The demanding promotion of university professors is being taken advantage of by international publishers to develop a fast business, that is framed in supposedly fraudulent activities of apparently scientific magazines, but without impact indexes that some experts already qualify as "epidemic" (García-Puente, 2019) and "plague" (Silva, 2016). This research uses the mystery client technique (Morena, 2013) to respond to an intentional sample of call for papers (CFP) submitted to researchers between January and April 2020, with a previously published article, that was intentionally altered to appear to be a scientific paper, but which violates the guidelines of originality and rigor: the order of the paragraphs is altered and translated into English with DeepL, without subsequent monitoring. During the period, 98 PICs were received and 38 submissions were made. The results are eloquent: none has been rejected, and within an average of 6 days 17 publication acceptances are confirmed. In all cases, payment is requested in advance. The article allows us to identify the profile of the journals, their recruitment strategies, the use of claims of: indexing, ethical standards and peer review and the naming strategies to simulate international prestige. This paper is the product of doctoral research and aims to introduce the discussion and analysis of Ubuntu and traditional African philosophy as a contribution to thinking about the fragmentation of democracy in Latin America, giving way to the role that African movements and organizations have in assuming a political and ethical struggle to build a relational democracy as a necessary proposal to the crisis of liberal democracy. The methodology consists of a bibliographic review of literature and intellectuals from the social sciences and African thought to highlight a trend that is not only framed in the questioning of the democratic model in force in Latin America, but also provides some clues for the construction of a community society project in the region, based on relational ontology. It concludes that, in the crisis of the Western political model, the struggles of Afro-descendant movements must transcend the logic of strengthening liberal democracy, to propose the ethical path of Ubuntu as a route to deconstruct the political and societal structures in place, promoting a message of humanity. In this paper, I claim that the distinction between "philosophy" and "spirituality" can be a key for understanding Foucault's work, assuming that his philosophy and historical thought do possess a "spiritual dimension." For this purpose, I analyze the figures of transgression and pensée du dehors of the archaeological period, the figures of resistance and criticism as reflexive indocility of the genealogical period, and the fold of the ethical period.
