Background: The advent of Personalized Medicine (PM) holds significant promise in revolutionizing healthcare by tailoring treatments to individual patients based on their data. However, its successful implementation requires the seamless integration of innovative technologies and presents formidable challenges in terms of sustainability. To tackle these challenges head-on, the International Consortium for Personalized Medicine (ICPerMed) was established, and the IC2PerMed project, as part of this consortium, seeks to foster collaboration between the European Union (EU) and China in the field of Personalized Medicine. Based on the results collected by the project, the objective of this study is to discern the key priorities for the implementation of Personalised Medicine concerning Information and Communication Technologies (ICT) and Big Data and digital solutions, with a particular emphasis on data management and protection. Methods: A Delphi survey was conducted to gather expert's consensus on the main priorities for actions on Information and Communication Technologies (ICT) and Big Data and digital solutions in the field of Personalized Medicine. Results: The survey identified seven priorities in the area of Big Data and digital solutions, including data interoperability, standards, security measures, and international partnerships. Additionally, twelve priorities were identified for the innovation-to-market process, emphasizing cost-effectiveness, need assessment, and value definition in resource allocation. Conclusions: The effective implementation of new technologies in Personalized Medicine research and practice is essential for the advancement of healthcare systems in both the European and Chinese contexts. The identified priorities play a pivotal role in promoting the sustainability of health systems and driving innovation in the implementation of Personalized Medicine. Addressing challenges related to data interoperability, standards, security, international collaboration, cost-effectiveness, and value assessment is of utmost importance in order to propel the progress of Personalized Medicine in healthcare systems. The Guidelines on Building a Market-Oriented Green Technology Innovation System, which was released by China in 2019, has become a powerful signal to guide the development of green technology innovation (GTI). In the current digital strategy of China, the public media has become a key factor for promoting the transparency of enterprise environmental information. This paper measures the GTI efficiency of the listed paper enterprises in China as well as incorporating media attention into the research framework to explore the influencing factors of GTI of the listed paper enterprises in China during the digital economy era. The results showed that a positive media report had a positive impact on GTI and has become a new driving factor in promoting sustainable production in the digital era. Government support and openness also have a positive impact on GTI. However, negative media reports, environmental regulations, and technological innovation abilities have an inhibitory effect on the GTI efficiency of paper making enterprises. [ABSTRACT FROM AUTHOR]

China is facing a serious land resource mismatch problem, which will profoundly affect the acceleration of economic growth and technological innovation. Reform of the industrial land allocation system can solve the mismatch of land resources, and that also has an important impact on the promotion of economic and technological development. This paper selects the data of Chinese A-share listed companies in Shanghai and Shenzhen from 2007 to 2020 as the research sample, constructs a double machine learning model, and empirically investigates the impact of a new industrial land use policy on firms' green innovation behavior. The study shows that: (1) the new industrial land use policy significantly promotes firms' substantive and strategic green technological innovation, and the effect on substantive green technological innovation is greater than that on strategic green technological innovation. (2) The enhancement of R&D investment sustainability and the "talent pool" effect are important mechanisms through which the new industrial land use policy influences firms' substantive and strategic green technological innovation. Meanwhile, the new industrial land use policy is conducive to firms' green coinnovation. (3) There is heterogeneity in the effect of the new industrial land use policy, which can significantly promote green technological innovation of firms in the eastern region, while it does not play a significant role in the green innovation behavior of firms in the central and western regions. The above research results enrich the research in the field of industrial land and innovation, help to understand more comprehensively the mechanism of new industrial land affecting firms' green technological innovation, and provide policy insights for strengthening the application of industrial land allocation reform in firms' green innovation. The development of urbanization has brought new challenges to the ecological environment, and the promotion of green technology innovation and development is widely recognized as an essential method to achieve cities' economic benefits and environmental protection. This paper examines whether the new urbanization pilot policies (NUP) increase green technology innovation (GTI) from both theoretical and empirical perspectives. This paper examines the impact of new urbanization on GTI by analyzing data from 285 cities in China between 2010 and 2021, using the multi-period DID model with the implementation of NUP as an exogenous policy shock. The study results indicate that NUP significantly affects GTI, and the conclusion still holds after the parallel trend test, placebo test, and other robustness tests. Heterogeneity analysis shows that the NUP significantly enhances GTI in low environmental pollution, non-resource-based, Medium-sized, and Central Region cities. The test of moderating effect shows that NUP has a "linkage effect" with the government's environmental attention, financial investment in innovation, and regional talent pooling. As an important way to expand financing channels, the listing can significantly improve the enterprises' comprehensive competitiveness. However, few studies pay attention to the continuous impact of listing years on enterprise innovation. Based on the sample data of Chinese enterprises before and after listing from 2004 to 2017, this paper discusses the relationship between the listing years and dual innovation. And analyzes the moderating effect of slack. The research shows that the listing years are related to the quantity and quality of innovation in the inverted U-shaped, but the inflection point of the innovation quantity is later than the innovation quality. Before listing, the innovation quantity and quality increased; after listing, the innovation quantity first increased and then decreased, while the innovation quality declined. Simultaneously achieving economic development and environmental protection is a shared global challenge. While the positive effect of environmental regulations on protecting the environment has been widely recognized, the attention paid to low-carbon governance and corporate green transformation remains insufficient. Based on the two-stage least square regression model (2SLS) of instrumental variables, this paper utilizes panel data from China to identify the influence mechanism of government low-carbon governance on enterprise green development. It explores the effect of low-carbon governance on enterprise green development from the perspective of fiscal decentralization. The findings show that (1) Low-carbon governance significantly promotes corporate green development, primarily through improving industrial structure and technological innovation; (2) Low-carbon governance notably promotes the green development of private enterprises but has little effect on state-owned enterprises. There are also geographical differences, and the results are better in Eastern China than in the Central and Western parts of China; (3) Fiscal decentralization at both central and local levels inhibits the effect of low-carbon governance on driving corporate green development by causing a mismatch of human resources. Therefore, to promote corporate green development, low-carbon governance must prioritize green development, actively guide industrial structural upgrading and enterprise technological innovation, implement differentiated low-carbon governance measures tailored to different