complex context draws attention on the need of support for frail seniors living alone and could provide insights for policymakers on adequate policies for preventing and managing loneliness and social isolation in later life. This is especially relevant when family (and other) resources are not available or scarce, also considering the opportunities offered by technology, which can help seniors remain socially connected to relatives, friends and their overall community. Green design emphasizes the environmental attributes of the product life cycle, which can prevent environmental pollution at the source and reduce resource consumption. Based on the evolutionary game theory, this paper constructs a tripartite game model between "government-electrical and electronic manufacturing companies-consumers", explores the influence of participants' strategic choices and parameters on the evolutionary behavior of the three parties in different situations, and uses Matlab software to conduct numerical simulation analysis. Simulation analysis is the process of simulating real-world events and system behavior through computer models to assess, validate, and predict their performance and response. The research results show that the strategic choices of the three parties influence each other and government supervision and green consumption are conducive to incentivizing manufacturing companies to carry out green design. Consumer green preferences, environmental tax rates, corporate recycling revenue, and increases in consumer recycling revenue are all conducive to product design. Compared to environmental taxes, corporate subsidy policies have a greater impact on the behavior of the government, manufacturing companies, and consumers. Compared to consumer subsidies, corporate subsidy policies have a more significant effect on the behavior of governments and manufacturing companies, while for consumers, the opposite is true. Approximately one billion women globally have undergone menopause, occurring at an age of around 51 years and typically between ages 45 and 54. As life expectancy increases, women are projected to spend at least one-third of their lives in postmenopause, emphasising the growing importance of menopause as a critical public health issue. In this context, this paper aims to offer updated insights into the increasing societal and political interest in menopause. It underscores the impact of support mechanisms encompassing familial, workplace, medical, technological, and government support on women's attitudes and experiences around menopause. The changing climate has a serious bearing on agriculture, particularly livestock production in Botswana. Therefore, studying the relationship between climate and livestock, which at present is largely missing, is necessary for the proper formulation of government policy and interventions. This is critical in promoting the adoption of relevant mitigation strategies by farmers, thereby increasing resilience. The aim of this research is to establish associations between climate variability and livestock production in Botswana at the national level. The paper employs time series data from 1970 to 2020 and the Vector Autoregression with Exogenous Variables (VARX) model for statistical analysis. The trend shows that both cattle and goat populations are decreasing. The VARX model results reveal that cattle and goat populations are negatively associated with increasing maximum temperatures. Cattle respond negatively to increased minimum temperatures as well, while goats tend to respond positively, implying that livestock species react differently to climatic conditions due to their distinct features. The results of the roots of the companion matrix for cattle and goat production meet the stability condition as all the eigenvalues lie inside the unit circle. The study recommends further intervention by the government to deal with increasing temperatures, thereby addressing the dwindling populations of goats and cattle, which have significant contributions to the household economies of smallholders and the national economy, respectively. Does our food for thought come virtually from the internet? When we take a long view, the instant stroke of a keyboard pales in comparison to the centuries-old evolution of real food harvesting and the generation and exchange of ideas, which have resulted in creative capital. The vernacular architecture of the agricultural built environment has almost dematerialized in its transition from the ancient pre-industrial era to the post-truth world, to become almost only an imagined concept. The symbology of the common threshing terrace of a Portuguese remote mountain village can now be found in multiple spaces of the urban realm, including in the metaphor of a community arts incubator's modus operandi in Albany, New York (USA). How has the concept of food for thought developed and materialized? How has it evolved? And what are some of the expected ways it might be utilized in the future? The purpose of the paper is to trace the evolution of this concept and its elements via the BLC Framework. The methodology employs a time analysis of approximately three centuries to distinguish three distinct evolutionary phases: (i) the pre-industrial era, (ii) the industrial era, and (iii) the information-driven era. The key finding is an up-to-date discussion of the food for thought concept in two distinct geographical worlds and three-time eras, as well as a set of lessons learned according to a protest poem and a rock song. The results are