The SIR Iber highlights the geographical location of Ibero-American universities by positioning them according to the indicators grouped into three main factors: research, innovation and social impact. The 2020 edition highlights the formation of three groups of countries according to the production capacity of higher education institutions. In group 1 we have: Brazil, Mexico, Chile, Argentina, and Colombia as Latin American countries that managed to publish more than 60,000 papers in the period 2014-2018. This paper analyzes and compares the indicators from the five (05) Latin American countries in group 1 of the SIR Iber 2020 referring to investment in I+S as a percentage of its Gross Domestic Product (PIB), the number of full-time equivalent researchers (Inv JCE), the production (%) of scientific works in the university education sector, to name a few. A conglomerate formed with the Normalized Impact (NI) of public and private IESs is presented, regarding the global average of citation, with the data published in the SIR IBER 2020 Report, and highlights that Chile has a normalized impact above the World average for both public and private IES publications. This article analyzes the media coverage of the COVID-19 vaccine by major media outlets in five Latin American countries: Argentina, Colombia, Chile, Mexico, and Peru. For this purpose, the XLM-roBERTa model was applied and the sentiments of all tweets published between January 2020 and June 2023 (n = 24,243) by the five outlets with the greatest online reach in each country were analyzed. The results show that the sentiment in the overall media and in each nation studied was mostly negative, and only at the beginning of the pandemic was there some positivity. In recent months, negative sentiment has increased twelvefold over positive sentiment, and has also garnered many more interactions than positive sentiment. The differences by platform and country are minimal, but there are markedly negative media, some more inclined to neutrality, and only one where positive sentiment predominates. This paper questions the role of journalism in Latin America during a health crisis as serious as that of the coronavirus, in which, instead of the expected neutrality, or even a certain message of hope, the media seem to have been dragged along by the negativity promoted by certain discourses far removed from scientific evidence. With over 5 million Venezuelans fleeing their home country, Latin America is facing the largest migration crisis in its history. Colombia, Peru, and Chile host the largest numbers of Venezuelan migrants in the region. Each country has responded differently to the crisis in terms of the provision of education. Venezuelan migrants attempting to enter the primary, secondary, and higher education systems encounter a variety of barriers, from struggles with documentation, to limited availability of spaces in schools, to cultural barriers and xenophobia. This paper examines the distinct educational policy responses to Venezuelan migrants in Colombia, Peru, and Chile. It begins by contextualizing the current crisis through a sociopolitical and economic analysis of the origins of the Venezuelan migration phenomenon. Venezuelans are not officially and legally recognized as refugees by the UNHCR. Refugee status is considered on a case-by-case basis at the country level. The regional coordinating bodies tasked with promoting safe, orderly, and legal migration of Venezuelans to host countries have given uneven attention to education. The paper examines each country's response to Venezuelan migrants from a human rights perspective. It provides sociopolitical context and discusses the specific educational offerings from the primary to tertiary levels in Colombia, Peru, and Chile. It considers alternative or flexible education models, second shift schools, access to school transportation and feeding programs, and teacher training opportunities that cater to the growing migrant population. It explores barriers to entry into the educational system, including documentation challenges due to legal and enrollment requirements, constraints on the host countries' education systems, and discrimination due to lack of intercultural training and xenophobia. It also discusses challenges related to the quality of the educational opportunities for Venezuelan migrant children, and the specific needs of these children. The paper considers several ideas to protect Venezuelan migrants' rights to an education and to strengthen their integration. Finally, it offers recommendations on sustainable education solutions for Venezuelan migrants at all levels in the three countries. These recommendations include improving information sharing, addressing structural bottlenecks to school enrollment, and expanding pathways (existing and complementary) to higher education. Household surveys underreport incomes from the upper tail of the distribution, affecting our assessment about inequality. This paper offers a tractable simulation method to deal with this situation in the absence of extra information (e.g., tax records). The core of the method is to draw pseudodata from a mixture between the income empirical distribution and a parametric model for the upper tail, that aggregate to a preestablished top income share. We illustrate the procedure using Peruvian surveys that, as in the rest of Latin America, have displayed a sustained decrease in the Gini index since the 2000s. In a number of experiments, we impose a larger top income share than the one observed in the data, closer to corrected estimates for less egalitarian neighbors (e.g., Colombia and Chile). We find that even though the point estimates of the Gini index are biased, the corrected indices still decrease in time. [ABSTRACT FROM AUTHOR]

