Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. How people pay is critically important to consumers and businesses alike. Many consumers are choosing to pay for goods and services from an increasing number of options. Tech‐savvy urbanites buy coffee by tapping their phone on a reader. Parents returning from a night out use peer‐to‐peer payment apps, such as Venmo, to pay the sitter. The recent explosion of financial innovations promises faster, more efficient, and cheaper transactions. These increasing digital payment options coincide with decreased number and volume of cash transactions. However, vulnerable populations face more constrained payment choices and often rely exclusively on cash. Without experience, devices, or acceptable credit histories, vulnerable populations may have little access to digital transactions. The advantages of falling digital costs and other benefits thus accrue to the digitally connected. At the same time, those who must transact in coins and paper money are likely to find their relative costs increasing. This paper highlights payment trends and the potential impact on vulnerable populations in the United States as we move toward a cashless society. Using observational data on consumer carryout bag usage, we measure the effects of disposable bag policies on disposable and reusable bag demand. Our results show that plastic bag bans coupled with paper bag fees decrease total disposable bag demand but lead to significant increases in paper bag consumption. We compare our results to a study on bag fees and find that both policies lead to similar increases in reusable bag usage. However, the success of bans versus fees in discouraging disposable bag usage is contingent upon the types and prices of bags that stores choose to sell in lieu of disposable plastic. People with learning disabilities are living longer. Older people with learning disabilities should be included in policies and plans that are for all older people. National plans and policies for older people often do not say anything about older people with learning disabilities, and it is hard to know whether older people with learning disabilities are benefiting. People who plan services locally often do not have good information on older people with learning disabilities. Using the Equalities Act 2010 could help people who plan services and write policy to think about older people with learning disabilities but this is not happening at the moment. People who work with older people with learning disabilities should be aware of policy for all older people, so that older people with learning disabilities do not miss out. This paper seeks to explore the opportunities and challenges generated by current policy, guidance and legislation in England relating to older people, in terms of the practical implications for older people with learning disabilities. Using the broad themes housing, employment, social inclusion and isolation, care and support, and promoting better health and well-being, this paper discusses potential practical opportunities and concerns for older people with learning disabilities arising from policy and legislation such as current initiatives regarding integration, personalisation and the dementia policy. Consideration is given to the implications of changing policy and practice for both current and future generations of people with a learning disability as they reach older age. This discussion paper concludes that whilst there is potential for older people with a learning disability to benefit from policy and practice aimed at improving the lives of older people generally, the tendency for policy to be targeted at specific groups without adequately considering the diversity of those groups often leaves those with a learning disability at the margins of being able to make the most of changes. This volume of the Australian Journal of Politics and History presents an edited collection of papers delivered by emerging and established researchers at the Second Rethinking & Researching 20th Century Aboriginal Exemption Symposium, co‐hosted by the University of the Sunshine Coast with La Trobe University in October 2021. The papers reveal the human costs, hardships and legacies of the state policies of Aboriginal Exemption last century which supposedly offered the promise of freedom to Indigenous Australians confined to reserves and missions. Equally, the papers explore innovative and culturally safe ways to investigate and further understand Aboriginal exemption that ensure Ancestors and Elders, who actively negotiated, resisted and subverted its use, are recognised and honoured. Introduction: Research with young people (YP) is ethically challenging and bound in a complex maze of issues relating to power, voice and representation. Such sensitivities mean that the challenges raised in researching marginalised YP are often hard to navigate. This paper reports on research carried out with YP to explore links between mental health, school exclusion and involvement in criminal gangs. It aims to provide a practical guide to negotiating some of the methodological and ethical challenges experienced. Method: In‐depth interviews conducted with 28 YP (aged 14–24 years) who were gang involved or seen to be at risk of gang involvement. Research was conducted in youth clubs, alternative provision and youth justice settings. Results: Observations/Reflections We reflect on how navigating ethics can create barriers to involving YP as primary informants in research. We consider why it is important to overcome these hurdles and how public engagement work with recognised gatekeepers and the use of creative interview methods can facilitate meaningful encounters, where YP feel able to share valuable insights into their lives. Conclusion: Alongside a number of specific learning points, the paper reflects on theories behind research with YP, including the need for recognition of power imbalances and reflexivity. It concludes with thoughts on the practical realities of achieving meaningful participation or an 'authentic voice' with marginalised groups and the importance of this in informing