presented in the form of five lessons learned with implications for public policy: the first two lessons pertain to issues of procedural justice as encapsulated in the anonymous 'The Goose' poem, while the last three result from a discussion of selected verses in Nick Cave's 'Fable of the Brown Ape' rock song. While the drivers and processes of forced migration may overlap for people seeking refuge or experiencing human trafficking, responses are invariably rooted in legislation and policy rather than empirical enquiry. In the UK, tightening of legislation around asylum has, for the past three decades, resulted in a 'hostile environment'. During this time, a discourse around human trafficking (also referred to as 'modern slavery' in the UK) has emerged. This paper looks at asylum and human trafficking in the UK to consider a fractioning of protection and resulting fractioning of support for basic needs and welfare provision, provided through the establishment of parallel systems of support for both populations. This paper explores the distinctions, interface, key points of contact, and disconnects between asylum and trafficking in the UK. It details the trajectory of asylum policy, provides an overview of the pre-history to the hostile environment, the impacts of fractioning refugee protection, and what this means for trust as a result. It is argued that trust is an essential component of UK government policies but that the trajectory of asylum policy from a focus on integration to a culture of hostility runs directly counter to efforts to identify 'victims' of 'modern slavery'. Understanding the socio-economic channels through which farmers affect agro-biodiversity (ABD) represents a relevant research area, especially in the light of the new sustainable development paradigm. Supporting ABD is one of the main goals of the EU Green Deal and the agricultural sector is being called on for a higher commitment. Nowadays, ABD interventions are linked not only to the genetic and natural resources of species, but also to farming practices, land management, living standards in rural areas and all the policy interventions supporting them. However, the existing literature is still mainly focused on the environmental and agronomic perspectives. This paper aims to assess the extent to which different socio-economic and policy factors affect the performance of farmers in supporting ABD at the territorial level. Starting from the FADN data and focusing on Italy, we built a new regional comprehensive indicator that accounts for three levers through which farmers mostly interact and can influence ABD: land use strategies, agriculture practices and management decisions, and Common Agricultural Policy (CAP) funds. Results reveal a heterogeneous spectrum of indicator scores at the regional level. Land use strategies have a significant relevance for the North-East regions and the Islands (Sicily and Sardinia), whereas agricultural practices emerge as the primary influential factors in the Centre and South. Policy funds dominate in the North-West, reflecting the greater expenditure capacity of the northern regions. Since 2015, religious freedom has become a heated and divisive political and public policy issue in Australia. While rarely defined or interrogated, 'religious freedom' does not exist as a value-neutral principle with a single meaning. Rather, its discursive constructions are varied and serve to promote certain interests at the expense of others. Offering a new perspective on the politics of religious freedom, this paper draws together four separate studies of the public discourse of religious freedom in Australia (spanning 35 years from 1984 to 2019) to chart how its framing has changed over time and to explore the implications of these changes. This analysis reveals three major discourses of religious freedom emerging over three phases: 'religious diversity'; 'balancing rights'; and 'freedom of belief'. This paper demonstrates how, once used to promote a progressive social agenda, religious freedom has become weaponised by the Christian Right and culture warriors in their battle to entrench in law the ongoing acceptability of discrimination against LGBTIQ+ people. The paper explores the emergence and consequence of contract farming as a new subsector of agriculture in a small open developing economy, applying the theory of finite change in a general equilibrium framework. In this paper, we analyze the entry of a cash crop-producing foreign contract farming (CF) subsector within the agricultural sector of a country. Entry requires a cash crop price that is substantially above the price of the food crop already being produced within the country. CF (a) increases GDP and hence aggregate economic welfare; (b) may make income distribution more skewed; (c) reduces domestic production of food and hence, (d) increases food import and hence food insecurity. Thus, CF might imply a trade-off between inequality and growth. We employ a variant of the 3 × 3 mixed specific factor-Heckscher Ohlin general equilibrium model of production and trade where introduction of a new policy may lead to the emergence of a new sector resulting in finite changes where we show the possibilities of sectoral diversification with combinations of contract farming vis-à-vis traditional agriculture under some plausible conditions. Our results seem to be consistent when compared to some empirically robust conclusions found in the literature and some secondary data available on the FAO website. We also argue that the food insecurity