'The dance of those who are left over', a song released in 1986 composed by Jorge Gonzales and performed by the Chilean band Los Prisioneros is a theme song that has been played increasingly in recent months in the context of protests in Chile. It is being considered as a protest anthem both in the eighties and today against the social economic model adopted illustrating the imperfection of a government model that does not care about generating conditions of equality in society, although is apparently concerned about the guarantee of a so-called autonomy or freedom. Song that has transcended the borders of the country where it originated, resonating in other spaces such as Colombia, or Uruguay, is recognizing even a global vocation as a soundtrack of social discontent and outbreaks of protests around the world. Through this paper we do not pretend to discover the real meaning that Jorge Gonzales or any of the members of the band wanted to give to the musical theme, nor limit ourselves to narrating the historical antecedents of it. The aim of the paper is to present a review of the lyrical composition of 'The dance of those left over' from the theory of justice of John Rawls and through the method of Discourse Analysis. This paper proposes a methodology for the estimation of the current account equilibrium exchange rate - the exchange rate that guarantees the intertemporal current account equilibrium for a country. Moreover, the methodology is tested throughout appropriate econometric technics (VECM Models) for Argentina, Brazil, Chile, and Colombia, using quarterly data from around 2000 (according to data availability for each country) to 2020. The model includes both long-term structural variables such as terms of trade, goods and service trade as percentage of GDP and GDP per capita as well short term policy variables such as interest rate differential and EMBI plus. Apart from proposing an innovative methodology for estimating the current account equilibrium exchange rate, the paper brings important insights in terms of chronicle and cyclical appreciation (depreciation) of the exchange rate in LA countries. This paper analyzes the relative content of CO2 emissions embedded in regional supply chains in four different countries in Latin America: Brazil, Chile, Colombia, and Mexico. We estimate both the trade in value-added (TiVA) and the CO2 content embedded in interregional and foreign exports, mapping the relative intensity of CO2 emission levels on value chains. For that, we applied an inter-regional input-output model to determine the interplay between the CO2 emission embedded in goods of resource-based industries and their linkages with other economic industries, revealing a map of CO2 emissions on trade in value-added trade from a subnational dimension. The main result reveals an interregional dependence, indicating a higher level of embedded CO2 on value-added in each regional economy for resource-based industries, usually intense in CO2 emissions. This finding has considerable implications for the sustainable development goals of these subnational areas, as the spatial concentration of production leads to an unbalanced regional capacity for promoting reductions in CO2 emissions along with value chains. Background: Irrational antimicrobial consumption (AMC) became one of the main global health problems in recent decades. Objective: In order to understand AMC in Latin-American Region, we performed the present research in 6 countries. Methods: Antimicrobial consumption (J01, A07A, P01AB groups) was registered in Argentina, Chile, Colombia, Costa Rica, Paraguay, and Peru. Source of information, AMC type, DDD (Defined Daily Doses), DID (DDD/1000 inhabitants/day), population were variables explored. Data was analyzed using the Global Antimicrobial Resistance and Use Surveillance System (GLASS) tool. Results: Source of information included data from global, public, and private sectors. Total AMC was highly variable (range 1.91-36.26 DID). Penicillin was the most consumed group in all countries except in Paraguay, while macrolides and lincosamides were ranked second. In terms of type of AMC according to the WHO-AWaRe classification, it was found that for certain groups like "Reserve," there are similarities among all countries. Conclusion and Relevance: This paper shows the progress that 6 Latin-American countries made toward AMC surveillance. The study provides a standardized approach for building a national surveillance system for AMC data analysis. This paper analyses public policies concerning sustainability in Brazil, Chile, Colombia, and Mexico; and examines their contribution to the transformation of the productivity practices towards circular economy (CE). The findings allow for a distinction among three fields: renewable energy and energy transition, sustainable production and consumption, and waste management. This paper points out elements for formulation of public policies directed towards CE, such as the need for stability and normative clarity to handle actions from active participators; the creation of taxes and economic/financial incentives to industrial updating processes and making of profit out of externalities; the formation and training of human capital to align business' goals with sustainable practices; and both the education and sensitization of the population that drive policies dissemination. This paper analyzes the extent to which economic policy uncertainty affects presidential approval in four Latin American countries (Brazil, Chile, Colombia, and Mexico). Using panel (time-series cross-sectional) estimation methods, we show that economic policy uncertainty has a negative impact on presidential approval in our sample. A one-standard-deviation increase in the level of economic uncertainty reduces presidential approval by approximately 12 percent. Our results are consistent with the political economy model of Alesina et al. (1993), which shows that voters are less likely to re-elect the incumbent when faced with uncertainty about economic policy. Incumbent competence signalling can exarcerbate this effect. Background: In Latin America, total sales of sugar-sweetened beverages (SSBs) continue to rise at an alarming rate. Consumption of added sugar is a leading cause of diet-related non-communicable diseases (NCDs). Coalitions of stakeholders have formed in several countries in the region to address this public health challenge including participation of civil society organizations and transnational corporations. Little is currently known about these coalitions - what interests they represent, what goals they pursue and how they operate. Ensuring the primacy of public health goals is a particular governance challenge. This paper comparatively analyses governance challenges involved in the adoption of taxation of sugar-sweetened beverages in Mexico, Chile and Colombia. The three countries have similar political and economic systems, institutional arrangements and regulatory instruments but differing policy outcomes.Methods: We analysed the political economy of SSB taxation based on a qualitative synthesis of existing empirical evidence. We identify the key stakeholders involved in the policy process, identified their interests, and assess how they influenced adoption and implementation of the tax.Results: Coalitions for and against the SSB taxation formed the basis of policy debates in all three countries. Intergovernmental support was critical to framing the SSB tax aims, benefits and implementation; and for countries to adopt it. A major constraint to