Social science and popular media have described political polarization as a threat to democracy and effective policy. Scholars connect right/left political divides to macro‐level social divisions, such as those between rural and urban residents, environmentalists and farmers, and pro‐versus anti‐government sentiments. While previous scholars have complicated these dichotomies, political polarization scholarship often seeks out evidence of polarization without considering these complications. In addition, we know little about how polarization is affecting community responses to social problems. This paper explores the rhetoric of political and social polarization as it appears in community responses to a particular social problem, the decline of small and mid‐sized dairy farms in southern Wisconsin. During interviews, farmers, municipal leaders, and community members indeed used polarizing rhetoric and identified polarization as a problem in their communities. We argue, though, that the connections between commonly bifurcated identities, including a common attachment to the land and relationships across the rural–urban continuum, are equally important. We conclude by encouraging policy responses meant to address the fallout of the loss of mid‐sized dairy farms to draw on these connections to avoid inadvertently reinforcing political divisions. In short‐term nonlife (e.g., car and homeowner) insurance, policies are renewed yearly. Insurance companies typically keep track of each policyholder's claims per year, resulting in longitudinal data. Efficient modeling of time dependence in longitudinal claim data will improve the prediction of future claims needed for routine actuarial practice, such as ratemaking. Insurance claim data usually follow a two‐part mixed distribution: a probability mass at zero corresponding to no claim and an otherwise positive claim from a skewed and long‐tailed distribution. This two‐part data structure leads to difficulties in applying established models for longitudinal data. In this paper, we propose a two‐part D‐vine copula model to study longitudinal mixed claim data. We build two stationary D‐vine copulas. One is used to model the time dependence in binary outcomes resulting from whether or not a claim has occurred. The other studies the dependence in the claim size given occurrence. Under the proposed model, the prediction of the probability of making claims and the quantiles of severity given occurrence is straightforward. This paper presents a case study of sentencing policy in the adjoining, and demographically and culturally similar, states of Minnesota and Wisconsin. Using administrative data, together with historical and legal analyses of sentencing policy in each state, it (1) argues that the destabilization of the penal order represented a critical juncture during which commission‐based, presumptive sentencing guidelines were an option in both states; (2) analyzes how the decision to adopt this guidelines system in Minnesota and the failure to do so in Wisconsin initiated path‐dependent processes, making it difficult to reverse the initial policy choice; and (3) assesses how these distinct policy paths led to different penal outcomes. A concluding section discusses how analyses of path dependency shed light on the state variation in sentencing policy and provide a framework for assessing the possibilities of, and obstacles to, penal reform. Purpose: Organ autosegmentation efforts to date have largely been focused on adult populations, due to limited availability of pediatric training data. Pediatric patients may present additional challenges for organ segmentation. This paper describes a dataset of 359 pediatric chest‐abdomen‐pelvis and abdomen‐pelvis Computed Tomography (CT) images with expert contours of up to 29 anatomical organ structures to aid in the evaluation and development of autosegmentation algorithms for pediatric CT imaging. Acquisition and validation methods: The dataset collection consists of axial CT images in Digital Imaging and Communications in Medicine (DICOM) format of 180 male and 179 female pediatric chest‐abdomen‐pelvis or abdomen‐pelvis exams acquired from one of three CT scanners at Children's Wisconsin. The datasets represent random pediatric cases based upon routine clinical indications. Subjects ranged in age from 5 days to 16 years, with a mean age of 7 years. The CT acquisition, contrast, and reconstruction protocols varied across the scanner models and patients, with specifications available in the DICOM headers. Expert contours were manually labeled for up to 29 organ structures per subject. Not all contours are available for all subjects, due to limited field of view or unreliable contouring due to high noise. Data format and usage notes: The data are available on The Cancer Imaging Archive (TCIA_ (https://www.cancerimagingarchive.net/) under the collection Pediatric‐CT‐SEG. The axial CT image slices for each subject are available in DICOM format. The expert contours are stored in a single DICOM RTSTRUCT file for each subject. The contour names are listed in Table 2. Potential applications: This dataset will enable the evaluation and development of organ autosegmentation algorithms for pediatric populations, which exhibit variations in organ shape and size across age. Arsenic in private drinking water wells is a significant problem across much of eastern Wisconsin, USA. The release mechanism and stratigraphic distribution of sulfide and iron (hydr)oxide sources of arsenic in bedrock aquifers are well understood for northeastern Wisconsin. However, recent geologic mapping has identified numerous small bedrock folds to the south, and the impact of these geologic structures on local groundwater flow and well contamination has been little studied. This paper examines the hydrologic and structural effects of the Beaver Dam anticline, southeast Wisconsin, on arsenic in groundwater in the region. Multivariate logistic regression shows wells near the Beaver Dam anticline are statistically more likely to detect arsenic in groundwater compared to wells farther away. Structural and hydrologic changes related to folding are interpreted to be the cause. Core drilled near the fold axis is heavily fractured, and