This article analyzes military policy making made by Australian Government to tackle the issue of illegal immigrants in Australia after the Australian Federal Election in 2013. Some of existing studies on the topic illustrate from the point of view of securitization, that illegal immigrant issues has been securitized and requires the intervention of the Australian army through Operations Sovereign Borders. However, in the context of the 2013 Australian Federal Elections, these earlier studies have not explained the objectives of securitization resulting in an assertive policy in the handling of illegal immigrants. By employing the strands of securitization concept, this paper explains what objectives the securitizing actor wants to achieve from the securitization of illegal immigrant issues in Australia. The findings of this paper indicate that the securitization was aimed at raising the issue of illegal immigrants on the national security agenda due to the emergence of this issue and to gain legitimacy of extraordinary measures to eliminate the threat possesed by illegal immigrants.

Problem setting. The interference of the Russian Federation in the internal affairs of Ukraine, intensification of intelligence activities, strengthening of informational and psychological pressure aiming to destabilize the socio-political situation, and finally, direct military aggression inevitably lead to the violation of military security of our state. Getting ready to meet complex invisible and hybrid threats requires a much more comprehensive approach than conventional warfare. It requires a flexible balance and coordination between civilian and military resources, depending on the nature of the crisis. Russia’s aggression against Ukraine requires rethinking of approaches to the formation of our state’s military security, as without its improvement it is impossible to ensure Ukraine’s national security. This important task should be the subject of a comprehensive study by Ukrainian scientists. Recent research and publications analysis. The theoretical basis of military security as a factor of stability of a society is constituted by the publications of the following leading scientists: V. Bogdanovich, O. Bodruk, O.Vlasyuk, V. Gorbulin, S. Kononenko, G. Perepelytsia, V. Pocheptsov, O. Reznikov, A. Semenchenko, G. Sytnyk, M. Sitsinska, M. Sungurovsky, V. Lipkan and other scientists. Highlighting previously unsettled parts of the general problem. At the same time, the dynamic development of Ukrainian society necessitates permanent analysis of the issues that form the basis of its development. In the context of hostilities, these issues require constant attention from scientists. Due to the approval of the new national security strategy, its provisions, undoubtedly, require the development of effective measures for its implementation. This particular issue is of scientific interest. The purpose of the article is to determine the main tasks of Ukraine’s military policy in the context of implementation of the new National Security Strategy of Ukraine. To achieve this goal, the following tasks should be solved: to determine the main evolution directions of European security management, to ascertain the attitude of the population and the scientific community to the interpretation of events in Ukraine, to determine the role and place of military security in the new strategy and outline the tasks of the Security and Defense Sector in ensuring national security. Paper main body. It is proved that Russia’s aggression against Ukraine has changed the European system of military security management. The existing contradictions between the EU and Russia, as a descendant of the USSR after the Cold War, despite the leadership’s unsubstantiated declarations of devotion to the democratic vector of Russia’s socio-political development, intensified with Putin’s rise to power because of his ambition to revive the Russian Empire in its former borders. These ambitions were fulfilled during the war with Georgia and Ukraine. It is accentuated that despite the general condemnation of Russia’s policy, which challenges the European community, not all EU countries consider Russia an aggressor due to historical bonds and economic benefits. While supporting Ukraine’s membership in the EU and NATO in general, Europeans do not consider it necessary to help Ukraine by providing it with modern weapons. The article proves that in this context, Ukraine should focus its military policy mainly on its own forces, which, in turn, requires the formation and implementation of military policy based on the best world standards. Based on the analysis of draft strategic documents, the priorities, tasks and main ways of the Security and Defense Sector development are determined in the context of new challenges and threats. Conclusions of the research and prospects for further studies.The adoption of the new National Security Strategy of Ukraine marked a new stage in the development of the theory of security, due to the evolution of the concepts of security and defense of European countries against the background of Russia’s aggression against Ukraine. The strategy for the first time proclaimed the creation of a comprehensive defense system, which requires the involvement of all spheres of Ukrainian society in addressing military security issues. As part of the implementation of this Strategy, the country’s military policy should ensure the rapid development of the Security and Defense Sector through the introduction of innovative approaches that provide sufficient national defense capabilities to repel armed aggression, and to carry out a comprehensive reform of the national security system to the level acceptable for membership in EU and NATO.

The virtual world became the ubiquitous background for daily interactions between individuals. The egregious interconnection of the last-generations devices is, in these latter days, an uncontestable reality. Despite the benefits provided by the interconnected world, there are unruly individuals, with a random savvy in the cyber domain, that furtively use it as their own asset. These actions are not performed wantonly, but having different substrates, from financial to political ones but, regardless the scope or the motive behind the illintentioned actions, cyber-attacks often lead to cascade effects to individuals, in particular, and organizations or even states, generally. Starting from this idea, in this paper is being assayed the way in which the cyber-attacks can be regarded as a major threat to the Romania’s national security.