policy and practice. Patient or Public Contribution: The focus of this work was to collect experiences of YP who are recognised as gang‐involved or at risk of being so, with a view to informing health and education policies. The scoping study for the project involved extensive public engagement work with YP exploring and trialling suitable methods of accessing, recruiting and ultimately interviewing this target group. This paper reconsiders the outpacing argument, the belief that changes in law and other means of regulation cannot keep pace with recent changes in technology. We focus on information and communication technologies (ICTs) in and of themselves as well as applied in computer science, telecommunications, health, finance, and other applications, but our argument applies also in rapidly developing technological fields such as environmental science, materials science, and genetic engineering. First, we discuss why the outpacing argument is so closely associated with information and computing technologies. We then outline 12 arguments that support the outpacing argument, by pointing to some particular weaknesses of policy making, using the United States as the primary example. Then arguing in the opposite direction, we present 4 brief and 3 more extended criticisms of the outpacing thesis. The paper's final section responds to calls within the technical community for greater engagement of policy and ethical concerns and reviews the paper's major arguments. While the paper focuses on ICTs and policy making in the United States, our critique of the outpacing argument and our exploration of its complex character are of utility to actors in other political contexts and in other technical fields. Threats to the health of our environment are numerous. Much research in science and engineering is devoted to documenting, understanding, and attempting to mitigate the harm itself. The root challenge for sustainability, however, is human behavior. As such, changes to human behaviors and the internal processes that drive them are also essential. Critical to understanding sustainability‐related behaviors is the individual's conceptualization of the natural world and its components and processes. The papers in this topiCS issue address these conceptualizations by drawing from anthropological, linguistic, educational, philosophical, and social cognitive perspectives as well as traditional psychological approaches to the study of concepts and their development in children. They engage with many domains bearing on environmental sustainability including climate change, biodiversity, land and water conservation, resource use, and design of the built environment. They coalesce around four broad themes: (a) What people know (or believe) about nature broadly and about specific aspects of nature, and how they acquire and use this knowledge; (b) how knowledge is expressed and shared via language; (c) how knowledge and beliefs interact with affective, social, and motivational influences to yield attitudes and behaviors; and (d) how members of different cultures and speakers of different languages differ in these ways. The papers also point to lessons for advancing sustainability via public policy and public messaging, education, conservation and nature management, and design of the built environment. Under the climate change aggravating the issues of energy security and food shortage, global agriculture suffers from great pressure, and how to promote sustainable agriculture has become one of the hot issues of concern in academia. This paper focuses on China, where efforts are being made to develop sustainable agriculture, and takes the western part of Shandong Province as the target of study. Based on the identification of factors that affect the promotion of the local circular agriculture implementation, AMOS was applied to construct and test the structural equation model and to explore the interaction mechanism between each variable. The study breaks through the traditional modes of data collection and is based on the actual farming conditions of the farmers currently, choosing to obtain data by means of questionnaires and field surveys. The 24 selected factors were analyzed by SPSS and AMOS software, and the total model weight of each factor were calculated separately. The top five key factors affecting the advancement of the model, namely government policy encouragement, preferential agricultural loans support, participation of specialized agricultural organizations, estimated revenue of the mode and farmers' awareness of environmental protection, are obtained with weight of 6.08%, 5.60%, 5.59%, 5.26% and 5.09%, respectively. Combined with data to focus on analysis, this paper puts forward some relevant countermeasures and suggestions to promote the integrated planting and breeding mode in accordance with local conditions, which can provide beneficial reference for government departments to make relevant policies. This article considers the levelling‐up agenda in the UK, examining the Johnson government's original proposals to tackle regional and local inequality and its continuation under new Prime Minister Rishi Sunak following the short‐lived premiership of Liz Truss. The 2022 Levelling Up in the United Kingdom White Paper is notable for the frank and wholesale critique it provides of previous governments'—both Tory and Labour—efforts to address the pressing issue of geographic inequality. The assessment was that a pattern of ad hoc and incoherent reforms needed to be replaced by a stable, long term and system‐wide approach to change. Yet, under Johnson, Truss and now Sunak, policy churn is continuing, with an approach that falls short in following the lessons set out in the White Paper. We provide a detailed analysis of the government's critique of past reforms, the lessons it has set out and why its reform programme is likely to repeat past failings. Crucially, the approach leaves the structure of central government almost untouched, with substantive reforms instead focussed at the local governance level. We argue the government's programme perpetuates the 'power‐hoarding' tendencies