Notwithstanding India's public stand professing its respect of the sovereignty principle, the imperatives of competitive international relations have necessitated the use of force against its neighbors, thereby undermining their sovereignty. This use of force has been manifested through conventional wars as well as through the sub-conventional use of force such as surgical strikes. This paper examines how India has sought to toe a fine line between pursuing its national interest through the application of military power while being mindful of the broader normative frameworks influencing state behavior since 1947. In doing so, it engages with the interplay of the material and the ideational. Given the time span of the study, it also seeks to shine light on the elements of continuity and change that mark its application of military power through the prism of the sovereignty principle. Furthermore, the paper also pays attention to the recent surgical strikes, features that mark them as being different from previous such actions performed by India, and what this means for India's understanding of the sovereignty principle. Concepts like Sustainable Development Goals (SDGs), Total Official Support for Sustainable Development (TOSSD) and South – South Cooperation (SSC) have a significant impact on national strategies for international aid. This paper examines India's policy ideas and local practices to explore the contexts of the national implementation of the SDGs for global public well-being. The study approaches these issues through three avenues: the SDG-oriented idealistic view of international aid, the pragmatic lines of the SSC model and the TOSSD framework that bridges those two aspects. In the case of India, we observe a traditional orientation of international aid focused on the SSC model, combined with a tendency of transformation toward the SDGs. The research discusses Indian practice and analyzes the existing barriers to development and their associated policy solutions. This background reflects on the general transition of development strategies in international aid among the BRICS countries and the potential of these countries' future contributions toward global development. In a federal political system like India, the role of the federal units bordering the neighboring countries becomes crucial in foreign policy-making toward neighboring countries. It is expected that when similar political parties or coalition partners remain in power in both the center and the states, federal politics does not hinder policy-making toward neighboring countries. Moreover, foreign policy being a central subject, federal units any way reflect passive tendencies, especially in the case of governments with the same party affiliations. Both these simplifications are contested in this paper by citing instances of the role of West Bengal and Tripura, India's two federal units bordering the neighboring country of Bangladesh, at different historical junctures, in which similar political parties in the center and the state resulted in more friction than when different political parties were in office in matters of India's foreign policy-making toward Bangladesh. The paper argues that instead of federalization of foreign policy, where federal units have an influential role, this particular experience suggests an externalization of federalism, where an external variable (Bangladesh) influences internal federal dynamics to the extent that domestic electoral politics force the political parties of the two federal units to give importance to the neighboring country in taking positions on foreign policy-making. The immediate context of fifty years of the India-Bangladesh relationship and question about over-centralization during the latest phase of the National Democratic Alliance (NDA) regime in India push the authors to take up Bangladesh as a case to contest the given of Indian federalism in foreign policy making. In India, the incidence of mucormycosis reached high levels during 2021–2022, coinciding with the COVID-19 pandemic. In response to this, we established a multicentric ambispective cohort of patients hospitalised with mucormycosis across India. In this paper, we report their baseline profile, clinical characteristics and outcomes at discharge. Patients hospitalized for mucormycosis during March–July 2021 were included. Mucormycosis was diagnosed based on mycological confirmation on direct microscopy (KOH/Calcofluor white stain), culture, histopathology, or supportive evidence from endoscopy or imaging. After consent, trained data collectors used medical records and telephonic interviews to capture data in a pre-tested structured questionnaire. At baseline, we recruited 686 patients from 26 study hospitals, of whom 72.3% were males, 78% had a prior history of diabetes, 53.2% had a history of corticosteroid treatment, and 80% were associated with COVID-19. Pain, numbness or swelling of the face were the commonest symptoms (73.3%). Liposomal Amphotericin B was the commonest drug formulation used (67.1%), and endoscopic sinus surgery was the most common surgical procedure (73.6%). At discharge, the disease was stable in 43.3%, in regression for 29.9% but 9.6% died during hospitalization. Among survivors, commonly reported disabilities included facial disfigurement (18.4%) and difficulties in chewing/swallowing (17.8%). Though the risk of mortality was only 1 in 10, the disability due to the disease was very high. This cohort study could enhance our understanding of the disease's clinical progression and help frame standard treatment guidelines. [ABSTRACT FROM AUTHOR]

Drawing on qualitative fieldwork with two Islamist movements in India since 2011, this article contributes to a better understanding of how Muslim community leaders try to spearhead third front alliances with secular and religious minorities through discourses of shared political and economic victimhood and the provision of protection against the assertions of Hindu nationalists in an era of unprecedented Hindu vote consolidation. While such alliances exist, the paper analyzes a new trend within Muslim politics that promotes a political departure from the traditional patronage of the Indian National Congress (INC) and other low-caste and socialist parties, which have historically represented the Muslim masses. I then discuss the limitations of these third front leadership ambitions, whereby Islamist movements are seen as incompatible with gender equality and secular norms. Theoretically, the paper informs the academic debate on coalition-building processes within social movement theory (SMT), which has partially ignored the role of conservative religious actors in democratic as well as authoritarian systems. India’s experience with the National Rural Health Mission (NRHM) is notable on account of nationally formalising – at scale – community action in service delivery,monitoring, and planning of health services. A study was undertaken to document and create a historical record of NRHM’s ‘communitization’ processes. The oral history method of the Witness Seminar was adopted and two virtual seminars with five and nine participants, respectively, were conducted, and supplemented with 4 in depth interviews. Analysis of transcripts was done using ATLAS.ti 22 with the broad themes of emergence, evolution, and evaluation and impact of ‘communitization’ under NRHM. This paper engages with the theme of ‘emergence’ and adopts the Multiple Streams Framework (MSF) conceptualised by John Kingdon for analysis. Key findings include the pioneering role of boundary spanning decision makers and the Jan Swasthya Abhiyan (JSA) in advocacy and design of ‘communitization’ structures, and the legacy of rights based social mobilizations and state-civil