The determination of the weights of decision makers (DMs) is an important problem in multi-attribute group decision making. Many approaches have been presented to determine DMs’ weights. However, the computed weight vectors of DMs are usually assumed to be constant in existing studies, and this may cause irrationalities in the decision results. Therefore, this article proposes a novel method to determine DMs’ weights based on variable weights theory in which the evaluation information is described as intuitionistic fuzzy sets (IFSs). First, DMs provide their assessment with IFSs, and the intuitionistic fuzzy weighted averaging (IFWA) operator is applied to obtain weighted decision matrix based on the prior given DMs’ and attributes’ weights. Second, the DMs’ weights are obtained based on variable weights theory, and an alternative decision can be computed. Finally, the converted value of the achieved IFS of each alternative is calculated, and the best appropriate alternative is acquired. The COVID-19 pandemic outbreak spread rapidly worldwide, posing a severe threat to human life. Due to its unpredictability and destructiveness, the emergency has aroused great common in society. At the same time, the selection of emergency medical supplier is one of the critical links in emergency decision-making, so undertaking appropriate decision-making using scientific tools becomes the primary challenge when an emergency outbreak occurs. The multi criteria group decision-making (MCGDM) method is an applicable and common method for choosing supplier. Nevertheless, because emergency medical supplier selection should consider regarding many aspects, it is difficult for decision makers (DMs) to develop a comprehensive assessment method for emergency medical supplier. Therefore, few academics have focused on emergency situation research by the MCGDM method, and the existing MCGDM method has some areas for improvement. In view of this situation, in this study, we propose a new MCGDM method, which considers the bidirectional influence relation of the criteria, consensus and the psychological factors of DMs. It providers a good aid in emergency decision-making and it could apply to other types of MCGDM research. Firstly, DMs give their assessment in interval type-2 fuzzy sets (IT2FSs). Secondly, an extended IT2FSs assessment method and a novel ISM-BWM-Cosine Similarity-Max Deviation Method (IBCSMDM) are used for weighing all alternatives. The TODIM (an acronym for interactive and multi-criteria decision-making in Portuguese) can obtain the ranking results under different risk attenuation factors. Resilient suppliers can reduce supply chain risk, effectively avoid supply chain disruption, and bring profits to enterprises. However, there is no united measuring index system to evaluate the resilient supplier under supply chain environment, and the assessment language sets are usually crisp values. Therefore, in order to fill the research gap, this paper proposes a hybrid method, which combines triangular fuzzy number, the best-worst method (BWM), and the modular TOPSIS in random environments for group decision-making (GMo-RTOPSIS) to solve the above problem. Firstly, the weight of decision-maker is calculated by using fuzzy BWM which can deal with triangular fuzzy numbers. Secondly, triangular fuzzy number is introduced into GMo-RTOPSIS, and combined with fuzzy BWM, alternatives are sorted to select the best resilient supply chain partner. How to ensure the normal production of industries in an uncertain emergency environment has aroused a lot of concern in society. Selecting the best emergency material suppliers using the multicriteria group decision making (MCGDM) method will ensure the normal production of industries in this environment. However, there are few studies in emergency environments that consider the impact of the decision order of decision makers (DMs) on the decision results. Therefore, in order to fill the research gap, we propose an extended MCGDM method, whose main steps include the following: Firstly, the DMs give their assessment of all alternatives. Secondly, we take the AHP method and entropy weight method to weight the criteria and the DMs. Thirdly, we take the intuitionistic fuzzy hybrid priority weight average (IFHPWA) operator we proposed to aggregate evaluation information and take the TOPSIS method to rank all the alternatives. Finally, the proposed method is applied in a case to prove its practicability and effectiveness. Sustainability, as a trend of social development and the embodiment of corporate social responsibility, has begun to receive more attention. To achieve this goal, sustainable supplier selection (SSS) and order allocation (OA) are seen as the crucial activities in corporate management. In the process of SSS, the psychological behavior of decision-makers (DMs) could play a critical role in the evaluation results. Therefore, introducing it into the decision-making process may lead to decision in line with the actual situation. In the uncertain multi-criteria group decision-making (MCGDM) problem described by probability linguistic term sets (PLTS), the DMs can evaluate the criteria of each supplier based on his own preference and hesitation, which is useful to avoid the loss of information. For this reason, this study develops a novel multi-criteria group decision-making combined with fuzzy multi-objective optimization (MCGDM-FMOO) model for SSS/OA problems by considering the triple bottom line (TBL) in which includes economic, environmental and social factors. The proposed method includes four stages. (1) the best-worst method (BWM) and entropy weight method are utilized to assign the weights of criteria to obtain the comprehensive weight. According to the output weights, the an acronym for interactive and multi-criteria decision-making in Portugese (TODIM) approach is applied to rank the suppliers under PLTS environment; (2) a FMOO model that can effectively deal with uncertainties and dynamic nature of parameter is formulated for allocating optimal order quantities; (3) two novel approaches are utilized to solve the FMOO model in order to obtain the richer Pareto frontier; and (4) the final OA solution is achieved by technique for order preference by similarity to ideal solution (TOPSIS) method. Finally, the validity and practicability of proposed MCGDM-FMOO model are verified by an example and comparative analysis with other classical MCGDM methods. [ABSTRACT FROM AUTHOR]

With the intensification of market competition, the choice of partners in the private sector plays a vital role in the success or failure of the government’s public sector in the bidding process. Based on FRS (factor risk scoring system), SAW (simple additive weighted), and the integrated subjective or objective fuzzy group decision-making methods, the private sector partner selection is carried out under the PPP (public-private partnership) model in this paper. First of all, a decision committee is established to select attributes and identify potential partners. Secondly, we determine the important decision of the consistency of the manufacturer, introduce linguistic variables, calculate and collect the fuzzy weighted personal attributes, evaluate the importance of the attributes, and get the comprehensive fuzzy evaluation. Thirdly, we establish fuzzy value matrix based on fuzzy evaluation and get the total fuzzy vector by multiplying respective weighted vectors and fuzzy evaluation matrix, then calculate the defuzzification value of each total score, and choose the alternative with the maximum score.