implementation was the strong influence of transnational corporations (TNCs) in the policy process. A lack of transparency during agenda setting was notably enhanced by the powerful presence of TNCs.Conclusion: NCDs prevention policies need to be supported across government, alongside grassroots organizations, policy champions and civil society groups to enhance their success. However, governance arrangements involving coalitions between public and private sector actors need to recognize power asymmetries among different actors and mitigate their potentially negative consequences. Such arrangements should include clear mechanisms to ensure transparency and accountability of all partners, and prevent undue influence by industry interests associated with unhealthy products. This paper presents the ordered weighted average weighted average inflation (OWAWAI) and some extensions using induced and heavy aggregation operators and presents the generalized operators and some of their families. The main advantage of these new formulations is that they can use two different sets of weighting vectors and generate new scenarios based on the reordering of the arguments with the weights. With this idea, it is possible to generate new approaches that under- or overestimate the results according to the knowledge and expertise of the decision-maker. School feeding programmes (SFP) provide food to millions of children around the world in partnership with United Nations member states using the existing school infrastructure. (State of school feeding Worldwide 2013). Thus, it has been necessary that each state and / or government develop the creation of SFP as part of its public policies, in order to provide quality and safety food supplements and services to children and adolescents of school age. Program operators become suppliers of goods and services, creating a consumption relationship, where the food recipients are the final consumer. Therefore, this consumption relationship is protected by international protocols, consumer policies and regulations of the constitutional and legal order, which protects consumers' rights with special relevance for children and adolescents. Experience in Latin American countries such as Colombia, Brazil and Chile (Feeding the Future 2018) has determined that access to nutritious food leads to eradication of hunger and malnutrition; school attendance and permanence and contributes to closing gender gaps in school education. This paper examines the time path of saving rates between 1970 and 2010 in Chile, Colombia, and Mexico through the lens of the neoclassical growth model. The findings indicate that two factors, the growth rate of TFP and fiscal policy, are able to account for some of the major fluctuations in saving rates observed during this period. In particular, we find that the model accounts for the low saving rates in Chile compared to Colombia until the late 1980s and the reversal in the saving rates thereafter. Also, a combination of high TFP growth and tax reforms that substantially reduced capital taxation seems to be responsible for the impressive increase in Chile's saving rate in mid-1980s. The Civil Code of Andrés Bello, influenced by the French Civil Code, and unlike other European and Latin American codes, included the category of quasi-delict as a source of obligations. However, this notion has been difficult to understand, and has been often branded as merely formal, difficult to define and devoid of any practical utility. For this reason, this paper proposes an analysis of the category of «quasi-delicts» on the basis of the so-called obligations quasi ex delicto in classical Roman law. Such obligations were very useful for the formulation of a perfect and comprehensive division of the sources of obligations. After studying the reception of the quasi-delict in Andres Bello's Code, both in Chile and in Colombia, this paper proposes some ideas that could contribute to a new understanding of the category and, with it, to the renewal of its systematic and practical utility. The aim of this paper is to highlight the most important aspects of this category that allow for a re-reading of the modern category of quasi-delict in the light of classical Roman categories. For this reason, it would exceed the scope of the present work to carry out an exhaustive exegetical analysis of the entire collection of Roman sources that refer to this matter. This article introduces a special issue of EPAA/AAPE devoted to recent higher education reforms in Latin America. The last two decades have seen much policy development in higher education in the region, examined and discussed by scholars in each country, but dialog with the international literature on higher education reform, or an explicit comparative focus, have been mostly absent from these works. By way of presentation of the papers included in this issue, we first provide an overview of major policy changes in higher education in the Latin American region since the 1990s. We then turn to the six works in this special issue to describe the theories and methods supporting them. Next, we illustrate how general analytic categories can be derived from single or multi country case studies to illuminate themes capable of cutting across the particulars of national contexts, with their unique traditions, policy paths, and politics. Our three common threads are, first, the types of drivers for reform, that is, how policy change originates, either bottom-up from the institutions, or top-down from the government, and various possibilities in between. Second, understanding challenges to institutional autonomy in a continuum of intensity of state intended intervention in higher education. Third, explaining different levels of strain between public and private sectors in higher education based on conditions of competition for economic resources. While the papers in this special issue do not cover all countries, nor all issues on which policy has been crafted in the last two decades across the region, the collection of articles herein account for topics of enduring importance: faculty work in Ecuador, financial aid in Colombia, public policy decentralization in Argentina, quality assurance models in Colombia and Uruguay, the emerge of new institutions and universities in Argentina and Uruguay, and social justice, access, and inclusion in higher education, in Argentina, Bolivia, Brazil, Chile, Colombia, and Ecuador. The articles presented in this special issue provide much insight onto higher education policy in Latin America and, additionally, offer ample opportunity to develop social science knowledge on the basis of strong comparative work.

