Collaborative reduction of carbon and air pollutants can more efficiently achieve green technological change, industrial low-carbon transition, and high-quality economic and social development. As a typical environmental policy in China, the pilot carbon Emission Trading Scheme (ETS) has obvious advantages in achieving the collaborative reduction of carbon and air pollutants. Therefore, an evaluation of China's pilot carbon ETS from the perspective of collaborative reduction of carbon and air pollutants is performed in this paper. Compared with previous studies, first, this study innovatively uses the coupled coordination degree (CCD) model to measure the collaborative reduction level of carbon and air pollutants under different scenarios based on the panel data of China's 30 provincial-level regions during 2004–2018. Second, this study uses the DID method to evaluate the impact of China's pilot carbon ETS on the collaborative reduction of carbon and air pollutants and conducts some robustness checks and regional heterogeneity regressions. Third, this study uses the synthetic control method (SCM) further to examine the policy outcomes of the pilot carbon ETS. Scenario analysis shows that attaching importance to reducing air pollution will improve the collaborative reduction effect of carbon and air pollutants. Furthermore, the implementation of China's pilot carbon ETS exerts an effect of roughly 24.7% on reducing carbon, roughly 10.1% on reducing air pollutants, and roughly 22.0% on the collaborative reduction of carbon and air pollutants, ceteris paribus. Regional heterogeneity analysis shows that the impacts of the pilot carbon ETS are significant in all regions, except that the impact on reducing air pollutants in the central region is not significant. In addition, results from SCM indicate that the impacts of the pilot carbon ETS on the collaborative reduction of carbon and air pollutants are significantly efficient in Beijing, Tianjin, Shanghai, Hubei, and Chongqing, while not much efficient in Guangdong and Fujian. The main policy implications include strengthening the top-level design of the ETS in the collaborative reduction of carbon and air pollutants, attaching importance to the governance of air pollution, making the regional governance more targeted, and improving energy efficiency. The topic of air pollution and its effect on public health has become a hot policy issue that has attracted worldwide attention, but this attention has seldom been extended to the causal relationship between atmospheric environmental policy (AEP), air pollution, and public health. This paper uses panel data from 30 provinces in China to construct spatial econometric models that analyze the impact of AEP on air pollution, the impact of air pollution on public health, and the mediation effect that air pollution may have between AEP and public health. The results demonstrate that there is a significant positive spatial spillover effect of soot and dust (SD) emission intensity and the overall air pollution level as measured by the Air Pollution Index (API). The AEP has significant inhibitory effects on the intensity of sulfur dioxide and SD emissions, as well as on overall air pollution. An increase in the overall air pollution level has a significant detrimental effect on public health as measured by average life expectancy. Air pollution as measured by API is a mediating factor in the relationship between AEP and public health. The study results could help to effectively control air pollution and promote public health by leading to improvements in regional pollution prevention and control mechanisms and strengthening of the central government's policy formulation and local governments' policy implementation process. Clean energy transition has been considered as an indispensable way to attain sustainable development for China, where the coal-to-gas initiative plays a vital role towards the goal. This paper takes Beijing, China's political and economic center as well as a national pioneer in the energy transition, as a case to systematically analyze the co-mitigation of air pollution (PM2.5) and carbon emissions (CO2) achieved by the policy-driven natural gas-coal consumption substitution. Firstly, a qualitative analysis of the relationship of Beijing's coal-to-gas policies and its air quality has been conducted. Then, VAR and ARDL models are employed to quantitatively analyze the impacts of coal-to-gas policies on PM2.5 and CO2, respectively. Results show that (i) an innovation of natural gas/coal consumption ratio will reduce PM2.5 concentrations, and the effect decreases over time; and (ii) an increase of 1% in natural gas/coal consumption ratio in Beijing will cause a decrease of 0.0784% in CO2 emissions in the long run. Therefore, the coal-to-gas policies do increase the usage of natural gas and improve Beijing's air quality. The assessment methods and conclusions can be regarded as a reference for not only China's policymakers, but also other countries, especially nowadays when air quality is becoming more valued and GHGs are being tightly controlled. This paper makes a first empirical attempt at estimating the effects of environmental regulation on air pollution, total factor productivity (TFP), and factor structure based on a quasi-natural experiment method using a novel dataset of 216 prefectural-level cities during the years 1998–2016 in China. Specifically, we are focused on the policy impact of the listed key environmental protection (KEP) prefectures which subject to more stringent environmental regulations than non-KEP prefectures. Our empirical results show that the PM2.5 intensity, environmental performance, and TFP of the KEP prefectures are significantly lower than the non-KEP prefectures. The environmental policy also affects the factor structure of KEP cites. Heterogeneity analysis indicates that the policy significantly lowered the PM2.5 for central and western cities while it is unclear for eastern cities. Our findings also document that the policy effects are unclear in the long term. Various robustness checks confirm the internal validity. These estimation results are instructive to the policymakers. We suggest that the central government should measure the effectiveness of policies within 5 years of policy formulation. Governments at all levels should make targeted adjustments based on actual impact effects. The central government should be granted local governments more speaking power and flexibility in policy implementation when formulating environmental regulatory policies. Along with monitoring air pollution level and rapid economic growth in China, the government has paid attention to the environmental policy innovation (EPI) capacity of local governments. However, scholarly research has not yet clarified the ability of local governments in EPI and its related drivers