of the Westminster model, a key bulwark against meaningfully addressing the UK's spatial inequality problem. We conclude that the levelling‐up agenda, missions and targets are unlikely to be met under Rishi Sunak, reflecting the endemic nature of short‐termism and centralisation of power in the UK's public policy approach. Holistic Flexibility is a conceptual lens in systems thinking that enables intellectual, emotional and tactical elasticity in systems practice. This paper will demonstrate Holistic Flexibility in practice in an NGO setting to design and implement a programme to address the widening gap between government policy and its implementation. Critical Systems Heuristics was chosen as the preferred methodology, strengthened with two methods from two other systems methodologies—CATWOE (a mnemonic for Customers, Actors, Transformation, Worldview, Owners, Environment) from Soft Systems Methodology and issues (assumption) rating method from Strategic Assumption Surfacing and Testing. Following a participative programme design exercise, two phases were identified. The strategy, implementation and impact of phase 1, which covered work undertaken between the period 2018 and 2020, is provided. Phase 2 was under consideration at the time of writing this paper. This paper builds a difference‐in‐difference model (DID) to study the impact of government risk sharing policies on corporate innovation investment. High‐tech firms are used as the experimental group to test the effect of policy shocks. It is shown that government risk sharing may ease financing constrains, which will increase corporate innovation investment. The results suggest that the effect of government risk‐sharing policies on bank credit is short‐run, while the effect on corporate innovation investment is more sustainable. In addition, the government risk‐sharing ratio is inversely proportional to the loan rates and the success rate of innovation. [ABSTRACT FROM AUTHOR]

Background: Recruitment of internationally qualified nurses as a labour source is a long‐standing human resource strategy being implemented to address the current and increasing global nursing shortage. Internationally qualified nurses transitioning into the health workforce of developed countries following immigration often possess specialty skills. A lack of a clear pathway of specialty skill utilisation makes recognising and using these specialty skills complex for many nurses. The ability for nurses to transition between countries and maintain specialty practice demands immediate attention in the current atmosphere of the global pandemic and the predictions to recruit more specialist nurses from overseas. Aim: To identify and synthesise strategies taken by various developed countries in transitioning specialist internationally qualified nurses into practice. Methods: An integrative review was conducted to identify common themes, patterns, and best practices in order to inform policy development and improve the successful integration of internationally qualified nurses into the healthcare systems of developed countries. The study employed the Whittemore and Knafl five‐stage integrative review approach. To conduct a comprehensive search, four electronic databases, namely Medline, CINAHL Complete, ProQuest Health, and EMBASE, were systematically searched in October 2021. The search was updated in March 2022 to ensure the inclusion of the most recent literature. Additionally, Google Scholar was utilised to avoid overlooking any important articles. Prior to the full‐text review, three reviewers independently evaluated titles and abstracts. The included papers' quality was determined using the JBI critical appraisal tools. Results: This study included 10 papers, comprising three studies and seven reports. However, none of these documents provided information on how internationally qualified nurses could transfer their specialty skills acquired overseas to developed countries after immigrating. The guidelines and policies reviewed only offered generic advice on becoming a specialist nurse. Although some countries mentioned that post‐graduate qualifications were not mandatory for nurse specialists, the majority of documents in this review emphasised the need for a national framework of education at level eight or higher (equivalent to a post‐graduate level) to attain the status of a nurse specialist. Moreover, the included documents did not provide clear information on whether an international specialisation degree would be recognised during the registration process. As a result, confusion persists regarding the requirement of post‐graduate qualifications for nurses aiming to specialise and the recognition of international specialisation degrees during the registration process. Discussion: The lack of consistency in defining nurse specialty and the skill transferability among institutions and state borders were evident in this review. According to all the 10 documents analysed, developed countries appear to have minimum policies on the transfer of internationally qualified nurse's specialty skills. Recommendations for policymakers, employers, and aspirant migrants have been proposed. Limited research has been done on how developed countries used their internationally qualified nurses' overseas‐acquired specialist skills after immigration, indicating a lack of a distinct specialist skill transition pathway. Conclusions: This review presents data to support the need for greater research in this area to better utilise the abilities that internationally qualified nurses bring from their home country and put them to constructive use in the host country, especially in the context of a global pandemic. Using content analysis of more than 100 newspaper articles for each of the cases, the paper shows that regulatory policies do not face any easier messaging options than price-based policies. The role of crises in policy processes is manifold: Among other things, they can create new problems, provide windows of opportunity to solve existing problems, and change actor constellations in existing policy subsystems. The similar framing of different