problem gets aggravated as more and more countries engage in contract farming. Policy simulations identify critical parameters confirming the dominance of distribution over the growth effect in terms of a social welfare function. Simulations imply that there could be a food insecurity problem, as rises in GDP could result in increasing inequality so that government—to preserve social welfare—could restrict the extent of contract farming if non-food-producing sectors expand, causing terms-of-trade deterioration of food-importing nations. As an overarching goal, economic growth targets have a strong leading and constraining effect on the behavior of local governments. China's new-type urbanization strategy emphasizes balanced development across population, economic, social, space, ecological and income-gap dimensions and relies on multifaceted government policies. Therefore, setting reasonable economic growth targets has an important impact on the process of new-type urbanization. This paper uses panel data from 30 provinces between 2005 and 2020 to empirically examine the impact of economic growth targets on the new-type urbanization process. The results reveal an inverted U-shaped relationship between economic growth targets and new-type urbanization, with public expenditure and land finance acting as a mediator and a moderator through fiscal expenditure. The mechanisms of influence are as follows: economic growth target—infrastructure construction, regional innovation, energy structure, and financial development—population development, economic quality, ecological civilization, and income gap—new-type urbanization. Heterogeneity analysis shows that the inverted U-shaped relationship is significantly present in the western and central regions of China and before 2014. This paper not only clearly illustrates the institutional mechanism of urbanization in China but also highlights its government-led and "land-for-security" approach, which has important implications for urbanization in other regions of the world. In recent years, the prefabricated building supply chain has received strong support from the government and has developed rapidly, but there are various risks in the operation process. In this paper, on the basis of considering asymptomatic infections and relapse, this paper establishes a risk transmission model that considers a recurrent Susceptible–Exposed–Asymptomatic–Infectious–Recovered (abbr. SEAIR) model, systematically analyses the risks in the supply chain, and calculates the risk balance point to conclude that the risks can exist in the supply chain for a long time. By drawing a causal circuit diagram, the relationship between the influencing factors in the process of risk transmission is found, establishing a stock flow map to explore the law of risk propagation. The simulation results using Vensim PLE software show that the five influencing factors of infection rate, transmission rate, government financial support, government policy supervision, and immunity loss ratio have an important impact on the number of risk-unknown enterprises, risk-latent enterprises, risk transmission enterprises, and infection rehabilitation enterprises in risk transmission, and relevant countermeasures to deal with risk transmission in the supply chain are proposed. Theoretically, this paper broadens the ideas for improving infectious disease models. From the management point of view, it reveals how the prefabricated building supply chain enables enterprises to improve their ability to deal with risks through the risk propagation model, providing reference and helping to manage the risks faced by the prefabricated building supply chain. Non-governmental organizations (national and international) are important actors in addressing health issues in Kenya. Sandflea/jigger infections (tungiasis) are a public health challenge that severely affect children, older adults, and other vulnerable people in poor communities worldwide. In Kenya, NGOs have been involved in sandflea eradication for more than twenty years. Without treatment, the flea may cause debilitating infections and sores, resulting in difficulties with walking and grasping, as well as social harassment. This paper aims to shed light on health workers' and volunteers' perceptions of the government and civil society's role in fighting jigger infections. Data were collected through a qualitative case study design, with a three-month fieldwork including participation in mobile jigger removal programs, 18 semi-structured in-depth interviews, informal talks, and observations, in five villages in Bungoma County. The thematic analysis of the data resulted in three recurring themes: (1) the NGO-driven jigger program as a (fragile) resource for local communities, (2) the need for more consistent collaboration between NGOs and public health services, and (3) the local perceptions of the governments' responsibilities in combatting the plague. The findings imply that the 10-year-old national policy guidelines on the prevention and control of jigger infestations need to be updated; this includes the coordination of the public and private actors' roles, the incorporation of lessons learned, and the need for a multisectoral One Health approach to combat the jigger menace in the country. Background: In China's post-epidemic era, the income of rural households has decreased, and the function of property preservation and appreciation is expected to weaken, which gives the financial market an increasingly prominent role in blocking the barrier of poverty