ownership enterprises, and optimize the assessment indicators for fiscal decentralization. In China, there exists a huge debate for a long time on whether a double dividend, reducing pollution emissions and boosting employment, can be achieved by intensifying environmental regulations. In this paper, we use two data sets on provincial environmental legislation and Chinese manufacturing firms during 1998–2013, to estimate the impact of provincial environmental legislation on the firms' employment growth with a difference-in-difference (DID) model. Results showed that (1) after the implementation of environmental legislation, the employment growth of regulated manufacturing firms decreases significantly by 3.07%, and this result is robust to alternative tests. (2) Local environmental legislation reduces employment growth mainly via the influencing mechanism of the firm's entry and exit, export, and innovation. (3) The local environmental legislation has heterogeneous impacts on employment growth in different industries and different regions, and the estimated effect is more obvious in high-pollution industries and areas with strong enforcement. (4) Environmental legislation significantly improves job destruction and reduces job creation, resulting in a − 3.86% job net increase. Due to the long-term implementation of extensive economic growth mode, China's ecological environment has been deteriorating since the 1990s, and environmental pollution has attracted more and more social attention. Until 2013, the Communist Party of China put forward 'ecological civilization', and building a beautiful new China with harmonious coexistence between man and nature has become an important development strategy. Meanwhile, starting from the implementation of the Two-Control-Zone policy in 1998, China has implemented numerous environmental policies in just ten years. These environmental policies have greatly improved the quality of China's ecological environment, but their economic effects have been controversial. Given the special historical period, this paper helps assess the impact of Chinese environmental policies on employment and provides a more objective policy evaluation and implications for improving existing laws and regulations to achieve higher social welfare. To achieve this goal of balancing the improvement of the ecological environment and high employment level, environmental policies firstly should be flexible to ensure that the environmental standards follow the firm's characteristics and regional characteristics to avoid "one size fits all". Particularly, for regions with poor economic development or having a single industrial structure, the implementation cycle of the environmental policies should be extended to ensure that they have enough time to achieve industrial restructuring and complete the environmental protection goals. Secondly, we find that environmental legislation hurts employment growth by limiting export decisions, so the government should use multiple channels to stabilize export when implementing environmental legislation. Thirdly, technological R&D and innovation play an important role in the effect of environmental legislation on firms' employment growth. Under the double pressures of economic growth and ecological environment protection, sea green transformation and the sustainable development of mariculture are critical. This paper constructs an evolutionary game model with the government as the main body and mariculture farmers (enterprises) as the main body and puts forward the research hypothesis. Based on 2006–2019 longitudinal data of nine provinces along China's coast, using multi-period Difference-in-Difference (DID) and dual robust estimation, we empirically investigate the national oceanic ranch demonstration zones for the influence of the green sea aquaculture and their mechanism of action. The results showed that (1) the efficiency of green level of mariculture industry in China is not high, and the establishment of national marine pasture demonstration zone has not effectively promoted the improvement of green level of mariculture industry; (2) the institutional environment, unreasonable industrial structure, and lack of scientific and technological innovation have an effect on the national oceanic ranch demonstration area as the main causes of failure to effectively promote marine green farming; (3) the establishment of the national multi-period demonstration area in the north significantly hindered the growth of the green level of mariculture and fell into the "policy trap", while the establishment of the national multi-period demonstration area in the south significantly promoted the growth of the green level of mariculture. The conclusions of this paper provide an empirical basis and reference for the improvement of the national marine pasture demonstration zone policy and the green transformation of mariculture to a certain extent. How has China's privacy protection strategy been developed, with its broad scope and stringent requirements for data localization and cross-border data flows? What are the broader geopolitical implications of its divergence from Western models of data privacy? This paper argues that China's privacy protection strategy, characterized by its comprehensive regulatory framework and government access to data, is redefining the contours of global data governance and creating new geopolitical fault lines. Drawing on official documents, laws, regulations, and a case study, this paper highlights the evolution of the regulatory framework in response to emerging challenges posed by technological innovations and the wider geopolitical environment. This paper contributes to the broader discussion regarding the implications of China's privacy protection approach, highlighting potential normative clashes with countries that favor a more open digital economy. Major product safety incidents often cause widespread concern among consumers, and these product safety incidents will stimulate consumers' psychology, change their risk perception, and affect the demand for products and services of risk consumers. The change in consumer demand will eventually lead to a change in firm innovation decisions. Using Chinese firm-level data, this paper employs the news reporting of the Bawang event as a quasi-natural experiment to study the impact of risk perception changes on innovation. The empirical results of this study show that increasing consumers' risk perception caused by the negative news coverage of defective products motivates firms to increase their innovation. The effects are heterogeneous, where firms with private ownership and in developed regions are more likely to increase innovation activities. This study suggests that the relationship between consumers' risk perception and firm innovation is primarily driven by market demand. Purpose: This paper aims to explore the impact of business environment on high-quality economic development (HQED) and clarify the role of technological innovation and government intervention in this relationship. Design/methodology/approach: Based on China's provincial panel data from 2010 to 2019, this paper adopts the system generalized method of moments to empirically analyze the influential mechanism and heterogeneity of the business environment on HQED. Furthermore, the authors construct a dynamic panel threshold model to test the threshold effect of government intervention. Findings: The results indicate that optimizing the business environment can significantly promote HQED, technological innovation plays a partial mediating role in the impact of business environment on HQED, mainly by enhancing the intensity of innovation input and increasing innovation output to facilitate HQED. Government intervention can regulate the impact of business environment on HQED, and there is a double threshold effect, and it possesses an inverted U-shaped feature of first promoting and then inhibiting. Originality/value: This paper examines the influence path of business environment on HQED from the perspective of technological innovation and government intervention, filling the gap in the study of provincial business environment. With the proposal of "Carbon Peak and Carbon Neutrality" goals, China is facing a more serious carbon emissions reduction situation, and how the booming digital economy effectively helps China's carbon emissions reduction is one of the most urgent things that should be solved. To study the impact of the digital economy on carbon emission intensity, this paper is based on the panel data of 30 provinces in China (excluding Tibet, Hong