Development of strategic communications is necessary for the effective preparation and use of the Armed Forces, for the coordination of actions of state bodies in defence matters, as well as for the purpose of forming and strengthening the confidence of Ukrainian society in the stateʼs military policy. The basic elements of strategic communications of the Ministry of Defence and the Armed Forces are public relations, public relations in the military sphere, public diplomacy, information and psychological operations. In turn, one of the components of the information operations system is cyberspace actions. The strategic importance of actions in cyberspace is due to the fact that cyber threats today, with devastating consequences, pose no less danger than direct military intervention. In 2016, during the Summit of Heads of State and Government of the North Atlantic Treaty Organization, the first ever EU-NATO security cooperation agreement was signed, in particular on hybrid wars and cyberattacks. Cyberspace, along with land, air, sea, and space, has been recognized as a new operational space, and cyber-operations (cyberattacks) are an integral part of the hybrid war. Also, cyber weapons in terms of scale of successors are compared with weapons of mass destruction. In this regard, cyber security is one of the top priorities for the state. The article is devoted to the research of actual problems of providing the cyber security of the Armed Forces units of Ukraine in the current conditions of development of the information society and during hybrid threats from the Russian Federation side. The authors explain the basic concepts and definitions of the scientific field and explain conceptual approaches to cybersecurity and propose some ways to improve the existing cybersecurity mechanism or how to enhance it.

The purpose of the article is to analyze legal acts concerning the formation and implementation of Ukraine's military policy, as well as elaboration of proposals for solving problems that exist in the field of security and defense of Ukraine in view of the current geopolitical situation.Scientific novelty. Issues concerning the legal security of Ukraine's state security are investigated. The basic normative legal acts regulating the state policy in the field of military security are analyzed. The position is argued that the formation and implementation of the military policy of Ukraine is closely linked to social legal relations and is an important element of the legal system while ensuring the national interests of the state.The system of ensuring the national security of Ukraine is described as a complex state-legal mechanism, in which all subjects of legal relations carry out tasks and perform functions for the protection of vital interests of a person, a citizen, and the state within the limits of the powers determined by the national legislation.Conclusions. Normative-legal regulation of relations in the field of military policy of Ukraine is wide and multidirectional, which, in its turn, requires a lot of efforts in the development of projects and improvement of existing normative legal acts of Ukraine that ensure the proper functioning of the security and defense sector.According to the results of the analysis, we consider it necessary to make suggestions as to the appropriateness of adopting amendments and additions to the Laws of Ukraine «On State Guarantees of Social Protection of Servicemen Released from the Service in Relation to the Reform of the Armed Forces of Ukraine and their Family Members», «On the Armed Forces Ukraine», the Strategic Military Security of Ukraine and other normative legal acts. Adoption of amendments and additions to the normative and legal acts in the field of security and defense would confirm the activation of state policy and give impetus to further reform of the defense sector.

This paper aims to analyze the influence of the narratives about the armed conflict with the FARC-EP on changes in public policy in the security and defense sector between 2002 and 2020, taking into account those logics that have prevailed and that have established a struggle for the meaning of the conflict and the ways to solve it. Given this, the different actors at the respective levels that have an impact or have shown a strong position in this regard are taken into account, thus providing the necessary tools to carry out a narrative analysis of public policy, under an Interpretative approach, which gives account not only of the importance of conducting these studies on policies from perspectives different from the official ones, but also of the fact that the narratives, arguments and discourses that support them have real effects and pose constant tensions that can be identified and specified in a historical context specify as it is the Colombian, in which the games of power and domination have been a constant. As part of the cadets’ tactical leadership training research of the leadership skills of the cadets at Vasil Levski National Military University, Bulgaria was carried out. The current paper presents the results of the analysis of the professional and social components of the leadership style of Bulgarian cadets. The results could be used for the improvement of the future skills of national security experts. The situational leadership theory is used as the basis for the developing of a model for building the cadet’s leadership skills

The EU membership of Bulgaria has created new opportunities for enhancing the country’s role and prestige in the international community. Bulgaria is actively involved in the efforts to reform the world’s organisations to increase its efficiency and the further democratisation of the system of international relations. In the present paper some determinants of the external influence on the Bulgarian national security policy are analyzed and described.

Since 2011 a sustainable growth of illegal immigrants in the EU has been observed. As a result, Bulgaria has become one of the most affected member states of the EU. This article aims to research the main factors, resulted from the illegal immigration, which are changing the national security environment in Bulgaria. This paper is focused on the improvement of legal and political mechanisms for cooperation between the EU member states, coming from the Common asylum and immigration policy and building of the Area of Freedom, Security and Justice in the EU.
