From the local to global level, indicators and reports are produced and published to support the transition towards sustainable development. Building from two European-level science–policy workshops, this perspective essay discusses the types of risks involved with such sustainability reporting. The analysis is rooted in the framework of the UN 2030 Agenda and sustainable development goals (SDG). As a globally adopted framework, it provides an example of how risks are either recognised and framed, or non-recognised. Well recognised risks include data availability for SDGs and siloed preparation of indicators, while risks receiving less attention are ritualistic reporting lacking a critical evaluation of the limitations of the SDG framework itself. These different risks are likely to reinforce each other. A specific risk is a too narrow focus on one-way communication aiming to inform individual policy decisions. In 2015, all 193 member states of the United Nations (UN) agreed on the 2030 Agenda for Sustainable Development. [10]) discussing the surprising fact that the risk concept is almost absent in the SDGs, and similarly, most risks assessments are narrowed down to sectoral approaches without references to the SDGs. The sustainable development goals (SDGs) constitute an ambitious comprehensive global framework including monitoring mechanisms and indicators to evaluate progress towards precise targets of sustainable development. Most European countries have adapted their national sustainability indicator systems to conform to the UN Agenda 2030 for sustainable development, introducing new indicators and monitoring frameworks and governance processes in which these are embedded. What do we know about the political processes and struggles of implementing this important global framework? How does the politics of indicators differ in national contexts? We propose a classification of national indicator systems along dimensions of indicator selection, appraisal landscape, participatory nature, and political communication. We empirically explore these dimensions for four European national sustainability indicator systems through a comparative analysis based on national policy documents, indicator databases, and web portals as well as inputs from workshops and expert interviews. Given the considerable variation with respect to the trajectory of national sustainability indicator systems, we posit that these differences correspond to different national interpretations of sustainability. The United Nations 2030 Agenda and Sustainable Development Goals (SDGs) define a path towards a sustainable future, but given that uncertainty characterises the outcomes of any SDG-related actions, risks in the implementation of the Agenda need to be addressed. At the same time, most risk assessments are narrowed to sectoral approaches and do not refer to SDGs. Here, on the basis of a literature review and workshops, it is analysed how SDGs and risks relate to each other's in different communities. Then, it is formally demonstrated that, as soon as the mathematical definition of risks is broadened to embrace a more systemic perspective, acting to maintain socio-environmental systems within their sustainability domain can be done by risk minimisation. This makes Sustainable Development Goals and risks "the Yin and the Yang of the paths towards sustainability". Agenda 2030 and sustainable development goals (SDG) are key formulations of sustainability policies, consisting of 17 general-level goals and 169 more detailed targets. The target setting is based on tedious international policy negotiations and compromises addressing myriad of different and sometimes incompatible interests. Identification of key trade-offs and synergies between the targets can help the efficient implementation of SDGs by improving the opportunities to focus policy attention and actions on the most relevant issues. This article focuses on trade-offs and synergies of nationally relevant targets in the context of an industrialised and affluent nation state. Results from a cross-matrix examination of targets in Finland show that most of the selected targets are characterised by synergistic interactions with other nationally relevant targets. However, policies aimed at advancing economic growth and the use of renewable energy risk a number of serious trade-offs. Methodological advances are required to make the assessment of interactions more transparent and reliable, manageable within the limited resources and capable of producing results relevant to decision-making. A recommendation for the use of cross-matrix examination as a tool of collaborative ex ante sustainability assessment is put forward, also acknowledging the risk of "paralysis by analysis" related to the wide-ranging SDG framework. Human health risks in dealing with floods in a river basin in South-Western Finland are analysed as an example of scientific and practical challenges in systemic adaptation to climate change and in integrated governance of water resources. The analysis is based on case reports and plans, on literature studies and on conceptual models of risks and risk management. Flood risks in the Northern European study area are aggravated by melt- and storm-water runoff, ice jams and coastal flooding. Flood risk assessment is linked with management plans based on EU directives as applied in the case area. National risk management policies and procedures of increasing scope and depth have been devised for climate change, water resources and overall safety, but an integrated approach to health risks is still largely missing. The same is true of surveys of perceived flood risks, and participatory deliberation and collaborative planning procedures for flood risk management in the case area, specifically for adaptive lake regulation. Health impacts, risks and benefits, socio-economic and systemic risks, and over-arching prevention, adaptation and compensation measures are not fully included. We propose a systematic framework for these extensions. Particular attention needs to be given to health risks due to flooding, e.g. from water contamination, moist