Packaging and more specifically environmentally friendly packaging has received considerable attention over the years. This paper seeks to provide an investigation into the issue of overpackaging regarding the outer paper packaging box and the various implications coming from the use of overpackaging in a company's operations. A practical case study has been analysed in which two paper packaging design options of the same corrugated box are investigated in terms of: paper quality and final packaging cost. The case study is followed by a detailed comparison between two selected options, in order to show the strengths and weaknesses involved in each case. The results provide significant evidence that a thorough investigation of the overpackaging issue, has the potential to bring economic benefits to a company where the protection of the product carried is ensured, the logistics activities are facilitated, the informative role of packaging is to the required standard and the cost is maintained low. The paper contributes by providing an environmentally and economically sustainable solution to paper packaging companies interested in improving the outer packaging design. This study compares cost, completion times, and percent completion of electronic tablet (n = 244) to paper-based (n = 398) questionnaires administered to participants of scenic raft trips on the Snake River, Grand Teton National Park. We hypothesized e-tablet questionnaires would (1) cost less (2) be completed faster and (3) be completely filled more frequently than paper-based questionnaires. Our survey resulted in a greater per unit cost of e-tablet compared to paper-based questionnaires ($4.17 and $1.80, respectively). Although e-tablets were completed faster (230 [±66] s) than paper questionnaires (235 [±57] s), the difference was not significant (t(641) = 1.97, p = 0.39). E-tablets were filled completely more frequently than paper questionnaires (80% vs. 51%, respectively; χ2 = 3.84, p < 0.01). We suggest that for multi-year projects with a sample size target of ≥100, and length ≥ 5 pages, e-tablets are more cost effective and efficient than paper-based surveys. [ABSTRACT FROM AUTHOR]

Dengue endemic is a serious healthcare concern in tropical and subtropical countries. Although well-established laboratory tests can provide early diagnosis of acute dengue infections, access to these tests is limited in developing countries, presenting an urgent need to develop simple, rapid, and robust diagnostic tools. Point-of-care (POC) devices, particularly paper-based POC devices, are typically rapid, cost-effective and user-friendly, and they can be used as diagnostic tools for the prompt diagnosis of dengue at POC settings. Here, we review the importance of rapid dengue diagnosis, current dengue diagnostic methods, and the development of paper-based POC devices for diagnosis of dengue infections at the POC. Highlights from the article: Ensuring that frontline agencies can effectively respond to people with intellectual disabilities who have complex support needs requires commitment from disability and mainstream sectors at the level of both policy and practice. In the absence of planners who are skilled in working with diverse groups of people with disabilities, people with intellectual disabilities and complex support needs are at risk of poor planning experiences and outcomes (Dowse, Wiese & Smith, [15]). Several key features characterise effective provision of support for people with intellectual disabilities and complex support needs which span issues of workforce, models of timely support provision, and advocacy, shaped by a coherent policy framework. As the national policy framework to meet Australia's obligations under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the National Disability Strategy requires the recognition and inclusion of people with disabilities in all aspects of Australian life.

This paper provides a literature review on zero defect manufacturing based on the content analysis performed for 280 research articles published from 1987 to 2018 in a variety of academic journals and conference proceedings. The review summarises the state-of-the-art, highlights shortcomings and further directions in research. Accordingly, we investigated how zero defect manufacturing was implemented and evaluated the main research patterns in the sample by analysing key factors. Based on the extensive review of the zero defect manufacturing literature, we identified and highlighted four distinctive strategies based on overarching themes for zero defect manufacturing, i.e. detection, repair, prediction, and prevention. Evaluation of current research and descriptive analysis highlighted six major shortcomings of current research in zero defect manufacturing: (i) focus on a single strategy instead of a holistic approach for global optima; (ii) certain industries are under-researched; (iii) full potential of industry-academia collaboration is not achieved; (iv) not enough focus on the beginning of manufacturing lifecycle; (v) cost–benefit comparative analysis is not evident; (vi) standard and clear definition of terms are missing. Finally, we presented four further directions in which an advance of the topic would stimulate scholarly and practical needs: (i) shift from local to global solutions; (ii) investigate pros and cons; (iii) role of people and human activities in manufacturing; (iv) new business models for zero defect manufacturing. To compare resources required to provide paper-based versus videoed instructions for home exercises in rehabilitation. An observational cohort study included twenty-two allied health professionals (physiotherapists [n = 13], occupational therapists [n = 6] and speech pathologists [n = 3]), providing exercise instructions for n = 110 patients within a community rehabilitation program of a large metropolitan health service. Home exercise instructions were provided to patients with various health conditions. Patients chose between receiving paper-based home exercise instructions, or using their own smart technology to video their home exercises. The primary outcome measure was cost from a health service perspective, based on health professional time, paper used, and printing. A total of 128 initial home exercise instructions were provided to 110 patients, with 36 patients reviewed at least once. Each initial exercise instruction provided using