society partnerships in health during the 1990s influencing the ethos underlying ‘communitization’. Democracy, leadership from the civil society in policy design and implementation, and state-civil society partnerships are linked to the positive results witnessed as part of ‘communitization’ in NRHM. The government of India introduced the Accredited Social Health Activist (ASHA) programme in 2006 to connect marginalised communities to the health system. ASHAs are mandated to increase the uptake of modern contraception through the doorstep provision of services. There is currently no evidence on the impact of ASHAs on the uptake of contraception at the national level. This paper examines the impact of ASHAs on the uptake of modern contraception using nationally representative National and Family Health Survey data collected in 2019– 21 in India. A multilevel logistic regression analysis was performed to determine the effect of contact with ASHAs on the uptake of modern contraception, controlling for regional variability and socio-demographic variables. The data provide strong evidence that ASHAs have succeeded in increasing modern contraceptive use. Women exposed to ASHAs had twice the odds of being current users of modern contraception compared to those with no contact, even after controlling for household and individual characteristics. However, only 28.1% of women nationally reported recent contact with ASHA workers. The ASHA programme should remain central to the strategy of the government of India and should be strengthened to achieve universal access to modern contraception and meet sustainable development goals by 2030. This paper presents a numerical test problem that was used as the basis for ranking the river basin management models that participated in a tender for a World Bank-funded project in India. The problem is deterministic, and it involves a set of constraints and management objectives that were of interest to the Narmada Control Authority. The test problem had five reservoirs, seven off-stream and four on-stream water demands, steady-state inflows based on a 10-daily time step over a period of nine years, and relatively simple reservoir operating rules. The paper describes the problem and discusses the solutions that were obtained from various vendors. The principal finding is that simulation models should not be used to solve optimization problems. The paper also highlights the importance of establishing benchmarks as an important tool for model evaluation. Input data and the current benchmark solution are available for download. Existing studies on the rural non-agricultural sector in India have not examined profit rates to understand the growth of the sector. Most studies have examined the rapid increase in this sector's workforce size, and some have probed the share of this sector in the rural National Domestic Product (NDP). This paper addresses this gap. It examines the profit rate and growth in output (net value added) of the rural organised manufacturing industries segment, in the period 1998–1999 to 2007–2008. For comparison, the same parameters have been examined for urban industries. It is found that the profit rate of rural industries grew faster than urban industries. Given the significance of the profit rate, the factors driving change in the profit rate have been identified in this paper. It is found that worsening wage share and improving output-capital ratio underpinned by the rising labour productivity were responsible for rising profit rates of rural industries. Potential changes in hydro-meteorological events have been causing mass damage to the economy and lives. Among several other factors, the progression of climate change over a long time is expected to cause non-stationarity in annual maximum rainfall. Understanding the characteristics of annual maximum rainfall series is crucial for coastal cities as they are highly vulnerable due to the greatly varying weather patterns. In this paper, we propose stationary and non-stationary methods to model the effect of non-stationarity on the differing duration of annual maximum rainfall and demonstrate the impacts on nine coastal cities spread across the Arabian Sea and Bay of Bengal stretch of India. The Bayesian inference parameter estimation technique was used. It was found that while stationary models often fit well for longer-duration rainfall, non-stationary models often best fit the short duration. [ABSTRACT FROM AUTHOR]

Research and development concerning the electrification of the easily affordable two-wheel vehicle segments operating at low power capacity are significant for a highly populated country like India to attain sustainable transportation. Hence, a novel approach is proposed in this paper focussing on the investigation of bi-directional quasi-Z source inverter (BD-qZSI) using a modified shoot through hysteresis current control (STHCC) loop for brushless direct current (BLDC)-motor-based low power electric vehicle (EV) applications to address this issue. The practical vehicle dynamics, without the computational burden of the complete drive cycle. are suitably established in this research work by achieving different speed and torque conditions with the inclusion of five different modes of operations consisting of three motoring modes (eco, coast, and wrap) and two regenerative braking modes (soft regen and hard regen). The combination of the closed loop speed control of BLDC motor involving PI control in cascade with modified STHCC for the operation of BD-qZSI is analysed in MATLAB/Simulink environement. The performance of the bidirectional power transfer in a single stage including regenerative braking is examined. The results confirm the validity of the proposed system for low-power EV applications. The modified STHCC is easy to implement with quick response compared to other control methods. The performance of single stage BD-qZSI is superior to the conventional two stage converter topologies and to that of Z source inverters. The commutation ripple observed in the torque profile is insignificant in low-power BLDC drive applications. The overall drivetrain efficiency of 84.82% is achieved at rated load condition. The introduction of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) scheme in India was a significant step toward universal health coverage. The PM-JAY scheme has made notable progress since its inception, including increasing the number of people covered and expanding the range of services provided under the health benefit package (HBP). The creation of the Health Financing and Technology Assessment (HeFTA) unit within the National Health Authority (NHA) further enhanced evidence-based decision-making processes. We outline the journey of HeFTA and highlight significant cost savings to the PM-JAY as a result of health technology assessment (HTA). Our paper also discusses the application of HTA evidence for decisions related to inclusions or exclusions in HBP, framing standard treatment guidelines as well as other policies. We recommend that future financing reforms for strategic purchasing should strengthen strategic purchasing arrangements and adopt value-based pricing (VBP). This paper reads V.D. Savarkar's last work, Six Glorious Epochs of Indian History, and advances two arguments concerning Hindutva international thought. Firstly, it foregrounds and theorizes an organicist conception of the international that is embedded in the text. Savarkar's narrative contains a social evolutionary account of India's historical international relations. Drawing upon a history of over two thousand years of warfare, they are extremely violent, visceral and mediated by caste and race. These aspects have not been adequately discussed within existing expositions, which emphasize culture