The occurrence of contaminants of emerging concern (CECs) in environmental systems is gradually more studied worldwide. However, in Latin America, the presence of contaminants of emerging concern, together with their environmental and toxicological impacts, has recently been gaining wide interest in the scientific community. This paper presents a critical review about the source, fate, and occurrence of distinct emerging contaminants reported during the last two decades in various countries of Latin America. In recent years, Brazil, Chile, and Colombia are the main countries that have conducted research on the presence of these pollutants in biological and aquatic compartments. Data gathered indicated that pharmaceuticals, pesticides, and personal care products are the most assessed CECs in Latin America, being the most common compounds the followings: atrazine, acenaphthene, caffeine, carbamazepine, ciprofloxacin, diclofenac, diuron, estrone, losartan, sulfamethoxazole, and trimethoprim. Most common analytical methodologies for identifying these compounds were HPLC and GC coupled with mass spectrometry with the potential to characterize and quantify complex substances in the environment at low concentrations. Most CECs' monitoring and detection were observed near to urban areas which confirm the out-of-date wastewater treatment plants and sanitization infrastructures limiting the removal of these pollutants. Therefore, the implementation of tertiary treatment should be required. In this tenor, this review also summarizes some studies of CECs removal using electrochemical advanced oxidation processes that showed satisfactory performance. Finally, challenges, recommendations, and future perspectives are discussed. Climate variability imposes greater challenges on family farming and especially on rural communities in vulnerable mountainous regions such as the Andes in Latin America. Changes in rainfall patterns and fluctuations in temperatures cause a greater frequency of extreme events, increased pests, and crop diseases, which even lead to food insecurity in communities that depend on self-production for survival. This is why strategies need to be developed to face this new scenario. Two cases of adaptation experiences to the effects of climate variability in rural communities in Chile (Araucanía Region) and Colombia (Cauca Department) were analyzed on this paper. For this, a mixed methodological approach was adopted that included the analysis of climate data, socioeconomic, and productive characterization of the communities, and a characterization of adaptation practices for both cases. The results show various ways of adapting mainly to changes in the availability and access of water for the development of agriculture and for domestic use. Likewise, it is shown that in order to be successful, the measures for facing climate variability must be part of coordinated strategies under a community-based adaptation approach and not developed in isolation. A bibliometric analysis was carried out on the production and publication of research papers related to the study of the management variable in the quality of education in Latin America. The purpose of the analysis proposed in this document is to know the main characteristics of the volume of publications registered in Scopus database during the period 2016-2021 in Latin American countries, achieving the identification of 1183 publications in total. The information provided by said platform was organized by means of tables and figures categorizing the information by year of publication, Country of Origin, Area of Knowledge and Type of Publication. Once these characteristics were described, a qualitative analysis was used to refer to the position of different authors on the proposed topic. Among the main findings of this research, it is found that Brazil, with 589 publications, is the Latin American country with the highest production. The area of knowledge that made the greatest contribution to the construction of bibliographic material referring to the study of management in the quality of education was Medicine with 538 published documents, and the type of publication that was most used during the period mentioned above was the journal article, representing 71% of the total scientific production.

