Snow crab replaced groundfish fisheries as the primary focus of the Newfoundland and Labrador (NL) fishing industry in the mid-1990s. Over the past three decades, management philosophies in this male-only fishery have shifted from promoting industry expansion to promoting industry rationalization to implementing Precautionary Approach (PA) management. Until the mid-2010s, there were regionalized management strategies characterized by higher exploitation rates in northern than southern sub-stock units along the NL marine shelves. However, in the late 2010s, exploitation rates were permitted to elevate to high levels across the entire stock range in association with a large resource decline, and evidence of biological harm through fishing emerged in chronically depleted areas. In 2019, when stock and fishery productivity were near historical lows, a multi-indicator PA system was informally introduced into the management of the resource. This event coincided with anticipated improvements in stock and fishery performance. This paper examines the extent to which the multi-indicator PA management system, focused on the promotion of both biological protection and maximization of fishing efficiency, may have contributed to recent improvements in stock and fishery status. A suite of indicators from areas implementing PA guidance into management in 2019 prior to the formal adoption of the PA system in 2023 suggest the system has been highly beneficial in promoting rapid recovery and improving stock and fishery performance metrics to levels matching or exceeding historical levels under similar conditions. We discuss the capacity of the system to better safeguard biological aspects of resource and fisheries productivity moving forward under a scenario of an expectant resource decline. The objective of this study was to detail the monomer composition of resin-based dental materials sold in the market in 2023 and to evaluate the proportion of bisphenol A (BPA)-derivatives in relation to their applications. A search on manufacturers' websites was performed to reference resin-based dental materials currently on the European market (including the European Union (EU) and United Kingdom (UK). Their monomer composition was determined using material-safety data sheets and was completed by a search on the PubMed database. Among the 543 material compositions exploitable, 382 (70.3%) contained BPA derivatives. Among them, 56.2% contained BisGMA and 28% BisEMA, the most frequently reported. A total of 59 monomers, of which six were BPA derivatives, were found. In total, 309 materials (56.9%) contained UDMA and 292 (53.8%) TEGDMA. Less than one third of materials identified contained no BPA derivatives. These proportions vary a lot depending on their applications, with materials dedicated to the dental care of young populations containing the highest proportions of BPA-derivative monomers. The long-term effects on human health of the different monomers identified including BPA-derivative monomers is a source of concern. For children and pregnant or lactating women arises the question of whether to take a precautionary principle and avoid the use of resin-based dental materials likely to release BPA by opting for alternative materials. The sea star Hymenodiscus coronata is the only Mediterranean representative of the deep-sea order Brisingida. In the North-eastern Atlantic Ocean, this species is known to create dense aggregations, while, in the Mediterranean basin, it is generally reported as scattered individuals. Through the analysis of the video footage obtained from an extensive ROV campaign carried out in the northern Strait of Sicily in 2021, over 2850 specimens were counted. The specimens, observed between 310 m and 714 m depth, showed a large variability in size and number of arms. It was noted that 17% of the specimens displayed the peculiar "sail position", with all the arms extended vertically in the water column, possibly increasing the filtration rate. Almost the totality of the individuals was noted on soft bottoms, in accordance with the ecological preferences of the species. The density of H. coronata in each site varied between 0.01 and 0.81 individuals m−2, with the highest densities reported in sites characterized by large muddy areas among rocky outcrops and turbulent hydrodynamic conditions. Although the trawling areas exploited in 2021 did not seem to interfere with the presence of H. coronata in the study area, a precautionary approach should be assumed to protect the largest ever reported Mediterranean aggregation of this poorly known species. Triclosan and Triclocarban, preservatives widely used in cosmetics and other consumer products, underwent evaluation using a battery of new-approach methodologies in vitro (NAMs). Specifically, the Microplate Ames Test (MPF™ Test, Xenometrix, Allschwil, Switzerland) was employed to assess mutagenicity, the Comet assay in vitro on the HaCat cell line and the Mammalian Chromosome Aberration Test were utilized to evaluate genotoxicity, and the XenoScreen® YES/YAS assay was applied to investigate endocrine disruption. The chemicals did not exhibit any positive responses for mutagenicity. However, the mammalian chromosome aberration test identified both chemicals as being positive for genotoxicity at 10 µg/mL. In the Comet assay, the percentage of DNA in the tail significantly increased in a concentration-dependent manner (at 5 and 10 µg/mL for Triclosan, at 2.5, 5, and 10 µg/mL for Triclocarban). The positive response depended on the increasing concentration and the duration of exposure. Triclosan, but not Triclocarban in any of the endocrine assays performed, indicated a potential for endocrine activity in the anti-estrogenic and anti-androgenic assays. The positive in vitro results detected were obtained for concentrations relevant to final products. The alarming findings obtained with the use of new-approach methodologies (NAMs) justify the current precautionary regulatory approach, limiting the use of these preservatives. To date, the legal aspects of the ongoing debate