Resumen El 22 de abril de 1991, un terremoto de magnitud 7.7Mw generó una gran cantidad de daños en estructuras ubicadas en la zona caribe de Costa Rica. El seguimiento de las normas de diseño sismorresistente disponibles a esa fecha (CSCR 1986), así como las recomendaciones dadas en la normativa actual (CSCR 2010/2014), son empleadas para valorar los daños observados en algunas estructuras, con el objetivo de identificar si los mismos fueron originados por un incumplimiento de la normativa vigente a la fecha o por falta de desarrollo en la misma. En el presente documento se evalúan tres tipologías estructurales mediante casos representativos: edificios de concreto reforzado, estructuras de mampostería de concreto y estructuras sobre bases elevadas. Para dicha evaluación se utiliza el registro fotográfico disponible en el Laboratorio de Ingeniería Sísmica. Todas las fotografías fueron tomadas por miembros del Laboratorio durante campañas de inspección realizadas días posteriores al evento principal. Abstract On April 22, 1991, an earthquake of magnitude 7.7Mw generated a great amount of damage in the structures located in the Caribbean zone of Costa Rica. The follow-up of the earthquake-resistant design code available at that time (Costa Rican Seismic Code 1986), as well as the recommendations given in the current regulations (Costa Rican Seismic Code 2010/14), are used to assess the observed damage in some structures, to identify if they were caused by a breach of the regulations of that date or due to lack of development in the regulations. In this document, three structural typologies are evaluated through representative cases: reinforced concrete buildings, concrete masonry structures, and elevated structures to be flood resistant. For this evaluation, a photographic record available in the Earthquake Engineering Laboratory was analyzed. All photographs were taken by members of the Laboratory during inspection campaigns carried out days after the main event.

On November 17, 2018, PhD Rodolfo Herrera Jiménez passed away. He will be remembered for his quality as a person, his vision, and his contributions both to the university and to the practice of structural and seismic engineering in Costa Rica. On July 10, 2019, the Permanent Commission of the Seismic Code of Costa Rica made a posthumous tribute to PhD Herrera, where members and former members of the Costa Rican Seismic Code, colleagues from the University of Costa Rica, his wife and sons participated. The editorial committee of this Journal has considered important to document part of the interventions carried out that day in combination with remembrances of people close to PhD. Herrera. El 17 de noviembre del 2018 falleció el Dr. Rodolfo Herrera Jiménez, quién será recordado por su calidad humana, su visión y sus aportes tanto a la academia universitaria como a la práctica de la ingeniería estructural y sísmica de Costa Rica. El pasado 10 de julio del 2019, la Comisión Permanente del Código Sísmico de Costa Rica realizó un homenaje póstumo al Doctor Herrera, donde participaron miembros y exmiembros del Código Sísmico de Costa Rica, compañeros de la Universidad de Costa Rica, su esposa y sus hijos. El comité editorial de esta revista ha considerado importante documentar parte de las intervenciones realizadas ese día en combinación con remembranzas de personas allegadas al Dr. Herrera.