and geopolitics. Secondly, the paper examines the Savarkarite framing of the "Akhand Bharat" problematic and the strategy for its resolution. Savarkar situates this post-partition problematic within a long and glorious record of the Hindus in successfully resisting their homeland's internationalization. The resolution – the establishment of a subcontinental polity of the Hindus – gains within Savarkarite thought the legitimacy and force of a millenialist, affectively-charged history. This paper examines the EIA process and its effectiveness in addressing the impacts of a 190 km long national highway project along the Karnataka coast. We analyse the quality and relevance of the environmental clearance conditions established by the Ministry of Environment, Forest, and Climate Change (MoEF&CC) and discusses their potential implications. The findings underline that most of the conditions that pertained to the prevention of pollution, restoration of mangroves, and protection of biodiversity lacked a scientific basis and specific information required for effective implementation. The MoEF&CC also overlooked the social impact of the project and underplayed its own role in ensuring fair compensation to project affected communities for the loss of their land and other livelihoods. The paper concludes by promulgating a long list of irrelevant and ineffective environmental conditions that represent greenwashing because it could misguide affected communities and other stakeholders by creating the impression the state is exercising due diligence in protecting the environment. Lollywood, or Lahore-based film industry, rarely explores the uneasy topic of the Partition. Hardly a dozen films could be produced in the last seven decades on the Partition. However, a few Lollywood productions – notably Punjabi-language Kartar Singh (1959) – either exploring the Partition or set in the context of the Partition, have surprisingly departed from business-as-usual and state-sponsored discourses whereby India/Hindu is otherified and villainized. It is even more interesting, this paper notes, that all the productions examined for this study drew huge audiences and were indeed successful ventures in terms of popularity. Hence, the contention of this paper is that Lollywood has reproduced as well as resisted the official narratives on the Partition. Arguably, the Partition in Pakistani films has been delineated in its complexity. Most importantly, these productions approach the plight of women with a humanist viewpoint. Ideology and cinematic representation are crucially linked even though a film's positioning of itself with respect to dominant state ideology may differ thus contesting the idea that films always serve as ideological state apparatus. In this context, the paper reflects on the complex ways in which the ideological positioning – advertently or inadvertently – of cinematic representations of Partition in Hindi films of the 2000s interacts with dominant state ideology to frame the relationship between self and other with the terms denoting India/Hindu and Pakistan/Muslim, respectively. Through an analysis of the representation of the India–Pakistan border in four films – Pinjar (2003), Veer-Zaara (2004), Uri: The Surgical Strike (2019) and Kya Dilli Kya Lahore (2014) – the paper argues that mainstream Hindi films are largely reflective of the state ideology, although to varying degrees and at times in spite of themselves. The independence from the British rule was accompanied with partition of the Indian subcontinent on religious lines. Since partition in 1947, the two nation-states India and Pakistan have been hostile toward each other. Communalism has also been a major challenge in both these countries. The current study locates this continued hostility or the "enemy" narrative that the countries harbor not just of each other, but which also shapes the experience of a religious community within their territory. Limiting the inquiry to the Indian side, this paper explores the production of the "enemy" narrative through the discursive knowledge around partition and how it locates Muslims. The paper analyzes textbooks of two education boards in India and argues that the narrative excludes the contribution of Muslims in the nationalist movement, charts out an uncritical history of the demand for partition, and stigmatizes the Muslim community as "communal" and "unpatriotic." While scholars (mainly from the Global North) in International Relations have been turning to a (critical) constructivist agenda in norms research, the field has increasingly become devoid of applying this area of research in understanding the nuclear behavior of deviant states from the Global South. The paper therefore attempts to bridge this research gap by using the case of the India-US nuclear relationship. To do so, the paper: i) identifies the probable convergences of the existing literature on nuclear policy and the research on constructivist norms, ii) highlights India's racial treatment as a Southern nuclear state in academia and policy discourse, and iii) recognizes plausible avenues for the expansion of the Western dominated normative research agenda by analyzing India's nuclear relationship with the US ― with a specific focus to norm contestation and normative change. In bringing together (critical) constructivists and scholars in nuclear politics to further our understanding of how we perceive security of non-western states, this work makes an epistemological and ontological contribution in the field of international security studies. The scenario of the Automobile Industry has changed, not only in India but also for the world as a whole. Rise in demand for more sustainable mobility and vehicles with increased usage of renewable energies have given rise to a revolution. This revolution has not only been affecting mankind for better implementation of resources but has also shown tremendous greener and cleaner effects on the flora and fauna of the land as a whole. There has been electrification of vehicles, addition of superior systems to generate lesser harmful effluents and also changing the guidelines of emissions to cleaner and more sustainable ones. The purpose of this paper is to review and state the existence of different pieces of literature for the transition from Bharat Stage-IV (BS-IV) to Bharat Stage-VI (BS-VI). Much has been written about the transition to BS-VI, the difficulties, and the positive effects on vehicle reliability, economy and the environment. In particular, this work explores the parallels between BS-VI and the corresponding Euro norms and their sequence of implementation. The aforesaid transition has increased the number of oil refineries in India that produce BS-VI-compliant fuels, keeping in mind the increased need for it. This paper explores the current state of the literature and throws light on many of the questions regarding this significant transition. The authors have tried to study the ongoing issues including the stress of inventory management of dieselrun passenger cars, the different refinements required to process and manufacture the BS-VI-compliant vehicles, people's reaction on the changes brought in by the issuing bodies with respect to the norms, to name a few. The focus of the research has been on Bharat Stage emission norms, their implementation challenges and automobile pollution in India to name a few. The authors also discuss the needs, advantages and challenges faced by the industry, producers and customers and conclude that this change is one of the reasons for the decline in car sales in India as it may affect the buying power of the customers. This paper presents the findings of a research study in Thane District, Maharashtra, India, on access to sexual and reproductive