on the application of genome editing in human gametes and early embryos have attracted little attention. In Europe, this seems to have changed with a recent official position that clarifies the meaning of the relevant provision of the common legal instrument on Human Rights and Biomedicine (Oviedo Convention). This provision explicitly prohibits modifications to the genome of future persons and adoptes a precautionary stance with regard to genetic interventions in the human reproductive material. In this article, we examine relevant interpretative options, following the new official clarifications, focusing on the research/clinical application distinctions that characterize their approach. From this viewpoint, we propose an approach that favors basic research activities involving genome editing, even for exploring potential clinical applications under conditions of safety, which may justify a future legislative amendment. Furthermore, we explore the patenting issue, based on the current approach of European case law, and give reasons that may justify patent rights in this ethically sensitive area. Habitat ecology of lichens (lichen-forming fungi) involves diverse adaptations to stressful environments where lichens use specific habitat conditions. Field observations confirm that such habitat 'preferences' can vary significantly across species' distribution ranges, sometimes revealing abrupt changes over short distances. We critically review and generalize such empirical evidence as broad ecological patterns, link these with the likely physiological mechanisms and evolutionary processes involved, and outline the implications for lichen conservation. Non-replicated correlative studies remain only suggestive because the data are frequently compromised by sampling bias and pervasive random errors; further noise is related to unrecognized cryptic species. Replicated evidence exists for three macroecological patterns: (a) regional limiting factors excluding a species from a part of its microhabitat range in suboptimal areas; (b) microhabitat shifts to buffer regionally adverse macroclimates; (c) substrate suitability changed by the chemical environment, notably air pollution. All these appear to be primarily buffering physiological challenges of the adverse conditions at the macrohabitat scale or, in favorable environments, coping with competition or predation. The roles of plasticity, adaptation, dispersal, and population-level stochasticity remain to be studied. Although lichens can inhabit various novel microhabitats, there is no evidence for a related adaptive change. A precautionary approach to lichen conservation is to maintain long-term structural heterogeneity in lichen habitats, and consider lichen ecotypes as potential evolutionarily significant units and a bet-hedging strategy for addressing the climate change-related challenges to biodiversity. We conducted literature searches and surveyed related government agencies regarding existing provisions within laws and policies, number of mobile zoos, and formal guidance issued concerning operation of such events in 74 countries or regions. We also examined guidance standards for mobile zoos, assessed promotional or educational materials for scientific accuracy, recorded the diversity of species in use, and evaluated those species for their suitability for keeping. We recorded 14 areas of concern regarding animal biology and public health and safety, and 8 areas of false and misleading content in promotional or educational materials. At least 341 species were used for mobile zoos, which are largely unregulated, unmonitored, and uncontrolled, and appear to be increasing. Poor animal welfare, public health and safety, and education raise serious concerns. Using the precautionary principle, we advise that exotic species should not be used for mobile zoos. In a broad conceptual framing, cultural heritage is the result of humankind's interactions with their environment and one another, both in its tangible and intangible expressions. Cultural heritage management is by nature a retrospective discipline, as the assessment and evaluation of cultural significance of heritage assets requires the passage of time. Practitioners often struggle with the evaluation and management of very modern and contemporary heritage items. There is a need to examine whether current approaches and practices are fit for purpose. Current cultural heritage theory abounds with the concept of heritage stewardship with the embedded futurist stance that we should hand on our heritage in good shape to the next generation, yet all approaches are retrospective and rooted in the values of the present. This paper examines to what extent stewardship, as well as two other futurist concepts, the precautionary principle and strategic foresight, are suitable tools for heritage management. Based on that review, this paper then conceptualizes and proposes an assessment model that positions the valuer into a strategic foresight-derived, modelled future 'reality' at a 15 to 30-year horizon, which then allows the valuer to apply standard heritage hindsight assessment methodology to contemporary heritage items. Climate change is generating sufficient risk for nation-states and citizens throughout the Arctic to warrant potentially radical geoengineering solutions. Currently, geoengineering solutions such as surface albedo modification or aerosol deployment are in the early stages of testing and development. Due to the scale of deployments necessary to enact change, and their preliminary nature, these methods are likely to result in unforeseen consequences. These consequences may range in severity from local ecosystem impacts to large scale changes in available solar energy. The Arctic is an area that is experiencing rapid change, increased development, and exploratory interest, and proposed solutions have the potential to produce new risks to both natural and human systems. This article examines potential security and ethical considerations of geoengineering solutions in the Arctic from the perspectives