and impacts. This study explores the dynamic relations between EPI, air pollution, and the economy for the first time, using the simultaneous equation model (SEM) in China during 2006–2015 across 30 provinces. To calculate EPI, this study introduces the comprehensive concept of policy innovation, consisting of invention, diffusion, and evaluation. The results show that EPI is strongly promoted by air pollution; however, promoting EPI alone cannot decrease air pollution. These results would vary among eastern and western provinces. Economic growth has a significant positive effect on EPI and can significantly reduce air pollution. The study investigates the relationship between air pollution and the status of human mental health using the data of the China Migrant Dynamic Survey (CMDS), 2014. Various econometric methods were used. Particularly, the ordinary least square (OLS) was used to estimate the parametric impact of mental health. Moreover, a robustness test was used to estimate negative impact of air pollution on mental health. Results found that air pollution significantly increased psychological disorder. The concentration of PM2.5 in the air leads to higher prominence of the four negative emotions such as nervous, depression, powerless, and restless or fidgety. After introducing the instrumental variable to solve the endogenous problem, the impact of air pollution on the level of the mental illnesses was still significant and negative. Results are also evident that air pollution has heterogeneity to the negative status of residents' mental health. Specifically, it has a significant and negative impact on women, rural and urban population, and middle- and low-income groups. Increasingly serious air pollution poses a great threat to public health and daily life. Based on the Grossman China health production function, this paper examines the effects of the spatial agglomeration of Chinese public health and the spatial effects of air pollution and other factors on public health considering three aspects. This study employed Chinese macro data on public health and air pollution from 2004 to 2013 to conduct an empirical analysis using a spatial econometrics technique. The main conclusions are as follows. Due to extensive and persistent air pollution, there was a significant spatial agglomeration impact on public health, regional public health presented a convergence effect, and effects of air pollution's negative externalities on public health were significant. Compared with the estimation results obtained when spatial dependence was not considered, the negative effect of the concentration of PM2.5 on public health was higher, implying that the traditional approaches tend to create biases when spatial correlation is ignored; from a regional perspective, the regional differences in the effects of air pollution on public health were significant. In January 2012, Beijing began releasing air quality report of PM 2.5. The move has been credited as a major breakthrough in China’s environmental governance as it is argued that online environmental activists in China were the major driving force behind it. Since then, the issue of air pollution has reemerged as one of the hottest issues and a series of new policies addressing air pollution have been adopted. Facing a relatively new phenomenon (wumai) and heightened public concerns, to what extent is the state still capable of guiding the pubic perception and opinions about the issue? By analyzing the discourse of air pollution in People’s Daily and comparing it with public opinion survey data, the paper finds that the state’s ability to guide public opinion is rather limited, indicating that opportunities do exist for civil society to play a bigger role in China’s environmental governance. The resource allocation of air pollution treatment in China is a complex problem, since many alternatives are available and many criteria influence mutually. A number of stakeholders participate in this issue holding different opinions because of the benefits they value. So a method is needed, based on the analytic network process (ANP) and large-group decision-making (LGDM), to rank the alternatives considering interdependent criteria and stakeholders’ opinions. In this method, the criteria related to air pollution treatment are examined by experts. Then, the network structure of the problem is constructed based on the relationships between the criteria. Further, every participant in each group provide comparison matrices by judging the importance between criteria according to dominance, regarding a certain criteria (or goal), and the geometric average comparison matrix of each group is obtained. The decision weight of each group is derived by combining the subjective weight and the objective weight, in which the subjective weight is provided by organizers, while the objective weight is determined by considering the consensus levels of groups. The final comparison matrices are obtained by the geometric average of comparison matrices and the decision weights. Next, the resource allocation is made according to the priorities of the alternatives using the super decision software. Finally, an example is given to illustrate the use of the proposed method. Air deterioration caused by pollution has harmed public health. The existing studies on the economic loss caused by a variety of air pollutants in multiple cities are lacking. To understand the effect of different pollutants on public health and to provide the basis of the environmental governance for governments, based on the dose-response relation and the willingness to pay, this paper used the latest available data of the inhalable particulate matter (PM) and sulphur dioxide (SO) from January 2015 to June 2015 in 74 cities by establishing the lowest and the highest limit scenarios. The results show that (1) in the lowest and highest limit scenario, the health-related economic loss caused by PM and SO represented 1.63 and 2.32 % of the GDP, respectively; (2) For a single city, in the lowest and the highest limit scenarios, the highest economic loss of the public health effect caused by PM and SO was observed in Chongqing; the highest economic loss of the public health effect per capita occurred in Hebei Baoding. The highest proportion of the health-related economic loss accounting for GDP was found in Hebei Xingtai. The main reason is that the terrain conditions are not conducive to the spread of air pollutants in Chongqing, Baoding and Xingtai, and the three cities are typical heavy industrial cities that are based on coal resources. Therefore, this paper proposes to improve the energy structure, use the advanced production process, reasonably control the urban population growth, and adopt the emissions trading system in order to reduce the economic loss caused by the effects of air pollution on public health.