electronic devices saved 5.5 min (95% CI 0.5 to 10.5) with a cost saving of Australian dollar $4.70 (95% CI −8.89 to −0.52) compared with paper-based instructions. There were no significant cost differences (MD $1.16 95% CI −3.87 to 6.18) between modes for exercise review. Home exercise instructions provided on electronic devices cost less than paper-based instructions when patients are using their own smart devices. Costs are minimised when home exercise instructions are provided using the video function of the patient's own electronic devices compared with paper-based instructions. Since patient outcomes appear to be similar with instructions provided in electronic or paper-based mode, exercise instructions in community rehabilitation should be provided using the video function of electronic devices where these are available. Policy-makers need to know whether they can afford those effects, whether they could have achieved them more cheaply through other interventions, and what the opportunity costs are across other outcomes, sectors, and interventions. The reliability and availability of a Jet Unmanned Aerial Vehicle (JUAV) for balloon downing are evaluated in this third part of the paper. The paper delves into the challenges faced by traditional air defence systems in countering high-altitude balloons, leading to the proposal of substituting missiles with Unmanned Aerial Vehicles (UAVs), specifically the Jet Unmanned Aerial Vehicle (JUAV). The best solution found in the previous section is a derivation of the 1:6 scale RC model of the Lockheed F104C. This is designed for balloon downing, and the essay meticulously analyses its reliability, failure probabilities, and maintenance strategies for various subsystems. The engine is replaced with a more powerful micro-jet, and an 84 mm recoilless cannon is added at the base of the tail. The scaled-down model can use most data derived from the full-scale airplane flight manual, corrected for larger thrust-to-weight and lower wing-loading. Several adjustments and additions are made on sensors, autopilot, On-Line Diagnostic System, communication system, and firing system to increase the reliability of the system. Due to the relatively short design life of the RC model, the Time Between Overhaul (TBO) of the UAV is reduced to 25 h. Consequently, the study emphasizes the importance of simplicity, operational reliability, and adaptability in the development and assessment of modern missile defence systems. The application of STEM (Science, Technology, Engineering, and Math) education in solving real-world problems is challenging. To tackle this challenge, a project-based learning approach that integrates robots with cost-effective self-made toys to problem-solving was adopted to assist rural primary school students to apply STEM skills. The purpose of this study was to evaluate the effects of the project-based learning approach which includes lecturing and hands-on activities on primary school students' STEM learning outcomes and attitudes. An experiment was conducted with 25 primary school students who voluntarily participated in a STEM summer-camp programme. Students were asked to assemble a paper house equipped with an IoT control module and LED light switches, and write and edit robot scripts to produce a robot-based storytelling narrative using the paper house they made as a context. The results show that the project-based learning approach was an effective approach for cultivating primary school students' STEM knowledge and skills as evidenced from the post-written test. The relationships between the students' STEM learning outcomes and attitudes were also confirmed by a clustering analysis. Students who had higher learning attitudes also achieved higher STEM learning outcomes; the findings are also supported by the feedback from the open-ended questionnaire items. This study suggests that integrating low-cost self-made toys and robots in project-based learning activities is an effective and practical approach to enhance primary school students' learning outcomes and learning attitudes in STEM education. Industrial symbiosis (IS) is a key for implementing circular economy. Through IS, wastes produced by one company are used as inputs by other companies. The operations of IS suffers from uncertainty barriers since wastes are not produced upon demand but emerge as secondary outputs. Such an uncertainty, triggered by waste supply-demand quantity mismatch, influences IS business dynamics. Accordingly, companies have difficulty to foresee potential costs and benefits of implementing IS. The paper adopts an enterprise input-output model providing a cost–benefit analysis of IS integrated to an agent-based model to simulate how companies share the total economic benefits stemming from IS. The proposed model allows to explore the space of cooperation, defined as the operationally favourable conditions to operate IS in an economically win-win manner. This approach, as a decision-support tool, allows the user to understand whether the IS relationship is created and how should the cost-sharing policy be. The proposed model is applied to a numerical example. Findings show that cost-sharing strategies are dramatically affected by waste supply-demand mismatch and by the relationship between saved and additional costs to run IS. A systematic review relevant to the following research questions was conducted (1) the extent to which different theoretical frameworks have been applied to food risk/benefit communication and (2) the impact such food risk/benefit communication interventions have had on related risk/benefit attitudes and behaviors. Fifty four papers were identified. The analysis revealed that (primarily European or US) research interest has been relatively recent. Certain food issues were of greater interest to researchers than others, perhaps reflecting the occurrence of a crisis, or policy concern. Three broad themes relevant to the development of best practice in risk (benefit) communication were identified: the characteristics of the target population; the contents of the information; and the characteristics of the information sources. Within these themes, independent and dependent variables differed considerably. Overall, acute risk (benefit) communication will require advances in communication process whereas chronic communication needs to identify audience requirements. Both citizen's risk/benefit perceptions and (if relevant) related behaviors need to be taken into account, and recommendations for behavioral change need to be concrete and actionable. The application of theoretical frameworks to the study of risk (benefit) communication was infrequent, and developing predictive models of effective risk (benefit) communication may be contingent on improved theoretical perspectives. 