of securitization, consequentialism, and risk governance approaches, and argues that proactive and preemptive frameworks at the international level, and especially the application of risk governance approaches, will be needed to prevent or limit negative consequences resulting from geoengineering efforts. Utilizing the unique structures already present in Arctic governance provides novel options for addressing these concerns from both the perspective of inclusive governance and through advancing the understanding of uncertainty analysis and precautionary principles. The spiny lobster Palinurus elephas has been intensively harvested across its range and is generally considered overfished, with global landings declining sharply from an average of 820 t in 1960–79 to 385 t in 2000–19. Despite its economic and ecological importance, limited information is available to perform stock assessments and make robust management decisions. In this study, demographics and exploitation levels of P. elephas were determined from coastal areas of the Azores, and the relevance of these data for conservation planning was discussed. Carapace length varied between 39.6 and 174.3 mm, with mean sizes decreasing by depth. Males reached larger sizes and grew faster than females but were less dominant. Lifespan was 43 years for females and 60 years for males. The estimated mean length at first capture was 101.65 mm—around 58% of its asymptotic length. Fishing mortality and exploitation levels were close to the optimal values, indicating an uncertain future for Azorean populations if stock assessment and management initiatives are not focused on this species. Conservation and management strategies may benefit from these results under the 'precautionary approach' principle. Antimicrobial resistance (AMR) is one of the greatest challenges facing humanity in the 21st century. Controlled dispensation of antimicrobial drugs is the most echoed solution among many that have been postulated to counter this problem. However, the life-impacting significance of antimicrobials makes this approach a very complex one, which must be considered under the lens of health and planetary ethics. As the problem of AMR is not peculiar to only a few people, the right to know the risk, as well as decisions as to when and how antimicrobials are used should, not be granted to only a few decision makers, but be used as drivers to advance planetary health knowledge in a way that benefits individuals, society, and future generations. Within an ethical framework, implementing policies that extend the efficacy period of antimicrobials should be considered in a way that balances range, choice, and quality of drugs against stewardship activities. The challenge of AMR cannot be eliminated completely by reduced use of antimicrobials only; understanding how, where and when reduction is necessary, and social structures and patterns (as well as existing health and government systems) are required if any global/national intervention would be successful and equitable. We may well have gone past the stage of adopting precautionary principles as the danger we face presents no iota of uncertainty. The measures to control AMR's emergence and its spread are well presented. Nevertheless, we must not ere from the path of justice and equity even in the face of certain danger. While the precautionary principle may have offered a sound basis for managing environmental risk in the Holocene, the depth and width of the Anthropocene have made precaution increasingly untenable. Not only have many ecosystems already been damaged beyond natural recovery, achieving a sustainable long-term global trajectory now seem to require ever greater measures of proactionary risk-taking, in particular in relation to the growing need for climate engineering. At the same time, different optical illusions, arising from temporary emissions reductions due to the COVID-19 epidemic and the local deployment of seemingly "green" small-scale renewable energy sources, tend to obscure worsening global trends and reinforce political disinterest in developing high-energy technologies that would be more compatible with universal human development and worldwide ecological restoration. Yet, given the lack of feedback between the global and the local level, not to mention the role of culture and values in shaping perceptions of "sustainability", the necessary learning may end up being both epistemologically and politically difficult. This paper explores the problem of finding indicators suitable for measuring progress towards meaningful climate action and the restoration of an ecologically vibrant planet. It is suggested that such indicators are essentially political as they reflect, not only different assessments of technological feasibility, but orientations towards the Enlightenment project. Simple Summary: Current European legislation that protects animals used for scientific purposes excludes decapod crustaceans (for example, lobster, crab and crayfish) on the grounds that they are non-sentient and, therefore, incapable of suffering. However, recent work suggests that this view requires substantial revision. Our current understanding of the nervous systems and behavior of decapods suggests an urgent need to amend and update all relevant legislation. This paper examines recent experiments that suggest sentience and how that work has changed current opinion. It reflects on the use of decapods as models in biomedical research and in ecotoxicology, and it recommends that these animals should be included in the European protection legislation. Decapod crustaceans are widely used as experimental models, due to their biology, their sensitivity to pollutants and/or their convenience of collection and use. Decapods have been viewed as being non-sentient, and are not covered by current legislation from the European Parliament. However, recent studies suggest it is likely that they experience pain and may have the capacity to suffer. Accordingly, there is ethical concern regarding their continued use in research in the absence