Background: This paper identifies opportunities and challenges for leishmaniasis control and elimination in Colombia, emphasizing the role of pooled procurement of essential medicines and supplies. Colombia is among the countries most affected by leishmaniasis globally, and also faces the dual challenge of procuring critically needed medicines in the context of limited national resources. It recently renewed its commitment to the control and elimination of leishmaniasis under its 2022–2031 Public Health Plan (PDSP) through a comprehensive public health approach. Methodology/Principal findings: The methodology comprises a comprehensive literature review and key informant interviews with leishmaniasis experts from the Colombian national control program and PAHO/WHO, focusing on cutaneous, mucocutaneous, and visceral leishmaniasis. Leishmaniasis is endemic throughout Colombia, with over 11 million people at risk, many of whom live in poverty-stricken, remote and isolated rural areas with limited access to health services. Leishmaniasis care, including medicines, is provided free of charge, but many barriers were nonetheless identified at environmental, population, and health system levels, including the supply of quality-assured medicines. Opportunities to alleviate these barriers were identified, including the support of the PAHO Strategic Fund. Within the context of the sustainable development goals and international leishmaniasis control and elimination targets, Colombian officials have established their own priorities, the highest of which is the reduction of deaths from visceral leishmaniasis. Conclusions/Significance: The elimination of leishmaniasis as a public health problem presents significant challenges, given its biological complexity and diversity, physical and clinical manifestations, social and economic impacts, frequently burdensome treatment regimens, and insufficient supply of necessary medicines. However, rigorous prevention and control efforts through strong political commitment and a highly motivated workforce can dramatically reduce its burden. Colombia's new PDSP, which highlights leishmaniasis control, is an opportunity for a revitalized health system response through committed leadership, intersectoral actions, and partnerships with international organizations that share a common vision. Author summary: Leishmaniasis is a vector-borne disease transmitted by female sand flies to humans and animals, causing infections ranging from asymptomatic and self-healing cutaneous leishmaniasis to visceral leishmaniasis which is highly lethal if untreated. Although all forms of leishmaniasis are treatable and curable with early diagnosis and treatment, the disease presents many challenges for affected populations, many of whom live in remote rural areas of the developing world, with limited access to public health facilities. Health services also face major constraints in supplying critically needed, yet costly medicines, in the context of limited financial resources. This paper presents the case of Colombia which is among the countries most affected by leishmaniasis globally, and discusses its many challenges in responding to the disease, including the guaranteed supply of necessary medicines. Our results uncover new opportunities for a revitalized health system response through committed leadership, intersectoral actions, such as a One Health approach, and partnerships with like-minded international organizations. These include Colombia's new 10-Year Public Health Plan that contains specific time-bound goals for leishmaniasis control and elimination as a public health problem, prioritizing a reduction in deaths from visceral leishmaniasis, and potential cost-savings from the acquisition of essential medicines and supplies through the Strategic Fund of the Pan American Health Organization. Genetically modified (GM) crops have been on the market for almost 27 years and since the beginning have been protected by intellectual property (IP) rights that restrict their use and commercialization by third parties. In addition, their development is typically associated with elevated costs, making their production by public research institutions extremely difficult, especially in developing countries. Nevertheless, many patents for the first generation of GM crops have already expired, and others will do so soon, opening the path to generic GM crops. Using technologies in the public domain makes it possible to deliver GM seeds adapted to the local environment at affordable prices. This paper describes the development of the first Latin American off-patent GM corn and discusses the relevant IP and regulatory issues that allowed its commercial release in Colombia. Modern height systems are based on the combination of satellite positioning and gravity field models of high resolution. However, in many regions, especially developing or newly industrializing countries, there is no (reliable) regional gravity model at all, due to challenges such as limited data availability, unknown/low data quality, and missing metadata. This paper addresses this issue in a case study of Colombia, where eight decades of historical terrestrial and airborne gravity measurements are available but widely contain systematic