This paper analyzes the relationship between the financial instability generated by shortterm capital flows in the absence of control mechanisms and the restrictions facing the implementation of counter-cyclical fiscal policies in the inflation-targeting regime, using as a springboard the recent financial crises in, specifically, Brazil, Chile, Colombia, Mexico, and Peru, showing how an increase in the issuance of public bonds to, via interventions in the exchange rate market, sterilize the effects of short-term capital flows on the monetary base is a source of endogenous instability, because this mechanism entails risks for the exchange rate and interest rate. Background: The participation of health professionals in designing interventions is considered vital to effective implementation, yet in areas such as clinical coordination is rarely promoted and evaluated. This study, part of Equity-LA II, aims to analyse the design process of interventions to improve clinical coordination, taking a participatory-action-research (PAR) approach, in healthcare networks of Argentina, Brazil, Chile, Colombia, Mexico and Uruguay. This participatory process was planned in four phases, led by a local steering committee (LSC): (1) dissemination of problem analysis results and creation of professionals' platform, (2) selection of problems and intervention (3) intervention design and planning (4) adjustments after evaluation of first implementation stage. Methods: A descriptive qualitative study based on documentary analysis, using a topic guide, was conducted in each intervention network. Documents produced regarding the intervention design process were selected. Thematic content analysis was conducted, generating mixed categories taken from the topic guide and identified from data. Main categories were LSC characteristics, type of design process (phases, participants' roles, methods) and associated difficulties, coordination problems and interventions selected. Results: LSCs of similar composition (managers, professionals and researchers) were established, with increasing membership in Chile and high turnover in Argentina, Colombia and Mexico. Following results dissemination and selection of problems and interventions (more participatory in Chile and Colombia: 200–479 participants), the interventions were designed and planned, resulting in three different types of processes: (1) short initial design with adjustments after first implementation stage, in Colombia, Brazil and Mexico; (2) longer, more participatory process, with multiple cycles of action/reflection and pilot tests, in Chile; (3) open-ended design for ongoing adaptation, in Argentina and Uruguay. Professionals' time and the political cycle were the main barriers to participation. The clinical coordination problem selected was limited communication between primary and secondary care doctors. To address it, through discussions guided by context and feasibility criteria, interventions based on mutual feedback were selected. Conclusions: As expected in a flexible PAR process, its rollout differed across countries in participation and PAR cycles. Children with autism spectrum disorder (ASD) have deficits in social interaction and expressing and understanding emotions. Based on this, robots for children with ASD have been proposed. However, few studies have been conducted about how to design a social robot for children with ASD. Non-experimental studies have been carried out to evaluate social robots; however, the general methodology that should be used to design a social robot is not clear. This study proposes a design path for a social robot for emotional communication for children with ASD following a user-centered design approach. This design path was applied to a case study and evaluated by a group of experts in psychology, human–robot interaction, and human–computer interaction from Chile and Colombia, as well as parents of children with ASD. The biopharmaceutical classification system (BCS) is a very important tool to replace the traditional in vivo bioequivalence studies with in vitro dissolution assays during multisource product development. This paper compares the most recent harmonized guideline for biowaivers based on the biopharmaceutics classification system and the BCS regulatory guidelines in Latin America and analyzes the current BCS regulatory requirements and the perspective of the harmonization in the region to develop safe and effective multisource products. Differences and similarities between the official and publicly available BCS guidelines of several Latin American regulatory authorities and the new ICH harmonization guideline were identified and compared. Only Chile, Brazil, Colombia, and Argentina have a more comprehensive BCS guideline, which includes solubility, permeability, and dissolution requirements. Although their regulatory documents have many similarities with the ICH guidelines, there are still major differences in their interpretation and application. This situation is an obstacle to the successful development of safe and effective multisource products in the Latin American region, not only to improve their access to patients at a reasonable cost, but also to develop BCS biowaiver studies that fulfill the quality standards of regulators in developed and emerging markets. This paper explores Colombia's road toward universal health care coverage. Using a policy-based approach, we show how, in Colombia, the legal expansion of health coverage is not sufficient and requires the development of appropriate and effective institutions. We distinguish between formal and material health coverage in order to underscore that, despite the rapid legal expansion of health care coverage, a considerable number of Colombians--especially those living in poor regions of the country--still lack material access to health care services. As a result of this gap between formal and material coverage, an individual living in a rich region has a much better chance of accessing basic health care than an inhabitant of a poor region. This gap between formal and material health coverage has also resulted in hundreds of thousands of citizens filing lawsuits--tutelas--demanding access to medications and treatments that are covered by the health system, but that health insurance companies--also known as EPS-- refuse to provide. We explore why part of the population that is formally insured is still unable to gain material access to health care and has to litigate in order to access mandatory health services. We conclude by discussing the current policy efforts to reform the health sector in order to achieve material, universal health care coverage. [ABSTRACT FROM AUTHOR]

