The use of information technology during the COVID-19 pandemic raises significant questions around the protection of personal data in a disaster. This paper considers how the clear benefits of using and sharing such data in disaster scenarios can be achieved while recognising an individual's right to privacy through examining the experiences of Taiwan and New Zealand. These states represent two successful COVID-19 response strategies which utilised different approaches to the use of technology. In Taiwan, the response made significant use of personal data and information technology. New Zealand, by contrast, has relied upon stringent lockdowns and extreme limits upon personal freedoms. The paper considers the different approaches to data and privacy that underpinned these responses and considers whether New Zealand can learn from the Taiwanese experience in future disaster planning. In doing so, the paper concludes by examining the wider question of when and if the community's expectation of a safe environment should trump the rights of individuals to retain personal data both in the context of pandemics and in other emergency or disaster scenarios. Governments around the world have responded to the COVID-19 outbreak with a mix of policies. The strictest responses of the New Zealand government are notable, given their abilities to contain and limit the spread of the virus. However, their impacts on stock returns remain unclear. This paper investigates the impact of three policies, namely lockdown, the stimulus package, and the travel ban, on the returns of 14 New Zealand industry stock indices. Using daily data from 1 January 2019 to 25 August 2020, evidence points to a heightened level of integration among the various industry stock indices during the early stages of the pandemic. Only lockdown has had a positive impact on aggregate stock returns, suggesting its ability to raise investors' confidence in the overall stock market. At the industry level, the impact of the three response policies is generally positive but heterogeneous across industry stock indices. This paper provides an assessment of the naturalisation status all exotic conifers present in New Zealand using existing herbarium specimens as qualifiers. A total; of 371 exotic taxa are confirmed as having been introduced for cultivation which represents 63% of world conifers that are non-native to New Zealand. In strong contrast to indigenous conifers, introduced conifers are predominantly from the Pineaceae and Cupressaceae families. Naturalised conifers are a major issue for southern hemisphere countries, this paper confirms a total of 57 exotic conifer taxa as wild in New Zealand, including 15 new taxa described as wild since the last comprehensive update. Conifers from the Rocky Mountain and Eastern Asiatic Botanical Regions are prominent among introduced taxa, but naturalised taxa frequently originate from Madrean and Circumboreal Regions. Many of the taxa previously reported as wild have expanded their New Zealand range considerably since their distributions were last described. Despite these increases, most exotic conifers in New Zealand likely occupy a relatively small proportion of the area in which they could establish. For the past decade, collaboration has been the preferred method of devising land and water policy in Aotearoa New Zealand to achieve agreed outcomes. However, the use of collaboration in policymaking is at a crossroads, as some argue it is unrealistic to expect stakeholders and tangata whenua with competing interests to work in partnership on contentious policy issues. To help clarify the future direction of collaboration, this paper provides authorising agencies (those with responsibility for the policy problems) with prompts to reflect ex ante on the advantages and disadvantages of pursuing collaboration. Based on a retrospective review of collaborations in New Zealand's land and water policymaking, and a two-day symposium with collaboration practitioners, we identify situations that are potentially less suited to collaboration owing to factors that are challenging to overcome through process design. Four issues that affect the success of collaborations are identified: the nature of the policy problem, the personal and collective qualities of those involved, power relationships, and the collaborative process. Finally, we draw together practical lessons from history, the symposium, and the literature to develop a list of questions for authorising agencies to use to reflect on the advantages and disadvantages of pursuing collaboration. Observers have noted that New Zealanders are less inequality averse and less in favour of redistribution than one would expect given actual levels of income and wealth inequality in the country. Attempted explanations have been unsatisfying, partly because of a lack of an explicit comparative focus. This paper uses four waves of the World Value Survey (2000–2020) and compares New Zealand views with those of respondents in 18 other high-income OECD states. New Zealanders across the board are indeed outliers, but this is explained by the extensive experience of intergenerational educational mobility of successive NZ cohorts. New Zealanders also believe that their society is characterised by a large degree of equality of opportunity and this overrides any concern that