Kong, Macao, and Taiwan) from 2011 to 2021, and applies the double-fixed effect model and the threshold effect model to study the impact of the digital economy on carbon emission intensity and the mechanism of its action, as well as to analyze the mechanism of the digital economy's action on carbon emission intensity from the perspective of technological innovation. The results of the study show that: i) The digital economy can reduce the intensity of regional carbon emissions; ii) The carbon emission reduction effect of the digital economy is non-linear, and its carbon emission reduction effect gradually increases with the level of development of the digital economy; iii) In addition to the direct impact of the digital economy on carbon emission intensity, it also has an indirect impact on carbon emissions through technological innovation; iv) There is regional heterogeneity in the carbon emission reduction effect of the digital economy, and the carbon emission reduction effect is more significant in the central and western parts of the country and regions with a high level of human capital development. Based on the conclusions obtained, this paper suggests: i) The rational integration of the digital economy and regional development should be strengthened; ii) Strong provinces in the digital economy should be encouraged to help weaker provinces, to narrow the "digital divide" between provinces; iii) Differentiated development strategies should be formulated in accordance with local conditions, to give full play to the optimal effect of the digital economy in carbon emission reduction. Based on the panel data of 285 cities in China from 2000 to 2019, this paper searches the number of patent applications related to urban artificial intelligence from five dimensions: algorithm, data, computing power, application scenario and related technology. Combining the two perspectives of industrial upgrading and rationalization, we analyze the internal influence theory of the research topic from the theoretical and empirical perspectives. The results show that artificial intelligence is not only conducive to industrial upgrading, but also significantly inhibit the deviation of industrial structure from equilibrium, which is conducive to industrial rationalization. In addition, the conclusion of this paper is still valid after a series of robustness tests, such as eliminating the samples of central cities, winsorize treatment and instrumental variables method. Through the heterogeneity test, it is found that the promoting effect of artificial intelligence on industrial upgrading is more obvious in big cities and cities with high level of industrial upgrading. The internal mechanism test results show that artificial intelligence promotes industrial upgrading by promoting technological innovation. In cities with a high degree of marketization and Internet development, the role of artificial intelligence in promoting industrial upgrading can be strengthened. The research conclusions of this paper will be conducive to accelerating the development of artificial intelligence to promote industrial upgrading, and provide a useful reference for realizing high-quality development. Based on authorized patents of China's artificial intelligence industry from 2013 to 2022, this paper constructs an Industry–University–Research institution (IUR) collaboration network and an Inter-Firm (IF) collaboration network and used the entropy weight method to take both the quantity and quality of patents into account to calculate the innovation performance of firms. Through the hierarchical clustering algorithm and classification and regression trees (CART) algorithm, in-depth analysis has been conducted on the intricate non-linear influence mechanisms between multiple variables and a firm's innovation performance. The findings indicate the following: (1) Based on the network centrality (NC), structural hole (SH), collaboration breadth (CB), and collaboration depth (CD) of both IUR and IF collaboration networks, two types of focal firms are identified. (2) For different types of focal firms, the combinations of network characteristics affecting their innovation performance are various. (3) In the IUR collaboration network, focal firms with a wide range of heterogeneous collaborative partners can obtain high innovation performance. However, focal firms in the IF collaboration network can achieve the same aim by maintaining deep collaboration with other focal firms. The Yangtze River Delta (YRD) bears the vital task of driving the growth of China's equipment manufacturing industry (EMI) intelligence as an advanced region. Fostering the transformation and upgrading of the EMI in the YRD and constructing a modern production mode is vital to developing and reforming China's manufacturing industry. This paper uses industrial robot data to assess the level of intelligence (LoI) in the EMI from 2016 to 2019. The OLS (ordinary least squares) model is used for the measurements, and the MQ (the modified contribution index) is used to estimate the degree of contribution from a host of variables. It is identified that the LoI is on the rise. However, excluding railways, aerospace, shipbuilding, and other transportation equipment manufacturing, the LoI is significantly higher than in other subsectors. It is also identified that technological innovation ability, human capital density, and enterprise cost pressure govern the industry's LoI. Moreover, while there is a difference in the main influencing factors in LoI within different industries, R&D investment, technological innovation ability, and enterprise cost pressure have the most significant impact across most equipment manufacturing sub-industries. Introduction: With the rapid development of digital technology and its deep integration with environmental and ecological fields, the digital economy has become an effective way to guide the transition of cities to an eco-friendly model. However, empirical studies on the nonlinear spatial effects between digital economy and ecological welfare performance are still insufficient. Methods: Based on the panel data of 270 prefecture-level cities in China from 2011 to 2020, this paper empirically examines the impact of the digital economy on the ecological welfare performance of cities and its mechanism of action using spatial econometric modeling. Results: The promotion effect of digital economy development on the ecological welfare performance of cities is characterized by the "J" shape of increasing marginal effect, and the spatial spillover effect on the ecological welfare performance of neighboring cities is the inverted "U" shape of inhibiting first and then promoting later. The mechanism test shows that the development of digital economy can enhance the ecological welfare performance of cities through the marginal incremental promotion of green technological innovation in local and neighboring cities and has a positive spatial spillover effect. The development of digital economy can have a direct U shape effect on local ecological welfare performance by influencing factor allocation efficiency and energy utilization efficiency. It also has an inverted U-shaped spatial spillover effect. Environmental regulation has an inverted U-shaped moderating effect on the local eco-welfare performance affected by the digital economy. As the level of rural revitalization increases, it produces a U-shaped moderating effect of inhibiting. Heterogeneity analysis reveals that digital economy development has a more significant facilitating effect and a positive spatial spillover effect on the ecological welfare performance of cities in central China. Discussion: This paper will provide a reference for the synergistic optimization of digital economy development and ecological welfare performance among regions. With the intensification of global economic competition, innovation has become one of the core elements of vigorous development in various regions. Improving the innovation ability of cross-regional central cities is the main factor influencing whether a region can achieve economic and social development. In this paper, an innovation primacy index system is designed according to the links of the innovation value chain, and the innovation advantages and empirical effects are comprehensively analyzed by using the point-to-point method, entropy weight method, gravity model and two-way fixed effect model. Based on the data of 8 cities in the core area of the Huaihai Economic Zone from 2010 to 2020 in China, Xuzhou's innovation primacy ranks first in the core area of the Huaihai Economic Zone, which