policy instruments leads to challenges for future linkages between policy designs and framing strategies. On 31st December 2020, The National Science Library of the Chinese Academy of Sciences (CAS) released a list of 65 international scientific journals, all of them indexed by the Web of Science, that were said to be potentially in conflict with academic rigour. The list immediately influenced the publication patterns of Chinese researchers. A year later, on 31st December 2021, CAS released a revised and reduced list of 35 questionable journals and said the publishers in the meantime had reacted constructively and improved the procedures of their journals. This study aims to provide an understanding of the motivations and criteria behind the list, partly by reviewing Chinese policy documents and public debates, partly with a quantitative analysis to detect the relative importance of the criteria used to select the journals for the list. This paper seeks to conduct a comprehensive literature review analysing governmental initiatives, particularly public policies, pertaining to the needs of the creative economy (CE). The uniqueness of this paper lies in its unprecedented examination of literature on governmental actions for the CE. The methodology involved executing a rigorous systematic review of literature drawn from multiple credible research sources. The primary objective was to identify the stimuli, impediments and formulation processes across various sectors within the CE. This Special Issue is based on a selection of papers initially presented at the conference on "Resilience and the Third Sector" (Institute of Public Sector Accounting Research, University of Edinburgh, November 2022). The third sector is pervasive in most societies and makes a distinctive and widely‐recognized contribution to the public good by building social capital, frequently affording a foundation for social cohesiveness. However, it is a fragile sector that is significantly affected by crises (the slings and arrows of outrageous fortune). These have the potential to curtail the capacity of third‐sector organizations (TSOs) to deliver societal benefits and, in the most extreme cases, even threaten their survival. Given this, the resilience of TSOs (albeit this term has multiple layers and manifold meanings) is critical. This paper explores a range of connotations linked to third‐sector resilience and explores contemporary evidence (including the papers in this Special Issue) as to how the sector identifies, manages, and learns from crises. In addition, it provides a brief outline research agenda as a basis for encouraging researchers to focus on resilience in TSOs and enhance knowledge. It is argued that more rigorous, evidence‐based research of this nature has the potential to positively influence practice in the sector, as well as policy formulation by government and others who steer TSOs. In 2019, the United Nations (UN) promulgated the Global Compact for Safe, Orderly and Regular Migration which charts the UN's global migration policy strategy, affording central importance to safety in migration. This ascendant focus on safe migration is echoed in a range of national and regional policy initiatives. Despite the policy enthusiasm for safe migration, to date, there is a dearth of critical scholarly attention to this policy shift. This paper builds on 7 years of ethnographic research on safe migration interventions in mainland Southeast Asia. Centring on the Mekong region, this paper examines two interlocking effects of safe migration policy instrumentalisation. On the one hand, safe migration discourse' spatio‐temporal underpinnings dispositions programmes to gravitate towards policy abstractions. Yet, in practice, safe migration interventions heavily depend on informal constellations of sociality, where migrants become re‐embedded as both objects and instruments of policy. Family violence is becoming increasingly visible in Australia, with many state and federal governments taking on more responsibility to address family violence and its impacts on those affected. Current efforts are focused on practice frameworks, identifying and responding to risk factors, and social justice frameworks including legislating against family violence in a range of jurisdictions and addressing more broadly the structural and cultural forces that perpetuate violence and further oppress those victimised. Family violence is not unique to Australia, with prevalence rates internationally suggesting family violence occurs irrespective of country, race, age, culture, effectiveness of social policies or socioeconomic status. This paper explores relevant foundational concepts of Bowen family systems theory (BFST) as it relates to family violence and explores opportunities to evolve practice in this area. BFST offers a unique contribution towards addressing family violence, particularly in relation to the public health challenge of addressing family polyvictimisation. The paper also explores how BFST conceptualises family violence and the role of the professional in working with the family as a single emotional unit. The unique focus of BFST on observing and defining self within the emotional family unit through observation of the underlying multigenerational emotional patterns of functioning provides unique opportunities to evolve and develop both the capacity of clinicians and responses to families who are navigating the serious and challenging impacts of family violence. For over two decades, the literature has characterized contemporary Western societies as audit societies. These societies are characterized by an approach to governance that is shaped by the idea and practice of auditing. This paper shows that with regard to public governance, the audit society has started to give way to a program of government innovation, or what we theorize to be the emergence of a new form of society: the innovation society. The paper builds this theorization on a longitudinal case study of the past 40 years of Danish central government administrative policy developments with a focus on internal auditing. The paper shows