A major admissions reform was carried out in Finnish higher education at the end of the last decade. This paper focuses on three main policy papers connected to the reform and examines the use and production of evidence therein. Drawing on bibliometric research and research on educational policy, we aim to provide insight into how to utilize citation analysis when examining evidence in educational policymaking. In the three policy papers, domestic legislature was cited the most frequently, and research from higher education institutions was cited the least. Affirmational citations were the most prominent; perfunctory, assumptive, conceptual, persuasive, contrastive, and negational citations were found to a lesser extent. When cross-examined in relation to citation types, sources were mostly cited as affirmational, with the exception of research from higher education institutions, which was cited as conceptual information. We also found that the writers cited their own previously written ministry-affiliated policy brief as central information in one of the policy papers connected to the reform. Our study is in line with the earlier literature showing that certain sources, such as domestic publications, are favoured over others. Analyses of policy documents and interviews with three Norwegian politicians revealed differences in how school leaders were described, positioned and ascribed responsibility in Norwegian education policy between 1990 and 2017. While how politicians positioned school leaders changed substantially during the period, a stable trait was vague descriptions of school leaders' responsibility. In 1990, school leaders were envisioned in a managerial position, above teachers, as employers. A more recent White Paper, from 2017, positioned school leaders closer to the teaching profession. The interviews showed that after the PISA-shock in 2001, politicians united across party lines in a 'new regime of understanding', downplaying traditional conflicts between Norwegian politicians. While Parliamentary politicians rhetorically disagreed, there was, underneath the policy discourse, a growing realpolitik consensus in questions of education policy. The study investigates policy descriptions of school leaders after 1990, when Management by Objectives was introduced in education. To position Norway in the international policy context, we draw on Stephen Ball's concepts fabrication, managerialism, magical solutions and neoliberal performativity. Three periods, with simultaneously appearing residual and emerging tendencies were identified. In conclusion, we question an apparent lack of ambitions for school leadership in Norwegian education policy. The article contributes with new insights into education policy fluctations. The OECD is an inevitable force in contemporary education. This paper illustrates how the OECD affects recent education policy-making in Iceland with a particular focus on recent documents establishing the new Education Policy 2030 in Iceland and on OECD reports that directly relate to this policy. We illustrate the relationship between these documents both topically and chronologically and use Marilyn Strathern's (2006) reasoning about policy making by bullet-points to understand these policy products. Our conclusions are that education policy 2030 is a clear step into a more Nordic tradition of policymaking, in terms of basing policy in previous works and official reports as well as increasing involvement by stakeholders. However, they are characterized by politically admirable, albeit lofty, formulations of ambitions and focus areas, rather than measurable, actionable and implementable policies. The OECD is given a great influence not only as a referential point and a tool to legitimate particular policies, but also a post-hoc policy-implementation adviser and auditor of the policy. Even though the OECD is asked for evaluation of the visionary policy and seems to be the solution to the perceived lack of professional procedure in Icelandic governance, the time-frame seems not to have allowed a thorough use of their advice. Another relevant research question that follows with the pandemic, is if teacher education in the Nordic countries had prepared the new teachers well enough to be able to work in this highly digitalised and crisis-prompted educational practice? A third conclusion is that leaders at the organisational level within this teacher education institution should acknowledge and place higher value on teacher educators' work to digitalise educational practices. Among others, one conclusion is the need for critical thinking and an understanding of how technology makes sense in a teacher's professional pedagogical work, which is not addressed in the Norwegian and Danish national teacher education policy documents included in the study. Internationally, research comparing education systems across countries and jurisdictions is valuable and can elicit nuanced insights into how particular systems operate. This paper's interest lies in considering the scope and content of research comparing education systems across the four UK nations (England, Northern Ireland, Scotland and Wales). This study sought to determine the coverage of UK cross-national comparative education research ('home international' research) between 2000 and 2022. We chose this time period as 1999 marks the devolution of education policy to each UK nation. We aimed to investigate what educational issues had been discussed in the literature and identify any gaps in the content covered by the research. An exploratory, high-level review of 'home international' education research was conducted, based on the review of abstracts. We searched several research databases using a variety of keyword combinations to identify relevant literature published since 2000. Our search identified 53 studies that met our selection criteria. Using a meta-synthesis approach, we coded the content of each abstract to build a picture of the range and thematic coverage of research involving comparisons between at least two of the four UK nations. The analysis of abstracts identified that, over the last two decades, UK 'home international' research has tended to include comparisons of all four nations, coverage of multiple educational phases and a focus on national education policy reviews. Furthermore, we pinpointed a number of gaps in coverage that might not have been anticipated (e.g. relatively little cross-national research focusing on assessment). This high-level review uncovers the landscape of recent 'home international' research, allowing us to view issues that are driving the cross-national research agenda in the UK and recognise implications relevant to education systems that may resonate with jurisdictions beyond these four UK nations. We examine private supplementary tutoring within the context of Finnish general upper secondary education. Specifically, we focus on profit-driven private preparatory course providers who cater to individual students and their families, aiming to improve applicants' prospects of gaining access to higher education. We examine this during a time when a recent education policy reform has renewed seeking admission to higher education in Finland, consequently impacting the private supplementary tutoring market associated with it. We draw on Bourdieu's concepts of field, capital, and habitus as a starting point for discussing the complex dynamics between public and private actors in the field of Finnish general upper secondary education and the role of economic capital. The ethnographic data analyzed for this paper consist of field notes and interviews (n = 58) from three general upper secondary schools, produced in 2019-2020. The study aims to investigate the negotiations between the public and private spheres of education within the everyday practices of Finnish public upper secondary education during an educational policy reform. We conclude that the fields of public and private education are not separate but rather intertwined, and they can become blurred in the everyday life of schools through both temporal and spatial overlaps. Intrapreneurs are needed in the sport