3D measurement of inside human body becomes important and several techniques have been proposed. Among them, ultra-small pattern projector with off-the-shelf endoscope is promising because of stability, accuracy and cost-effectiveness. One drawback of the system is that since 3D shape is reconstructed for each frame while endoscope head is moving, they are not registered. In addition, shapes are distorted independently, since the position of the projector cannot be fixed to the head. In this paper, we propose a novel bundle adjust (BA) algorithm to solve both distortion and shape registration problems for a 3D endoscope system based on pattern projection. By using the proposed method, multiple measurements that potentially have scale inconsistencies and shape distortions are registered, with simultaneous correction of inter-frame inconsistencies. The original cluster-randomised controlled trial took place in two provinces of Northern Ecuador. The trial compared cash, food or voucher assistance and found them to be effective. The results of the original paper are completely replicable and the findings of the original analysis are robust; however, we additionally find that treatments are more effective in the poorer province. We then extend the cost-effectiveness analysis by taking into account the parameter uncertainty in a probabilistic sensitivity analysis (PSA). Moreover, we provide information about the usefulness of additional research to reduce uncertainty concerning the cost-effectiveness analysis by calculating the expected value of perfect information (EVPI). Our extended cost-effectiveness analysis reveals that for some outcomes decision makers with a relatively small willingness-to-pay maybe a risk to choose a less cost-effective intervention. Furthermore, our findings indicate that further research into the comparative cost-effectiveness of these interventions could be worthwhile. This is in particular true for low-resource settings where decision makers face stricter budget constraints to finance interventions. In particular, policy makers with a small budget have a high risk of choosing a comparably less cost-effective treatment. The smartphone camera presents a convenient, portable, and low-cost innovation in colorimetric measurements. In this paper, a smartphone camera was applied for the colorimetric detection of gaseous elemental mercury, an atmospheric pollutant of concern in environment, and workplace monitoring. A cuprous iodide (CuI)/polystyrene composite was used as the recognition element, which exhibited a reddish color in the presence of Hg0. Digital images of the sensing reagent phase were captured by a smartphone camera and were analyzed in red-green-blue color space using ImageJ, an open source image processing program. Parameters for the digital colorimetric sensing including the color values, polymer reagent binder, amount of CuI, exposure time, and Hg0 concentration were investigated and optimized. The linear working range of the sensor was from 61 to 270 μg/m3 Hg0 with a correlation coefficient of 0.978. The limit of detection is 16 μg/m3 Hg0. This method shows the feasibility of applying a smartphone camera for a simple, reliable, and inexpensive colorimetric measurement of Hg0 vapor in a gas mixture such as air. [ABSTRACT FROM AUTHOR]

This paper proposes three different models for investigating the long-term performance of routine maintenance works using the discrete-time Markov model. The three models are called (M1, M2, and M3), which represent specific forms of the transition probability matrix. The (M1) model only incorporates the routine maintenance variables (Mi,i-1) under the assumption of only one-state upgrade. The (M2 and M3) models incorporate both routine maintenance variables (Mi,i-1), and major rehabilitation variables (Qi,1) under the assumption of upgrade to condition state (1). Two different modeling methods are proposed for pavement long-term performance prediction in the presence of maintenance and rehabilitation (M&R) variables. The first one is the project-level approach as applied to small pavement networks which assumes that all M&R works can be performed in a short-time period. The second one is the network-level approach which requires the M&R works to be spanned over the entire year as applied to large pavement networks. A model cost-effectiveness index is proposed to evaluate the long-term performance of potential M&R schedules under an unconstrained annual budget. In contrast, M&R variable cost-effectiveness indices are proposed as useful parameters for yielding optimal M&R schedules under a constrained annual budget. This paper aims to apply an optimal control theory for the autonomous model of the leptospirosis epidemic to examine the effect of four time-dependent control measures on the model dynamics with cost-effectiveness. Pontryagin's Maximum Principle was used to derive the optimality system associated with the optimal control problem. Numerical simulations of the optimality system were performed for different control strategies and the results were presented graphically with and without controls. The optimality system was simulated using the Forward–Backward Sweep method in the Matlab programme. The numerical results revealed that the combination of all optimal control measures is the most effective strategy for minimizing the spread and impact of disease in the community. Furthermore, a cost-effectiveness analysis was performed to determine the most cost-effective strategy using the incremental cost-effectiveness ratio approach and we observed that the rodenticide control-only strategy is most effective to combat the spread of disease when available resources are limited. This paper presents an age-structured mathematical model for malaria transmission dynamics with asymptomatic carrier and temperature variability. The temperature variability function is fitted to the temperature data, and the malaria model is then fitted to the malaria cases and validated to check its suitability. Time-dependent