that internal auditing has transitioned from being a macro actor of public governance to becoming a micro actor and ultimately terminated. The paper further shows that this dissociation process was instigated not by elected politicians but by highly positioned civil servants who managed to remove what they identified as an obstacle to the stability of the innovation program. Digital technologies have enhanced the capacity for organisations across many sectors to produce, publish, and disseminate research in a variety of formats, and a great deal of it is sought and used in public policy and practice‐related research, yet this diversity is often overlooked in studies of research use. While the need for diverse research sources and formats for public policy and practice is increasingly acknowledged, there have been few studies which articulate and categorise what this diversity looks like in practice, and how research is filtered and selected based on genre, source, and other facets. This article reports on a large‐scale online survey and semi‐structured interviews with research users across multiple sectors in Australia on the materials they access and use for policy and practice work. The results indicate that research users are active information seekers who require online access to diverse genres and formats produced by a range of sources and sectors. However, respondents also faced many barriers to research use, including the cost of subscriptions for academic journals, discoverability of reports and data, poor management of publications by organisations including government, and the time required for filtering and evaluation. Based on these findings I argue that policy research requires a far greater variety of genres and sources than is generally recognised with implications for the way research use and the research publishing system is understood and managed in Australia. Points for practitioners: Policy research and implementation requires diverse online sources and resources from multiple sectors, including reports, discussion papers, evaluations, and data, produced by organisations (grey literature), as well as journals and books.However, this paper finds there are major barriers to discovery, filtering, and access to diverse research publications for practitioners, resulting in poor productivity and policy outcomes.To improve the use of evidence for policy and practice, we must invest in efficient discovery, access, and management systems for diverse research publications. The purpose of this paper is to examine cyber security issues related to smart grids (SGs), such as prior cyber‐attacks, possible vulnerability issues, and enhanced cyber‐security procedures for SGs on a technical and management basis. When designing public policies for SGs, it is important to consider both the motivations and obstacles to cyber protection and socio‐economic conditions. Furthermore, the importance of suggested policies is viewed from various perspectives. The present paper provides an assessment of a group of policies specified by various stakeholders as having the potential for developing SG cyber security. The methodology for the formation of such a group of policies includes a perfect examination of global experience and meetings with experts from various fields. Subsequently, such policies are evaluated using a Delphi questionnaire aimed at assessing their advantages in pursuing investment goals for cyber security. The first result is that every policy is considered a positive effect of all goals, different in the priority assigned to each of them. The policies that received the most attention were: "regulatory changes policy to foster innovation in cyber security of SGs," "regulation of new business models to improve cyber security and detect malicious attacks" and "establish a cyber‐security governance strategy." Summary: Adequate levels of physical activity are important for population health. Policy databases can track, monitor, and compare the development and implementation of physical activity policy actions and are populated by different methods. The new MOVING database, developed through the Confronting Obesity: Co‐creating Policy with Youth (CO‐CREATE) project, collates governmental policy actions designed to increase physical activity and is populated by an in‐depth scan of implemented national policy actions. This paper presents lessons learned from conducting the policy scan across 27 European countries. Policy actions were identified using a structured search protocol from preselected sources, assessed against pre‐specified inclusion criteria and verified by an in‐country expert. 625 eligible national implemented policy actions were identified. Challenges included policy actions falling out of scope, a lack of available information on policy actions, difficulty in identifying policy actions using specific search terms, and increased resource requirements for translation of policy actions into English. Identifying the challenges and opportunities around conducting a policy scan is necessary to understand and assess the reliability, validity, and utility of a policy database. The infrastructure sector is one of the major pillars for economic growth and development of a country. The responsibility to develop this crucial sector is shifting away from the public to the private sector. After the economic liberalization in 1991, India opened the infrastructure sector, among many others, to private domestic and foreign investment. The shortage of electricity, the poor state of roads, and limited telecom access necessitated a stream of persistent reforms, which were expected to play a significant role in the infrastructure sector's growth. Although some subsectors witnessed success, others continued to face hurdles. The paper highlights the role of infrastructure in socio‐economic development through global literature. It also presents a story of infrastructure development in India since the inception of economic liberalization. It highlights various challenges that discourage private sector investments, thus providing a rationale for policy initiatives by the