sector due to its competitive nature. However, little attention has been paid to this topic within sport entrepreneurship literature. This paper aims to examine the cross-cultural applicability of Ajzen's theory of planned behavior for predicting the intrapreneurial intentions (II) of sport science students from two European countries and to discover if there is a moderating effect of country's culture on the antecedents of II. A questionnaire to collect the data was used. The sample is composed by 736 final year sports sciences students from Spain and Lithuania. The combination of a symmetric (Structural Equations Modelling) and asymmetric (Qualitative Comparative Analysis) approach was used to examine the students' country culture as a potential moderator. Results indicate Ajzens's theory of planned behavior as a suitable framework to predict intrapreneurial intentions (II). Moreover, it is highlighted that the country's culture can have a moderating effect on the university students' II. Educational policy makers should consider the impact of county culture when promoting intrapreneurial behavior. In Spain, it should be developed a positive attitude towards intrapreneurial behavior, while in Lithuania it is more important to foster that they perceive as having the necessary skills to be an intrapreneur. Rapid reviews involve a streamlined approach to knowledge synthesis. They are used to identify high-quality evidence for the purpose of informing decisions and initiatives, completed over relatively short timeframes, and have been found to reach conclusions that do not differ extensively from full systematic reviews. Although common in the health sector, rapid reviews are not as widespread in education. This paper reflects on the experiences of conducting a rapid review that applied review guidance from the health sector to a topic situated within education: effective Professional Learning (PL) for school-based educators. Our purpose is not to share the rapid review's findings: rather, our interest lies in exploring the process of undertaking the review. We sought to investigate the methodological decisions we made for the education context as we carried out the review. As part of a large-scale investigation focusing on practitioner use of research evidence in education, we undertook a rapid review to understand what is known about effective PL. Drawing on methodological literature from the health and education sectors, we documented the procedure involved in conducting our rapid review in education. At each step, we reflected on methodological issues encountered, decisions taken and the procedural adjustments we made to align the process to the education context. Our reflections identify the key adaptations we made to ensure that review guidance was carefully attuned to the context of the education field and the wider purpose of the review: in our case, to inform an initiative in education. Considerations highlighted by our procedure also included the role of reviewer judgement in quality appraisal and attending to collaborative review team processes. These reflections support the notion that the use of research to inform decisions in education needs to be a dynamic, contextualised, and collaborative process. Rapid reviews have a crucial part to play in efforts to strengthen evidence-informed practice in the education sector. Our methodological exploration offers insights for those conducting, using, and commissioning rapid reviews to provide systematic and transparent evidence-based guidance for initiatives in education. The collaborative work between authors, reviewers and editors during the different phases of publication process has epistemic consequences for several reasons. Therefore, discussing the nature and principles of the publication process, including peer review and editorial work, is vital for the whole field of education policy research. Editors are familiar with both the importance of the swift publication process, for example, for the advancement of PhD processes, but also the time constraints with which the reviewers struggle. Background: International achievement studies such as the Programme for International Student Assessment (PISA) have an increasing influence on education policy worldwide. The use of such data can provide a basis for evidence-based policy-making to initiate educational reform. Finland, a high performer in PISA, is often cited as an example of both efficient and equitable education. Finland’s teachers and teacher education have not only garnered much attention for their role in the country’s PISA successes, but have also influenced education policy change in England. Main argument: This article argues that the Finnish model of teacher education has been borrowed uncritically by UK policy-makers. Finnish and English philosophies of teacher preparation differ greatly, and the borrowing of the Finnish teachereducationmodel does not fit within the teachertrainingviewpoint of England. The borrowed policies, thus, were decontextualised from the wider values and underpinnings of Finnish education. This piecemeal, ‘pick “n” mix’ approach to education policy reform ignores the fact that educational policies and ‘practices exist in ecological relationships with one another and in whole ecosystems of interrelated practices’. Thus, these borrowed teacher preparation policies will not necessarily lead to the outcomes outlined by policy-makers in the reforms. Sources of evidence: Two teacher preparation reforms in England, the University Training Schools (outlined in the UK Government’s 2010 Schools White Paper,The Importance of Teaching) and the Master’s in Teaching and Learning (MTL), are used to illustrate the problematic nature of uncritical policy borrowing. This article juxtaposes these policies with the Finnish model of teacher education, a research-based programme where all candidates are required to complete a Master’s degree. The contradictions exposed from this analysis further highlight the divergent practices of teacher preparation in England and Finland, or the disparate ‘ecosystems’. Evidence of educational policy borrowing in other settings is also considered. Conclusions: Both the MTL and the White Paper reforms overlook the ‘ecosystem’ surrounding Finnish teacher education. The school-based MTL contrasts with the research-based Finnish teachers’ MA. Similarly, the University Training Schools scheme, based on Finnish university-affiliated, teaching practice schools, contrasts heavily with the rest of the White Paper reforms, which contradict the philosophies and ethos behind Finnish teacher education by proposing the move of English teacher preparation away from the universities. The analysis highlights the uncritical eye through which politicians may view international survey results, looking for ‘quick fix’ options instead of utilising academic evidence for investigation on education and education reform. The modest impact of national policy efforts on school digitalisation relates to a gap between views among policy-makers and practitioners, giving rise to complexity in translating policy into action. Acknowledging changes in governing through alternative policy formation-processes, and Ward and Parr's (2011) arguing for the importance of strategic- and operational policy coherence, the focus of this paper is the forming of a national plan of action for the digitalisation of schools in Sweden (#skolDigiplan). Within this interview study, the views on policy work and challenges of digitalisation of schools are explored among an exclusive management group of non-traditional Swedish policy-makers appointed to produce the #skolDigiplan. Based on the findings, I conclude that national policy making regarding the digitalisation of schools may be conducted through a collective process, with several educational stakeholders contributing. Furthermore, I suggest that non-traditional national policy-makers, arguing a lack of digital competence knowledge concerning schools at the governing or authority level, may consider taking a step back in the policy-formation process as a supportive action. Although the contexts, structures