controls were considered, including Long Lasting Insecticide Nets, treatment of symptomatic, screening and treatment of asymptomatic carriers and spray of insecticides. Pontryagin's Maximum Principle is used to derive the necessary conditions for optimal control of the disease. The numerical simulations of the optimal control problem reveal that the strategy involving the combination of all four controls is the most effective in reducing the number of infected individuals. Furthermore, the cost-effectiveness analysis shows that treatment of symptomatic, screening and treatment of asymptomatic carriers and insecticide spraying is the most cost-effective strategy to implement to control malaria transmission when available resources are limited. With advances in technology, there are an increasing number of direct-reading instruments available to occupational health and safety professionals to evaluate occupational aerosol exposures. Despite the wide array of direct-reading instruments available to professionals, the adoption of direct-reading technology to monitor workplace exposures has been limited, partly due to a lack of knowledge on how the instruments operate, how to select an appropriate instrument, and challenges in data analysis techniques. This paper presents a review of direct-reading aerosol instruments available to occupational health and safety professionals, describes the principles of operation, guides instrument selection based on the workplace and exposure, and discusses data analysis techniques to overcome these barriers to adoption. This paper does not cover all direct-reading instruments for aerosols but only those that an occupational health and safety professional could use in a workplace to evaluate exposures. Therefore, this paper focuses on instruments that have the most potential for workplace use due to their robustness, past workplace use, and price with regard to return on investment. Nature-based tourism, which includes visits to protected areas, is a growing trend. This may include consumptive and non-consumptive activities, with nature-based tourists being motivated to experience local culture and nature. Thus, tourism can contribute economically and socially to communities associated with protected areas, with the outcomes being both benefits and costs to local people. We carried out a systematic literature review to document and characterise the outcomes of nature-based tourism for people living in and around protected areas (terrestrial and inland waters). We evaluated 89 papers published from 1996 to 2020, most of which were conducted in low- and middle-income countries. The main benefits were employment, business opportunities and income, and the main costs were acculturation and abandonment of traditional lifestyle/practices, price inflation and conflict/crime. While most benefits were economic, most costs were socio-cultural. We found that benefits were most frequently experienced individually and costs experienced mostly at the collective or community levels. Inconsistencies in reporting of impacts suggests that future research should take a more consistent and systematic approach to evaluating benefits and costs of nature-based tourism from both the demographic and geographic perspectives, be more inclusive, and pay equal attention to objective and subjective measures of costs and benefits. In a series of three companion papers published in this Journal, we identify and validate the available thermal stress indicators (TSIs). In this third paper, we conducted field experiments across nine countries to evaluate the efficacy of 61 meteorology-based TSIs for assessing the physiological strain experienced by individuals working in the heat. We monitored 372 experi-enced and acclimatized workers during 893 full work shifts. We continuously assessed core body temperature, mean skin temperature, and heart rate data together with pre/post urine specific gravity and color. The TSIs were evaluated against 17 published criteria covering physiological parameters, practicality, cost effectiveness, and health guidance issues. Simple meteorological parameters explained only a fraction of the variance in physiological heat strain (R2 = 0.016 to 0.427; p < 0.001), reflecting the importance of adopting more sophisticated TSIs. Nearly all TSIs correlated with mean skin temperature (98%), mean body temperature (97%), and heart rate (92%), while 66% of TSIs correlated with the magnitude of dehydration and 59% correlated with core body temperature (r = 0.031 to 0.602; p < 0.05). When evaluated against the 17 published criteria, the TSIs scored from 4.7 to 55.4% (max score = 100%). The indoor (55.4%) and outdoor (55.1%) Wet-Bulb Globe Temperature and the Universal Thermal Climate Index (51.7%) scored higher compared to other TSIs (4.7 to 42.0%). Vaccines represent one of the most important methods to reduce the risk of hospitalisation and mortality as a result of COVID-19. To ensure the spread and risk of the Delta variant of COVID-19 is minimised, as many people as possible nationally must be fully vaccinated. Ensuring success in reaching high rates of vaccination relies on both effective risk management and risk communication strategies. This paper evaluates vaccine rollout management and communication strategies in five European nations: France, Germany, Sweden, Switzerland and England within the UK, updating findings from a previous paper on the same topic from January 2021. This paper evaluates these five nations' management and communication strategies regarding the vaccine rollout timeline and prioritisation. Further, we discuss the effectiveness and importance of vaccine or immunity passports, highlighting the importance of ensuring that the needs of minoritised groups are considered in promoting the vaccine rollout, and ensuring fairness when prioritising certain groups over others to have earlier access to any vaccine. The handling of unemployment is a central issue in cost–benefit analysis. Typically, the shadow price of employing an unemployed is derived by considering a marginal change in the employment constraint faced by an unemployed or rather an underemployed. In contrast, in this paper, we consider the discrete shift from unemployment to (full) employment. The result provides guidance how to estimate the social cost of recruiting otherwise unemployed to a project. It is shown that the social cost