En el presente estudio se realiza un cálculo de la relación que existe entre la aceleración pico efectiva y la aceleración pico del terreno, utilizando la base de registros acelerográficos del Laboratorio de Ingeniería Sísmica de la Universidad de Costa Rica, con registros de eventos entre 1983 y 2019. Se analizan 5 casos específicos, para lo cual se emplean dos criterios en la selección de los registros: i) 2 niveles de aceleración horizontal máxima (2cm/s2 y 100cm/s2) y ii) la tecnología de los equipos que registraron el movimiento (Analógico, Digital o una combinación). Los resultados muestran que existe influencia en los valores medios de la relación aceleración pico efectiva / aceleración pico del terreno, al variar la tecnología de los equipos, sin embargo, no se observan variaciones significativas relacionadas con los límites de aceleración mínima empleados. Se recomienda emplear un valor de la relación de 0,870 en lugar del valor actualmente empleado de 0,800. Directionality effects on the expected strong ground motion in Italy are investigated. After a brief description of the directionality effect and the intensity measures involved, a wide Italian database1 of strong ground motion records is used, with a total of 949 horizontal accelerograms (two components). The analysis is performed for 5% damped response spectra in the 0.01-4 s period range. Rotation-independent intensity measures, resulting from combining maximum values of the as-recorded accelerograms, are investigated. The study has also been performed using maximum values of the time histories resulting from the previous combination of as-recorded time histories. Ratios between these rotation-independent intensity measures and those formerly used in ground motion predictive equations have been computed and modelled by means of a simple theoretical model. Thus, the results are useful for updating former strong ground motion predictive equations in a simple and straightforward way. Recently proposed capacity-based damage indices and parametric models for capacity curves are applied to frame steel buildings located in soft soils of the Mexico City. To do that, the seismic performance of 2D models of low-, mid- and high-rise buildings is assessed. Deterministic and probabilistic nonlinear static and incremental dynamic analyses are implemented. Monte Carlo simulations and the Latin Hypercube sampling technique are used. Seismic actions are selected among accelerograms recorded in the study area. Spectral matching techniques are applied, so that the acceleration time histories have a predefined mean response spectrum and controlled error. The design spectrum of the Mexican seismic code for the zone is used as target spectrum. The well-known Park and Ang damage index allows calibrating the capacity-based damage index. Both damage indices take into account the contribution to damage of the stiffness degradation and of the energy dissipation. Damage states and fragility curves are also obtained and discussed in detail. The results reveal the versatility, robustness and reliability of the parametric model for capacity curves, which allow modelling the nonlinear part of the capacity curves by the cumulative integral of a cumulative lognormal function. However, these new capacitybased damage index and capacity models have been tested for and applied to 2D frame buildings only; they have not been applied to 3D building models yet. The Park and Ang and the capacity-based damage indices show that for the analysed buildings, the contribution to damage of the stiffness degradation is in the range 66–77% and that of energy loss is in the range 29–34%. The lowest contribution of energy dissipation (29%) is found for the low-rise, more rigid, building. The energy contribution would raise with the ductility of the building and with the duration of the strong ground motion. High-rise frame buildings in soft soils of Mexico City show the worst performance so that the use of adequate braced frames to control the displacements could be recommended.

In this paper, the directionality effects of the as recoded ground motions are investigated. The Italian accelerometric archive (ITACA) is used for this purpose. A number of 949 horizontal ground motion records (two components) are used. The following measures, resulting from different ways of combining the maximum values (m1,m2) of the two horizontal components were investigated: Geometric Mean (GMRot), projection (Rot) of the two as recorded components onto all non-redundant azimuths and larger (LRot) value [max(m1,m2)]. The sensor-orientation-independent quantities: GMRotDpp, RotDpp, GMRotIpp and LRotDpp have been obtained. In these quantities, pp means percentile and D and I, respectively, mean dependent and independent of the period. The 50th percentiles values of these intensity measures were compared to the GM of the as-recorded components obtaining differences of 1% for GMRotD50 and in the ranges 2-6%, 1-2% and 15-27% respectively for RotD50, GMRotI50 and LRotD50. The three first ratios show a good agreement with similar studies in other regions. Moreover, the vector combination of the two orthogonal time histories (Root of the Sum of Squares, RSS) presents equal values as RotD100 and LRotD100. The study has also been performed by using the maxima of the time histories combinations; the following quantities are thus investigated: mGMRotDpp and mGMRotIpp, where m indicates peak values of the combined time histories. Our results indicate that the ratios between