errors, outliers, and biases. Correspondingly, processing strategies and structures are proposed and applied to validate and improve the quality of old gravity datasets. A novel method is developed based on spherical radial basis functions (SRBFs) for estimating biases, which are found in different airborne surveys with values exceeding 40 mGal. The validity of this bias estimation method is demonstrated both by a simulation test and by the evaluation of the airborne data in comparison to the SATOP (SAtellite-TOPography) model, which merges the satellite-only global gravity model GOCO06s with the Earth2014 topography model. The terrestrial and airborne data are then combined with a global gravity model (GGM), ultra-high-resolution topography models, as well as altimetry-derived gravity anomalies from DTU21GRA for the offshore areas. The results are presented in terms of height anomalies (QGeoidCOL2023), and they are thoroughly validated using GPS/leveling data both in the absolute and relative manner. The standard deviation in comparison to the GPS/leveling data after applying a correction surface to account for the datum inconsistencies amounts to 15.76 cm, which is 27% smaller compared to the mean standard deviation value given by five recent high-resolution GGMs, and 36% smaller than the one delivered by the latest South American quasi-geoid model QGEOID2021. The relative validation results show that QGeoidCOL2023 performs better, i.e., delivers lower RMS errors than the GGMs and QGEOID2021 in all the baseline length groups. These results indicate the validity and benefits of the developed methods and procedures, which can be used for other data-challenging areas to facilitate the realization of geopotential-based height systems. The literature review shows research gaps into the food supply chain design. In that context, this paper deals with the design of a sustainable supply chain. A multi-objective mixed-integer linear programming model includes four decisions and three sustainable criteria (economic—total network costs—, environmental—carbon emissions—, and social—work conditions and societal development—). The model aims to determine the optimal location and capacity of processing and distribution facilities, to choose the suppliers from a set of potential candidates, to determine transportation modes between all the actors, and to define the quantity of product, in order to satisfy the demand of dairy products in a set of regions. The applicability of the model is tested in a realistic case in the dairy sector in the central region of Colombia. The results show the existent trade-offs between the three dimensions of sustainability. The unweighted balance results, giving more priority to the social dimension, which obtains the least deviation, affecting the environmental performance of the chain. The analysis carried out in this paper does help decision-makers that will have at hand a set of possible configurations to be chosen in order to comply with environmental and social regulations without neglecting economic performance. Purpose: This paper aims to determine the effect that human capital and key competitive drivers such as quality, agility, and cost have on firm performance, whether this effect is related to the firm's outsourcing strategy, and whether the firm size is relevant in explaining such relationships. Design: This study uses structural equation modeling to test the hypothesized relationships for small to medium enterprises (SMEs) and large organizations using a custom survey based on a review of the literature and completed by 404 firms in the Valle del Cauca agro-industrial region in Colombia. Findings: Human capital strategies are essential for the effective deployment of operational agility, quality, and cost management strategies, which impact firm performance through effective outsourcing strategies. These relationships, however, do not hold the same across firms of different sizes. Specifically, outsourcing practices are lacking amongst SMEs in the studied region. The study is limited to a specific region, with infrastructure and connectivity limitations that hinder or undermine otherwise potentially valuable third-party logistics strategies. Practical implications: This paper contributes to the theory and practice in supply chain competitiveness by extending current knowledge of the impact of human capital and key competitive drivers on firm performance, highlighting regional specificities that could hinder firms' competitiveness, and by presenting a novel, quantitative methodology seldom used for these topics. This paper explores the scope for upscaling and transnational transfer of participatory landslide risk management strategies for informal settlements in Latin America. Drawing on lessons from transdisciplinary action-research in three neighbourhoods in Medellín, Colombia, and one in São Paulo, Brazil, the paper discusses how bottom-up approaches were developed to co-produce landslide risk management in both Global South cities, in a way that optimises the collaboration between communities and relevant governmental bodies. The analysis focuses on mitigation and 'agreement-seeking', from the perspectives of scale, power and knowledge, which help understand the