is overestimated by using the private reservation wage. Analogous to side effects in medical research, spillover and halo effects refer to unintended effects of interventions. Tourism and research in related areas have only begun to acknowledge these exist. Future research should quantify their magnitude to enable cost–benefit analysis, for example of whether an intervention to reduce carbon footprint does so when the total effect of interventions is included. Utilizing data from an experiment aimed at changing tourists' food consumption behaviour in hotels, this paper provides a methodology to quantify spillover and halo effects, including statistical inference to test hypotheses and produce confidence intervals. The COVID-19 pandemic, where the need-resource gap has necessitated decision makers in some contexts to ration access to life-saving interventions, has demonstrated the critical need for systematic and fair priority setting and resource allocation mechanisms. Disease outbreaks are becoming increasingly common and priority setting lessons from previous disease outbreaks could be better harnessed to inform decision making and planning for future disease outbreaks. The purpose of this paper is to discuss how priority setting and resource allocation could, ideally, be integrated into the WHO pandemic planning and preparedness framework and used to inform the COVID-19 pandemic recovery plans and plans for future outbreaks. Priority setting and resource allocation during disease outbreaks tend to evoke a process similar to the 'rule of rescue'. This results in inefficient and unfair resource allocation, negative effects on health and non-health programs and increased health inequities. Integrating priority setting and resource allocation activities throughout the four phases of the WHO emergency preparedness framework could ensure that priority setting during health emergencies is systematic, evidence informed and fair. This paper describes five orientations informing the efforts of postsecondary educators to teach more accessibly, including commitments to accessibility as the mandated, right, pedagogically effective, nice, and/or profitable thing to do. These orientations emerged from focus groups and interviews with instructors and teaching assistants at a research-intensive Canadian university. By attending to these underlying orientations, we can grapple with important, but often unexamined, complexities, such as messages we may be inadvertently endorsing and contradictions between intentions and potential outcomes and their ramifications. We encourage support for educators to reflect on the limitations and complications of their orientations and associated efforts to advance accessibility, as well as cross-pollination with other areas of critical scholarship beyond that focusing on Universal Design and accessibility-specific principles. University instructors and teaching assistants seek to teach more accessibly for a number of reasons. This paper describes five reasons – or 'orientations' – for teaching more accessibly informed by: (1) legislative or university requirements; (2) equity and social justice; (3) effective teaching practices; (4) kindness; and/or (5) profit. Paying attention to these orientations for teaching more accessibly is important because they may impact which accessibility practices are implemented, when and under what conditions, and for whose benefit. Some orientations may also promote negative ideas of disability, such as disability as costly or a burden, even while they encourage teaching more accessibly. Building Information Modelling (BIM) is increasingly deployed as part of the processes in Architecture, Engineering and Construction (AEC) industry projects. While the benefits of BIM have been extensively proclaimed, explicit justification in terms of direct cost savings for BIM implementation on real-life projects, particularly for clash detection BIM workstream, are not well documented. This paper proposes and demonstrates a methodology to prove how BIM-based clash detection leads to cost savings. A schema is developed based on literature review and industrial expertise to quantify cost savings achieved by the utilisation of BIM-based clash detection and resolution. This paper provides validation of the proposed schema on a major infrastructure project. The developed schema includes the categorisation of identified clashes based on stakeholder involvement and required actions. The validation used the estimated cost of clashes were those not resolved before site operations took place. This schema simplifies both the categorisation and cost estimation of clashes in design. Estimated savings yielded 20% of contract value using the schema, for the multi-million-dollar project case study, thus extending evidence of BIM savings and benefits. The schema improves the existing process and valorises clash detection, thus allowing stakeholders to conduct a cost-benefit analysis. In addition, the categorisation methodology allows prioritising on the most costly clashes, and draw lessons learnt for further projects. The widespread availability of cheap, mass-produced balloons puts a strain on the financial and manufacturing capacities of most aerial interception systems. In the past, high-altitude guided balloons that were between 65,000 ft (19.812 m) and 95,000 ft (27.432 m) in the air have been destroyed successfully by modifying bombers and airplanes to use a high-power laser system. High Altitude Long Endurance (HALE) Unmanned Aerial Vehicles (UAV) with laser systems are also on the market. Nevertheless, the cost to produce and maintain these systems is extremely high. A very cost-effective alternative is to create a mini—Unmanned Aerial Vehicle Interceptor (UAVI) that can intercept and bring down a balloon at a height of 65,000 ft (19.812 m) and has a Maximum Take Off Weight (MTOW) under 100 kg. To enable mass production, the UAVI should make use of readily available components and a simplified carbon fibre reinforced polymers (CFRP) structure. The vehicle also has a commercial microjet engine with an appropriate air intake and nozzle. This paper introduces the design of a cost effective UAVI to minimize the cost this analysis starts from existing, off-the-shelf Radio Commanded (RC) models. An ad-hoc design was then compared. Family members provide significant amounts of unpaid care to aging, chronically