government. The paper also presents critical issues highlighted by multiple government committees over nearly three decades and identifies residual issues that merit attention. The Becoming Breastfeeding Friendly (BBF) in Great Britain study was conducted during 2017–2019 comprising three country studies: BBF England, Wales and Scotland. It was part of an international project being coordinated during the same period by the Yale School of Public Health across five world regions to inform countries and guide policies to improve the environment for the promotion, protection and support of breastfeeding. This paper reports on the application of the BBF process that is based on an implementation science approach, across the countries that constitute Great Britain (England, Wales and Scotland). The process involves assessing 54 benchmarks across eight interlocking gears that drive a country's 'engine' towards a sustainable policy approach to supporting, promoting and protecting breastfeeding. It takes a consensus‐oriented approach to the evaluation of benchmarks and the development of recommendations. This paper provides a critical overview of how the process was conducted, the findings and recommendations that emerged and how these were managed. We draw on critical theory as a theoretical framework for explaining the different outcomes for each country and some considerations for future action. Key messages: Undertaking an international, comparable approach to develop evidence‐based policy recommendations for scaling up the breastfeeding environment can provide useful data on which to draw explanations and conclusions on national variation.The findings from the BBF process across England, Scotland and Wales suggest that improving breastfeeding in Great Britain is dependent on the degree of political will and having a coordinated national breastfeeding strategy in place or not, along with access to robust breastfeeding data.A critical theory lens helps to bring to light some differences in the research and policy process that can explain differences between countries in the United Kingdom. The university is one of the most important places for scientific research, and it is the cradle of knowledge output and technological invention. Using the granular data of more than 1,000 universities' funding from the government in China, we investigate the impact of government funding on research innovation at the university level. The results show that government funds promote the output of research innovation of universities. The effectiveness of government funding is greater when combined with greater human capital and more platforms for international cooperation. Interestingly, further studies have found that human capital and non‐government funds have a moderating influence on the effect of government funds on university research output. Moreover, there are some differences between "211 Project" (high quality) universities and "non‐211 Project" universities. Finally, given the relaxation of policy for government funding of university research in 2014, we investigate the relationship between human capital (especially specialists with senior titles) and government funds in the process of research innovation. The results show that, before 2014, human capital presents a substitution relationship with government funding while it presents a complementary relationship after 2014. [ABSTRACT FROM AUTHOR]

To tackle the current global environmental crisis, operational science‐policy interfaces are needed. The Intergovernmental Science‐policy Platform on Biodiversity and Ecosystem Services (IPBES) provides governments with policy advice via its assessment reports. To expand the evidence‐base and to support the uptake of IPBES products, participation needs to be balanced across the globe. We found imbalance in authors' distribution at both the UN regional and country level. It is more pronounced for IPBES‐related scientific papers than for the IPBES global assessment. The more detached from politics the decision of getting involved is, the more imbalanced the representation of the regions becomes. To improve the IPBES' geographical balance, a strategy to increase the number of active member states is called for. We argued that without explicit efforts to reach the balance—for example, providing an attractive research environment for excellent researchers in their home country, improving cooperation among countries across the UN regions, and granting publication opportunity for all authors—the idea of geographic equality diminishes. Public emergencies are focal events that present possibilities for policy changes. This study aims to explain policy insights on policy change in Iran through analyzing how the Iranian government's policy toward the long‐awaited e‐authentication finally changed in the wake of the outbreak of COVID‐19. Due to the policy context of Iran, it uses the Multiple Stream Model, in which three streams were identified: problem, policy, and political dynamics. The paper contends that while the second stream existed prior to the pandemic, the first one had not yet been appropriately recognized by the government. Furthermore, it identifies the political stream as the third missing link for policy change. With the spread of coronavirus, these three streams converged, thus opening a window of opportunity for enacting this policy change. Two main reasons behind the emergence of this opening are identified: first, arising a new complex problem (COVID‐19) that necessitated new initiatives, and second, growing public anxiety about the pandemic. Iran's desperate circumstances, which included an already severely depressed economy as the result of sanctions, were further exacerbated through the socio‐economic repercussions of the pandemic. Furthermore, the growing demand from prospective traders to register for the stock exchange during the lockdown prompted officials to make a realistic decision. As a result, barriers to e‐authentication were overcome and policy change happened. The paper highlights the security perspective as a necessary condition for policy change in Iran. Gross