accords with its status as the central city of the region. Its index has been rising, and its development trend is also good. However, the overall innovation ability of the core area of the Huaihai Economic Zone is unbalanced; the overall economic foundation is not solid enough. In terms of knowledge innovation, R&D innovation and industrial innovation, the industrialization level, around the activation of Xuzhou city vitality, enhances the Xuzhou innovation radiation drive, leading to a decrease in the Huaihai Economic Zone. The establishment of green finance reform and innovation (GFRI) pilot zone is an important measure of the Chinese government to urge enterprises to develop green transformation. This paper explores the impact of pilot policies in the GFRI pilot zone on corporate environmental investment. Based on 819 A-share listed enterprises from 2010 to 2020, our staggered difference-in-differences (staggered DID) estimation documents revealed that enterprises in the GFRI pilot zone significantly increased the corporate environmental investment efficiency but reduced the scale of corporate environmental investment.This conclusion remained robust after Propensity Scores Matching difference-in-differences (PSM-DID), replacing dependent variables, and shortening the time window. We contend that the increased research and development (R&D) expenditure and technological innovation are the potential mechanisms at work. Heterogeneity analysis showed that the establishment of GFRI improved the environmental investment efficiency of polluting enterprises but had no effect on green enterprises.Meanwhile, the effect of GFRI exhibited heterogeneity in the type of enterprise ownership. This paper evaluates the implementation effect of GFRI from the perspective of corporate environmental investment, and provides theoretical support and an empirical basis for green finance policy to serve China's green economy. Although the effect of highways on economic growth has been widely discussed, its role in green technological innovation has not yet attracted attention facing today's strong emphasis on the green economy. To fill this gap, this paper aims to provide empirical evidence by investigating the effects of highways on regional green technological innovation in China. The paper elaborates theoretically on three mechanisms through which the development of highways may influence regional green technological innovation, namely the agglomeration effect, spatial spillover effect, and network effect. To advance the empirical analysis, this paper constructs a spatial Durbin model accounting for spatial interdependencies among regions. Unlike previous literature, this paper uses "the strength of economic linkage" to indicate the development of highways in each city and discusses geographic distance and time-distance effect (spatio-temporal effect) resulting from highways. Using panel data of 105 prefecture-level cities in China's Yangtze River Economic Belt from 2001 to 2013, we find that: (1) highway has a significant role in promoting regional green technological innovation; (2) significant spatial spillover effects resulting from highways exist and the magnitude of the influence varies with geographical and temporal distance effect. This paper aims to examine the impact of executive compensation incentive on corporate innovation capability by dividing executive compensation incentive into short-term monetary incentive and long-term equity incentive. We also investigate the interaction between the two types of executive compensation incentive. Data are collected from China's agro-based companies during 2012–2019, and multiple regression analysis is utilized. The empirical results show that short-term monetary incentive has no impact on innovation capability, while long-term equity incentive stimulates innovation capability. Regarding company ownership, the impact of long-term equity incentive in state-owned enterprises is greater than that in private-owned enterprises. In addition, the complementary effect between short-term and long-term compensation incentive has a positive impact on innovation capability regardless of company ownership. The findings of this paper could help agribusiness managers to design the reasonable incentive system to incentivize corporate executives and enhance the capability of independent innovation. Drylands are vast and face threats from climate change and human activities. Traditional reviews cannot capture interdisciplinary knowledge, but bibliometric analysis provides valuable insights. Our study conducted bibliometric research of scientific production on climate change and land degradation in drylands using remote sensing. We examined 1527 Scopus-indexed publications to identify geographic and thematic hotspots, extracting leading authors, journals, and institutions. China leads in publications, followed by the US, Germany, and Australia. The US has the highest citation count. Collaboration networks involve the US, China, and European countries. There has been an exponential increase in remote sensing of land degradation in drylands (RSLDD) publications since 2011. Key journals include "International Journal of Remote Sensing" and "Remote Sensing of Environment". The analysis highlights the growing interest in the field, driven by Australia, the US, and China. Key areas of study are vegetation dynamics and land use change. Future perspectives for this scientific field involve promoting collaboration and exploring emerging technologies for comprehensive land degradation and desertification research. Technological innovation is the key to develop wind power and photovoltaic power industries. The feed-in tariff (FIT) policy, as a demand-pull policy, is important to support renewable energy technological innovation. Using the "difference-in-differences" method, this paper investigates the impact of FIT policy of wind power and the impact of the FIT policy designed according to differences in the distribution of resources on wind power technological innovation. The findings show that the FIT policy can drive patenting in wind power technologies during the implementation period, but may play a relatively weak promoting role in technological innovation in the latter term, and the FIT policy designed according to differences in the distribution of resources also stimulates more patent counts. Finally, based on the fixed effect negative binomial regression model, this paper finds that the higher feed-in tariffs can increase the patent counts in photovoltaic power technologies. With the continuous advancement of the new generation of information technology revolution, digital economy is gradually becoming an important driving force for energy transition while restructuring the new form of the economy. This paper selects panel data of 30 provinces in China from 2011 to 2021, empirically verifies the special impacts of digital economy on green- oriented transition of energy by using the spatial Durbin model, and further constructs a multi-intermediary model to verify its transition pathways. The main findings are as follows: First, the overall level of green-oriented transition of energy in China's eastern coastal areas is relatively high, and the western regions have been more capable of catching up in recent years. Second, digital economy has played a significant role in promoting green-oriented transition of energy, and there is a positive spatial spillover effect. Third, digital economy could indirectly promote the green-oriented transition of energy by promoting the upgrading of industrial structure, improving the level of technological innovation and strengthening environmental regulations. Amidst growing environmental challenges linked to coal dependence, fostering green innovation in new energy enterprises is vital for sustainable development in China. Although there have been studies on green innovation of new energy enterprises in recent years, few studies have been conducted from the perspective of ESG, whether informal environmental regulation represented by ESG can stimulate the green innovation of new energy enterprises is of great significance to China's construction of a low-carbon and secure energy system. In this paper, from the perspective of informal environmental regulation, based on the ESG ratings of SynTaoGreen Finance's first public newenergy listed companies as an exogenous shock, and taking A-share new energy listed companies as a sample from 2010 to 2021, we empirically verified the effect and mechanism of ESG ratings on the green innovation of new energy companies in terms of the quantity