ill, and disabled persons in their homes. They often do this with little education or support and commonly report feeling overwhelmed and stressed. Providing education and support to family caregivers has demonstrated benefit on the health and well-being of the caregiver and care-receiver. However, because "caregiver" is not a reimbursable category in health care, caregiver interventions need to be delivered in a cost-efficient way. Technology-delivered and self-administered intervention models are increasingly being recommended as a pragmatic way to support aging families in our communities. This paper outlines the redevelopment of two behavioral interventions to an exclusively online delivery. This case-study analysis presents a model for community-engaged intervention research practices, which have the potential to create interventions that are more sustainable and more likely to be implemented than those designed and tested with more traditional research methodology. In combination with challenging geometrical characteristics and environmental conditions, heavy truck traffic along interstate 80 (I-80) in Wyoming often creates operational and safety issues. One of the potentially effective countermeasures that can improve traffic conditions along vertical grade sections is the installation of climbing lanes. This paper presents an operational and safety-based benefit-cost analysis (BCA) for climbing lane installations along I-80 in Wyoming. Seven corridors with proposed climbing lanes were analyzed, and performance measures associated with these segments were collected to evaluate the operational and safety effectiveness. The BCA results indicate that the installation of climbing lanes has a significant potential to improve traffic performances for a 20-year planning horizon, with aggregated benefits significantly outperforming the corresponding costs. The benefit-cost ratio varies between 0.8 and 7.8 where the majority of incurred benefits, up to 98%, comes from safety improvements associated with the new climbing lanes. [ABSTRACT FROM AUTHOR]

This article aims to assess multiple issues of resources, staffing, local opinion, data quality, cost, and security while transitioning to electronic data collection (EDC) at a long-running community research site in northern Malawi. Levels of missing and error fields, delay from data collection to availability, and average number of interviews per day were compared between EDC and paper in a complex, repeated annual household survey. Three focus groups with field and data staff with experience using both methods, and in-depth interviews with participants were carried out. Cost for each method were estimated and compared. Missing data was more common on paper questionnaires than on EDC, and a similar number were carried out per day. Fieldworkers generally preferred EDC, but data staff feared for their employment. Most respondents had no strong preference for a method. The cost of the paper system was estimated to be higher than using EDC. The existing infrastructure and technical expertise could be adapted to using EDC, but changes have an impact on data processing jobs as fewer, and better qualified staff are required. EDC is cost-effective, and, for a long-running site, may offer further savings, as devices can be used in multiple studies and perform several other functions. EDC is accepted by fieldworkers and respondents, has good levels of quality and timeliness, and security can be maintained. This paper presents an approach to cost-benefit analysis in which territories' communities are involved in fixing the thresholds for economic, social and environmental benefits of activities that affect them; they do this in the light of the implied trade-offs in feasibility, acceptability, and vulnerability of the project and do not assume commensurability of indicators. The dialogue between project organisation and stakeholders happens in a decision conference. The approach may be used in the classroom, in the board room, and in the town hall as a decision support tool for decision making in sustainable development. It brings together complex systems modelling, communities of practice, and social choice theory in a ten-step method for elaborating a Cost-Benefit Table ultimately connected with the way people's lives go. Water desalination can offer a potential solution for water scarcity. Additionally, desalination technologies that mainly consume electric energy, such as reverse osmosis, can expand the market for electric utilities. Despite such benefits, the main question around desalination remains to be its economic competitiveness. To evaluate the cost-effectiveness of water desalination, this paper calculates two well-known engineering economic metrics: net present value (NPV) and levelized cost of water (LCOW), as applied to large-scale water desalination loads. The paper offers insights on the economic competitiveness of water desalination, compared to its alternatives, i.e., fresh surface and groundwater. The use of NPV is viewed as a planning tool, and LCOW is viewed as an operations tool, which has some significance in project planning. The paper discusses the nexus between operations and planning and offers some contemporary insight into the deployment of desalination worldwide. Additionally, the paper offers analysis on the economic benefits of integrating water desalination load in power systems, both from the point of view of desalination plant owners and electric utilities. The paper deals with research into the innovative provision of public services by the non-governmental organizations in the field of housing. The paper describes the legislation of the housing system in Slovakia and aims to analyse innovation in social housing provision. The paper contributes to the knowledge on innovative social housing solutions provided by non-governmental organizations. The use of cost benefit analysis reveals the benefits of innovation in housing provision by an internationally awarded organization ETP Slovakia. Much attention has been given to the Organization for Economic Co-operation and Development's (OECD) Program for International Student Assessment (PISA) and its effects in different education systems, including the United States. This paper begins to address a major gap in this literature by focusing on the costs of participation in PISA. The paper draws on content analysis of official