many fractures are filled with sulfides. Elevated hydraulic conductivity estimates are also recorded near the fold axis, which may reflect a higher concentration of vertical fractures. These structural and hydrologic changes may have led to systematic changes in the distribution and concentration of arsenic-bearing mineral hosts, resulting in the observed detection pattern. Rationale, aims and objectives Understanding the impact of health information technology on doctor-patient interaction is vital to designing better electronic health records ( EHRs). This article quantitatively examines and compares clinically experienced physicians' interactions with patients using paper or EHRs in ambulatory primary care settings. Methods Clinical encounters using paper or EHRs were recorded with high-resolution video cameras to capture physicians' interactions with the health records and patients. All videos were coded using quantified video coding methodology to understand how physicians interacted with EHRs and patients through measuring eye gaze durations. Statistical analysis was conducted to compare the results of the paper and EHR visits. Results Eight experienced family medicine physicians and 80 patients participated in the study. A total of 80 visits, 40 with paper and 40 with EHRs were recorded. The proportion of time physicians spent gazing at medical records during EHR visits was significantly more than in paper chart visits (35.2 versus 22.1%, P = 0.001). A significantly smaller proportion of physician time was spent gazing at the patient when using an EHR compared with when using a paper chart (52.6 versus 45.6%, P = 0.041). Conclusions For this group of family medicine physicians, more time was spent looking at the EHR screen than paper records and a little less time looking at the patient. These findings may negatively affect the patient perception of the visit with the physician and have implications for the design of future EHRs. [ABSTRACT FROM AUTHOR]

This paper develops local learning algorithms to solve a classification task with the help of biologically inspired mathematical models of spiking neural networks involving the mechanism of spike‐timing‐dependent plasticity (STDP). The advantages of the models are their simplicity and, hence, the potential ability to be hardware‐implemented in low‐energy‐consuming biomorphic computing devices. The methods developed are based on two key effects observed in neurons with STDP: mean firing rate stabilization and memorizing repeating spike patterns. As the result, two algorithms to solve a classification task with a spiking neural network are proposed: the first based on rate encoding of the input data and the second based on temporal encoding. The accuracy of the algorithms is tested on the benchmark classification tasks of Fisher's Iris and Wisconsin breast cancer, with several combinations of input data normalization and preprocessing. Distributed Acoustic Sensing (DAS) is a new technology in which seismic energy is detected, at high spatial and temporal resolution, using the propagation of laser pulses in a fiber‐optic cable. We show analyses from the first glaciological borehole DAS deployment to measure the englacial and subglacial seismic properties of Store Glacier, a fast‐flowing outlet of the Greenland Ice Sheet. We record compressional and shear waves in 1,043 m‐deep vertical seismic profiles, sampled at 10 m vertical resolution, and detect a transition from isotropic to anisotropic ice at 84% of ice thickness, consistent with the Holocene‐Wisconsin transition. We identify subglacial reflections originating from the base of a 20 m‐thick layer of consolidated sediment and, from attenuation measurements, interpret temperate ice in the lowermost 100 m of the glacier. Our findings highlight the promising potential of DAS technology to constrain the seismic properties of glaciers and ice sheets. The detailed seismic anatomy of the glacier that our survey provides—an independent measurement of the seismic response every 10 m—gives new insights about its internal flow regime and temperature and even allows us to detect layers of sediment underlying it. We predict that DAS surveying will play an increasingly large role in future glaciological investigations as the recognition of its promising potential grows. Background and aims A chronic care strategy could potentially enhance the reach and effectiveness of smoking treatment by providing effective interventions for all smokers, including those who are initially unwilling to quit. This paper describes the conceptual bases of a National Cancer Institute-funded research program designed to develop an optimized, comprehensive, chronic care smoking treatment. Methods This research is grounded in three methodological approaches: (1) the Phase-Based Model, which guides the selection of intervention components to be experimentally evaluated for the different phases of smoking treatment (motivation, preparation, cessation, and maintenance); (2) the Multiphase Optimization Strategy (MOST), which guides the screening of intervention components via efficient experimental designs and, ultimately, the assembly of promising components into an optimized treatment package; and (3) pragmatic research methods, such as electronic health record recruitment, that facilitate the efficient translation of research findings into clinical practice. Using this foundation and working in primary care clinics, we conducted three factorial experiments (reported in three accompanying papers) to screen 15 motivation, preparation, cessation and maintenance phase intervention components for possible inclusion in a chronic care smoking treatment program. Results This research identified intervention components with relatively strong evidence of effectiveness at particular phases of smoking treatment and it demonstrated the efficiency of the MOST approach in terms both of the number of intervention components tested and of the richness of the information yielded. Conclusions A new, synthesized research approach efficiently evaluates multiple intervention components to identify promising components for every phase of smoking treatment. The economic downturn that began in 2007-2008 was blamed by some