the 50th percentile of these orientation independent intensities and the GM of the as-recorded components, are in the ranges 0.78-0.85 and 0.79-0.86, respectively, proving that former ones are conservative. Structures with high lateral stiffness and/or with brittle to semi-brittle elements in their lateral resistant system may exhibit a rapid decrease of their shear capacity and a sudden loss of stiffness when lateral cyclic loads, as those produced by earthquakes, are applied. This behavior can be related to damage (partial or complete) of a particular structural element. In this article, the expected seismic damage is analyzed and assessed in two different structures. The first one is a low-rise reinforced masonry structure, with hollow concrete blocks (2 stories); the second one is a high-rise dual reinforced concrete building (18 stories). In both cases, materials are characterized using a proper hysteresis model, which takes into account softening and shear degradation. To quantify the structural damage, the well-known Park and Ang damage index is used. The damage curves shown in this paper, exhibit a quick damage increase for relatively low-intensity values, which is attributed to nonlinear incursions of several structural elements with low ultimate ductility. However, incremental dynamic analyses are time-consuming; therefore, it becomes important to develop simplified methods, also successfully representing this kind of effects. A recently proposed damage index, which can be computed in an easy and straightforward way from capacity curves or capacity spectra, is modified in this work to include this fast strength degradation. Details of the computations of this new damage index are also described here. Las estructuras que emplean paredes de mampostería se caracterizan por tener una gran rigidez y capacidad ante cargas paralelas a su plano debido, principalmente, a la gran inercia de algunos elementos que la componen. Bajo condiciones usuales, se dice que los elementos de mampostería, con o sin refuerzo, poseen un comportamiento frágil ante cargas sísmicas, lo cual aumenta su vulnerabilidad. Con el objetivo de modelar el comportamiento inelástico de este tipo de estructuras, se ha empleado un modelo de marco equivalente, en el cual se concentra el comportamiento no lineal en la base del elemento. Se ha desarrollado un modelo de análisis tridimensional de una estructura de dos niveles, la cual posee un diafragma rígido tanto a nivel de entrepiso como en el techo. El diseño estructural cumple con los requisitos definidos en el Código Sísmico de Costa Rica del año 2010. Se han realizado análisis tanto estáticos como dinámicos en el rango no-lineal de manera incremental. Como resultado principal se obtiene que la estructura analizada posee un comportamiento apto bajo las condiciones de demanda sísmica y objetivos de desempeño definidas en la norma de diseño, exhibiendo además una ductilidad intrínseca superior a la definida como ductilidad de diseño. The structures that use masonry walls are characterized by having high lateral stiffness and capacity for loads parallel to their plane, due to the large inertia of some elements that compose it. Under usual conditions, it is said that masonry elements, with or without reinforcement, have a brittle behavior for seismic or cyclic loads, which increases their vulnerability. In order to model the inelastic behavior of this type of structures, an equivalent frame model has been used, in which the nonlinear behavior was concentrated at the base of the element. A threedimensional analysis of a two-stories structure has been developed, which has a rigid diaphragm at floor and ceiling levels. The structural design fulfills the requirements defined in 2010 Costa Rican Seismic Code. Both static and dynamic analyses have been performed in the nonlinear range incrementally. The main result is that the analyzed structure has a suitable behavior under the conditions of seismic demand and performance levels defined in the design code, exhibiting, in addition, an intrinsic ductility superior to the one defined for design. The damage assessment of structures under seismic actions, must seek the implementation of new theories, tools and procedures that reduce the uncertainty associated to the expected structural response of a building. This response could be affected by the seismic action and the conditions in which it was characterized as well as the mathematical models used to assess the materials and elements behavior and their interaction. In this doctoral thesis, new information about the seismic hazard of Central America with emphasis in Costa Rica is presented. For this purpose, an accelerograms data base was used. It contained more than 3000 records from more than a 1000 seismic events. This data base was characterized and important peculiarities for further structural analysis were calculated. Furthermore, new seismic orientation-independent intensity measurements were determined, allowing the estimation of median and maximum values for the 5% damped response spectrum. Also, a novel technic to estimate the maximal orientation-independent seismic hazard is proposed. With it, the calculation time cost is considerably reduced, increasing the possibility of applicability. On the other hand, a spectral matching method is presented allowing to compatibilized the response spectrum of a group of records with the design response spectra provided for Costa Rica. For the structural analysis two typologies of common used