and quality of green innovations by utilizing the Staggered Difference-indifference (DID) model. The findings demonstrate that new energy enterprises' green patent numbers and quality are greatly enhanced by ESG grading. However, there is clear heterogeneity in this green innovation effect, which is particularly visible in new energy firms with state-owned enterprise and greater enterprise scales and a higher level of digitization. The Mechanistic findings suggest that ESG ratings drive green innovation by alleviating financial constraints, reducing agency risk, and boosting R&D, thus providing empirical evidence for the development of a green innovation ecosystem in the new energy industry. The accountability audit of natural resources (AANR) is a major institutional arrangement for advancing the construction of an ecological civilization in China. Based on the panel data of 271 cities in China from 2005 to 2017, this paper investigates the relationship between the AANR and carbon dioxide (CO2) emissions using a multi-period difference-in-differences (DID) model. The results show that AANR significantly increases the CO2 emission reduction rate by 0.009 units at the 5% significance level. The results still hold after a series of robustness tests. Given all else being equal, this significant effect is 0.001. Further analyses show that AANR improves pilot cities' CO2 emission reduction rates mainly by enhancing their green innovation capability. The mediating effect of cities' green technology innovation capability accounts for 96.00%, while the AANR's direct effect only accounts for 4.00%. The AANR has significantly positive effects of 0.017% and 0.029% for western cities and cities with high fiscal pressure at the 5% and 1% significance levels, respectively. Therefore, strengthening AANR implementation by enhancing the mediating efficiency of cities' green technology innovations and implementing dynamically differentiated AANR policies in Chinese meso-cities will contribute to the achievement of China's carbon peaking and carbon neutrality targets. Climate change has become a critical global issue and challenge, with significant implications for financial enterprises as an integral part of economic activities. A thorough analysis of the impact of climate change on the high-quality development of financial enterprises is of great importance for financial sustainability. This paper first conducts an indepth mathematical analysis of the intrinsic mechanisms through which climate change affects the high-quality development of financial enterprises by establishing a game theory model. Secondly, using data from listed companies for the years 2000-2020, an econometric model is constructed to empirically examine the relationship between climate change and the high-quality development of financial enterprises. The research findings demonstrate that climate change significantly inhibits the highquality development of financial enterprises, as evidenced by robust results obtained through various methods such as data truncation, variable substitution, and changes in sample periods. Furthermore, this study addresses the endogeneity of the regression model using propensity score matching (PSM), instrumental variable methods, and system generalized method of moments (GMM). Additionally, climate change impacts the high-quality development of financial enterprises through technological innovation. Scientific and technological innovation and ecological progress are important forces for China's high-quality development. Nevertheless, the current body of research seldom explores the mutual dependence and evolutionary patterns of the two regional systems when considering both historical and future perspectives. This paper aims to enhance the current theoretical research framework by focusing on the coastal region of China. It analyzes and predicts the co-evolution and space–time distribution process of two systems by constructing a coupled model and a gray prediction model. The results show the following: (1) the coupling and coordinated development level of the two coastal systems has basically reached the stage of good coupling and coordinated development, and the level has increased, but the gap has gradually increased, and Jiangsu and Guangdong have reached the leading level; (2) the spatial distribution in coastal areas is uneven, showing a convex spatial pattern of "high in the middle and low at both ends"; (3) during the forecast period, the overall coupling and coordination level of the two systems will continue to improve, but individual cities still cannot jump out of the development state of slow development processes. With the aim of fostering the harmonious growth of both systems at both regional and national levels, this paper proposes practical recommendations concerning the establishment of a sustainable interaction mechanism, the evolution of the industrial structure towards ecological sustainability, and the economic contribution to scientific and technological innovation. Under the trend of synergistic development of digitalization and greening, this paper investigates the impact of enterprise digital transformation on audit fees and its mechanism, by using textual analysis and performing empirical tests on the data of Chinese listed companies from 2007 to 2021. It is found that enterprise digital transformation significantly increases audit fees, and green innovation partially mediates this process. The study results are robust, even after a series of robustness tests. When financing constraints and environmental regulations are low, the mediating role of green innovation between digital transformation and audit fees is more significant. In addition, green innovation has a stronger mediating role between the use of underlying technology and audit fees, while green substantive innovation has a stronger mediating role between digital transformation and audit fees. This study investigates the effect of enterprise digital transformation on audit fees from the standpoint of green innovation. There is a huge funding gap in the abandoned mines ecological restoration in China. It is of great research value to explore how PPP model can better introduce social capital into the low-profit ecological restoration of abandoned mines. Based on the innovation perspective of the central government's reward and punishment system, this paper constructs an evolutionary game model of "local government-social capital", analyzes the interaction and behavior mechanism of core stakeholders in the operation process of abandoned mines ecological restoration PPP mode, and discusses the influence of evolutionary equilibrium strategy and parameters change on evolutionary strategy under different scenarios by Matlab simulation. The research shows that the abandoned mines ecological restoration needs the support of the central government. When the local government lightly punishes the low-quality service of social capital, the central government needs to pay higher costs to promote all parties to actively participate in the operation and supervision of the PPP project. The revenue and cost of government supervision, the operating subsidy for social capital and the cost saved by social capital in providing bad service are the key factors affecting the evolution of the game between government and social capital. Punishment can effectively spur social capital to keep the contract and operate in the project, but the punishment effect will be ineffective without government supervision. Finally, some suggestions are put forward, such as establishing a long-term supervision mechanism and a reasonable income mechanism for PPP projects, increasing penalties for violations, attracting third parties to reduce supervision costs and strengthening communication between the two parties, so as to make the project take into account the economic performance of social capital and the social welfare of government departments, and achieve dual Pareto improvement. As one of the important forces promoting the development of the marine economy, the marine biomedical industry (MBI) shows typical knowledge and technology-intensive characteristics. It is of great significance to explore the industrial innovation dynamic mechanism for breaking through the bottleneck of innovative development as well as achieving high-quality development. This paper constructed a system dynamics model for scientific and technological innovation (STI) in the MBI and then explored the dynamic mechanism of STI in the industry through simulation. The study found that, in the innovation environment subsystem, the