National Happiness (GNH), a concept first introduced by Bhutan, has gained immense traction as an alternate development paradigm to GDP toward achieving wholesome global progress. In this paper, we investigate the origins of the policy of GNH, through the theoretical lens of the punctuated equilibrium theory (PET), and when and how GNH came to the national agenda. By focusing on the year 2008, that is, when Bhutan's Government transitioned from an absolute monarchy to a democratic constitutional monarchy, this paper analyses the key events that serve as policy windows and the policy entrepreneurs responsible for agenda‐setting the policy of GNH. We argue there is a major change, such as, the government changing its form from monarchy to democracy, it is a definitive benchmark as to what punctuation means. In addition to providing a definitive meaning of "punctuation" in public policy, we also identify and discuss the key methodological issues in relation PET and offer explanations through Bhutan's policy of GNH to determine policy punctuation and measuring policy change. This paper explores the convergence of public expenditures and revenues in the EU28 by applying the panel cluster convergence methodology to updated quarterly data for the period 2002–2019. In order to explore whether the recent debt crisis in EU has affected the harmonisation path, the paper, for the first time, considers both the whole period 2002–2019 and two equally‐sized sub‐periods, that is, 2002–2009 and 2012–2019, which correspond to pre‐and post‐debt‐crisis years. The issue is important for the debate on fiscal harmonisation in Europe, given that the EU's debt crisis has generated many asymmetries across the member states, whilst the design of effective public policies remains a key tool for achieving higher economic growth. Overall, our results provide evidence of divergence, especially for public expenditures since the European debt crisis, which suggests that in the future further efforts towards a stronger harmonisation path will be required by policymakers in EU member states. There is a growing interest in how policy processes can better incorporate the values of the communities they serve, yet policymakers face numerous challenges when they seek to embed values into policies. This paper builds on existing values research to develop a bespoke policy values framework for Australia, based on the popular notion of a 'fair go'. While the fair go is often associated with a narrow set of equality and procedural justice values, we show that it has a much wider range of historical and contemporary meanings, which taken together provide a useful starting point for understanding policy values important to Australians. We apply our framework to two policy domains—housing and immigration—to show that it offers an effective heuristic to help policymakers understand key value priorities and conflicts in these policy areas. The paper provides theoretical insights regarding the role of values in policymaking and offers a practical tool for use when designing, implementing, and evaluating policies. Points for practitioners: Community values should inform public policy decision‐making in a democracy. However, incorporating values into policy is difficult because of the wide range of different values to consider, the need to manage tensions and conflicts between values, and the time pressures often faced by policymakers.The popular and enduring notion of the 'fair go' embodies multiple value positions, which cover a range of different values that matter to Australians, making it a good basis for an Australian policy values framework.Our fair go values framework is designed to serve as a heuristic for policymakers when designing and evaluating public policies. It is not intended as a comprehensive guide to value debates in all policy areas, but offers a starting point for quickly appreciating the key value priorities and conflicts in relation to a policy issue. Multicriteria mathematical modeling is an analytical framework for formally describing real‐life problems involving multiple and conflicting objectives. In the past decade, multicriteria decision‐making techniques have been applied in almost every area of the decision‐making including energy‐economic planning and sustainable development. Various mathematical and analytical models have been presented for the sustainable development planning and their assessment. In this paper, we discuss an approach related to multicriteria decision‐making and apply it for the assessment of the sustainable development goals of India by the year 2030. In the INDC report submitted to United Nations Framework Convention on Climate Change (2015, http://www..unfccc.int/submissions/INDC/Published%20Documents/India/1/INDIA%20INDC%20TO%20UNFCCC.pdf), India has identified many goals related to the sustainable development like energy consumption, greenhouse gas emissions, GVA growth, and an increase in the employment by the year 2030. This paper overcomes the energy resource allocation problem in related literature due to the lack of sectorial data for the same year by calculating the estimates for each sector for the year 2030. We presented a multicriteria decision‐making model which allocates public labor force in the key economic sectors of India. The presented model is validated with the data of the key economic sectors and their contribution in the identified goals. The paper provides a decision support for the better management of future sustainable policies by assessing the efficiencies of the current policies toward future sustainable goals. We evaluated the identified goals using the multicriteria decision‐making approaches so that the strategic planning can be implemented by the policy makers and to present a quantitative justification of planning strategies. 