health and rights (SRHR) for women and girls of Nomadic and Denotified Tribes (NT-DNT). NT-DNT communities face stigma and violence due to their historically criminalised status and nomadic lifestyle. Their precarious legal, social, and economic status has a negative impact on women's SRHR. Existing literature on this subject is sparse, and studies by researchers from within the community, which could bring about organic and community-led change, are almost non-existent. This study, carried out by a woman from a Nomadic Tribe, presents an insider's perspective on the experiences of and factors underlying the violation of the SRHR of girls and women of NT-DNT communities. The study used a human rights-based participatory methodology with qualitative methods including three focus group discussions with 21 women and 10 in-depth interviews with women and key informants from NT-DNT communities. The findings describe the gender, community, and health system barriers which hinder women's and girls' access to SRHR. Issues such as language barriers between the women and medical fraternity, criminalisation by the police, and extreme deprivation – more intense than faced by the general poor – are unique to women of these communities. The NT-DNT communities face extreme deprivation of basic resources such as identity documents, shelter, sanitation, education support, workplace safety, and transportation, which further deny women their sexual and reproductive rights. Sexual violence within marriage is common and manifests in various forms, including marital rape. It has serious physical and mental health consequences and is a violation of women's sexual and reproductive health rights. Marital rape, reproductive coercion, inserting objects in the vagina or anus, and withholding sexual pleasure are forms of violence routinely experienced by women. Based on service records of survivors coming to public hospitals in an Indian city, this paper presents their pathways to disclosure and institutional responses such as hospitals and police. The findings highlight that a large proportion of survivors of domestic violence confide having experienced forced sexual intercourse by the husband while sharing their experience of physical, economic, and emotional violence with crisis intervention counsellors. However, a small number of women do report marital rape to formal systems like hospitals and police. These systems respond inadequately to women reporting marital rape, as the rape law exempts rape by husband. Sexual violence within marriage can have serious health consequences, and a sensitive healthcare provider can create an enabling environment for disclosing abuse and providing relevant care and support. The paper argues that a necessary precondition to enable women to access health care and justice is to nullify "Exception 2 to Section 375 of the Indian Penal Code" This exception exempts rape by the husband from the purview of the rape law. India enacted a new child sexual abuse law in 2012 and made important changes to the rape law in 2013 to expand the definition of rape and sexual assault, introduce several reforms and improve gender sensitivity in rape trials. However, the child sexual abuse law with its definition of who is a child has increased the age of consent for sex from 16 years to 18 years, echoed by similar changes in the rape law. This paper revisits the debates on the age of consent in India in the late nineteenth century. It reviews them in the light of the new legislative changes, adjudication of cases of sexual assault, and examines the implications of the new laws on adolescents and their sexuality. We contend that the changes in the law have resulted in several challenges: for adolescents exploring their sexuality on the one hand, and for courts to adjudicate on love, romance, and elopement, on the other. Further, in conjunction with raising the age of consent, other changes such as mandatory reporting of sexual activity among adolescents, especially by hospitals, have increased family control on adolescents' sexuality and strengthened regressive social norms linked to marriages. One of the most troubling developments is the resulting barriers to adolescents' access to reproductive and sexual health care. This paper explores how laws devised to address harm and extend protection to children play into dominant social norms and are in the service of protectionist and patriarchal control on young people and their sexuality. Due to the workload and lack of a critical mass of trained operational researchers within their ranks, health systems and programmes may not be able to dedicate sufficient time to conducting operational research (OR). Hence, they may need the technical support of operational researchers from research/academic organisations. Additionally, there is a knowledge gap regarding implementing differentiated tuberculosis (TB) care in programme settings. In this 'how we did it' paper, we share our experience of implementing a differentiated TB care model along with an inbuilt OR component in Tamil Nadu, a southern state in India. This was a health system initiative through a collaboration of the State TB cell with the Indian Council of Medical Research institutes and the World Health Organisation country office in India. The learnings are in the form of eleven tips: four broad principles (OR on priority areas and make it a health system initiative, implement simple and holistic ideas, embed OR within routine programme settings, aim for long-term engagement), four related to strategic planning (big team of investigators, joint leadership, decentralised decision-making, working in advance) and three about implementation planning (conducting pilots, smart use of e-tools and operational research publications at frequent intervals). These may act as a guide for other Indian states, high TB burden countries that want to implement differentiated care, and for operational researchers in providing technical assistance for strengthening implementation and conducting OR in health systems and programmes (TB or other health programmes). Over time, paint chemistry has changed, posing health hazards to house painters. Surveys and interviews scheduled on work profiles determined the exposure to solvents in commercial painting. This research paper aims to identify the respiratory and lungs issues among painters due to their occupation. With this aim, this also explore the worker's experiences with various types of paints regarding health implications. The current study is related to research on the health issues of paint workers. Subjects for the study were chosen by the use of cluster sampling from several places in three districts of Uttar Pradesh, India. An interview schedule was developed to collect relevant and maximum information. The study used a sample size of 150 that was not pre-determined. All the respondents were from the labour class and worked with paints. A schedule of the interview was developed to gather information about the painters' demographic profile and current respiratory health status. Statistical approaches such as Standard Deviation, ANOVA and Pearson's correlation were used for analysis. The study revealed that painters are exposed to paints and face various health issues. Majority of the respondents (50.7%) belongs to lower economic status, followed by upper lower (33.3%), and only 4% of them belong to the upper class. We found a significant difference between the respondent's age and respiratory health. This data indicates that respondents who faced high respiratory issues belong to the age group of 61-75 years, and minimum problems were observed in the age group of 19-32 years. This data shows highly significant differences between age groups, and the problem