The climate change – inequality nexus has become an increasingly important concept advanced by inequality and sustainability experts as well as international organisations like the United Nations. In this perspective paper, two arguments are made to further our understanding of the nexus and to promote action on SDG 10 ("Reducing inequalities within and among countries") and SDG 13 ("Climate action"). First, climate change's status as a "core" planetary boundary as well as its embeddedness in the 2030 Agenda for Sustainable Development, calls for a wider discussion on environmental and ecological degradation in the context of inequality. Second, the concept of inequalities of opportunity freedoms, under the guise of the influential human capabilities framework, is well suited to make sense of the complexity and multidimensionality of the climate change – inequality nexus. To this end, some (and by no means all) causal links between climate change, wider environmental and ecological degradations, and inequality are analysed. This paper briefly reviews recent and current approaches to the formulation and implementation of urban housing policies in towns and cities in the global South, with emphasis on local government-community participation and partnerships. The numerous consequences of climate change worldwide have precipi- tated research efforts to realise sustainable development goal 13 (SDG 13). SDG 13 has recommended mitigation and adaptation strategies to combat climate change, and many of these can be achieved using emerging technologies. Research has shown the efficacies of information communication technologies (ICTs) in mitigat- ing and adapting to climate change. However, the selection and ranking of ICT tools for mitigating and adapting to climate change is a multicriteria problem. This paper presents a multicriteria framework that identifies and ranks the various ICT tools that can ensure climate change mitigation and adaptation. A fuzzy-technique for order of preference by similarity to ideal solution method is used as the basis of this model and tested using information obtained from an expert. The results show that the most ideal ICT alternative is social media with a closeness coefficient of 0.62, while the least preferred alternative is the intelligent system with a closeness coefficient of 0.17. The proposed model can be used in the planning of climate change adaptation strategies in developing countries where finances are usually a major constraint in implementing climate change action. Quantifying a proposed project's greenhouse gas (GHG) emissions and scrutinizing their effect on climate change are increasingly required in Canadian environmental assessment (EA) processes. This paper investigates to what degree an EA authority's intention for the inclusion of GHG considerations has resulted in implementation into environmental impact statements (EISs) by proponents and how these considerations influence the achievement of GHG reduction targets. Fifteen projects across five Canadian jurisdictions were reviewed. The examination revealed that well-developed intentions by EA authorities did not necessarily result in proponents following guidelines for GHG consideration in their EISs due to the absence of regulation or clearly defined policies. Conversely, even though intentions by an EA authority are underdeveloped in some jurisdictions, EISs sometimes exhibited thorough GHG assessments due to mechanisms in the EA process through which GHG consideration by the proponent could be compelled. The examination did not reveal how GHG consideration in EA currently assists in meeting reduction targets. A GHG emissions limit imposed during the EA process could link EA to success in meeting these targets. [ABSTRACT FROM AUTHOR]

Increasingly, scholars engage policy makers around fundamental, complex questions on environmental change in interdisciplinary settings. Researchers attempting to develop robust contributions to knowledge that can support policymaker understandings in this context face significant inferential challenges in dealing with the spatial dimension of their phenomenon of interest. In this paper, we extend an understanding of well-defined methodological challenges familiar to applied spatial scientists by explicitly articulating the Decision-Making/Accountability, Spatial Incongruence Problem, or DASIP. Three case studies illustrate how spatial incongruences matter to researchers who work on complex, interdisciplinary problems, while seeking to understand decision-making or policy-related phenomenon: urban heat-island mitigation research in Arizona, water transfer conflicts in Kansas, and hydraulic-fracturing debates in Texas. With such examples, we aim to evoke a deeper understanding of this problem in applied research and also inspire thinking about how scholars might innovate methods for creating knowledge about environmental change that supports spatially accountable decision making. One of the most significant climate change impacts on arctic urban landscapes is the warming and degradation of permafrost, which negatively affects the structural integrity of infrastructure. We estimate potential changes in stability of Russian urban infrastructure built on permafrost in response to the projected climatic changes provided by six preselected General Circulation Models (GCMs) participated in the most recent Climate Model Inter-comparison Project (CMIP5). The analysis was conducted for the entire extent of the Russian permafrost-affected area. According to our analysis a significant (at least 25%) climate-induced reduction in the urban infrastructure stability throughout the Russian permafrost region should be expected by the mid-21st century. However, the high uncertainty, resulting from the GCM-produced climate projections, prohibits definitive conclusion about the rate and magnitude of potential climate impacts on permafrost infrastructure. There is increasing concern that flood risk will be exacerbated in Antalya, Turkey as a result of global-warming-induced, more frequent and intensive, heavy rainfalls. In this paper, first, trends in extreme rainfall indices in the Antalya region were analysed using daily rainfall data. All stations in the study area showed statistically significant increasing trends for at least one extreme rainfall index. Extreme rainfall datasets for current (1970–1989) and future periods (2080–2099) were then constructed for frequency analysis using the peaks-over-threshold method. Frequency analysis of extreme rainfall data was performed using generalized Pareto distribution for current and future periods in order to estimate rainfall intensities for various return periods. Rainfall intensities for the future period were found to increase by up to 23% more than the current period. This study contributed to better understanding of climate change effects on extreme rainfalls in Antalya, Turkey. [ABSTRACT FROM AUTHOR]
