Publish and Read mandates being promoted by the Europeans through OA2020 and Plan S, are making significant impacts on journal publishing. Although libraries in the United States have expressed concern about some elements of the proposals, larger forces have engaged which may flip the traditional subscription-based journal publishing system. In response to a cancellation of numerous journal subscriptions, Bradley University's Cullom-Davis Library added Copyright Clearance Center's Get it Now service in 2012. It was anticipated that this service, in combination with other document delivery services, ILLiad interlibrary loan service and the purchase of articles online directly from publishers would be used to alleviate the lost subscriptions by library users. Pay-per-view (PPV) models for article acquisition continue to mature, but there are still questions as to whether they offer good value to libraries. This study presents the results of a close analysis of a PPV article token report with an emphasis on determining whether purchased articles were available elsewhere in the collection or free via links from Google Scholar. An additional analysis compares article purchase data to COUNTER JR1 and JR5 reports to determine how closely COUNTER reports of downloads align with paid use. A follow-up to an earlier article published in this same journal in 2013, this article repeats an analysis of five Big Deal journal packages to which Hofstra University's Axinn Library subscribes. Improvements over the last study include more years of data, the removal of open access and archival content from the calculations, and a subject analysis. Results confirm the original findings that four of the Big Deals are good deals, but expand on these outcomes with a discussion of the subject breakdown of each package, the cost of individual title subscriptions, and the dangers of overreliance on usage statistics. For the University of Ottawa, the journal renewal period is September–October and arrives at a time when subject librarians are busy teaching and meeting with new students and faculty, leaving little time for anything else, especially making difficult decisions such as cancelling journals with an ever-rising price tag. Library staff developed a cascading model for evaluating journal subscriptions. It is based on several variables, such as accessibility, value, price, and usage. Paraprofessionals can populate the model with data, reducing the librarians’ work considerably. The model was tested for print and ejournals, for small journals packages and large renewal lists.