occurs with the respiratory system in painters. The result indicates that wearing the mask was significantly associated with respiratory problems like cough (p = .004), chest tightness (p = .009), and whistling sound from the chest (p = .000). A perfect positive significant correlation between working year, days, and duration with different lung problems were identified. A perfect positive association (0.443**) was also identified between years of work and cough difficulties, indicating that workers who have worked for prolonged periods were more susceptible to cough. Cough problems were highly associated with painters who worked more days per week. Cough issues were perfectly and significantly associated (0.232**) with painters who use masks while working. The chest sound or whistling gets more intense as the cough problem worsens. Moreover, there was a positive and significant association between discomfort during breathing and working years (.340**), working days in a week (.195*), and working duration (.594**). Mobility, access to transport and healthcare play a crucial part in healthy ageing. However, these often posechallenges for older adults in the global South. This study applies the three concepts of 'motility' (access, competence and appropriation), to explore transport inequalities and barriers to access healthcare services for older adults in Bengaluru, India. The paper draws on interviews with sixty adults, aged 50 years and over, residing in urban Bengaluru. A semi-structured in-depth interview guide was employed to explore the transport inequalities. Applying thematic analysis, we present the mobility and transport barriers to access healthcare. Restricted access to healthcare services due to unavailable and unaffordable transportation resulted in missed appointments, delayed care and deterioration of health conditions. To cope with the barriers, older adults often visited less specialised clinics for regular check-ups and those with financial constraints resorted to self-medication. These actions further deteriorated health and led to adverse health outcomes. Our findings suggest that integrated health and transport policies must be designed to ensure equitable access to transportation services. This paper is an attempt to analyze the trajectories of welfare policy in India since independence. Four overlapping phases are outlined, keeping in mind the transformations in the political and economic contexts. The corresponding welfare discourses are: Paternalistic, Clientelistic, Basic Needs and Responsive. These concepts indicate broad strategies of policy and are not analytical categories. However, one can easily discern a general trend, perhaps a snapshot, of the ideas which shaped welfare policies in India. We assume that the changes are incremental and cumulative. The policy makers' conceptualization of welfare during each time period, the interpretation of these policies in scholarly literature and a critical evaluation are presented. We have suggested that the responsive welfare policy in the recent times is a process of empowering citizens by converting their needs to demands. In this paper we assess the effectiveness of different non-pharmaceutical interventions (NPIs) against COVID-19 utilizing a compartmental model. The local asymptotic stability of equilibria (disease-free and endemic) in terms of the basic reproduction number have been determined. We find that the system undergoes a backward bifurcation in the case of imperfect quarantine. The parameters of the model have been estimated from the total confirmed cases of COVID-19 in India. Sensitivity analysis of the basic reproduction number has been performed. The findings also suggest that effectiveness of face masks plays a significant role in reducing the COVID-19 prevalence in India. Optimal control problem with several control strategies has been investigated. We find that the intervention strategies including implementation of lockdown, social distancing, and awareness only, has the highest cost-effectiveness in controlling the infection. India continues to urbanise rapidly tinged with sub-standard living conditions of a growing 'slum' population. Improving the living conditions of slum-dwellers remains a gargantuan and intractable challenge requiring solutions at scale grounded on households' real experience of the process. The State of Odisha, in Eastern India, is currently implementing a state-wide land-titling initiative to improve the tenure security of a million slum-dwellers through legal, institutional, and technical innovations based on the Odisha Land Rights to Slum-dwellersAct 2017 (OLRSD). Given the known negative consequences of titling that grants 'full property rights', such as the speculative sale of the titles, the facilitation of elite capture,and disruption of community life and social networks, the OLRSD has fashioned the title as a 'limited instrument' that still assures the possibility to inherit and aims at facilitating mortgage for housing-backed lending. The paper discusses early learnings from Odisha's 'intermediate' aspects of its titling policy in nine settlements researched across three districts. As per people's accounts of their experienced reality, the titling, complemented by slum upgrading, has already facilitated improvements in the housing conditions of households subject to extreme poverty. However, concomitant challenges are surfacing for instance, although the OLRSD formally permits the titles to be used as collateral for housing loans, the non-acceptance of the title by mainstream banks forces the recipients to borrow from spurious private lenders, thus increasing their vulnerability. The nature of tenure 'contracts' that exist within the low-income settlements involves more than title deeds. Accordingly, 'tenure security' manifests itself beyond legal or de jure construction as it also involves de facto forms of tenure and dweller's perception of security. The perceived tenure security is in turn a function of people's lived experiences which shape the trust they may grant to the future effectiveness of land tenure arrangements. Contextual and historical factors, ranging from political patronage to market pressure to policy provisions, govern the perception of tenure security which usually gets overlooked in policy formulations. With a focus on Mumbai and Jaipur in India, this paper aims to generate and examine the viability of a list of indicators that influence perceptions of land and housing tenure security. This paper critically analyses complex arrangements of actors, infrastructure technologies and practices to argue that co-production of urban service delivery entails a mutual, but contested dependence of state and non-state actors. We present two empirical cases based on in-depth qualitative fieldwork highlighting the role of Councillors regulating formal hydraulics and the fragile, volatile relations of private water provisioning in Baruipur Municipality, a small, peripheral town in the Kolkata Metropolitan Area. Characterised by groundwater arsenic, iron risks and heterogeneous urban waterscape, our analysis shows that powerful socio-political intermediaries shape everyday provisioning and access, 're-politicisation' complicating notions of collaborative alliances, equitable benefits and sustainable, material improvements. While gaps in piped water provisioning in the global South cities do find nascent community-led, collective service delivery efforts, in a socio-political context where water is understood as a public right, a state provision, does the continued reliance on the state allow joint service delivery to manifest? The idea of American exceptionalism in guiding US national security concerns has often come under scrutiny in the past from