in Costa Rica were selected. The first one is a two floors reinforced concrete masonry dwelling. The second one corresponds to a 18 storey building with dual reinforced concrete system. Both structures were designed using the Costa Rican Seismic Code and are based on real structures design by the author of this work. For the damage assessment, the results of methods that used the capacity curves (obtained from a static non-linear analysis) are compared with the results obtained with the Park and Ang damage index and the maximum inter story drift (based on a dynamic non-linear analysis). The evaluation reveals that the behavior of both structures concurs with the design performance criteria. The analysis is performed with deterministic and probabilistic cases applying advanced techniques to optimize the sampling of variables. Capacity, fragility and damage curves are presented and correlated with both seismic intensity measures and displacement for the 5,50 and 95 percentiles. In general, deterministic results are closely related with percentile 50, especially in the linear structural response range. A model to parameterize the capacity curves is used. This model takes 5 parameters into account and makes possible to obtain an excellent adjustment between the original and the fitted curves. For the masonry dwelling an adjustment by sections was applied showing enhanced results. Finally, a damage model that takes into account the capacity spectrum to adjusts the obtained damage curve with the Park and Ang Index is used. Also, an improved version of the initial damage model is proposed. This methodology shows a better adjustment, especially for structures with brittle behavior., La evaluación del daño sísmico en las estructuras, es una tarea que debe buscar la implementación de nuevas teorías, herramientas y procedimientos para reducir la incertidumbre asociada a la determinación de la respuesta estructural esperada. Dicha respuesta se ve afectada tanto por la amenaza y las condiciones en que ésta es caracterizada, como por los modelos numéricos empleados para caracterizar el comportamiento del material, de los elementos, así como su interacción. En la presente tesis doctoral se realizan aportes novedosos en pro de mejorar el conocimiento de la amenaza sísmica en la zona centroamericana, con especial énfasis en Costa Rica. Para esto se utiliza una base de datos de acelerogramas con más de 3000 registros provenientes de más de 1000 eventos sísmicos. Además de caracterizar la base de datos y sus principales peculiaridades de interés para el análisis estructural, se determinan nuevas medidas de intensidad sísmica, las cuales consideran la independencia del registro con respecto a la orientación del acelerómetro, permitiendo determinar valores medianos y máximos en la amenaza, definida mediante espectros de respuesta 5% amortiguada. Se propone también una nueva técnica para determinar la amenaza máxima independiente de la orientación del sensor, que reduce significativamente el tiempo de cálculo requerido, ampliando sus posibilidades de aplicación. Por otra parte, se aplican métodos de ajuste espectral que permiten ajustar un conjunto de registros de forma que sean compatibles con los espectros de diseño previstos para Costa Rica y puedan así ser usados en el análisis estructural. Para el análisis estructural, se han seleccionado dos tipologías constructivas de uso común en Costa Rica: tipo Muro y tipo Dual. La estructura tipo Muro es representativa de una vivienda unifamiliar de dos niveles que emplea mampostería de bloques de concreto, reforzada de manera integral. Por otro lado, la estructura tipo Dual corresponde a un edificio de 18 niveles, de uso residencial, que emplea el concreto reforzado combinando muros de carga y pórticos resistentes. Ambas estructuras fueron diseñadas bajo las directrices de la normativa vigente y toman, como base, estructuras existentes que fueron proyectadas por el autor de esta tesis. Para evaluar el daño esperado en las estructuras, se comparan los resultados obtenidos mediante los métodos basados en la curva de capacidad (obtenida de un análisis estático no lineal) con los resultados del índice de daño de Park y Ang (obtenida con un análisis dinámico no lineal incremental). Las evaluaciones realizadas reflejan un comportamiento adecuado de ambas estructuras bajo los criterios de desempeño establecidos en la norma de diseño. Los análisis estructurales son realizados para un caso determinista (con condiciones características) y para diversos casos probabilistas, aplicando técnicas avanzadas para la optimización del muestreo de las variables. Se obtienen entonces curvas de capacidad, curvas de fragilidad, curvas de daño dinámicas y correlaciones entre los parámetros de la acción sísmica y el desplazamiento, para los percentiles 5, 50 y 95. En general, los resultados del caso determinista se acercan al resultado del percentil 50, sobre todo en el rango lineal de la respuesta estructural. Se emplea un modelo para parametrizar las curvas de capacidad que emplea 5 parámetros. Con este método fue posible obtener un excelente ajuste entre la curva real y la modelada. Para el caso de la estructura tipo Muro, se aplicó además un ajuste a tramos, el cual brinda mejores resultados. Finalmente, se hace uso de un modelo de daño el cual toma como base el espectro de capacidad para ajustar la curva de daño de Park y Ang. Se propone, además, una mejora al modelo de daño inicial, que permite modelar mejor el comportamiento de estructuras frágiles.