of protective measures. We argue that their welfare should be taken into account and included in ethical review processes that include the assessment of welfare and the minimization or alleviation of potential pain. We review the current use of these animals in research and the recent experiments that suggest sentience in this group. We also review recent changes in the views of scientists, veterinary scientists and animal charity groups, and their conclusion that these animals are likely to be sentient, and that changes in legislation are needed to protect them. A precautionary approach should be adopted to safeguard these animals from possible pain and suffering. Unmanned Aerial Vehicles (UAVs), or drones, have recently emerged as a relatively affordable and accessible method for studying wildlife. Vertical Take-off and Landing (VTOL) UAVs are appropriate for morphometric, behavioural, abundance and demographic studies of marine mammals, providing a stable, nonintrusive and highly manoeuvrable platform. Previous studies using VTOL UAVs have been conducted on various marine mammal species, but specific studies regarding behavioural responses to these devices are limited and scarce. The aim of this study was to evaluate the immediate behavioural responses of common (Delphinus delphis) and bottlenose (Tursiops truncatus) dolphins to a VTOL UAV flown at different altitudes. A multirotor (quadcopter) UAV with an attached GoPro camera was used. Once a dolphin group was located, the UAV was flown at a starting height of 50 m directly above the group, subsequently descending 5 m every 30 s until reaching 5 m. We assessed three behavioural responses to a VTOL UAV at different heights: (i) direction changes, (ii) swimming speed and (iii) diving. Responses by D. delphis (n = 15) and T. truncatus (n = 10) groups were analysed separately. There were no significant responses of T. truncatus to any of the studied variables. For D. delphis, however, there were statistically significant changes in direction when the UAV was flown at a height of 5 m. Our results indicate that UAVs do not induce immediate behavioural responses in common or bottlenose dolphins when flown at heights > 5 m, demonstrating that the use of VTOL UAVs to study dolphins has minimal impact on the animals. However, we advise the use of the precautionary principle when interpreting these results as characteristics of this study site (e.g., high whale-watching activity) may have habituated dolphins to anthropogenic disturbance. Simple Summary: In regulating the trading and keeping of exotic pets, lawmakers seek to protect animal welfare, prevent species declines, and safeguard biodiversity. The public also requires protection from pet-related injuries and animal-to-human diseases. Most legislation concerning exotic pet trading and keeping involves restricting or banning problematic species, a practice known as "negative listing". However, an alternative approach adopted by some governments permits only those species that meet certain scientifically proven criteria to be sold and kept as pets. Thus, governments may "positively list" only those species that are suitable to keep in domestic settings and that do not present a disproportionate risk to people or the environment. We reviewed international, national, and regional legislation in Europe, the United States, and Canada and found that largely unpublished and often inconsistent criteria are used for the development of negative and positive lists. We also conducted online surveys of governments, which received limited responses, although telephone interviews with governments either considering or developing positive lists revealed insights regarding their interest and motivation towards positive lists. We discuss key issues raised by civil servants including the perceived advantages of positive lists and challenges they anticipate in drawing up suitable lists of species. We compare functions of negative and positive lists and offer recommendations to governments concerning the development and implementation of positive lists. Our online surveys of governments received limited responses, although telephone interviews with officials from governments either considering or developing positive lists provided useful insights into their attitudes and motivations towards adopting positive lists. We discuss key issues raised by civil servants including perceived advantages of positive lists and anticipated challenges when developing lists of suitable species. In addition, we compare functions of negative and positive lists, and recommend key principles that we hope will be helpful to governments concerning development and implementation of regulations based on positive lists. However, like a non-negligible part of biodiversity, this group has been facing a global decline mostly induced by numerous human factors over the last decades. Overall, even if all the questions are not solved concerning the causes of their decline, we are beyond the precautionary principle because the decline factors are roughly known, identified and at least partially quantified. Experts are now calling for effective actions to promote wild bee diversity and the enhancement of environmental quality. In this review, we present a general and up-to-date assessment of the conservation methods, as well as their efficiency and the current projects that try to fill the gaps and optimize the conservation measures. This publication aims to be a needed catalyst to implement concrete and qualitative conservation actions for wild bees. Wild bees are facing a global decline mostly induced by numerous human factors for the last decades. In parallel, public interest for their conservation increased considerably, namely through numerous scientific studies relayed in the media. In spite of this broad interest, a lack of knowledge and understanding of the subject is blatant and reveals a gap between awareness and understanding. While their decline is extensively studied, information on conservation measures is often scattered in the literature. We