'The knowledge question', addressing what students need to know and learn, becomes particularly relevant during the process of a new school reform. This paper examines the political messages and the role of knowledge in the current curriculum reform initiative for primary and secondary education in Norway (2020). The study is based on a document analysis of four key policy documents and one subject curriculum. Analysis reveals that, although the messages in the policy documents express expectations of strengthening the knowledge dimension in the school subjects, analysis of a new subject curriculum framework indicates that it more clearly prescribes skills, methods and strategies than the specialised knowledge content to teach. We conclude that the continuation of a competency‐oriented curriculum model, wherein the competence aims are the governing category, explicit content is difficult to prescribe because of the contrasting assumptions that underline a content‐oriented versus a competence‐oriented curriculum. The two curriculum models demand different approaches to 'the knowledge question', and raises questions about whether combining these two orientations in one curriculum model is possible. Social determinants of health are a subject of growing interest, yet criticisms have emerged about the way determinants are conceptualized in nursing. A tendency to focus on readily observable living conditions and measurable demographic characteristics can divert attention, it has been said, from the less visible underlying processes which shape social life and health. To illustrate how the analytic perspective determines what becomes visible or invisible as a "determinant" in health, this paper presents a case exemplar. Drawing from news reports and research in real estate economics and urban policy analysis, it explores a single local infectious illness outbreak through a series of progressively more abstract units of inquiry, considering mechanisms of lending and debt financing, housing supply, property valuation, tax policy, change in the structure of the financial industry, and international patterns of migration and capital flow, among other factors, which contributed in various ways to creating unsafe living conditions. An analytic exercise calling attention to dynamism and complexity in social processes, the paper offers a political‐economy‐based approach that serves as a cautionary note against oversimplification in discussions of health causality. This paper considers a two‐population evolutionary game between incremental component suppliers and new energy vehicle (NEV) manufacturers to explore their intelligent connected vehicle (ICV) production decisions in the long term. The government subsidy policy is taken into consideration in the extended model. Through analysis, we derive all the possible evolutionary results and obtain while the static subsidy affects the thresholds compared with non‐government subsidy situation, it has no effect on the overall evolutionary direction. However, the dynamic subsidy can remove the periodic behavior of the ICV supply chain participants. This paper provides some suggestions to enhance the ICV industry development. Our study aims to understand the impact of open government data (OGD) policy on firm performance and the moderating role of firm characteristics. The difference‐in‐difference model is used to analyze 10‐year panel data from 477 Chinese listed firms. The findings indicate that (a) OGD policy positively affects firm performance; (b) firm size positively moderates the relationship between OGD policy and firm performance; (c) R&D intensity nonlinearly moderates the relationship between OGD policy and firm performance; and (d) OGD policy significantly affects state‐owned firms. This paper describes the changing nature of the English and Swedish states between 1800 and 2020 from the perspective of ordinary citizens. We identify 13 typical life situations and then describe the types of citizens who interacted with the state, the number and types of public officials with whom they interacted, and where those interactions took place. We distinguish among three typical social groups: the poor, the middle, and the rich. We find, among other things, that the poor became objects of government policy much earlier than other groups, but they also remained in a world of parochial poor relief even as the middle and the rich began to interact with a more functionally differentiated, professional bureaucracy. These findings have important implications for scholarly debates on when the state began to interact directly with the civilian masses and the unevenness of state activities and capacities within countries. Background and Aims: Since the beginning of the coronavirus disease 2019 (COVID‐19), a large number of government policies have been implemented worldwide in response to the global spread of COVID‐19. This paper aims at developing a data‐driven analysis to answer the three research questions: (a) Compared to the pandemic development, are the global government COVID‐19 policies sufficiently active? (b) What are the differences and characteristics in the policy activity levels at the country level? (c) What types of COVID‐19 policy patterns are forming? Methods: Using the Oxford COVID‐19 Government Response Tracker data set, we present a global analysis of the COVID‐19 policy activity levels and evolution patterns from January 1, 2020 to June 30, 2022, based on the differential expression‐sliding window analysis (DE‐SWAN) algorithm and the clustering ensemble algorithm. Results: Within the period under study, the results indicate that (a) the global government policy responses to COVID‐19 are very active, and the policy activity levels are significantly higher than those of global pandemic developments; (b) a high activity of policy is positively correlated to pandemic prevention at the country level; and (c) a high human development index (HDI) score is negatively correlated to the country policy activity level. Furthermore, we propose to categorize the global policy evolution patterns into three categories: (i) Mainstream (152 countries); (ii) China; and (iii) Others (34 countries). Conclusion: This work is one of the few studies that quantitatively explores the evolutionary characteristics of global government policies on COVID‐19, and our results provide some new perspectives on global policy activity levels and evolution patterns.