and administrations of early childhood education (ECE) may differ internationally, effective pedagogical leadership remains an essential component in supporting young children's development and learning. This paper reports on a comparative study which considered ECE in two different settings, Finland and Florida, providing insight into teachers' perspectives on the characteristics of pedagogical leadership. This study sought to investigate and compare the perspectives of ECE teachers and directors in Finland and Florida via their discourses about teachers' pedagogical leadership. The goal was to provide an overview of the ECE teachers' and directors' discourses in each location, in order to allow comparison and a better understanding of the influence of aspects including locational contexts, curricular guidelines and teacher preparation on the ECE teachers' and directors' perspectives. A comparative case study design was used. The data consisted of semi-structured focus group interviews and individual interviews with ECE teachers and centre directors in Finland and in Florida. Data from the two locations were first analysed separately to identify the main discourses; secondly, discourses were compared collectively to reveal major themes. The analysis indicated a similar conceptualisation of distributed pedagogical leadership. However, differences were identified in teachers' expectations of independence in instructional decisions, and the extension of pedagogical leadership practices within and beyond the ECE centres. The analysis of discourses led to the identification of three major themes, which generated implications for teacher preparation, curriculum development and implementation, and ECE programme directions. The study enables a more comprehensible conceptualisation of teachers' pedagogical leadership as it emerged from teachers' and directors' discourses across two locations. Pedagogical leadership is recognised as an indicator of high-quality pedagogy in early childhood education and the findings highlight the need to continuously support and strengthen teachers' pedagogical leadership. In this paper we introduce the themes and core claims of Culp's book, sketch the contributions made by authors of this symposium, and highlight the plausibility of the book's significance for debates in political philosophy, philosophy of education, educational public policy, as well as for the practice of political education. This paper examines the role of digital technology in national guidelines and regulations in Norwegian and Danish teacher education over the course of 28 years (1992–2020). These policy documents are used to examine policy perspectives on digital technology through an analytical framework based on Wartofsky's artifact categories. The analytical categories developed for this study are tool artifacts, teacher professional artifacts and discursive artifacts. The results show that the different categories dominate at different times. The Norwegian policy documents indicate an increase in teacher professional artifacts and a decrease in tool artifacts over time, whereas the Danish policy documents show the opposite tendency. Discursive artifacts are absent in Danish policy documents while their presence diminishes over time in the Norwegian policy documents. As teachers, and ITE in particular, are still struggling to realise educational policy aims, there is still a need for direction, this absence seems to run counter to the goal of increasing PDC in ITE. Purpose: Understanding the nature of wellbeing as multidimensional and complex provides a policy window to generate a strengths-based policy orientation to promote wellbeing in education settings. The purpose of this exploratory paper is to map how wellbeing is interpreted across public education policy documents in Aotearoa New Zealand. Method: To explore the narrative that this group of documents weave, we draw on models of holistic wellbeing, ecological systems and appreciative inquiry. Policy documents were analysed using text mining software to track notions of wellbeing; their occurrence and co-occurrence with related concepts. Results: Key findings include the predominance of wellbeing, the interrelatedness of wellbeing with relationships, and the predominance of student wellbeing over the wellbeing of other stakeholders, highlighting that current education policy does not interpret wellbeing as relational, complex or contextual. Conclusion: We argue that interpreting such documents through a wellbeing lens demonstrates the complexity and disparity of the conceptualization and contextualization. We assert that it is critical to explore possibilities for deliberate and ecological wellbeing connections within educational policy and practice for the good of all stakeholders. This paper uses a computational framework to analyse the equilibrium dynamics of exploitation and inequality in accumulation economies with heterogeneous labour. A novel index is presented which measures the intensity of exploitation at the individual level and the dynamics of the distribution of exploitation intensity is analysed. Various taxation schemes are analysed which may reduce exploitation or inequalities in income and wealth. It is shown that relatively small taxation rates may have significant cumulative effects on wealth and income inequalities. Further, taxation schemes that eliminate exploitation also reduce disparities in income and wealth but in the presence of heterogeneous skills, do not necessarily eliminate them. The inegalitarian effects of different abilities need to be tackled with a progressive education policy that compensates for unfavourable circumstances. [ABSTRACT FROM AUTHOR]

In this paper, we set out the first step towards the measurement of learning gain in higher education by putting forward a conceptual framework for understanding learning gain that is relevant across disciplines. We then introduce the operationalisation of this conceptual framework into a new set of measurement tools. With the use of data from a large-scale survey of 11 English universities and over 4,500 students, we test the reliability and validity of the measurement instrument empirically. We find support in the data for the reliability of most of the measurement scales we put forward, as well as for the validity of the conceptual framework. Based on these results, we reflect on the conceptual framework and associated measurement tools in the context of at-scale deployment and the potential implications for policy and practice in higher education. Middle-class parents' strategies of reproduction and social closure and their role as a driver of school segregation are already well-reported. Our two independent research projects in Finland and Germany have additionally revealed a somewhat surprising and not yet fully understood tendency of certain middle-class parents to actively avoid the most reputable schools. Using these findings as a starting point, the paper investigates the motives and reasoning behind middle-class parents' avoidance strategies in the cities of Espoo (Finland) and Mülheim an der Ruhr (Germany). The analysis shows that in educational transitions where choice is not constrained by a risk of children being left behind, some families with high educational resources and imbued with a certain ethos give precedence to 'ordinary' schools over highly selective elite schools. If this ethos can be skilfully integrated into urban educational policies, it may help develop effective equality strategies supported by parents and seen as justified by them. Te reo Māori, the Māori language is a taonga (something highly valued by Māori) that should have been protected under Article Two of the 1840 Te Tiriti o Waitangi, the treaty that gave Britain the right to settlement of Aotearoa (New Zealand). Article Two guaranteed Māori absolute chieftainship over their lands, homes, resources, and everything of value. Thirty-five years ago the Waitangi Tribunal found te reo Māori is indeed a 'taonga' which the Crown is obliged to protect. In this paper we consider how the dominance of English language practices in education in Aotearoa and