security analysts and policy makers alike. The US is not alone in projecting its exceptional values in its foreign policy articulations. Indian foreign policy assertions also stress India's unique civilizational qualities that make it capable of pursuing a "peaceful" modernity as opposed to the "violent" modernity of the West. The aim of this paper is to analyze how the idea of exceptionalism impacts the national security cultures of the two biggest democracies of the world. This paper outlines the importance of multiple time step optimization (MTO) in river basin allocation. The principal novelty of the work presented here is to provide a methodology for how to use MTO solutions in river basin planning and real-time operation. Two approaches for using the MTO results were tested on Damodar River basin in India and are presented in the paper. Using the proposed approach, the model managed flood flows without exceeding the downstream full bank channel capacity in 35 years of available historical data, while at the same time increasing generated hydropower on average by 63% annually, and supplying an additional 350 million m3 to irrigation and industry compared to the historical levels. The results presented in this study were obtained using the new Web-based Basin Management (WEB.BM) water management model, the only water allocation model with full Linear Programming (LP) optimization capabilities available online free of charge. Academic scholarship on boundary making in India is disproportionately concentrated on state boundaries. Isolated attention given to other areas fails to adopt a holistic framework. The present paper traces the evolving rationales of delimiting district boundary, scheduled area boundary, and parliamentary constituency boundary. It further attempts to find a common thread to organize the boundary making principles in different arenas. Since its inception, India has embarked on a path of steady decentralization. Initially, the State reorganization commission and several constituency delimitation commissions tried to implement a pan-Indian objective. Ethnic diversity was gradually recognized in boundary making from 1970 onward, most notably in the Northeast. A drive toward ever smaller states and districts is observed under the "small is better" paradigm since 1990s. No other issue has influenced the India–Pakistan relationship more adversely than the Jammu and Kashmir dispute. To understand the discourse surrounding the dispute, and how it has evolved within the foreign policies of both countries, this research undertakes a critical discourse analysis of both countries' official statements at the United Nations General Assembly (UNGA) between 1948 and 2020. The findings of this study are crucial to not only understanding how the two states have been internationalizing the Kashmir dispute but also what lessons can be learned from the past as both countries attempt to slowly reengage with one another. Our analysis points to the fact that both India and Pakistan's stances on the Kashmir dispute, despite their varying phases throughout the conflict, have essentially remained the same. We argue that, despite seeming to have converged toward some form of resolution during the first decade of the twenty-first century, the current context of India–Pakistan relations presents a worsening trajectory that has not been witnessed since their last major war in 1971. In highlighting the cyclical, almost scripted nature of this debate, this paper attempts to suggest ways to break free from age-old tropes and help pave the way toward more meaningful ways to redefine the issue in light of a radically altered geo-political context. The idea of "dominant caste" has been important in the discourse of caste that saw the movement from social intercourse (hierarchy, purity-pollution) to political mediation (representation, demand for positive discrimination) in various literature. This paper offers a longitudinal study of caste relations in and around Varanasi in North India, focusing on the Brahmin caste vis-à-vis another dominant caste (non-Brahmin). It combines historical material with individual-level data set, the findings of which are presented as a case study. The essay's objectives are as follows (a) description and analysis of two different "dominant" castes to understand the functioning of the caste identity in contemporary India. This is done to reevaluate how the castes have sought to convert their historically accrued caste capital into social or political capital; (b) the relationship between the two "dominant" castes. It was found that dominance was regionally located in both cases, but in the colonial period, it depended on caste hierarchy, unlike in post-colonial/modern days. In the context of a growing adolescent population globally, it is imperative to understand which interventions will most effectively advance their sexual and reproductive health (SRH). In India and globally, peer education is often utilised as an intervention for promoting the SRH of young people. Globally, the evidence of its effectiveness is mixed. A systematic review of the literature from the Indian context gave insight into the knowledge, attitudinal, and behavioural (KAB) outcomes affected by peer education, as well as the inputs, coverage, content, and context of such interventions. Out of the over 1500 publications initially identified through the database and bibliographic searches, 13 were included in the review; no quality assessment was done, given the dearth of publications matching the inclusion criteria. Analysis of the included publications highlights the multiple ways that peer education is implemented in the Indian context, as part of multi-component programmes and as a stand-alone intervention. The KAB outcomes from these initiatives are mixed, with some multi-component and some stand-alone initiatives affecting statistically significant outcomes and others not–a finding consistent with global literature reviewed for this paper. Despite the mixed results and the limited effects of behaviour relative to knowledge, this paper proposes that peer education has a place in an overall response to improving the SRH of young people. It calls for better research on peer education in India, and for research in relation to the optimal conditions for peer education to succeed in affecting KAB and other outcomes. In a March 2015 speech delivered in Mauritius, India's current Prime Minister Narendra Modi outlined what he described would be India's vision for the Indian Ocean Region. Under the acronym, SAGAR or "Security and Growth for All in the Region," five key points were elucidated. At the time, the speech was praised for articulating a proactive approach to the Indian Ocean and the various visits to, and agreements that followed with, littoral and island countries, appeared to confirm this. This paper seeks to assess the extent to which India has been able to deliver an agenda of security and growth for the maritime region. Despite the enthusiastic reception to SAGAR, the critique is often made that India is slow to deliver on the promises made as part of the country's maritime and naval diplomacy. The paper highlights a selection of decisions and actions taken since 2015, which have contributed to maritime governance in the region and argues that there is a substantial change in the way SAGAR provides a framework for strategic action. This paper analyzes instances of the Indian leadership's choice of an escalatory approach in its border dispute with China, first in the adoption of the Forward Policy in the lead up to the 1962 war, and more briefly the more recent decision in 2017 to take escalatory action in response to Chinese activity in the Doklam area in the trijunction of the