they might have about inequality of outcomes. While there may also be other ideational and institutional factors to consider, a series of hierarchical binomial logit regressions confirm that experiences and perceptions of upward mobility must be part of any explanation of New Zealand idiosyncrasies. The unpublishedGlossarium Botanicum: Novae Zelandiae, begun in 1838 by William Colenso, is the oldest extant manuscript by a resident New Zealand botanist. It was begun at a time when theFlorae Insularum Novae Zelandiae Precursorof Allan Cunningham was in the process of being published, and when Cunningham and Colenso were botanising together in Northland. This article discusses the relationships between Colenso’s and Cunningham’s works. It is argued that Colenso modelled the manuscript on a notebook which Cunningham had with him in 1838, adding more information in 1841 when he obtained a copy of Cunningham’s paper. Material from Colenso’s East Coast journey was added either in 1842 or possibly later. An appendix identifies previously unrecorded Colenso localities from theGlossarium. The New Zealand government has earmarked community energy as an investment mechanism that could assist the country in reaching its climate change goals, as well as lead to local benefits for its citizens. The objective of this paper is to identify what community energy initiatives are occurring in New Zealand, and the respective impacts that have arisen. A desk survey was undertaken, through an academic database and internet search to collect relevant resources and data. The country has a history of community energy initiatives; however, data on the impacts of community energy initiatives are scarce, at both a local and national level. The study also found diversity in the communities that are, or possibly could, benefit from community energy projects, each with differing motivations for participation. A national understanding of the successful impacts of community energy initiatives is needed, as well as more monitoring and analysis on the impacts of current projects. Biodynamic agriculture as a form of alternative agriculture dates to a series of lectures delivered by philosopher Rudolf Steiner in 1924 at Schloss Koberwitz (then in Germany now Kobierzyce in Poland). In 2019 biodynamic agriculture occupies some 190,000 ha in 55 countries, though nearly half remains concentrated in Germany. The endemic bull kelp Durvillaea willana Lindauer grows on South and Stewart/Rakiura Islands, with a small North Island population on the northern Wairarapa coast. Drawing on field observations, the distribution of this species is mapped. Within its biogeographic range, there are three lengthy tracts of rocky shore where the kelp is conspicuously absent. These distributional gaps are: Wellington's south coast (despite proximity to populations on the South Island side of Cook Strait), the southern and central Wairarapa Coast, and in South Westland. Theorising that these gaps have been caused by earthquake-driven coastal uplift, this paper examines the effects on Durvillaea species of a 7.8 Mw earthquake in 2016, which raised around 100 km of seashore along the Kaikōura coast, plus the historical evidence of uplift along the Akatore Fault, south of Dunedin. This evidence suggests that the requirements for such local extinctions are that the uplift is consistently higher than the kelp's vertical range, and that it occurs along an entire rocky coastal tract flanked by barriers to recolonisation such as long beaches or deep ocean–major obstacles to a non-buoyant kelp with poor dispersive ability. The standard measures of relative socio-economic deprivation within New Zealand are the NZDEP studies and the NZ IMD. Although both sets of studies are extremely rigorous, high quality research outputs they are only able to provide a snapshot of the national distribution of relative socio-economic deprivation at fixed points in time. The inability to express deprivation levels as an extended and current time series means that not only are policy analysts and researchers working with outdated information, but also that it is often unfeasible to associate changes in deprivation levels to specific events or policy implementations. The Dynamic Deprivation Index (DDI) assigns a deprivation score and deprivation index to each area unit in New Zealand on a monthly basis. In this paper we look to describe the methodology behind the construction of the DDI and to validate the results therein. We argue that if public bodies were to make the data they hold more easily accessible, then there is no reason why New Zealand should not be able to benefit from a measure of socio-economic deprivation that combines the sophistication of the NZDEP studies or IMD with the contemporaneousness of the DDI. Sustainable food consumption is an important issue globally, that will intensify if current projections of population growth, urbanisation and the growing ‘middle-classes’ in developing countries continues. Reducing meat consumption is one approach that can help with food sustainability and security, while helping to address the problematic environmental outcomes associated with agricultural production - assuming that a reduction in meat consumption will at some point be reflected in production practices. Currently, sensory perception, health, convenience