unequal access to Māori of power and resources has caused te reo to decline. We outline how the Waitangi Tribunal has identified treaty breaches, before considering recent education policy with a specific focus on the early childhood sector. We conclude by identifying the teacher education sector as a prime site for reinvigorating te reo Māori as both the repository of Māori knowledge and a national taonga. We highlight that whilst recent policy changes signal a governmental commitment to transforming the racist and linguicist legacy of educational policies, ongoing resourcing of support to the teaching profession will be required to ensure the success of these aspirations. This paper reports on the importance of the stories and perspectives of early childhood education Associate Teachers (ATs) at a time when there is considerable flux being experienced in the Aotearoa New Zealand early childhood sector, due in particular to the ongoing impact of changes in government funding policy, ongoing debates about pathways into the teaching profession, and an updated curriculum framework. The paper developed out of a research project that asked Associate Teachers (AT) about their views on the impact of recent national education policy changes. The views of ATs provide an influential voice for the sector, and particularly for teacher education providers through the student teacher practicum experience. Evidence and analysis of AT views provides insight into how the triadic of student, lecturer and practitioner can work together to support student teachers with their practicum experience in relation to the recent policy changes. A very small return rate for online questionnaires left the research team with the challenge of talking about the meaning of such silence, while at the same time acknowledging and valuing the views of those who did complete the questions. The paper presents a shift in the researchers' perspectives on the subject of their research, and raises awareness of the problem of working with, and being committed to, the silent voices. The paper concludes with foundations for future research, focusing on ATs as active participants in teacher education policymaking and involving them both as researchers and participants. Background: 'Learning to Learn' (L2L) is considered a key skill for the twenty-first century. It is understood here as a hyper-competence, which mobilises resources of the individual and/or groups in a sense-making effort to improve or update one's own learning. By means of classroom assessment during the teaching-learning cycle, teachers can promote this competence in their daily practice. This paper focuses on the L2L–assessment relationship, presenting data from an international qualitative research project conducted in Brazil, Ecuador, Italy, Mexico, Spain and Uruguay from a comparative perspective. Purpose: The study sought to explore the relationship between teachers' L2L conceptualisations and their assessments in a sample of preschool, primary and secondary school teachers. Key questions addressed were: how did interviewed teachers define L2L? What, if any, was the connection between teachers' assessment methods and their own L2L definition? Methods: The analysis drew on data collected from 123 interviews with teachers, deploying a qualitative descriptive approach. L2L definitions were classified as broad or narrow according to Hounsell. A connection was assigned to each interview depending on whether teachers' assessment and L2L responses included aspects related to L2L theory. Findings and conclusion: Around one-third of interviewees provided a definition of L2L consistent with the intended purposes of assessments that contribute to the development of L2L. Approximately one-fifth was classified with partial connection and almost half was classified as showing no connection. The L2L–assessment relationship is explored in terms of similarities and differences between countries. Overall, the study draws attention to the need for increasing teacher awareness of the L2L–assessment connection during initial and in-service teacher education, in order for teachers to develop assessment practices conducive to L2L. Background: The assessment of cross-curricular skills is gaining attention in many countries. In Japan, the 'Information Literacy Survey for Upper Secondary Students' (the ILSUS) was designed to measure information literacy through Computer-Based Testing (CBT). It was the first large-scale survey based on Item Response Theory (IRT) implemented by Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT). Purpose: This paper reports on the history and development of the survey and discusses its findings. As 'information literacy' is a generic and cross-curricular ability, we measured cognitive ability relating to how information can be utilised for problem-solving. Main argument: We present some released survey items that were actually used in the ILSUS, to explain how the items covered three aspects of 'information literacy'. Using proficiency levels, we discuss what the findings indicated about the features of the students' 'information literacy': it was evident that, whilst many had the ability to deal with complex and large amounts of information, few were able to address unfamiliar contexts. Then, using questionnaire items from the ILSUS, we report how we determined that 'information literacy' was strongly associated with 'student-teacher relationships' and 'meta-cognition'. Conclusion: This account of the ILSUS offers insight into how we measured information literacy and, more widely, the kinds of skills that Japanese education policy is trying to develop. In planning a new Information Literacy Survey (ILS), we will try to capture what has not been clarified yet, such as the trends in information literacy and differences between educational stages. Movement integration (MI) has become a significant part of contemporary educational policy; it implies that teachers of any school subject are responsible for organizing movement activities that are of educative value. In this paper, we use Wolfgang Klafki's Bildung theoretical analysis to examine contemporary approaches to MI and clarify dominant theoretical and didactic ways of working with MI. We aim to suggest a new understanding of MI by applying Klafki's conception of categorial Bildung. We argue that it enables educators to emphasize the educative and existential potential of the embodied, social and emotional involvement with the academic content. Background:Early childhood education and care has been an area of significant policy attention, public investment and private market activity in Australia over the past three decades. Australian educationists and policy-makers have looked to international examples for evidence, policy design and institutional models. However, this area is under-researched in Australia, with regard to how these knowledge flows are theorised, and how policy is implemented on the ground. Purpose:The paper’s purpose was to contribute new Australian-focussed conceptual and empirical insights on the trajectories, development and implementation of evidence-based policy in the field of early childhood education and care. Sources of evidence:The paper is based on three main sources of evidence:• the critical literature on policy transfer and policy mobility• policy statements, reports and planning documents produced by national- and state-level governments• data from fieldwork analysis of new capital works and programmes in the early childhood field. Main argument:International research and evidence on the benefits of investment in early learning has had a significant impact on the framing of Australian policy. So too has a move in several countries to align early childhood institutions with schools. However, a dominant paradigm of policy transfer, reliant on pluralist and rationalist frameworks of policy-making, fails to account for the dynamics of policy development and implementation across and within jurisdictions and geographical space. Conceptualising a new alignment in Australia between children’s centres and schools as ‘educare’, this article employs the