parallels between co-production of landslide risk management and co-production of urban services. Two key conclusions are that landslide risk management should be built into neighbourhood upgrading and management, and that both community and the state have stronger roles to play in landslide risk management from their respective capacities. This article presents a decolonial feminist geopolitics of Venezuelan migration to Colombia, with Venezuelans fleeing the socialist Bolivarian Revolution and then facing discrimination and violence upon settling in capitalist Colombia amid its failing peace process context. Conflicts over migration and nationality permeate our global order of sovereign nation-states, both in north-south migrations and across the global south, while the feminisation and racialisation of migrants divides the subaltern class and facilitates capitalist exploitation. However, this paper elucidates migrants’ inter-national solidarities and grassroots peace struggles. Community organisers along the Colombia-Venezuela border – the women’s empowerment organisation Tejedores de Paz and youth leadership foundation Horizonte de Juventud – unite impoverished internally-displaced Colombians and Venezuelan immigrants to create resistance territories against xenophobia, patriarchy, and poverty. Illustrating the utility of the methodology of decolonial feminist geopolitics, I trace the reconfiguration of the spirit of sociopolitical revolution in South America through migrants’ emergent form of feminist non-state socialism. This paper discusses opportunities to use remote sensing (RS) technologies in addressing the persistent global challenges related to the artisanal and small-scale gold mining (ASGM) sector. The paper uses a systematic literature review to identify, analyze, and synthesize various uses of RS on the detection and monitoring of ASGM activities across the globe. The study covers the use of spaceborne sensors and available opportunities for data access and processing and emphasizes the important role that freely-available data has played in understanding ASGM activities. It discusses applications and opportunities offered in assessing the geospatial and temporal characteristics of ASGM and its impacts on the surrounding environment. Furthermore, it examines different indicators for the detection of ASGM in the landscape. Finally, technological capabilities described in the study are illustrated with case studies in the Democratic Republic of Congo and in Colombia using cloud computing with the Open Data Cube. The case studies demonstrate the identification and quantification of impacts of ASGM activities on land degradation and water turbidity in remote areas and results are dissiminated using the MapX platform. Landfilling is still the most common technology used in developing countries for the final disposal of municipal solid waste (MSW), albeit the negative impacts on the environment such as those caused by the release of greenhouse gases (GHG) that contribute to global warming (GW). The Colombian government set a target of 20% reduction in GHG emissions by year 2030, for which the solid waste management sector has an important role to play. Also, the achievement of the targets of sustainable development goals (SDG) is playing a key role for the government agenda and will do so for the next years. In this context, there is an important room for improvement of the management alternatives in currently operative landfills in the country, especially in terms of measures to reduce fugitive air emissions and leachates. This paper evaluates, using life cycle assessment (LCA) methods, the environmental impacts associated with a landfill in Colombia under four different scenarios: open dumps (zero) and conventional landfill under three landfill gas (LFG) management alternatives: venting (a), flaring (b), and energy recovery (c). The impact categories as well as the life cycle impact assessment (LCIA) methods used were determined through the review of LCA studies for MSW management systems in developing countries. Main results show that global warming potential (GWP) was the main environmental impact caused by the landfill operation under the conditions considered; however, GWP was significantly reduced with the shifting from management scenarios with no LFG treatment (o and a: common to most landfills in developing countries) to scenarios where LFG is either flare (b) or utilized for energy production (c). These results suggest that adoption of technologies for LFG capture, burn, and energy recovery must be considered if important reductions of GHGs are expected from the waste management sector, as well as to provide economic incentives to improve the operational sustainability of landfills in developing countries. The purpose of this paper is to analyze the link between labor informality and poverty in Colombia. To do so, earnings gaps associated with labor informality are estimated; then, the effect of formalization on poverty is calculated, as the influence of changes in labor informality on Colombia's poverty reduction from 2002 to 2013. The findings show that the earnings gap between formal and informal workers is 37–44%, and if informality were eliminated, poverty would decrease