India-China-Bhutan border region. In doing so, the paper demonstrates how a focus on reputation as an explanatory factor may allow us to make better sense of how Indian leaders have in the past and continue to in the present make decisions on key issues of national security concern. In this era of globalization, thinking styles of the professionals hold significant prominence in the leadership development. Cognitive aspects of professionals including thinking, attitudes, and motivation are great concerns of managerial psychology, which escalate organizational productivity as, different occupations reinforce different thinking, cognitive and metacognitive styles. This paper proposes to conduct the research gap of studying the effect of cognitive styles and metacognition styles on thinking styles in order to find out the preference of different thinking styles in professionals at executive positions. Smart PLS 3.3.2 software has been used to execute partial least squares structural equation modeling (PLS-SEM) for the research framework on a sample of 453 top-executive professionals working in different public and private firms in northern India. Six hypotheses were framed in the study. PLS-SEM supported five out of six hypotheses as per their respective models. Results indicate that professionals' cognitive and metacognition skills influence their thinking styles. This study encourages the task-oriented workplace deployment as a solution of evolving organizational productivity. When practiced in organizations, it boosts the workplace expectations and organizational requirements giving birth to greater creativity. The ever-growing environmental concerns caused due to fossil fuel depletion and greenhouse gas (GHG) emissions has paved way for consumers to consider Electric Vehicles (EV) as a rapidly emerging operational alternative to vehicles that run on fossil fuels like petrol, diesel and CNG. The paper aims to identify the possible factors in consumers’ intention of Electric Vehicle adoption. A quantitative approach is adopted and the data is collected from 172 respondents from Bengaluru through an online survey method using snowball sampling method. A robust statistical method, such as exploratory factor analysis is conducted using IBM SPSS 23 to identify the factors. The study identified factors such as Financial Barriers, Vehicle Performance Barriers, Lack of charging infrastructure, Environmental Conservation, Societal Influence, Social Awareness of Electric Vehicles as influencers towards electric vehicle adoption. Child health outcomes vary between Parliamentary Constituencies (PCs) in India. There are a total of 543 PCs in India, each of which is a geographical unit represented by a Member of Parliament (MP). MP characteristics, such as age, gender, education, the number of terms they have served, and whether they belong to a Scheduled Caste or Scheduled Tribe, might be associated with indicators of child malnutrition and child mortality. The purpose of this paper was to examine the associations between MP characteristics and measures of child malnutrition and mortality. We did not find any meaningful associations between MP characteristics and child anthropometry, anemia, and mortality. Future research should consider the size of a constituency served by an MP along with MP party affiliations as these factors might help explain between-PC variations in child health outcomes. Internally displaced women are underserved by health schemes and policies, even as they may face greater risk of violence and unplanned pregnancies, among other burdens. There are an estimated 450,000 internally displaced persons in India, but they are not formally recognised as a group. Displacement has been a common feature in India's northeast region. This paper examines reproductive and maternal health (RMH) care-seeking among Bru displaced women in India. The study employed qualitative methodology: four focus group discussions (FGDs) were held with 49 displaced Bru women aged 18–45 between June and July 2018; three follow-up interviews with FGD participants and five in-depth interviews with community health workers (Accredited Social Health Activists – ASHAs) in camps for Bru displaced people in the Indian state of Tripura. All interviewees gave written or verbal informed consent; discussions were conducted in the local dialect, recorded, and transcribed. Data were indexed deductively from a dataset coded using grounded approaches. Most women were unaware of many of the RMH services provided by health facilities; very few accessed such care. ASHAs had helped increase institutional deliveries over the years. Women were aware of temporary contraceptive methods as well as medical abortion, but lacked awareness of the full range of contraceptive options. Challenges in accessing RMH services included distance of facilities from camps, and multiple costs (for transport, medicines, and informal payments to facility staff). The study highlighted a need for comprehensive intervention to improve RMH knowledge, attitudes, and practices among displaced women and to reduce access barriers. [ABSTRACT FROM AUTHOR]

In this paper, we present the results of a qualitative study by a non-profit organisation implementing a community-based urban adolescent development programme. The study highlights the sexual and reproductive health and rights (SRHR) situation of marginalised young women in a developed state of India. Our findings, based on in-depth interviews with young women and frontline health providers, show that structural factors, such as economic and social stratifiers, gender norms and cultural beliefs, result in further marginalisation of young women. In turn, marginalisation adversely affects the realisation of SRHR through discriminatory practices around menstruation and lack of control in matters related to sexuality, contraception, pregnancy and safe abortion. Rights to the highest standards of sexual and reproductive health (SRH) care are compromised. Health system factors like providers' attitudes and knowledge, commodity supplies, and indifference to ensuring delivery of contraceptives and other services often result in unplanned pregnancies and affect the quality of young women's SRH care. Whatever information and support adolescents and young women get is from local community-based organisations. We conclude that structural determinants and violations of fundamental rights to education, equal opportunities and participation constitute a significant barrier to the enjoyment of SRHR by the marginalised young women in the study. Unless these are addressed, government policies and programmes to promote young people's SRHR will not benefit young women from disadvantaged communities. Partnership and complementarity between government programmes, adolescents and health rights civil society organisations are recommended to promote rights-based, equitable adolescent and youth-friendly services to this vulnerable population. In India, nurses and midwives are key to the provision of public sexual and reproductive health services. Research on impediments to their performance has primarily focused on their individual capability and systemic resource constraints. Despite emerging evidence on gender-based discrimination and low professional acceptance faced by these cadres, little has been done to link these constraints to power asymmetries within the health system. We analysed data from an ethnography conducted in two primary healthcare facilities in an eastern state in India, using Veneklasen and Miller's expressions of power framework, to explore how power and gender asymmetries constrain performance and quality of care provided by Auxiliary Nurse Midwives (ANMs). We find that ANMs' low position within the official