commentators on neoliberalism and pro-business policies. So we might expect U. S. state and local governments to have responded with policy changes affecting their neoliberal economic development strategies. Based on this assumption, this paper is a theoretically informed examination of recent high-profile bidding wars in Wisconsin. The highest profile example was in 2009 when General Motors chose a plant in Michigan over Wisconsin and Tennessee for a new small car line. Wisconsin's Commerce Secretary characterized Michigan's $1.2 billion incentive offer as 'absolutely crazy' (compared with his state's $409 million offer!). My main research question is how have Wisconsin state and local governments adjusted their neoliberal economic development efforts in these bidding wars given the recent economic downturn and weak economy? This paper uses the largest incentive offers in Wisconsin during the tenure of the current and previous state governors within the context of ten themes drawn from the literature to problematize the neoliberal policy of bidding for big business. This paper offers a theorization of how the state touches. Through an analysis of the extensive 2011 protests over Wisconsin Senate Bill 11, we interrogate the relatively non-violent interactions between police and protesters during the 17-day occupation of the Wisconsin State Capitol building. On display there were diverse police deployments of 'soft' force and haptic touching, technologies that enabled officers to subtly affect the movements and relations of protester crowds without resorting to familiar coercion- and consent-based politics. We offer a pair of concepts, cathexis and l'esprit de l'escalier, to diagram how statist touches were mobilized to catch individuals unawares and momentarily co-opt their bodily affects. These modes of control suggest much greater savvy regarding touch, force, and affect than is often granted in representations of the state apparatus. The increase in the prevalence of autism spectrum disorders in the last decade has contributed to growth in the field of applied behavior analysis (ABA). This growth has been spurred by consumer demand for access to this evidence-based treatment for those with an autism spectrum disorder. Presently, there are at least 34 states that have laws or regulations in place that mandate insurance coverage for autism spectrum disorders. There are also 14 states that have passed licensure or a similar regulatory mechanism for identifying competent providers of ABA. The following paper documents the process of insuring consumer advocacy and protection in the states of Missouri and Wisconsin through the passage of legislation that established licensure for practitioners of ABA. The evolution of this process in both of these states will be detailed as well as a number of lessons learned that should prove to be helpful as additional states move toward licensure for practitioners of ABA. Wisconsin's plant communities are responding to shifting disturbance regimes, habitat fragmentation, aerial nitrogen deposition, exotic species invasions, ungulate herbivory, and successional processes. To better understand how plant functional traits mediate species' responses to changing environmental conditions, we collected a large set of functional trait data for vascular plant species occupying Wisconsin forests and grasslands. We used standard protocols to make 76,213 measurements of 34 quantitative traits. These data provide rich information on genome size, physical leaf traits (length, width, circularity, thickness, dry matter content, specific leaf area, etc.), chemical leaf traits (carbon, nitrogen, phosphorus, potassium, calcium, magnesium, ash), life history traits (vegetative and flower heights, seed mass), and traits affecting plant palatability (leaf fiber, fat, and lignin). These trait values derive from replicate measurements on 12+ individuals of each species from multiple sites and 45+ individuals for a selected subset of species. Measurements typically reflect values for individuals although some chemical traits involved composite samples from several individuals at the same site. We also qualitatively characterized each species by plant family, woodiness, functional group, and Raunkiaer lifeform. These data allow us to characterize trait dimensionality, differentiation, and covariation among temperate plant species (e.g., leaf and stem economic syndromes). We can also characterize species' responses to environmental gradients and drivers of ecological change. With survey and resurvey data available from >400 sites in Wisconsin, we can analyze variation in community trait distributions and diversity over time and space. These data therefore allow us to assess how trait divergence vs. convergence affects community assembly and how traits may be related to half‐century shifts in the distribution and abundance of these species. The purpose of the study was to develop an understanding of how nursing students gained perspective on nursing care of diverse populations through watching documentaries in a cultural diversity course. The basis of this paper is our analyses of students' written responses and reactions to documentaries viewed in class. The guiding theoretical frameworks for the course content and the study included postcolonial feminism, Foucauldian thought, and cultural safety. Krathwohl's Taxonomy of the Affective Domain was used to identify themes and determine how undergraduate nursing students were progressing in achieving learning outcomes. Our findings suggest that while the use of documentaries serves as a tool for deepening students' understanding of the realities of various populations, this activity, in the absence of critical reflection, may inadvertently promote stereotypes and further marginalize different people groups. Even though nursing students reflected on the importance of cultural safety in nursing, our findings indicate that their actions may not reflect this, especially since these students are in the early stages of the nursing program. Students need to be provided with a space where they can explore implicit biases evoked by exposure to new information about different people groups as a way of enhancing culturally safe care.