by approximately 40%. The literature on micro and small sized enterprises in developing countries shows their existential difficulties. This is particularly true for those in marginal areas with multiple challenges including pollution prevention. Environmental agencies tend to require capital intensive end-of-pipe solutions or regulatory measures that close down polluting enterprises. Both knowledge of and interest in how to make poor micro enterprises more sustainable are needed. This paper addresses this by (a) developing a problem-driven and context-oriented Systematic Approach to Social Inclusion (SASI) method, and (b) applying it successfully in the context of micro tanneries in Villapinzón Colombia over a period of eight years. The concept of cleaner production was systematically integrated into this method that was inspired by Lewin's theory of change and insights from negotiation and conflict resolution. The results show that cleaner production implementation needs comprehensive, systemic policy mechanisms based on participatory approaches taking into account the socio-economic constraints of the micro-industries that combine supportive capacity building and command-and-control policies. Moreover, rules encouraging cleaner production need to be sensitive to the regulatory context in which it is applied, which in this case concerned land use planning and zoning regulations. The SASI approach effectively encouraged micro tanners to make their industries more viable and clean, while it simultaneously convinced the environmental agency to recognise and value these industries. Colombia presents a revealing and much needed case study which helps us to understand the formulation of foreign policy on climate change in rising developing countries. This paper analyzes the main factors which shape Colombia's position, and provides useful insights into the evolution of the country's international stance on climate change and the role in it of the bargaining among government agencies and interest groups. It concludes that Colombia's policy has been governed by its institutional structure, ecological vulnerability, emission abatement costs, wish to enhance its global prestige and seek benefits from international cooperation, strategic aims at the United Nations climate negotiations, and the limited influence of domestic pressure groups. The development of low-cost isolation systems should be a priority for the mitigation of seismic risk in earthquake prone areas of developing countries. In this paper, innovative Polyester Fiber Reinforced Elastomeric Isolators (P-FREIs) in unbonded configuration are proposed as a low-cost alternative to Carbon Fiber Reinforced Elastomeric Isolators (C-FREIs). An investigation of unbounded P-FREIs to evaluate their experimental performance compared to C-FREIs was performed using bidirectional shaking-table tests. Different devices were designed and subsequently manufactured in Colombia, South America, for several ground motions representative of regions in Italy with a moderate to high seismic risk. After preliminary characterization tests confirmed the satisfactory behavior of the samples in both compression and shear, bidirectional shaking-table tests were performed on a steel frame mock-up. Input motions were applied to assess the isolators' behavior during real earthquakes and scaled up to the full contact of the originally vertical face with horizontal support. The isolators had a satisfactory response under these extreme conditions, with good recentering capabilities and negligible residual damage. The results of the experiments demonstrate the feasibility of the proposed technology, thanks to significant acceleration, inter-story drift and base shear mitigation. Background: High pharmaceutical expenditure is one of the main concerns for policymakers worldwide. In Colombia, a middle-income country, outpatient prescription represents over 10% of total health expenditure in the mandatory benefits package (POS), and close to 90% in the complementary government fund (No POS). In order to control expenditure, since 2011, the Ministry of Health introduced price caps on inpatient drugs reimbursements by active ingredient. By 2013, more than 400 different products, covering 80% of public pharmaceutical expenditure were controlled. This paper investigates the effects of the Colombian policy efforts to control expenditure by controlling prices. Methods: Using SISMED data, the official database for prices and quantities sold in the domestic market, we estimate a Laspeyres price index for 90 relevant markets in the period 2011–2015, and, then, we estimate real pharmaceutical expenditure. Results: Results show that, after direct price controls were enacted, price inflation decreased almost − 43%, but real pharmaceutical expenditure almost doubled due mainly to an increase in units sold. Such disproportionate increase in units sold maybe attributable to better access to drugs due to lower prices, and/or to an increase in marketing efforts by the pharmaceutical industry to maintain profits. Conclusions: We conclude that pricing interventions should be implemented along with a strong market monitoring to prevent market distortions such as inappropriate and unnecessary drug use.