theoretical lens of policy mobility to account for the circulation and transformation of educare policy in Australian settings. Through an empirical analysis of a new educare centre in the growth corridor of western Melbourne, the article demonstrates the extent to which neoliberal policy settings outside the educational sphere, around public finance, partnership, place and infrastructure provision, influence the implementation of ‘educare’ policy. Conclusions:The educare discourse in Australia addresses a complex and multiscalar set of policy problems that associate child development with concerns around human capital formation, economic efficiency and productivity, place making and community building, and the role of the public sector in neoliberal democracies. International circuits of knowledge, policy design and institutional models in the educare field have been significant in shaping recent Australian policy, despite well-publicised views expressed in Australia on the disconnection between academic research and policy. The strength of policy mobility as a theoretical lens to assist our understanding of these influences lies in its critique of formalism in policy-making and in its attention to fluidity and transformation. The mobility lens encourages new empirical research that focuses on spatial and institutional dynamics, assisting our reading of on-the-ground developments in Australia’s fastest growing city. Background: This paper analyses the role of, and approach to, policy referencing and borrowing in Hong Kong’s recent reforms that culminated in the creation of its New Academic Structure and the Hong Kong Diploma of Secondary Education. Main argument: It argues that Hong Kong has gone further than most jurisdictions not just in responding to global influences on education reform, but in taking explicit steps to internationally benchmark its curriculum and assessment, and in involving the global community at multiple levels in the process of education policy planning and implementation. Sources of evidence and method: The paper is based on the documentary analysis of policy documents in Hong Kong, and 23 interviews with key stakeholders in the policy network, including policy-makers, practitioners and community leaders. Discussion and conclusions: While policy referencing and borrowing in the Hong Kong context can, in part, be traced to a colonial legacy, the Special Administrative Region of China demonstrates a collaborative approach to education reform involving local and international engagement that may be relevant to other systems. Its approach was informed by a measured use of policy referencing that involved ‘horizon scanning’ of other systems’ policies and practices; international benchmarking; and engaging international expertise to facilitate implementation. The aim of this article is to explore the interrelationships between a national government and the Organisation for Economic Co-operation and Development (OECD) in terms of the power and legitimization of education reforms, here based on the reciprocal dependence of the two actors. Although the current case study only analyses the shifting relationships between Sweden and the OECD, the assumption is that the case is quite representative of the ambiguities of power in the relationships between the OECD and its smaller member countries and the Nordic countries in particular. To explore the relationship between the Swedish national government and OECD, we make use of discursive institutionalism as a general framework. For a closer understanding of the standpoints of the OECD and Sweden on different matters and at different times, two explanation logics are used. The discourses we found characterizing the different kinds of relationships over time are a discourse of opposition, a discourse of mentorship and a discourse of subordination. We argue that there are both ideational and institutional reasons affecting the conditions for cooperation on educational policy. Although institutional reasons strengthen the maintenance of the cooperation, ideational reasons both challenge and develop the nature of the collaboration between the OECD and Sweden. There are growing expectations internationally that schools and systems will use research evidence to inform their improvement efforts. Such developments raise important questions about what it means to use research evidence well in education. To date, there has been wide-ranging debate about what counts as quality evidence, but very little dialogue about what counts as quality use. In response, this article presents a conceptual framework to define and elaborate what quality use of research evidence might mean in relation to education. The framework is informed by a cross-sector systematic review and narrative synthesis of 112 relevant publications from four sectors: health, social care, education and policy. The review explored if, and how, quality of evidence use had been defined and described within each of these sectors in order to inform a quality use framework for education. Based on the cross-sector review, quality use of research evidence is framed in terms of two core components: (1) appropriate research evidence and (2) thoughtful engagement and implementation, supported by three individual enabling components (skillsets, mindsets and relationships) and three organisational enabling components (leadership, culture and infrastructure), as well as system-level influences. There is potential for this framework to inform current approaches to the use of research in education. This paper reports on a study of the recent curriculum reform of the Swedish upper-secondary school, Gy11. Although aesthetics were not made compulsory subjects by this reform, all students have a statutory entitlement to be offered a minimum of one course in an aesthetics subject. We wished to determine whether students are actually being given the opportunity of choosing such subjects. The study is a theory-based and content-oriented evaluation. Data are based on curriculum studies and a comprehensive survey of upper-secondary school principals. Our findings indicate that while principals have generally organized aesthetics courses, students seldom choose this kind of educational content. BackgroundNetworks play an important role in today’s societies. As a consequence, changes are apparent in the political, economic, cultural, educational and social agendas. PurposeThe main goal of this article is to map the situation of school networks in Spain. The research questions are focused on what forms collaboration and networking take in the Spanish education system; how policy and practice are providing a framework for the development of networks; and what the main barriers to fostering school-to-school collaboration in this context are. MethodsA mix of case studies and documentary analysis was used. Two regions located in the Southwest (Extremadura and the Canary Islands) were selected to examine their legislation about networks in education. The following aspects were considered: aims and aspirations, areas of interest, organisational structure, benefits and incentives, network project and evaluation and improvement proposals. In this way, Spain is presented as an example of a country that is exploring the possibilities offered by networks. Findings and conclusionsThere is no common state policy to support networking between schools. Rather, every local educational authority acts with different purposes and a variable extent of development. This particular situation offers a diverse map of education networks. The case studies show that networks are being developed bottom-up, through topics of interest, such as library, ecology, health-promotion, equality, emotional intelligence, educational research, enterprise and physical education. The paper concludes by reflecting on and discussing the current landscape of educational networks. Some barriers identified are related to: the networks’ structures that could be more inclusive, the loose culture of collaboration, the weak mechanisms to link social and professional capital provided by policy-makers, the importance of belief in the network