This paper studies the externalities generated by the implementation of the instrumental policy of school breakfasts in Santiago de Cali. It starts by a historical analysis of the educational sector in Colombia, pointing out its pros and cons, which are given by the lack of coordination of the resources allocated and the policies. Also, a reflection about the meaning of public policies’ coordination and institutional change, which are integrated by the transferences of policies implemented through legal instruments, is proposed through the examination of public policy and public management. In this regard, the State has played a relevant role regarding the obligations in the educative sector: disponibility, access, quality, and permanence. Finally, the paper reveals the results of such instrumental policy in the educative sector and the whole city, showing evidence regarding the creation of public value. [ABSTRACT FROM AUTHOR]