two factors of the intellectual property protection intensity and the government's scientific research funding input had the most significant positive driving effects on STI of the MBI; the promotion of government education funding input showed a significant strengthening trend over time, while the marine environmental regulation intensity had comparatively little effect on the level of STI. In the subsystem of innovation input, both innovation funding input and innovation personnel input were the direct driving forces for the improvement of the STI level. And enterprises played a dominant role in STI because the STI level of the MBI was more sensitive to the changes in enterprise innovation input. Compared with the individual factor input, the synergistic promotion effect of multiple factors is more significant. In addition, it was found that there was a low conversion rate of scientific research achievements in China's MBI by analyzing the influence of various factors changing on technological output and economic output. Based on the research results, this paper puts forward corresponding policy suggestions in order to provide theoretical support and a practical basis for promoting the technological innovation level of China's MBI as well as references for other countries. The State-level New Area is an emerging type of regional space produced by the national strategy of Regional Coordinated Development in China. It is not a fixed material entity nested in the practice of spatial production, but contains multiple scales of dynamic changes. Therefore, from the multi-dimensional connotations of scale, this paper discusses the internal logic and institutional shaping of political construction of scale. It is suggested that the State-level New Area has the geographic scale characteristics of vast and cross-regional area, the administrative scale characteristics of testability and recursion, and the power scale characteristics of flexibility and flattening. Finally, this paper highlighted that the 'rigid' political scale represented by the State-level New Area can directly promote the rise of city-regions, and can establish a new type of 'central-local' governance relationship. Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. Improving the innovation quality of manufacturing companies has currently received increasing attention in the transformation from "Made in China" to "Created in China". Equity restriction is now one of the most talked about issues in China's corporate governance structures, but we have a limited understanding of the impact of equity restriction on innovation quality. This paper empirically analyzes the relationship and intrinsic mechanism between equity restriction and innovation quality using all A-share listed manufacturing companies in China from 2007 to 2021 as the research sample. First, the Tobit regression model is used to analyze the impact of equity restriction on innovation quality, and the Heckman two-stage model is used for the endogenous test. Then, the three-step regression model with mediating effects is used to validate the intrinsic mechanism of equity restriction to promote innovation quality from two paths, namely equity incentives and R&D investment. The research results show that equity restriction has a significant positive impact on innovation quality; equity incentives and R&D investment play a mediating role between equity restriction and innovation quality. High-quality innovation is an inevitable requirement for high-quality economic development, and an accurate grasp of the regional distribution characteristics of the level of highquality innovation development (HQID) can better understand and simulate high-quality innovation. This paper constructs a dataset of high-value inventions based on the Chinese patent database using textual analysis methods and the criteria for High-Quality Inventions proposed by the State Intellectual Property Office, and explores inter-provincial variability and convergence by using the Theil index, α convergence, and β convergence. This paper finds that High-Quality Inventions are significantly and positively correlated with various indicators measuring the quality and value of patents. In general, the overall level of HQID is on an upward trend with clear differences among provinces, which shows a regional unbalanced but overall rapid development. From the regional differences of HQID, the regional differences of HQID have been narrowed, mainly within the region. In terms of the convergence of HQID, α convergence, absolute β convergence, conditional β convergence, and club convergence exist nationally and within each region, which indicates that the gap between the national and regional levels of HQID has been narrowing over time. HQID has a positive promotion effect on the relationship between HQID and economic growth, economic growth rate, and total factor productivity. High-quality innovation can improve the quality of input factors, cultivate new dynamic energy for economic development, and then promote high-quality economic development. The pilot of Accountability Audit of Natural resources (AANR) is an important initiative for the Communist Party of China Central Committee to eradicate environmental pollution and promote the construction of ecological civilization. The purpose of this study is to explore the relationship between AANR and green innovation in heavily polluting enterprises, so as to promote regional sustainable development. With a sample of the national key monitoring enterprises in China from 2011 to 2018, this paper investigates the impact of AANR on green innovation in heavily polluting enterprises by applying the multi-period difference-in-differences model. The results indicate that AANR significantly promotes green innovation in heavily polluting enterprises. The results of mechanism testing indicate that AANR stimulates green innovation by promoting government environmental governance and government innovation-driven strategy. The heterogeneity testings indicate that the promoting effect of AANR on green innovation in heavily polluting enterprises is more significant in regions with higher environmental carrying capacity, higher pressure of GDP achievement and higher transparency of government environmental information. In recent years, the intensification of global industrialization coupled with the enterprise's production and operating activities have caused pollution, increasing the current environmental pressure. Relevant government departments in China have instituted several stringent measures (environmental protection sensitization and awareness activities, training sessions, and exchange activities targeted towards enterprise managers) to address these rising environmental problems. Though these measures have gained traction over the years, there is a dearth of research on their effectiveness on the green innovation performance of enterprises. To bridge the gap, this research explores the effect of environmental awareness training, knowledge exchange activities, and commitment on green innovation performance with survey data from 285 medical equipment manufacturing companies in China. It further expands the theoretical application of environmental awareness training, commitment, and innovation performance from the lens of the Knowledge-Based View. The findings depict a positive relationship between environmental awareness training and innovation performance. It also finds a mediating influence of environmental commitment in the relationship between environmental awareness training and green innovation performance. Furthermore, environmental knowledge exchange activities positively moderate the relationship between environmental awareness training and environmental commitment. These findings offer valuable insights for the green development of medical equipment manufacturing enterprises and the government to formulate environmental protection policies. Fintech is driving the revolution of finance and profoundly affecting the development of the financial sector. However, few studies examined how commercial banks' fintech innovation affects total factor productivity (TFP). To build up the fintech index of commercial banks, we use web crawler technology to accumulate news related to the fintech innovation of commercial banks in Baidu news. We use the panel data of 72 banks in China from 2010 to 2020 to explore the impacts and mechanisms of fintech on commercial banks' TFP. The results show that fintech innovation effectively improves TFP after a series of robustness tests. Further, we find that fintech innovation