society and community power by stakeholders and also to the necessity to increase incentives for people involved, in terms of working-time conditions and resources. The gap between educational outcomes and labour market demand is one of the most important issues concerning researchers and specialists in the field of educational planning and policy-making. Innovation, entrepreneurship, diversity and creativity characterize the globalized, high-tech labour markets. Whilst striving for a sustainable future, Oman is still grappling with entrenched, traditional methods of education. These educational methods are incapable of meeting diverse learning needs or producing young people, equipped to readily take their places in the workforce. Structured interviews with key figures in Oman were conducted to gauge the prospect of a vision of education which encompasses alternative schools, programmes and pathways to enhance opportunities for all students and facilitate outcomes that better match demands created by an increasingly sophisticated working environment. Background:This paper approaches evidence-informed practice from the perspective of evidence-informed policy-making. Using the findings of a recent study of evidence-use by educational policy-makers to raise questions about evidence-use by educational practitioners, it seeks to explore what such a study might tell us about how to understand and improve evidence-use by educational practitioners. Purpose:The paper aims, therefore, to identify potential connections, shared insights and common issues between evidence-use in policy and evidence-use in practice. It does this by focusing on two specific areas: the nature of the evidence (i.e.whatevidence is used) and the nature of the use (i.e.howevidence is used). The paper outlines what was found about each of these aspects of evidence-use in policy, and then considers what questions and issues these findings might raise for evidence-use in educational practice. Sample:The empirical study on which this paper is based was an in-depth study of the use of evidence within educational policy development in Australia. It focused on the development of three specific education policies within one Australian state education department and involved interviews with 25 policy-makers who were actively involved in the development of these policies. Design and methods:The policy-based study involved the following data collection processes: (i) in-depth semi-structured interviews with 25 policy-makers who were involved in the development of the selected policies; (ii) documentary analysis of policy documents, background research reports and other relevant papers relating to the selected policies; (iii) unstructured observation (where possible) of meetings and events connected with the development of the selected policies; and (iv) feedback from 40 wider policy staff who took part in a verification workshop to discuss the project’s emerging findings. Findings:Drawing on the findings from the original policy study, two areas of potential connection to evidence-use in practice are explored. First, in relation to ‘varieties of evidence and uses’, the negotiation of diverse evidence types and the potential for using evidence in multiple and varied ways appear to be features of evidence-use that are common to educational policy-makers as well as educational practitioners. Secondly, in relation to ‘narrowness of evidence sources’, there is potential for both policy-makers and practitioners to use a narrow (rather than broad) selection of evidence, due to a tendency to work with certain evidence types as a starting point (e.g. performance data) and a tendency to draw on certain evidence sources more frequently (e.g. well-known, familiar research sources). Conclusions:This paper emphasises: (i) the need for more integrated (or joined-up) understandings of evidence-use across contexts of practice and contexts of policy; (ii) the importance of continued efforts to understand and represent evidence-use more effectively within educational practices; and (iii) the value of paying careful attention to the quality and qualities of evidence-use within and across the different settings of educational practice and policy. In this article, we explore the drivers of students' success in a first-year university statistics course. Using a unique sample from Westminster International University in Tashkent, we discover that student engagement with their studies is reflected in their class attendance and in the use of online resources, which continue to play an important role in their academic performance. Moreover, we discovered that socio-demographic factors such as age, gender, marital status, employment, and language of instruction of prior schooling are significant in explaining student academic outcomes. Backgrounds: Research concerning student-centered learning (SCL) recommends a comprehensive assessment of medical students' competencies including their personal and professional characters. Accordingly, nurturing future doctors should be in a continuous mentorship program. However, in a hierarchical culture, communication is oneway with limited feedback and reflection. We aimed to explore challenges and opportunities for SCL implementation in medical schools in this cultural setting necessary for a globally interdependent world. Methods: Two cycles of participatory action research (PAR) were conducted, involving medical students and teachers in Indonesia. A national conference on SCL principles was conducted between the cycles, also the SCL modules were developed for each institution and feedback was shared. Twelve focus group discussions were conducted (before and after the module development), with 37 medical teachers and 48 medical students from 7 faculties of medicine across Indonesia at various levels accreditation. Following verbatim transcriptions, a thematic analysis was conducted. Results and Discussions: In cycle 1 PAR, some challenges in implementing SCL were identified: lack of constructive feedback, overloaded content, summative-based assessment, hierarchical culture environment, and teachers' dilemma of committed time between patientcare and education. In cycle 2, several opportunities to approach the SCL were proposed: a faculty development program on mentorship, students' reflection guides and training, a more longitudinal assessment system, also a more supportive government policy on the human resources system. Conclusions: The main challenge of fostering student-centered learning revealed in this study was a teacher-centered learning tendency in the medical curriculum. The weighting towards summative assessment and the national educational policy drive the curriculum like a 'domino effect', away from the expected student-centered learning principles. However, using a participative method, students and teachers could identify opportunities and articulate their educational needs, i.e., a partnership-mentorship program, as a significant step toward student-centered learning in this cultural context. A general shift towards competency-based curricula has meant that, for quite some time, skills including critical thinking have been central considerations in educational policy reform internationally. However, what happens at the policy level is only one aspect of change: gaining a deep understanding of how new curricula are approached and interpreted in practice, at the classroom level, is crucial. This study sought to explore connections between policy, practice and professional learning in the context of a critical thinking policy. The aim was to investigate teachers' perspectives to address the following research questions: What are teachers' perceptions and knowledge base of critical thinking? And how, and to what extent, do teachers incorporate critical thinking into their classroom practices? The study employed a collective case study approach. Participants were a sample of six teachers (three beginning and three experienced teachers) in Singapore. Data collection involved teacher interviews, lesson observations and the gathering of students' work. The data were analysed qualitatively. Through