La evaluación de la vulnerabilidad sísmica en instalaciones hospitalarias es un tema de mucho interés por su potencial impacto socio-económico. Los hospitales son sistemas complejos que, a diferencia de las estructuras convencionales, poseen una mayor vulnerabilidad no estructural y funcional. La evaluación de la vulnerabilidad puede realizarse de forma detallada o de forma simplificada. Las evaluaciones simplificadas poseen una alta aplicabilidad en la evaluación regional de la vulnerabilidad sísmica ya que permiten obtener un panorama sobre las posibles fuentes de vulnerabilidad de las instalaciones de manera rápida y sencilla, y, permiten realizar comparaciones entre diferentes estructuras con características similares. Para la evaluación de la vulnerabilidad sísmica, se aplicaron dos índices de vulnerabilidad cualitativos en 7 centros de salud clase A de Costa Rica. Con los resultados de las evaluaciones se ha desarrollado una metodología para caracterizar el desempeño de las estructuras mediante curvas de fragilidad obtenidas de la literatura. La calibración de las curvas de fragilidad se realizó evaluando los daños observados en los centros de salud ante eventos sísmicos históricos concluyendo con una nueva propuesta a utilizar en futuras evaluaciones. The seismic vulnerability assessment in hospital facilities is a subject of high interest for its potential socio-economic impact. Hospitals are complex systems that, unlike conventional structures, have greater non-structural and functional vulnerability. The evaluation of the vulnerability could be assesed with a detailed or a simplified evaluation. Simplified evaluations are broadly applied in the región for the seismic vulnerability assessments. The simplified evaluations can quickly and easily give an overview of possible sources of vulnerability on facilities, and also allow comparisons between different structures with similar characteristics. In order to evaluate the seismic vulnerability, it has been applied two qualitative vulnerability indexes in 7 Class A hospitals of Costa Rica. With the results of the assessment, a methodology has been developed to characterize each structure with a family of fragility curves, obtained of the literature. The calibration of the curves was performed using the observed damage on the sructures caused by notable earthquakes. Finally, we conclude with a proposal of a new approach for future evaluations. El presente trabajo estudia la influencia de la relación de aspecto en el comportamiento de muros de mampostería reforzada confinada al ser sometidos a cargas laterales cíclicas. Asimismo, se analizan otros parámetros estructurales, como la resistencia lateral, ductilidad, energía disipada y amortiguamiento histerético. En el marco de esta investigación se construyeron 14 paredes en escala natural, de las cuales, 8 fueron sometidas a una “precarga”, es decir, su falla se detuvo a un nivel de daño determinado para luego ser reparadas y falladas nuevamente, esta vez hasta el desplazamiento último. Para este trabajo se utilizaron los datos de fallas de todos los muros, por lo que se analizaron un total de 22 muros. Las relaciones de aspecto estudiadas fueron 0.5, 0.75, 1, 1.5 y 2. A partir de los datos de falla de estos muros se obtuvieron diagramas de histéresis y diagramas bilineales idealizados. Los resultados mostraron que el método para el cálculo de la rigidez teórica calculada a partir de la inercia y área efectivas utilizadas actualmente en el CSCR-2010/14 (CFIA, 2016) es poco conservador para el cálculo de la rigidez real. De acuerdo con los datos experimentales de este estudio y el análisis realizado no hay una relación o patrón en función de la relación de aspecto para la rigidez o para la degradación de la rigidez al aumentar los ciclos de carga. Asimismo, los resultados relacionados con resistencia lateral, ductilidad, disipación de energía y amortiguamiento fueron similares a las de investigaciones relacionadas y dentro de valores que pueden considerarse típicos. La investigación se centra en utilizar una metodología óptica sin contacto conocida como Correlación Digital de Imágenes (DIC por sus siglas en inglés), en un muro de mampostería, con el fin de someterlo a cargas ciclicas estáticas y determinar los desplazamientos y deformaciones, para a su vez compararlos con los mismos parámetros obtenidos mediante la instrumentación convencional.