can improve commercial banks' TFP by promoting innovations of financial products, increasing risk control capability, reducing cost, and improving profit. Also, the utility of fintech is more significant in banks with more assets, facilities, and human capital, which means that fintech innovation creates a "bigger is better" mindset. Meanwhile, the result of quantile regression shows that the higher the fintech innovation, the more significant the increase in TFP, which further reveals that there is 'too big to fail' among commercial banks under digitalization. This paper examines the coupling coordination degree between digital economy and green technology innovation in 19 urban agglomerations across China from 2011 to 2020. Through the analysis of the coupling coordination degree model, spatial autocorrelation, multi-distance spatial clustering analysis, kernel density analysis and grey correlation model, this study uncovers the mechanism of coupling between digital economy and green technology in Chinese urban agglomerations. Data analysis revealed a significant increase in the coupling coordination between the digital economy and green technology innovation within urban agglomerations. However, there are noticeable spatial imbalances in this trend. Additionally, the multi-distance spatial distance analysis highlights a shift from a random distribution to a clustered distribution of spatial characteristics. The polarization features vary among each urban agglomeration and exhibit a significant positive spatial correlation. Factors such as economic sustainability, creative talent, policy support, digital impetus, and technological support will affect the coupling mechanism of green technology innovation and the digital economy in China's urban agglomerations. Policy recommendations are proposed to foster the development of the digital economy, promote coordinated growth within and beyond urban clusters, and ultimately build a digital ecological civilization that is both green and intelligent. Based on the panel data of 625 industrial listed enterprises of China from 2012 to 2020, this paper employs the method of propensity score matching–difference in difference to investigate the effect of financial–industrial integration on the enterprise's green development performance and the moderating role of green technology innovation on the relationship between the two is also addressed. It finds that first, financial–industrial integration has a significant promoting effect on the improvement in green development performance of enterprises, and green technology innovation has a positive moderating effect on the relationship between the two. In addition, the effect of financial–industrial integration on enterprise's economic and social performance is not significant, and it mainly promotes enterprise's green development by stimulating environmental performance. Moreover, the degree of financial–industrial integration has a moderate range in which the role of financial–industrial integration can be better played. In the context of the rapid development of the global digital economy, it is of great significance to explore the greening transformation of the manufacturing industry from the micro-perspective of enterprise digital development. This paper empirically examines the impact and mechanism of enterprise digital development on the greening transformation of the manufacturing industry using the 2010–2020 data of Chinese A-share listed companies in the manufacturing industry as a sample. The study shows that enterprise digital development can significantly promote the greening transformation of China's manufacturing industry, and this conclusion still holds after a series of robustness tests. Technological innovation and financing constraints are important mediating mechanisms. Further research found that the impact of enterprise digital development on the greening transformation of China's manufacturing industry has a positive nonlinear effect, and its marginal effect shows a weakening trend. Heterogeneity analysis shows that, from the perspective of micro characteristics, digital development is more able to promote the green transformation of state-owned and large enterprises. From a macro-regional perspective, digital development can better promote the green transformation of the manufacturing industry in eastern cities, key city clusters, and high-level cities. The aim of this paper is to investigate the effects of information technology (IT) capability on firm growth in the context of open technological innovation. The paper utilized a logical deductive approach to develop hypotheses and analytical frameworks, and collected empirical data from 256 Chinese new ventures. Regression analysis and structural equation models were used to test the hypotheses and analyze the data. The results showed that IT capability, including flexibility and integration of information technology, significantly influenced firm growth, and open technological innovation partially mediated the relationship between IT flexibility and firm growth, and significantly mediated the relationship between IT integration and firm growth. The paper's limitations include the cross-sectional design, limited sample size, and potential unobserved variables such as organizational learning that could affect the relationship between IT capability and firm growth. In order to reduce the environmental pollution of economic development, countries around the world pursue high-quality economic development model. However, the relationship between R&D investment agglomeration and high-quality economic development has not been thoroughly revealed in existing studies. Taking 30 provincial-level regions in China from 2009 to 2018 as research samples, this paper empirically examines the relationship between regional R&D investment agglomeration and high-quality economic development by using system GMM method and spatial econometric model. Theoretical analysis shows that regional R&D investment agglomeration promotes regional high-quality economic development by increasing regional knowledge capital, improving innovation efficiency, and promoting knowledge spillovers through scale effect, synergy effect, and spillover effect, respectively. Marine economy resilience can reflect to what extent the region will overcome these problems and achieve sustainable development. Nevertheless, evaluating marine economy resilience is a difficult task requiring considerable effort that is missing in the literature. This paper constructed the evaluation index system from the four dimensions of resistance, recovery, reorganization, and renewal and comprehensively used the analytic hierarchy process and entropy method to make a quantitative assessment of marine economy resilience in 11 coastal regions of China. Based on this, the paper then explored the spatial and temporal evolution of regional marine economy resilience. The evaluation results reveal that the overall level of China's marine economy resilience from 2006 to 2016 shows a fluctuating and rising trend. The resistance ability is generally in an upward fluctuating trend, the recovery ability fluctuates little but has no significant improvement, the reorganization ability also shows a fluctuating and rising trend, and the renewal ability has the largest increase in the four dimensions. In this paper, DEA cross-efficiency model is used to measure the energy TFP, and moment estimation method is used to empirically test the influence and heterogeneity of digital finance on energy TFP, and then the intermediary model is constructed to study and analyze the influence mechanism based on the sample data of 30 provinces in the Chinese Mainland from 2011 to 2018. The following research findings are obtained. First, the development of digital finance has played a significant role in improving energy TFP. Second, spatial heterogeneity exists in the process of digital finance affecting energy TFP improvement, that is, digital finance has a more obvious improvement effect on the energy TFP in central and western China than in eastern China. Third, digital finance can affect energy TFP through technological innovation; that is, the improvement of regional technological innovation is an important transmission mechanism for digital finance to affect energy TFP. This paper aims at identifying the causal relationship between the reform of the cultural system and the upgrading of industrial structure, revealing the causal relationship between the reform of the cultural system and the upgrading of industrial structure, which is of great significance for promoting