documents and budgets, as well as qualitative interviews with select government officials at federal and state levels. It details costs in three categories: direct overhead to the OECD, national implementation, and in-kind or human burden. As such, the paper details information on costs of PISA, important for eventual cost–benefit frameworks that may be useful for continued policy deliberations over US participation in PISA and other international large-scale assessments. This paper presents a new hybrid intelligent method for the optimal placement and sizing of active power filters (APFs) from cost point of view in the power distribution system. Different costs of APFs are presented in this paper. To achieve the more saved cost, an intelligent method based on fuzzy logic and imperialist competitive algorithm (ICA) is proposed. Four indices are used to identify the initial locations of APFs. A new discrete improved adaptive ICA is proposed to determine the optimal locations and sizing of APFs. The intelligent method is validated on the IEEE 18-bus distribution system. The results show that our hybrid intelligent method is more efficient and economical in comparison with several non-hybrid approaches in this field. How and when transportation networks are restored following a natural hazard event plays a key role in post-event recovery. However, determining the optimal repair strategies considering user costs requires intensive computational effort impeding the application in practice. This paper uses a modified network robustness index (MNRI), a measure of resilience, to minimize total costs including the repair cost and the travel cost during the recovery. For each link, the repair program is selected from multiple options using incremental benefit cost analysis. The efficiency and effectiveness of the method is tested for a realistic damaged network in Chur, Switzerland. Three scenarios with different resources in terms of repair budgets and crew availability are investigated. The results demonstrate that the approximations obtained using the proposed method are close to the results using a near optimal heuristic algorithm, and reduce the computational effort and the time needed. In India, solar tariff has been witnessing a continuous fall since the announcement of revised targets for the National Solar Mission (NSM) in the year 2015. This paper discusses components that decide the solar tariff and demonstrates the role of various incentives being provided in bridging the tariff gap between solar and conventional power. The paper concludes with a comparison of various incentives (viability gap funding (VGF), accelerated depreciation (AD), generation-based incentive (GBI), etc.) based on the cost-effectiveness index. Based on the analysis, it is recommended that as levelised cost of energy (LCOE) is coming down, the government may think of pulling back some of the incentive schemes such as VGF, AD, and GBI while some hidden incentive schemes such as waiver of inter and/or intrastate transmission charges and losses, etc may continue. According to SAMHSA (2014), 1 of the 10 domains of a trauma-informed approach to child welfare relates to universal screening; however, costs of installation and implementation models are often unclear. This paper provides administrators of human service organizations with a fiscal example of the estimated cost of implementing screening with children in the custody of a public child welfare system. Findings show that the cost of installation and start-up are estimated at 208 USD per child while ongoing implementation/sustainability costs are 130 USD per child when implementation is universal to all children in custody. Discussion includes implications for practice and future research. Practice Points There are challenges and successful practices associated with developing trauma-informed child welfare systems (Akin et al., 2018), and public child welfare administrators benefit when they can understand potential costs of implementing new trauma-informed practices, such as screening. Understanding cost analysis is important for leaders across multiple levels of non-profit and human service organizations in order to make informed choices about policies and practices that balance input, output, and outcomes. Human service leadership teams should consider utilizing justice-enhanced cost findings to prioritize and select policies and practices that incorporate fiscal data with intervention data to address individual and structural challenges that maintain disadvantage, inequity, and marginalization. The economic evaluation of educational policies and programs employing the ingredients method for cost, cost-effectiveness, or benefit-cost analysis is no exception to the critique that economic models require an untenable number of assumptions. Educational economists must make assumptions due to two sources of uncertainty: model uncertainty, as in the well-documented debate over the selection of the appropriate social discount rate to calculate present value and empirical uncertainty due to the infeasibility of gathering sufficiently detailed data on all resources. This paper highlights the frequency of empirical assumptions made in the education literature and proposes a set of harmonized assumptions to address empirical uncertainty that can be used to increase comparability of economic evaluation across programs and across studies. By building consensus on a set of reasonable, empirically derived assumptions that are selected so as to minimally distort the results of evaluations, differences in costs, cost effectiveness, and benefit-cost ratios can be more confidently ascribed to meaningful differences in resource use, program implementation, and program effectiveness, as opposed to differences in choices made by the analyst. This paper shares findings from a detailed empirical analysis of seven development projects in Kenya that supported remote pastoral communities facing food insecurity and other difficulties linked to environmental degradation and climate change. The projects sought to address these challenges by trialing various livelihood innovations in partnership with communities. These project activities were assessed using a tailored cost–benefit analysis methodology to identify those offering the best use of scarce funds, thus informing future policy and programing for such areas. This evidence suggests that (a) the