hierarchy allows managers and doctors to exercise "power over" them, severely curtailing their expression of all other forms of power. Disempowerment of ANMs occurs at multiple levels in interlinked and interdependent ways. Our findings contribute to the empirical evidence, advancing the understanding of gender as a structurally embedded dimension of power. We illustrate how the weak positioning of ANMs reflects their lack of representation in policymaking positions, a virtual absence of gender-sensitive policies, and ultimately organisational power structures embedded in patriarchy. By deepening the understanding of empowerment, the paper suggests implementable pathways to empower ANMs for improved performance. This requires addressing entrenched gender inequities through structural and organisational changes that realign power relations, facilitate more collaborative ways of exercising power, and create the antecedents to individual empowerment. There is limited research in India to understand young people's decision-making processes about intimate relationships before marriage. This paper, adopting a life course perspective, explains relationship choices and diachronic trajectories of relationships from adolescence to young adulthood. Retrospective data were collected from 1240 never married 20–29-year-old men and women living in Pune using a relationships history calendar. All the relationships from 10 years of age onwards were plotted on the calendar, and information on predictor variables was collected through structured questionnaires. Data were analysed using descriptive statistics. Sequence analysis approach was used to identify different typologies. Overall, 76% of the participants reported having at least one relationship. More women compared to men (84% vs 70%) ever had a relationship. The median age of starting the first relationship was 17 years for women and 18 for men. Different relationship types were reported, such as "serious", casual, "friends with benefit", and "exploring". The level of emotional involvement, commitment, and physical intimacy significantly differed in different relationship types with significant gender differences. Four typologies of relationships were observed, labelled as (1) Commitment–No sex (N = 187); (2) Commitment–Sex-Some exploration (N = 189); (3) No commitment–Exploration (N = 281), and (4) No relationship (N = 583). Compared to men, women were more likely to follow the trajectory of "Commitment-No sex" (RR 2.13, CI 1.5–3.03). Family environment was significantly related to young people's relationship choices. The findings strongly suggest the need to adopt a developmental perspective towards intimate relationships to understand and address the vulnerabilities of young people across the life course. The unmet need for contraception is documented as a significant determinant of unintended pregnancies and high number of induced abortions. The period immediately after an abortion is recognised as a unique opportunity to offer contraceptive services. This paper explores the association between place of abortion and women's post-abortion contraceptive behaviour. The reproductive calendar data from the National Family Health Survey (NFHS-4) (2015–16) was used for this study. Multinomial logistic regression models were used to understand factors associated with post-abortion method choices. Single decrement life-tables were built to examine rates of contraceptive discontinuation and proportional hazard models were employed to examine probability and correlates of method discontinuation. About 20% of women who underwent an abortion adopted a contraceptive method by the end of one month following an abortion. The decision to choose methods like sterilisation or intrauterine contraceptive devices (IUCDs) was associated with the place of abortion, past contraceptive behaviour, number and sex of surviving children at the time of abortion, mass media exposure, and time of the abortion. Compared to women who underwent an abortion at private health facilities, women who sought abortion at public health facilities were more likely to choose permanent methods or IUCDs. Furthermore, women who opted for an IUCD were less likely to discontinue the method compared to those using short-acting modern methods. The lack of post-abortion contraceptive choices for women is evident in the low uptake of post-abortion contraceptives in private facilities and the predominant promotion of permanent methods and IUCDs in public health facilities. Irrespective of the legal status of abortion, access to abortion services for women is fraught with numerous challenges across the world. A recent study in India found that most women who had an abortion sought care outside an authorised facility or from a less qualified provider. An analysis of women's experiences in seeking abortion services would provide a better understanding of the underlying reasons. This paper is based on a qualitative study of the experiences of 16 married women from rural Tamil Nadu, India. The in-depth interviews focused on their pregnancy and childbirth experiences and access to abortion services. The study highlights the obstacle course that women seeking to terminate an unwanted pregnancy have to traverse. Many women were not aware of the legal status of abortion, and frontline workers discouraged them and gave misleading information. The pathways to seeking an abortion were more complex for women from marginalised communities. Providers were judgemental and used delaying tactics or denied abortion services. For the less privileged women, abortion services from government health facilities were conditional on the acceptance of female sterilisation. The providers' attitudes in government and private health facilities were disrespectful of the women seeking abortion services. To uphold the reproductive and human rights of women who seek abortion services, we need accessible and publicly funded health care services that respect the dignity of all women, are empathetic and uphold women's right to safe abortion services. In this paper, we draw on three ethnographic studies of surrogacy we carried out separately in different contexts: the western US state of California, the south Indian state of Karnataka, and the western Russian metropolis of St Petersburg. In our interviews with surrogate mothers, intended parents, and surrogacy professionals, we traced the meanings and ideologies through which they understood the clinical labour of surrogacy. We found that in the US, interviewed surrogates, intended parents and professionals understood surrogacy as an exchange of both gifts and commodities, where gift-giving, reciprocity, and relatedness between surrogates and intended parents were the major tropes. In India, differing narratives of surrogacy were offered by its different parties: whilst professionals and intended parents framed it as a win-win exchange with an emphasis on the economic side, the interviewed surrogate mothers talked about surrogacy as creative labour of giving life. In Russia, approaches to surrogacy among the interviewed surrogate mothers, professionals and intended parents overlapped in framing it as work and a businesslike commodity exchange. We suggest these three different ways of ethical reasoning about the clinical labour of surrogacy, including justifications of women's incorporation into this labour, were situated in local moral frameworks. We name them "repro-regional moral frameworks", inspired by earlier work on moral frameworks as well as on reproductive nationalisms and transnational reproduction. Building on these findings, we argue that any international or global regulation of surrogacy, or indeed any moral stance on it, needs to take these local differences into account.