are now beyond the precautionary principle and experts are calling for effective actions to promote wild bee diversity and the enhancement of environment quality. In this review, we draw a general and up-to-date assessment of the conservation methods, as well as their efficiency and the current projects that try to fill the gaps and optimize the conservation measures. Targeting bees, we focused our attention on (i) the protection and restoration of wild bee habitats, (ii) the conservation measures in anthropogenic habitats, (iii) the implementation of human made tools, (iv) how to deal with invasive alien species, and finally (v) how to communicate efficiently and accurately. Simple Summary: Hare coursing is a widespread and controversial activity in the Republic of Ireland in which the speed and agility of greyhounds are measured against that of a hare. Every year, several thousands of hares are taken from the wild by coursing clubs under licenses issued by the National Parks and Wildlife Service. While the majority are returned to the wild at the end of the coursing season, no research has been done on the impact of hare coursing on the welfare of individual hares. Despite greyhounds in licensed coursing events being muzzled since 1993, hares may be pinned to the ground by the dogs and killed or so severely injured that they have to be euthanized by a veterinary practitioner. In addition to animal welfare concerns, the recent emergence in Ireland of rabbit haemorrhagic disease (RHD2) has led to calls for licensed hare coursing to be prohibited on animal welfare, disease control, conservation and ethical grounds. In this paper, publicly available information provided by licensed hare coursing clubs on the number of hares captured, used for coursing events, killed or injured and the percentage returned to the wild, over four coursing seasons is reviewed. A reported 19,402 hares were taken from the wild over the four coursing seasons. Whilst 19,080 hares (98%) were returned to the wild, 75 were killed by greyhounds or had to be euthanized due to their injuries. Policy makers should take animal welfare, disease control, conservation, ethics and public opinion into account and fund independent research where gaps in knowledge are identified. Hare coursing is legal in the Republic of Ireland under licenses issued to coursing clubs but is illegal in other jurisdictions in the British Isles including Northern Ireland. Supporters of coursing maintain that coursing contributes to the conservation of the hare whilst opponents claim that coursing is cruel and the welfare of the hares is compromised. However, while the contribution of coursing to conservation has been considered, the impact of coursing on hare welfare has not been investigated. This paper reviews publicly available information from licensed hare coursing clubs over four coursing seasons, including the number of hares taken from the wild, numbers coursed, and numbers pinned to the ground by dogs, killed or injured during coursing events. In total, 19,402 hares were taken from the wild—98% of which were subsequently released back to the wild at the end of the coursing season. Almost 600 hares were pinned by greyhounds during coursing events and 75 were either killed or had to be euthanized as a result of their injuries. While the number of hares killed or injured is relatively small compared to the number caught, the welfare of all captured hares will have been compromised and has not been investigated. Simple Summary: The domestic cat, Felis catus, is often cross-bred with other species in the cat family to produce hybrid or 'designer' cats that are sought by people as pets. However, hybrid cats are often surrendered to wildlife shelters, or released, which leads to concern that they may establish free-roaming populations and damage native wildlife. In 2008, the Australian government rejected an application, on precautionary grounds, to import savannah cats (hybrids of the domestic cat and serval Leptailurus serval) into the country. We review the limited information informing this decision and then present a framework that identifies the native mammal species likely to have been most at risk of predation from savannah cats if importation and establishment had occurred. Assuming that savannah cats hunt similar prey to those that are hunted by both parent species, we estimate that 91% of Australia's extant terrestrial mammal fauna would likely face some risk of predation from savannah cats, including 93% of non-volant mammal species that have threatened conservation status. The framework results strongly validate the decision to ban savannah cats from Australia. We suggest that our framework approach could be adapted to assess the likely risks that are posed by the arrival of other hybrid cats or hybrids of other animals. Hybrid cats—created by crossing different species within the family Felidae—are popular pets, but they could potentially threaten native species if they escape and establish free-roaming populations. To forestall this possibility, the Australian government imposed a specific ban on importation of the savannah cat, a hybrid created by crossing the domestic cat Felis catus and serval Leptailurus serval, in 2008. We develop a decision–framework that identifies those species of non-volant native mammals in Australia that would likely have been susceptible to predation by savannah cats if importation and establishment had occurred. We assumed that savannah cats would hunt ecologically similar prey to those that are depredated by both the domestic cat and the serval, and categorised native mammals as having different levels of susceptibility to predation by savannah cats based on their size, habitat range, and behaviour. Using this framework, we assessed savannah cats as likely to add at least 28 extant native mammal species to the 168 that are known already to be susceptible to predation by the domestic cat, posing a risk to 91% of Australia's extant non-volant terrestrial mammal species (n = 216) and to 93% of threatened mammal species.