buildings, mental stress and infrastructure damage and also from management actions. Uncertainties and ambiguities about risks present continuing challenges. It is concluded that health aspects of flooding are complex and need to be better included in assessment and control, to develop more integrated and adaptive systemic risk governance. Human recognition, valuation, and communication lie at the heart of ecosystem goods and services. We explore how the wellbeing effects of ecosystems are recognized and communicated based on data obtained from an information campaign to increase public awareness of the health and wellbeing benefits of rural nature areas in Finland. Interested members of the public from different backgrounds were asked to outline and publicly share short descriptions of their personal recommendations for improving their wellbeing through interacting with rural landscapes. The results indicate that a wide variety of ecosystem types and functions are perceived to be important for producing a range of wellbeing benefits through experiencing and multisensory observations of natural landscapes. The importance of cultural and experiential ecosystem services were highlighted while provisioning services received only minor attention, and regulating services were almost entirely unnoted. One of the most widely accepted rule of thumb of bioenergy production has been that burning wet wood should be avoided. This advice has guided the development of harvesting, logistics and combustion of wood chips. However, experimentations in Finland have challenged this approach by showing that it may be possible to considerably improve the energy efficiency of heat and power plants by burning the wood chips as soon as possible after harvesting them from boreal forests. The high energy content of fresh wood has been known for a long time, but this knowledge has not been widely acknowledged as the guiding principle in the development of the energy use of wood chips. This study analyses public (non)debate of wood chip burning in Finland based on conceptualisations of non-recognition and discusses the implications of knowledge use and non-use for sustainable energy transitions. It is concluded that various forms of non-recognition can significantly hinder the development and implementation of more sustainable energy solutions. Securing high-quality potable water is a key challenge for all societies. The question is not only about water availability and quality determined by hydrological, chemical, and biological factors, or technologies and monetary assets, but also about various cultural, social, and political factors that together constitute so-called hydro-social cycles. We focus on risk communication and management, in connection with the debates on planning and construction of an artificial groundwater recharge system in the Virttaankangas esker, aiming to provide potable water for the region of Turku, southwest Finland. Based on print media coverage, online debate, and comments on the environmental impact assessment report, we identify key themes and framings of risk debates and discuss which elements of the hydro-social cycle are prone to be highlighted or omitted. Our results show how different framings of risks and benefits are represented with regard to geography, time span, causative agents, impact types, those exposed, alternative management options, and uncertainties involved. Representations created both by traditional print media and new social media polarise the debate. The adoption of the concept of the hydro-social cycle in planning and communication processes may help in understanding and alleviating polarisation. [ABSTRACT FROM AUTHOR]

Background: Media coverage can play an important part in energy transitions. It creates awareness of landscape-level megatrends affecting energy systems. It influences and is influenced by public and policy agendas on a regime level. On a niche level, it can spread or screen out information and motivate or discourage actors to adopt new technologies and practices. However, relatively few studies have specifically addressed the role of media in energy transitions. Newspaper coverage of biogas is studied here as a case of media framing of a potential renewable energy solution.Methods: This article examines the long-term development of newspaper coverage of biogas in Finland. The aim of the quantitative content analysis is to draw an overall picture of the main phases of biogas coverage of a widely read newspaper focusing on agriculture and forestry, actors using discursive power in this coverage and key framings of the discussion. The results are discussed from the perspective of energy transition studies. In particular, future expectations created by the media are explored.Results: The results show a lack of newspaper coverage on biogas in the early 2000s, followed by a rapid increase and stabilisation of the volume of newspaper coverage. Biogas was most often mentioned as a secondary topic of broader discussions related to renewable energy. The core discussion focusing on biogas was characterised by very positive framings of biogas as a preferable energy solution fully compatible with the principle of circular economy. The news stories often had a strong future orientation, and examples of enthusiastic forerunners were frequently presented. However, the coverage also emphasised the poor economic profitability of biogas technologies and a need for considerable public subsidies that are inherently unpredictable.Conclusions: The future of niche-level energy technologies such as biogas can be strongly shaped by information flows, public perceptions and expectations created in part by media coverage. The analysed newspaper coverage in Finland was ambivalent from the perspective of energy transition. On the one hand, biogas production was represented as a preferable, environmentally friendly niche-level energy technology that should be encouraged. On the other hand, by emphasising the economic unviability of biogas technologies, the analysed newspaper coverage did not promote the adoption of biogas. [ABSTRACT FROM AUTHOR]