difficulties communities face are creating a desperate situation, and (b) some of the innovations trialed hold promise while others are problematic. The evidence presented includes an array of local voices that vividly convey community-level dynamics and prospects. This evidence is set in context using the literatures on human security and its wider impacts, notably migration from the Sahel. This analysis found the circumstances of pastoral communities can significantly impact neighboring regions, with ongoing instability posing a threat while smart interventions that create local opportunities offer more synergistic outcomes. A systematic literature review (SLR) of economic evaluations (EE) conducted for interventions to screen, treat, and manage retinopathy of prematurity (ROP) in the United States (US), United Kingdom (UK), and Canada was performed. The SLR accessed the MEDLINE, Embase, Cochrane, Web of Science, Health Business Elite, Econ. Lit, NHS EED, and Google Scholar databases over the period 1st January 2000 to 4th August 2021. The key Medical Subject Heading (MeSH) search terms used included: Retinopathy of prematurity, Cost-effectiveness analysis, Cost-utility analysis, Cost of illness, Cost-benefit analysis, Cost minimization analysis, Incremental cost-effectiveness ratio, Quality adjusted life years, return on investment, burden of illness, disability adjusted life years, and Economic evaluation. Screening was conducted using Covidence, and the risk of bias was assessed using the Consolidated Health Economic Evaluation Reporting Standards (CHEERS) checklist. Data extraction was performed using MS Excel. 1,527 articles were examined with nine (9) papers identified, one (1) from the UK; two (2) from Canada and six (6) from the US. Cost-effectiveness analysis was the main form of EE conducted (n = 5) and telemedicine screening (n = 3) was found to be highly cost-effective for ROP with the ICER values ranging from £446 to £4,240 per Quality Adjusted Life Year (QALY) in 2021 figures. 73% of included studies complied with the CHEERS checklist for EE. ROP screening and treatment strategies reviewed were highly cost-effective. This review may assist eye health policymakers in planning nationwide screening and treatment programs to combat vision loss and blindness due to ROP. [ABSTRACT FROM AUTHOR]

Higher education institutions (HEIs) had a public health decision to make in fall 2021, whether or not to mandate a Covid-19 vaccine for all students. The aim of this paper is to study the factors that influence the student vaccine mandate decision. We employ a logistic regression with the dependent variable equal 1 if a HEI has a student mandate; 0 otherwise. We hypothesize that the student vaccine mandate decision is influenced by an institution's ranking, type, enrolment, competition, and political landscape. The results are consistent with expectations. Our significant finding is that top-ranked HEIs are more likely to have a vaccine mandate, with the probability of a vaccine mandate declining as the ranking declines. HEIs below those top-ranked are concerned about the financial implications of mandating vaccines, and this concern is heightened when students have alternatives. A national standard for a higher education vaccine mandate will internalize the positive externalities associated with a Covid-19 vaccine mandate, and overcome the reluctance of some HEIs to implement a vaccine mandate. This paper presents an ex-ante Benefit-Cost analysis of proposed fortification of extruder rice with iron under the social safety net in India. The benefits of iron fortification are estimated in terms of economic gains from increases in current work productivity among adults and future productivity from improvements in learning among school-going children. The base case scenario indicates a benefit cost ratio of 8.2, with 69 percent coming from improved learning in school and the remainder through enhanced work productivity. Benefit-cost ratios are also presented for a range of alternative assumptions, all of these resulting in ratios greater than 1. Nevertheless, despite decades of fortification at scale, a principal conclusion of this study is that future benefit cost models would gain confidence if more evidence is generated on the relationship of improved biomarkers for iron and changes in measures of cognition and labour productivity. This paper presents the cost-effectiveness of a WHO-recommended harm-reduction programme implemented among a cohort of persons who inject drugs in Delhi, India. We estimate the number of infections averted using Bernoulli process model and calculate cost-effectiveness ratio as the total programme cost per infection averted. The intervention averted 996 HIV infections over 36 months, with a cost-effectiveness ratio of INR 24,763 (US$ 476) per infection averted per year. The first phase, when HIV testing and counselling were initiated, was more cost-effective than the second phase when full intervention package, including needle-syringe exchange, condom distribution, harm-reduction education, etc., was implemented. The 2030 Sustainable Development Goals are highly interdependent. Lasting progress towards these goals requires collaboration among actors operating in diverse sectors and thematic domains. Yet, multi-sectoral collaboration is complicated by a variety of factors that tend to incentivise siloed action organised around individual interventions and budgets. This paper presents an analytical framework based on the concept of "economies of scope" for assessing and enhancing the efficiency of development projects for which there is a joint production process. Cost-effectiveness analysis (CEA) provides partners with information for allocating limited budget resources. Challenges in conducting CEAs include collecting data across multiple sources, introducing cost ssumptions, and delivering the results to partners. This paper introduces strategies to address these challenges using the example of the Strengthening Accountability to Reach All Students (STARS) project, a government-implemented differentiated instruction project in Ghana. To implement the programme for one school year, including opportunity costs related to training, the differentiated instruction plus basic management arm cost $48 per child, while the differentiated instruction plus basic and enhanced management training arm cost $84 per child.