in-depth analysis of data, four major themes emerged, which characterised the teachers' perceptions, knowledge and classroom practices of critical thinking in relation to the policy context: (i) gaps in teacher knowledge; (ii) contextual factors shaping teacher knowledge; (iii) teacher knowledge shaping practice; and (iv) contextual factors shaping practice. This study offers, from the perspectives of teachers, insight into the connections between policy, teacher practice and professional learning, and points to systemic and contextual factors that can represent barriers and enablers to the enactment of a critical thinking policy. More broadly, it deepens the understanding of factors that may shape policy enactment at the classroom level, highlighting the crucial role played by teacher knowledge in effecting educational change. Questions about the optimum age for young people to complete their compulsory education, and how this relates to issues of equity, are familiar topics of debate in many jurisdictions. The aim of educational equity has been fundamental in Finnish education, upheld through decades of reforms. A recent reform has extended compulsory education in Finland to the age of 18. As part of gaining insight into its implications, more needs to be understood about how it is perceived by young people in education settings. This study sought to explore young people's perceptions of extended compulsory education in the context of the recent reform in Finland. A total of 19 focus group interviews were carried out with 56 15-to-16-year-olds who were among the first cohort of young people experiencing the extension to compulsory education. Data were analysed qualitatively, using a discourse-analytical approach. Three main discourses emerged, which helped illuminate the young people's views: (i) grade discourse, (ii) potential equity discourse and (iii) part-of-the-system discourse. Goals and pressure to succeed were emphasised through grade discourse; the extension was also discussed in terms of equity around provision of accessible information and access to education. While most participants deemed completing secondary education self-evident, doubts arose about the system's flexibility and whether it might hinder choice. Different discourses slightly influenced agency; grade discourse reinforced young people's goal-oriented stance. This study highlights how certain 'ideal' positions may be favoured among young people considering various educational and career paths. While effective for those with clear goals, it could discourage deviation from peers' choices. The findings draw attention more broadly to the need for quality study guidance and wellbeing prioritisation for all young people as they negotiate transitional points in their individual learning journeys. Background:This article critically discusses the key tensions and challenges arising from the educational policy borrowing in China, through its current education reform. Focussing on the new curriculum reform (NCR), the paper highlights the interactions and conflicts between foreign and local ideologies and practices. Sources of evidence:The main sources of evidence that form the basis of the analysis for this article were research data from an open-ended questionnaire and semi-structured interviews conducted with 166 school principals, vice-principals and teachers from China between 2013 and 2015. Main argument:It is argued that the NCR has borrowed selective ideas and practices from elsewhere, such as a school-based curriculum, student-centred pedagogy and formative assessment. It is further suggested that the borrowed policies are mediated and moderated by the ideological attitude of the Chinese educational stakeholders, stemming from the notion of ‘theory-ladenness’ within an exam-oriented paradigm. Conclusions:The example of China illustrates the effects of an ideological attitude on educational policy borrowing that challenges the notion of universally appropriate ways of teaching, learning and reforming an educational system. Background:Despite decades of research, bullying in all its forms is still a significant problem within schools in Australia, as it is internationally. Anti-bullying policies and guidelines are thought to be one strategy as part of a whole school approach to reduce bullying. However, although Australian schools are required to have these policies, their effectiveness is not clear. As policies and guidelines about bullying and cyberbullying are developed within education departments, this paper explores the perspectives of those who are involved in their construction.Purpose:This study examined the perspectives of professionals involved in policy construction, across three different Australian states. The aim was to determine how their relative jurisdictions define bullying and cyberbullying, the processes for developing policy, the bullying prevention and intervention recommendations given to schools and the content considered essential in current policies.Sample:Eleven key stakeholders from three Australian states with similar education systems were invited to participate. The sample selection criteria included professionals with experience and training in education, cyber-safety and the responsibility to contribute to or make decisions which inform policy in this area for schools in their state.Design and methods:Participants were interviewed about the definitions of bullying they used in their state policy frameworks; the extent to which cyberbullying was included; and the content they considered essential for schools to include in anti-bullying policies. Data were collected through in-depth, semi-structured interviews and analysed thematically.Findings:Seven themes were identified in the data: (1) Definition of bullying and cyberbullying; (2) Existence of a policy template; (3) Policy location; (4) Adding cyberbullying; (5) Distinguishing between bullying and cyberbullying; (6) Effective policy; and (7) Policy as a prevention or intervention tool. The results were similar both across state boundaries and also across different disciplines.Conclusion:Analysis of the data suggested that, across the themes, there was some lack of information about bullying and cyberbullying. This limitation could affect the subsequent development, dissemination and sustainability of school anti-bullying policies, which have implications for the translation of research to inform better student outcomes. The paper explores the ways in which university-based Teacher Education Departments in Greece have operated to promote changes to their undergraduate curricula. Our research approach views these changes as responses to the policies of the European Union and the Bologna Process for the 'modernisation' of higher education systems across Europe. Data are drawn from qualitative analyses of 18 curricula in two periods of their development, the middle of the 1990s and the late 2000s. The analysis of the study is based on Bernstein's theoretical concepts of classification, framing and meaning orientations, and describes basic types of university curricula regarding content organisation, pedagogical practices of teaching and learning, and knowledge evaluation. The findings reveal that, along with the disciplinary and professional criteria for knowledge recontextualisation, which have traditionally been legitimate in the field of Teacher Education, forms of weakly classified knowledge systematically oriented to problem-solving professional practices and school effectiveness are gradually crystallising and tending to become dominant. We argue that the marked shifts in the pedagogical means of teacher education may run the risk of thinning out teachers' knowledge base and de-professionalising their practices and identities. This paper analyses how leaders, teachers and students are realising the reform of the Danish upper secondary school. We illustrate how they articulate good teaching: what they say characterises it, and what they think can facilitate and prevent it. Our claim is that reform discourses and changes to the organisation of teaching and teacher work create new ways of talking about teaching: new