caused by disease. Method: Based on CHARLS data, this paper empirically explores the relationship between financial assets and health expenditure and catastrophic health expenditure (representing the incidence of return to poverty due to illness) to provide evidence for the development of financial markets to help stop the return to poverty due to illness and consolidate the achievements of poverty alleviation. Results: The results show that the influence of financial assets on the incidence of catastrophic health expenditures is significant and has a threshold effect. At the same time, financial assets have a greater impact than housing on preventing the return to poverty due to illness. Therefore, moving to the financial market can be a viable option for rural households to stop the return to poverty due to illness in the future. Policy suggestion: The government should standardize the development of the financial market and scientifically allocate financial resources to ensure the stable preservation and appreciation of household financial investment. Rural family members should actively improve personal financial literacy and reasonable planning of family assets to achieve stable preservation and appreciation of family financial investment. Water environment governance of large rivers is an essential measurement of ecological protection in China. The effectiveness of governance depends highly on the fulfillment of strategic CSR (corporate social responsibility) of Chinese leading enterprises. However, the fulfillment of strategic CSR often brings economic burden to the leading enterprises and needs government compensation support. Therefore, this paper explores the impact of government compensation on the fulfillment of strategic CSR of Chinese leading enterprises by constructing a multi-stage portfolio model. The main results show that (1) the prerequisite for leading enterprises to fulfill strategic CSR is sufficient profits; (2) the increase in government compensation can significantly affect the proportion of strategic CSR fulfillment of leading enterprises; (3) only when the portfolio considers both strategic CSR and project benefits, can the leading enterprises obtain the highest economic returns and better fulfill strategic CSR. The results can provide policy reference for the government to stimulate the fulfillment of leading enterprises' strategic CSR and also give suggestions for the leading enterprises to alleviate the economic pressure brought by fulfilling strategic CSR. This paper aims to analyze the intellectual structure and research fronts in application information security in smart cities to identify research boundaries, trends, and new opportunities in the area. It applies bibliometric analyses to identify the main authors and their influences on information security and the smart city area. Moreover, this analysis focuses on journals indexed in Scopus databases. The results indicate that there is an opportunity for further advances in the adoption of information security policies in government institutions. Moreover, the production indicators presented herein are useful for the planning and implementation of information security policies and the knowledge of the scientific community about smart cities. The bibliometric analysis provides support for the visualization of the leading research technical collaboration networks among authors, co-authors, countries, and research areas. The methodology offers a broader view of the application information security in smart city areas and makes it possible to assist new research that may contribute to further advances. The smart cities topic has been receiving much attention in recent years, but to the best of our knowledge, there is no research on reporting new possibilities for advances. In this paper, we critically examine if the contributions of artificial intelligence (AI) in healthcare adequately represent the realm of women's healthcare. This would be relevant for achieving and accelerating the gender equality and health sustainability goals (SDGs) defined by the United Nations. Following a systematic literature review (SLR), we examine if AI applications in health and biomedicine adequately represent women's health in the larger scheme of healthcare provision. Our findings are divided into clusters based on thematic markers for women's health that are commensurate with the hypotheses that AI-driven technologies in women's health still remain underrepresented, but that emphasis on its future deployment can increase efficiency in informed health choices and be particularly accessible to women in small or underrepresented communities. Contemporaneously, these findings can assist and influence the shape of governmental policies, accessibility, and the regulatory environment in achieving the SDGs. This study used the panel data from 15 emerging markets to examine the impact of restrictive macroprudential policies on income inequality from 2000–2019 using Bayesian panel vector autoregression and Bayesian panel dynamics generalised method of moments models. The chosen models are suitable for addressing multiple entity dynamics, accommodating a wide range of variables, handling dense parameterisation, and optimising formativeness and heterogeneous individual-specific factors. The empirical analysis utilised various macroprudential policy proxies and income inequality measures. The results show that when the central banks tighten systems using macroprudential policy instruments to sticker debt-to-income and financial instruments