the reform of the cultural system and the upgrading of industrial structure. The impact of cultural administrative reform on industrial structure upgrading is empirically tested using panel data from 261 prefecture-level cities in China from 2001 to 2017. The double difference model and PSM-DID method are used. This includes conducting placebo tests and examining the robustness of empirical findings using other methods. The findings indicated that (1) the influence coefficient of the cultural administrative system reform on industrial structure upgrading is positive and passed the significance level test, indicating that the cultural administrative system reform significantly promoted industrial structure upgrading, and on average, it can improve the level of the urban industrial structure by 11.81 percent. (2) Theoretical analysis of the mechanism demonstrates that the innovation level acts as a link between cultural administrative system reform and industrial structure upgrading, implying that cultural administrative system reform promotes industrial structure upgrading by stimulating the innovation level of cultural enterprises. (3) The results of the heterogeneity analysis indicate that the influence of cultural administrative reform on industrial structure upgrading is highly regionally and economically differentiated. The higher the economic level of the local community, the more effective the promotion effect on industrial structure upgrading. The reform of the cultural administrative system has a greater impact on industrial structure upgrading in the eastern region than in the central and western regions. On the basis of the foregoing research findings, this paper makes some policy recommendations for releasing the overall system reform dividend based on the cultural system and promoting regional industrial structure upgrading. Under the influence of the dual policies of sustainable economic development and the national dual-carbon target, the establishment of an environmental protection department for the treatment of heavily polluting industries is imminent, and the country has launched pollution control policies and regulations to restrict the emission rights of heavily polluting industries. Therefore, this paper focuses on whether the restriction of emission rights in key industries has reduced carbon emissions. To achieve this, this paper uses panel data of prefecture-level cities in China from 2006 to 2019 and adopts a two-way fixed-effects DID model to systematically analyze the impact of the key pollution industry governance policies launched by the Ministry of Environmental Protection on CO2 emissions in 2017. And further analyze the role of variables such as green technology innovation patents and energy efficiency using this model, while parallel trend tests and placebo tests, and related policies are used to ensure the robustness of the regression results. This paper reveals that: (1) The heavy pollution industry governance policy implemented in 2017 can effectively reduce CO2 emissions in the cities of the treated group, and the effect is more significant in the year of policy implementation; (2) Green utility patents and energy-use efficiency are the effective mediating mechanisms to reduce CO2 emissions; (3) Over time, the effect of heavy pollution industry governance policy on CO2 emissions gradually decreases; (4) The reliability of the baseline regression results of this paper is proved by the use of parallel trend tests, placebo tests, and tests excluding the influence factors such as relevant policies in the same period. Therefore, the key polluting industries treatment policy launched by China's Ministry of Environmental Protection in 2017 under the recent dual-carbon policy development goals formulated by China, can effectively reduce carbon emissions; however, in the future economic development process, the government should give more consideration to the continuity of the policy impact and its coherence on economic development when implementing the policy. After the 2008 financial crisis, under the double effects of enterprise value maximization and the decline of real economy marginal profit, the relationship between enterprise financialization and technological innovation is worth exploring in depth. On the basis of testing the impact of non-financial enterprise financialization on technological innovation, this paper explores the impact mechanism as well as the heterogeneity among different types of enterprises. This paper selects non-financial listed enterprises in China from 2007 to 2017 as samples to study the influence of enterprise financialization on technological innovation and its mechanism through panel regression and mediating effect models. Moreover, the heterogeneity among different types of enterprises is further studied. The main conclusions are as follows. First, the financialization of enterprises has a significant "crowding out" effect on technological innovation. Second, the "crowding out" effect of enterprise financialization on technological innovation is formed through capital structure rather than performance. Third, enterprises are faced with different attributes and external environment, thus the influence of financialization on technological innovation is heterogeneous. Fourth, there are significant differences in the impact of financialization on technological innovation between enterprises' attributes and the external environment they face, and the deviation degree caused by attributes is much greater than that caused by the external environment. Improving total factor carbon emission efficiency (TCE) is the key to achieving carbon emission reduction targets while ensuring economic growth. In this paper, the global Malmquist index based on the SBM model is used to measure TCE of 283 cities in China from 2011 to 2019. On this basis, this paper uses the spatial econometric model and intermediary effect model to empirically analyze the impact of industrial co-agglomeration on TCE and its transmission mechanism. Furthermore, considering the differences in geographical location and resource endowment among regions, this paper analyzes the heterogeneous effect of industrial collaboration agglomeration on TCE in different regions and cities. The results show that: (1) Industrial co-agglomeration can improve TCE, and its main transmission channel is technological innovation. (2) Industrial co-agglomeration has a positive spatial spillover effect. Industrial co-agglomeration in one region can improve the TCE in the surrounding regions. (3) Industrial co-agglomeration of cities with different geographic locations and resource endowments has a heterogeneous effect on TCE. Regarding geographical heterogeneity, the industrial co-agglomeration in the eastern region has the greatest promoting effect on TCE, followed by the central region. However, the impact of industrial co-agglomeration in the western region on TCE is not significant. Regarding resource endowment heterogeneity, the industrial co-agglomeration in non-resource-based cities has a greater promoting effect on TCE than that in resource-based cities. The development of the digital economy in China facilitates the transformation of old and new growth drivers. It can greatly promote the upgrading of technological innovation capacity, realize economies of scale and scope, and constantly promote the generation of new industries and new forms of business with the deep integration of digital economy and traditional industries, thereby promoting the high-quality development of China's economy. This paper uses inter-provincial panel data from 2013 to 2020 and a dynamic spatial Durbin model to quantify the impact of the digital economy on regional technological innovation capability (RTIC). The results show that: (1) the digital economy has positive spatial spillover effect and can boost the province's and neighboring provinces' regional technological innovation capability; (2) regional technological innovation capability has obvious spatial and temporal aggregation effects; (3) the impact of the digital economy on RTIC is mainly short-term effects, and there is regional heterogeneity, with the western region experiencing the highest effects and the eastern region experiencing less. Therefore, it is urgent to accelerate the development speed of the digital economy, grasp the law of dynamic economic development, identify the regional heterogeneity of the digital economy development, and deepen inter-regional digital technology cooperation to comprehensively drive the improvement of regional technological innovation capability.