A great deal of academic research and writing has been done on the most glaring examples of war crimes and crimes against humanity. But, only a small cadre of authors have endeavored to identify the ‘lower limit’ of when state action qualifies as these heinous acts. This Note strives to add to that area of legal scholarship aimed at bringing instances of in-country state perpetrated violence out from the behind the veil of sovereign police action and into the spotlight to call them what they are: crimes worthy of international condemnation and punishment. Specifically, this Note unpacks two spasms of state level violence—Chile’s in 2019 and Colombia’s in 2021––both of which occurred in response to public protests and unrest. In doing so, this Note compares the facts of those events where national police forces and militaries were deployed against civilian protestors and highlights leading case law from international tribunals and regional human rights courts. Further, this Note applies those facts and persuasive casesto the Rome Statute of the International Criminal Court asthe relevant controlling treaty law for war crimes and crimes against humanity prosecutions. As a result, this Note runs its course as an academic ‘how-to’ guide forthose interested in and committed to seeing the most powerful face justice for their actions and those of their subordinates at the International Criminal Court. Objective: Our study analyzes the cost-effectiveness of the COVID-19 vaccination campaigns in Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico, and Peru. Methods: Using a previously published SVEIR model, we analyzed the impact of a vaccination campaign (2021) from a national healthcare perspective. The primary outcomes were quality adjusted life years (QALYs) lost and total costs. Other outcomes included COVID-19 cases, hospitalizations, deaths, and life years. We applied a discount rate of 3% for health outcomes. We modeled a realistic vaccination campaign in each country (the realistic country-specific campaign). Additionally, we assessed a standard campaign (similar, "typical" for all countries), and an optimized campaign (similar in all countries with higher but plausible population coverage). One-way deterministic sensitivity analyses were performed. Findings: Vaccination was health improving as well as cost-saving in almost all countries and scenarios. Our analysis shows that vaccination in this group of countries prevented 573,141 deaths (508,826 standard; 685,442 optimized) and gained 5.07 million QALYs (4.53 standard; 6.03 optimized). Despite the incremental costs of vaccination campaigns, they had a total net cost saving to the health system of US$16.29 billion (US$16.47 standard; US$18.58 optimized). The realistic (base case) vaccination campaign in Chile was the only scenario, which was not cost saving, but it was still highly cost-effective with an ICER of US$22 per QALY gained. Main findings were robust in the sensitivity analyses. Interpretation: The COVID-19 vaccination campaign in seven Latin American and Caribbean countries -that comprise nearly 80% of the region- was beneficial for population health and was also cost-saving or highly cost-effective. The objectives of this research were: (1) to examine the influence of environmental awareness (EA), sustainable consumption (SC) and social responsibility (SR) on the environmentally responsible purchase intention (ERPI) of consumers in the member countries of the Pacific Alliance, namely, Chile, Colombia, Mexico and Peru; and (2) to analyze whether there is a moderating effect related to the country of residence and gender of the consumer. The study was conducted under a quantitative and cross-sectional approach. The sample consisted of 1646 consumers: 24.4% from Peru (n = 402), 25.4% from Mexico (n = 418), 26.1% from Colombia (n = 401) and 24.1% from Chile (n = 397). Data analysis and hypothesis testing were performed using a multigroup Structural Equation Model (SEM). The results show a positive influence among environmental awareness (EA), sustainable consumption (SC) and social responsibility (SR) on environmentally responsible purchase intention (ERPI). Gender and country of residence were also shown to be moderating variables in these relationships. In conclusion, it can be affirmed that the participants of this study recognize the importance of acquiring environmentally friendly products. Among them, the female population is more aware of this issue. It is recommended new business models be created to provide products and services oriented to this market according to consumers' tastes, desires and purchasing preferences; the proposals they have should be friendly to the environment and to society. The COVID-19 pandemic generated a new scenario in education, where technological resources mediate teaching and learning processes. This paper presents the development of a virtual teacher training experience aimed at promoting inferential reasoning in practicing and prospective mathematics teachers using inference problems on the Chi-square statistic. The objective of this article is to assess the implemented or intended institutional meanings and the degree of availability and adequacy of the material and temporal resources necessary for the development of the training experience. For this purpose, we use theoretical and methodological notions introduced by the Ontosemiotic Approach to Mathematical Knowledge and Instruction (OSA), among which are the notions of practice and suitability criteria. The participants of this experience were divided into three groups; one of them was comprised of practicing teachers and the other two of prospective teachers. The intervention used different virtual modalities that enabled the development of the participants' inferential reasoning in a similar way.