for lower-income borrowers (the bottom 40% of the income distribution), they promote income inequality in these countries while reducing income inequality for high-income borrowers (the high 1 percent of the income distribution). The impact of loan-to-value ratios was found to be insignificant in these countries. Fiscal policy through government expenditure and economic development reduces income inequality, while money supply and oil-price shocks exacerbate it. The study suggests implementing a progressive debt-to-income (DTI) ratio system in emerging markets to address income inequality among lower-income borrowers. This would adjust DTI thresholds based on income brackets, allowing lenient credit access for lower-income borrowers while maintaining stricter limits for higher-income borrowers. This would improve financial stability and reduce income disparities. Additionally, targeted financial literacy programs and a petroleum-linked basic income program could be implemented to distribute oil revenue to lower-income households. A monetary supply stabilisation fund could also be established to maintain financial stability and prevent excessive inflation. [ABSTRACT FROM AUTHOR]

The issue explores the concept of well-being in urban environments and how certain urban or environmental contexts can positively impact the well-being of individuals. The articles in the issue cover a range of topics, including urban green regeneration, the relationship between theater architecture and public spaces, the contribution of disabled entrepreneurs to urban spaces, and the impact of hotel rooftops on tourism planning. Other articles discuss citizen participation in urban energy transition, waste management in the Canary Islands, land reclamation strategies in Indonesia, digital technologies in urban greening, the development of aerotropolises, and the effects of fiscal decentralization on regional development in China. (1) Background: Achieving harmonious human–land relations is one of the key objectives of sustainable urban–rural development, and the degree of decoupling of permanent population levels from changes in construction land use is an important factor in related analyses. Due to the existence of huge urban–rural differences, rethinking China's human–land relations from the perspective of integrating urban and rural areas is of great value for the advancement of high-quality urban–rural development. (2) Methods: By studying the lower reaches of the Yangtze and Yellow Rivers of China, and based on data from the second and third national land surveys of China, this paper analyzes the spatio-temporal evolution of urban and rural population, construction land use, and human–land relations from 2009 to 2019 using exploratory spatial data analysis (ESDA) and a decoupling model; in addition, this paper proposes a differentiated zoning management strategy and establishes a new framework that integrates evolutionary patterns, human–land relations, spatial effects, and policy design. (3) Results: The geographic distribution patterns of urban and rural population and construction land use remained stable over time, with high levels of spatial heterogeneity, agglomeration, and correlation. Changes in urban and rural population levels and construction land use are becoming increasingly diversified and complex, with both increases and reductions existing side by side. Based on a Boston Consulting Group matrix, the evolution patterns of urban and rural population and construction land use are divided into four types, referred to as star-cities, cow-cities, question-cities, and dog-cities. Over the time period examined in this paper, the spatial autocorrelation of urban land evolution patterns turned from negative to positive; however, that of rural land, as well as those of urban and rural population evolution patterns, were statistically insignificant. Urban human–land relations are coordinated, in general, and are mostly in a state of either weak decoupling or expansive coupling. In contrast, rural human–land relations are seriously imbalanced, and most of them are in a state of strong negative decoupling. Human–land relations are dominated by regressive changes in urban areas but remain unchanged in rural areas. Cold- and hot-spot cities are concentrated in clusters or in bands, forming a core-periphery structure. The formation and evolution of the decoupling relationship between construction land use and permanent population are the results of multiple factors, including urbanization, industrialization, globalization, and government demand and policy intervention. The interaction effects between different factors show bifactor enhancement and nonlinear enhancement, with complex driving mechanisms and large urban–rural differences. It should be highlighted that the influence intensity, operation mechanism, and changes in the trends for different factors vary greatly. Urbanization rate, gross domestic product, and government revenue are key factors that exert a strong direct driving force; international trade, foreign direct investment, and per capita GDP are important factors, while the remaining factors are auxiliary factors that remain heavily dependent on interaction effects. (4) Conclusions: To further transform human–land relations from imbalanced to coordinated, we divide the study area into four area types based on the concept of urban–rural community: urban and rural intensive policy areas, urban intensive policy areas, rural intensive policy areas, and urban and rural controlled policy areas.