values are espoused, new dilemmas, rationalities and conflicts show up. From our point of departure in discourse and actantial analysis, we show that students, teachers and school management speak differently about good teaching. They have different ways of relating to other discourses when articulating good teaching. Management takes up the reform discourse when speaking of good teaching, which is related to the realisation of self-governing teacher teams. The teachers also refer to the reform discourse. But they also speak within a 'typical' teacher discourse in which good teaching depends on the teacher's autonomy to exercise individual judgement. The students, on the other hand, position themselves within a psychodynamic discourse where good teaching is related to the teacher's personal signature. The Education Act from 2010 states that education in Sweden ought to be based on scientific knowledge and proven experience. The aim of this study is to explore practice-near school research published by Swedish researchers in the wake of the Education Act with the focus on the participation of teachers in research. As a background, the international and national roots of practice-near school research in Sweden are described. The study is focused on research projects in compulsory and upper secondary school, school years 1–12. 92 articles in 19 journals were detected through a literature search and purposive sampling. Based on the articles, a framework of aspects with categories was developed and the reported studies were analysed accordingly. The findings indicate a multifaceted research field; studies based on a variety of theories and methods and with different roles for teachers. The different categories for teacher's participation in research and how teacher roles were described in the articles did not give a clear picture on what teachers' roles could imply for the teachers involved. From once being synonymous with reading and writing, literacy, as a concept has expanded in the last three decades to today being associated with multiple meaning making forms and competences. Impactful, in this shift, has been the research orientation of New Literacy Studies. Besides academia, the literacy concept has also had a major influence on the global assessment frameworks of Program for International Student Assessment (PISA) and Progress in International Reading Literacy Study (PIRLS). This study is interested in the epistemological potential of this perception of literacy, but also on how it affects educational policy. Material examined is a large Swedish governmentally-initiated professional development programme for teachers, launched in 2014. Two main variants of the literacy concept can be identified in the programme, one more closely aligned with New Literacy Studies, and the other more influenced by PISA and PIRLS. Findings show, strong impact from the global assessment version of the literacy concept, resulting in a mainly skills-based and instrumental educational discourse, far from the concept of Bildung, traditionally characteristic of the Nordic school systems. Further, of the two variants, New Literacy has a broader epistemological potential, and is, as such, more closely related to Bildung. [ABSTRACT FROM AUTHOR]

Educational opportunities and access vary according to location. In rural areas, the cultural, social and material consequences for local communities depend on the nature and degree of support for rural schools. There is a need to understand more about how the organisation of vocational education and training (VET), and the activities within it, relate to equity. The research sought to explore how the organisation of VET in a rural area of Norway, involving collaboration between school, training agency and local businesses/institutions, constructed notions of equity in VET. A case study methodology was utilised. In-depth interviews were undertaken with personnel within a rural community (staff representing the school, training agency and businesses/institutions) who were supporting a VET education programme. Data were analysed qualitatively, using a narrative synthesis procedure. Detailed analysis of rich interview data indicated that strong institutional and pedagogical approaches were employed to support students throughout their VET education. According to the participants' perceptions, the school, training agency and businesses/institutions focused on stabilising each other in the process of supporting equity in VET. Continuing ongoing work and reconstruction of traditions and routines appeared to contribute to the integration of the different actors' work in organising equity in VET. Our study highlights how, in a rural community, opportunities for all in VET may be constructed and reconstructed through ongoing work which is connected to the foundations of the local context. The reconstruction needs to be maintained through networks and connections within and between the school, training agency and the businesses/institutions. When the responsibility for ECEC institutions was placed under Ministry of Education and Research in 2006, the ECEC institution as a learning area was brought in to the foreground in early education and care policy. Norwegian ECEC institutions have been subject to a greater degree of state control, and we can ask if the state is trying to undermine the profession’s autonomy through a strong degree of control over the content in education. This article is based on interviews with eight preschool teachers with long experience working in ECEC institutions. I will illuminate their subjective experiences of the ECEC institution as a learning arena for children, and discuss how they position themselves as agents due to a greater degree of state control. Micro-credentials are increasingly considered a key mechanism through which to empower learners by enabling flexible upskilling and reskilling. Despite their apparent importance for higher education institutions (HEIs) and learners, empirical research is limited. More needs to be understood, particularly about the ways in which micro-credentials can shape institutional practice and provide benefits to learners. Using a foresight approach, this study sets out to explore the potential for micro-credential adoption in relation to national and international policy initiatives and rapidly developing technologies. Its intention is to offer findings of interest internationally, particularly to those involved in strategic activities around micro-credentials. A four-step Delphi study approach was used to explore how micro-credentials may shape higher education (HE) in the next 5–10 years. Educational experts undertook a consensus-building activity utilising workshops and surveys: (1) initial identification of enabling factors (i.e. drivers) and beneficial outcomes (i.e. impacts) of micro-credentials; (2) prioritisation based on importance; (3) identification of enabling factors considered essential for each beneficial outcome and (4) analysis of the extent to which micro-credentials might be accepted in HE, with participants reflecting on the importance of the previously identified enablers and outcomes for alternative scenarios. The analysis sheds light on three alternative possible futures for micro-credentials. Expert consensus indicated that the potential of micro-credentials lies especially among educational institutions and the networks of institutions innovating beyond, and within, traditional study offerings and programmes. Future wide-scale adoption of micro-credentials was considered unpredictable, due to external factors at the ecosystem level, and beyond institutions' own strategies and control. The findings suggest that, for the successful uptake of micro-credentials, the same benefits do not need to accrue for institutions and learners: a 'one-size-fits-all' approach is not necessary or optimal. In order for the wider-scale influence of micro-credentials to be felt, there is a need for considerable international and national strategy development and implementation to overcome a variety of policy- and technology-related barriers that HEIs cannot influence or tackle on their own.