Recent studies have shown a relationship between air pollution and increased vulnerability and mortality due to COVID-19. Most of these studies have looked at developed countries. This study examines the relationship between long-term exposure to air pollution and COVID-19-related deaths in four countries of Latin America that have been highly affected by the pandemic: Brazil, Chile, Colombia, and Mexico. Our results suggest that an increase in long-term exposure of 1 μg/m3 of fine particles is associated with a 2.7 percent increase in the COVID-19 mortality rate. This relationship is found primarily in municipalities of metropolitan areas, where urban air pollution sources dominate, and air quality guidelines are usually exceeded. By focusing the analysis on Latin America, we provide a first glimpse on the role of air pollution as a risk factor for COVID-19 mortality within a context characterized by weak environmental institutions, limited health care capacity and high levels of inequality. A relevant problem in the construction sector is low productivity due to the high variability and uncertainty of projects, which makes it necessary to increase efficiency through better project planning and control. The last planner system (LPS) has proven to increase planning reliability; however, improving the management of commitments in weekly planning meetings is necessary. Therefore, the objective of this research is to develop a commitment management system (CMS) using the fundamental elements of the linguistic action perspective (LAP) in synergy with the LPS. Design science research (DSR) was used to develop the CMS through three iterations (artifacts) that were applied in construction projects in Chile and Colombia. To evaluate and validate the artifact, the following two approaches were used: (1) internal, conducted by the research team through reflections on each artifact and its consequences, and (2) external, through quantitative and qualitative results. The main results led to the development of a pioneering system of commitment management in construction projects, which proved to be a practical contribution when implemented, showing positive results in participants' statements, CMS indicators, LPS indicators, and performance (time deviation). Additionally, in terms of theoretical contributions, the CMS allows reinforcing the LPS with the incorporation of specific LAP fundamentals in construction projects through a (1) system containing indicators to measure and control the management of commitments, (2) flowchart of specific commitments for construction projects, and (3) six-phase implementation plan to be replicated. The main conclusions regarding the CMS are that it allows to: (1) manage commitments by focusing on the foreman (or supervisor), (2) implement a plan that allows replication of this system, (3) improve trust and teamwork based on participants' statements, and (4) improve performance in time deviation of construction projects. This paper aims to evaluate and discuss the digital competence of academics at universities, to identify challenges and define recommendations for policy. This study was conducted through collaboration between the Joint Research Centre (JRC) of the European Commission and Metared of the Universia Foundation, surveying 30,407 participants who present the perceptions of their own digital competence levels. These self-reflections took place in universities in seven countries, namely Argentina, Brazil, Colombia, Chile, Peru, Mexico and Portugal, and used the Check-In tool, which consists of 22 questions based on the European Framework for the Digital Competence of Educators--or 'DigCompEdu' framework. A descriptive statistical analysis was performed, followed by a qualitative evaluation. Almost 70% of the academics have an average intermediate level of competence when the data is aggregated, with results varying in each DigCompEdu area according to the specific question asked. There is no significant difference between young and senior academics, as well as between men and women. The results present a discussion of whether the age and gender of educators and their work environment have an impact on their digital competence level, and at the same time highlights the areas in which educators perceive themselves to be most and least competent. It shows how the amount of institutional support that is offered affects the academics' perceptions of their level of digital competence. On the basis of the results, recommendations are presented for higher-education institutions, with the aim of supporting the professional development of their academics.

Latin American countries have evolved over the years. Still, after years of military reign, socioeconomicinstability, and civil wars, the region has been known for its anti-hegemonic economic growth (educationalpolicies) strategies. Central and South America's educational system has long been under investigation by researchers both theoretically and empirically. The transition of its education system through the introduction of centralized, liberalized, and populist ideology has sparked many researchers' interest. This paper aims to understand and compare 14 Latin American countries' education orientation. The study uses a matrix table to visualize the qualitative finding.

In this paper, different proposals made by national and international organizations and institutions on Teacher Digital Literacy are taken into account. The 7 most commonly used competence frameworks in international contexts are presented for evaluation through expert judgment. Next, the most suitable for the subsequent realization of a t-MOOC on Teacher Digital Literacy was selected. The selection of these experts was based on seven criteria that helped to establish the expert knowledge coefficient (EKC). This strategy served to obtain the viability of the selected sample. A total of 412 people, 155 experts and 257 non-experts participated in this study. After conducting the expert judgment, in a single round, it was concluded that the European Framework of Digital Competence for Teachers DigCompEdu is the most valued and adequate to be used as reference for the formative t-MOOC, followed by INTEF. This result is logical, since the latter is inspired by the former. These findings do not question the validity of the other competency frameworks, but the preferences granted by the judges.