and price are more immediately influential than environmental concerns in determining meat consumption practices. Moreover, consumer culture under neoliberalism and the context of New Zealand as an agricultural nation are significant underpinning factors in lifestyle practices including food choice. In this paper, I share the perspectives of New Zealanders on meat (and meat-like) consumption and production practices in order to find out (a) what factors are prominent influences in meat consumption and (b) how these factors might be utilised to reduce meat consumption by applying them to meat-less/reduced foods. I argue that these environmental factors need to be promoted alongside known influential determinants of purchase decisions in order to make the idea of reduced-meat consumption a more attractive option for consumers. This paper investigates how the associations between tavern proximity, tavern density and area unit socio-economic status with assault occurrence vary in a temporal sense. Using New Zealand Police data specifying the day, time and location of assaults in 2016 and Ministry of Justice data specifying the location of on-licenced taverns, we construct logistic regression models to determine how well tavern proximity, tavern density and socio-economic status predict the occurrence of assaults at peak (Fri 22:00-Sat 03:00 and Sat 22:00-Sun 03:00) and off-peak times. An equal-sized sample of traffic generators (public venues whose primary function is not the sale of alcohol) is constructed and similar procedures applied. We find that tavern proximity and tavern density are stronger predictors of assault occurrence at peak, compared to off-peak, times. Conversely, socio-economic status is a better predictor of assault occurrence at off-peak times. We also find that whilst tavern proximity and density are stronger predictors of assault occurrence relative to traffic generator proximity and density at peak times, the opposite is true at off-peak times. These results suggest that in order to minimise alcohol-related harm, there is a need for policy-makers to take into account the temporal nature of these relationships. [ABSTRACT FROM AUTHOR]

Resolving challenges at the science–policy interface is key to improving the management of cumulative effects of pressures in catchments to meet societal goals for freshwater ecosystem health and water quality. This paper briefly reviews shifts in freshwater policy in New Zealand over the last six years, identifies implications for demands on science, and then offers a framework of topics to help guide freshwater scientists better help water resource managers both develop and implement policy. Key themes include: (i) being clear about the various potential roles of scientists and the particular importance of the ‘honest broker’ role at the interface; (ii) informing policy decisions on capacity for resource use, by predicting consequences of future scenarios; and (iii) integrating and communicating multidisciplinary technical and community-derived knowledge, including handling inevitable uncertainty. The inland valleys of New Zealand’s South Island were heavily glaciated during the last glacial cycle. Subsequent fluvial incision has eroded out glacial deposits from the valleys in many locations, making it difficult to reconstruct glacial dynamics and chronology. The Brabazon and Butler Downs lie in a fault-controlled intra-montaine basin that has been largely protected from fluvial erosion and the area contains extensive evidence for multiple glacial margins. This paper presents a detailed glacial geomorphology map of the Brabazon and Butler Downs at a scale of 1:20,000. Glacial landforms have been mapped and subdivided into three main zones: an upper zone distinguished by a flight of kame terraces, a middle zone containing kettles and meltwater channels, and a lower zone of lateral moraines. The Paris Agreement asserts that greenhouse gas emission pathways should be consistent with holding the increase in global temperature below 1.5 °C, or 2 °C above pre-industrial levels. The purpose of this paper is to assess the economic impact of this agreement on the cattle and food product sectors of New Zealand. We used a general equilibrium approach to evaluate the economic impacts, and the Global Timber Model to estimate forestry carbon sequestration. We simulated eight scenarios where we allow accounting/not accounting for sequestration, pricing/not pricing agricultural emissions, and linking/not linking the New Zealand Emissions Trading Scheme (ETS) with the European Union ETS. We found that significant negative impacts occur if sequestration is not accounted, the ETS remains unlinked and agriculture is priced. Competitiveness, in turn, is not significantly affected if sequestration is accounted, regardless of the linking scheme of the ETS. [ABSTRACT FROM AUTHOR]

New Zealand tertiary ethics committees may work from similar ethical principles but this article demonstrates that the way in which they operate is idiosyncratic. The paper builds on commentaries offered by current or former members of five New Zealand ethics committees on the organisation and practices of their committees. It examines differences among the committees with the aim of initiating an ongoing conversation about the work of ethics committees in the New Zealand context.