(1) Background: Gastric cancer, the fourth most common cause of death from tumors in the world, is closely associated with Helicobacter pylori. Timely diagnosis, therefore, is essential to achieve a higher survival rate. In Chile, deaths from gastric cancer are high, mainly due to late diagnosis. Progranulin has reflected the evolution of some cancers, but has been poorly studied in gastric lesions. Aiming to understand the role of progranulin in H. pylori infection and its evolution in development of gastric lesions, we evaluated the genic expression of progranulin in gastric tissue from infected and non-infected patients, comparing it according to the epithelial status and virulence of H. pylori strains. (2) Methods: The genic expression of progranulin by q-PCR was quantified in gastric biopsies from Chilean dyspeptic patients (n = 75) and individuals who were uninfected (n = 75) by H. pylori, after receiving prior informed consent. Bacteria were grown on a medium Columbia agar with equine-blood 7%, antibiotics (Dent 2%, OxoidTM), in a microaerophilic environment, and genetically characterized for the ureC, vacA, cagA, and iceA genes by PCR. The status of the tissue was determined by endoscopic observation. (3) Results: Minor progranulin expression was detected in atrophic tissue, with a sharp drop in the tissue colonized by H. pylori that carried greater virulence, VacAs1m1+CagA+IceA1+. (4) Conclusions: Progranulin shows a differential behavior according to the lesions and virulence of H. pylori, affecting the response of progranulin against gastric inflammation. Background: Despite increasing recommendations for health professionals to participate in intervention design and implementation to effect changes in clinical practice, little is known about this strategy's effectiveness. This study analyses the effectiveness of interventions designed and implemented through participatory action research (PAR) processes in healthcare networks of Brazil, Chile, Colombia, Mexico and Uruguay to improve clinical coordination across care levels, and offers recommendations for future research. Methods: The study was quasi-experimental. Two comparable networks, one intervention (IN) and one control (CN), were selected in each country. Baseline (2015) and evaluation (2017) surveys of a sample of primary and secondary care doctors (174 doctors/network/year) were conducted using the COORDENA® questionnaire. Most of the interventions chosen were based on joint meetings, promoting cross-level clinical agreement and communication for patient follow-up. Outcome variables were: a) intermediate: interactional and organizational factors; b) distal: experience of cross-level clinical information coordination, of clinical management coordination and general perception of coordination between levels. Poisson regression models were estimated. Results: A statistically significant increase in some of the interactional factors (intermediate outcomes) -knowing each other personally and mutual trust- was observed in Brazil and Chile INs; and in some organizational factors -institutional support- in Colombia and Mexico. Compared to CNs in 2017, INs of Brazil, Chile, Colombia and Mexico showed significant differences in some factors. In distal outcomes, care consistency items improved in Brazil, Colombia and Uruguay INs; and patient follow-up improved in Chile and Mexico. General perception of clinical coordination increased in Brazil, Colombia and Mexico INs. Compared to CNs in 2017, only Brazil showed significant differences. Conclusions: Although more research is needed, results show that PAR-based interventions improved some outcomes regarding clinical coordination at network level, with differences between countries. However, a PAR process is, by definition, slow and gradual, and longer implementation periods are needed to achieve greater penetration and quantifiable changes. The participatory and flexible nature of interventions developed through PAR processes poses methodological challenges (such as defining outcomes or allocating individuals to different groups in advance), and requires a comprehensive mixed-methods approach that simultaneously evaluates effectiveness and the implementation process to better understand its outcomes. The multidisciplinary project Prediction of Air Pollution in Latin America and the Caribbean (PAPILA) is dedicated to the development and implementation of an air quality analysis and forecasting system to assess pollution impacts on human health and economy. In this context, a comprehensive emission inventory for South America was developed on the basis of the existing data on the global dataset CAMS-GLOB-ANT v4.1 (developed by joining CEDS trends and EDGAR v4.3.2 historical data), enriching it with data derived from locally available emission inventories for Argentina, Chile, and Colombia. This work presents the results of the first joint effort of South American researchers and European colleagues to generate regional maps of emissions, together with a methodological approach to continue incorporating information into future versions of the dataset. This version of the PAPILA dataset includes CO, NOx , NMVOCs, NH3 , and SO2 annual emissions from anthropogenic sources for the period 2014–2016, with a spatial resolution of 0.1 ∘ × 0.1 ∘ over a domain that covers 32–120 ∘ W and 34 ∘ N–58 ∘ S. The PAPILA dataset is presented as netCDF4 files and is available in an open-access data repository under a CC-BY 4 license: 10.17632/btf2mz4fhf.3. A comparative assessment of PAPILA–CAMS datasets was carried out for (i) the South American region, (ii) the countries with local data (Argentina, Colombia, and Chile), and (iii) downscaled emission maps for urban domains with different environmental and anthropogenic factors. Relevant differences were found at both country and urban levels for all the compounds analyzed. Among them, we found that when comparing PAPILA total emissions versus CAMS datasets at the national level, higher levels of NOx and considerably lower levels of the other species were obtained for Argentina, higher levels of SO2 and lower levels of CO and NOx for Colombia, and considerably higher levels of CO, NMVOCs, and SO2 for Chile. These discrepancies are mainly related to the representativeness of local practices in the local emission estimates, to the improvements made in the spatial distribution of the locally estimated emissions, or to both. Both datasets were evaluated against surface concentrations of CO and NOx by using them as input data to the WRF-Chem model for one of the analyzed domains, the metropolitan area of Buenos Aires, for summer and winter of 2015. PAPILA-based modeling results had a smaller bias for CO and NOx concentrations in winter while CAMS-based results for the same period tended to deliver an underestimation of these concentrations. Both inventories exhibited similar performances for CO in summer, while the PAPILA simulation outperformed CAMS for NOx concentrations. These results highlight the importance of refining global inventories with local data to obtain accurate results with high-resolution air quality models. [ABSTRACT FROM AUTHOR]
